Mayor Leocadio Casingal de Vera Jr. was the youngest son of the late Leocadio C. de Vera Sr. and Teodora Casingal de Vera.

Fondly called “Leo Boy” by the people, Mayor de Vera was born and raised in Bayambang. A resident of Brgy. Poblacion Sur and Bical Norte, he was a graduate of Bayambang Central School and Bayambang National High School.

In college, he finished Bachelor of Science in Commerce, Major in Accounting at San Sebastian College in Manila, and he because a Certified Public Accountant. He also finished Bachelor of Science in Management and Master’s Degree in Public Administration at Lyceum North-Western University, Dagupan City.

Before he became the Municipal Mayor, he first worked as a manager and an account officer at a financing firm in Manila, a chief of the Loans and Discounts section of the Philippine Veterans Bank, also in Manila, and the general manager of his construction company.

He served the town of Bayambang for three consecutive terms, from 1998 to 2007, and ran unopposed in 2004.

Mayor de Vera was behind many accomplishments, such as the construction of the two-storey commercial complex at the Public Market, Rural Health Unit 1, Municipal Slaughterhouse, PNP Station, Municipal Sports Complex, rehabilitation of the Public Plaza, and the improvement/concreting/asphalting of many Poblacion and barangay roads.

Through his strategies and innovations, he was able to increase the LGU’s income by more than P10M in 1999. He convinced Bayambangueño businessmen outside of town to pay their business tax in Bayambang. He also held the first Business Forum to attract more investors in this town.

He granted scholarships, provided water supply facilities, conducted yearly medical missions to 77 barangays for 9 years, provided incentives to municipal employees, and many more.

Among the many awards he received is being Outstanding Mayor of Pangasinan for three consecutive year, and several distinctions in the areas of nutrition, revenue generation, peace and order, and reduction of drug abuse.

But without a doubt, the most lasting imprint he has left behind lies in the hearts of his fellow Bayambangueños, to whom he will always be their beloved Mayor ‘Leo Boy.’
