A Pitch for a Local 'Fear Factor' Food Challenge Tour/Trip

"Are you adventurous?" asks this otherwise fun online quiz on food adventurousness.

Considering the options presented in the test (rabbit meat? oyster? duck meat?), however, the only proper reaction from me would be, "What a question!" To use current Internet lingo, Filipinos be like, "You kidding me?" That's what we eat everyday. I mean, come on. Chitterlings (a.k.a. chicharron)? That's exotic enough to you? That's downright insulting.

Take this Filipino test instead. Or better yet, join me on a local food challenge tour in this town where exotic fare is everyday fare. The squeamish is definitely not invited, unless as a cheering, maybe even vomiting spectator.

Salads

For starters, let's have the ar-arusip salad. Notice the slime? Try if you could get past it.

You did? Congratulations! Now try our steamed flowers: squash, malunggay, samsamping, and ampalaya flowers in a medley of shots.

Then try the raw pancit-pancitan salad using a common weed often found in damp places like canals and mossy cemeteries.

Still there? Try also our karot salad, which uses a root crop that is poisonous if incorrectly prepared.

Soup

Congrats again, you're still alive. Now try our labong with saluyot soup to see if you can survive the slimy consistency, as in phlegm-like slimy.

Since there are lots of Ilocanos here, let's have an extreme dinengdeng version with the following included: baeg (local amaranth flower), sabsabirukong flowers, young samsamping pods, young singkamas pods. This combo should give that complex pharmaceutical flavor profile.

Since you've gained the momentum, pinapaitan is also a must. Apart from the cholesterol overload guaranteed to clog your arteries on the spot, the authentic Ilocano version should contain pespes, the green gunk from the partly digested grass extracted from one of the cow's four abdominal compartments.

We Pangasinenses have invented kaleskes, a version of pinapaitan with toned-down acidity, and it's definitely not endearing in the looks or presentation department.

An arroz caldo with chicken heart (puso), gizzard (batikuleng), liver (altey), and spleen (pali in Tagalog) should be another option to try.

Tulya soup in tomatoes and ginger should also be challenge if you're not into clams. Note the grains of sand remaining at the bottom of your soup.

Main Course: Meat

Baguisen is a favorite here, and it's not because it looks like what you'd have for Halloween. You need to acquire the taste.

Enjoy as well the cartilaginous consistency of bopis (pig lungs) -- if you can, all the while pretending that you don’t know what it is made from.

Choosing between adobong sawa or adobong bayawak should do the job of making you lose your appetite completely at this point.

If you get past that stage, then lastly, there's dog -- traditionally eaten here as azucena, an adobo-like dish.

Main Course: Fish and Seafood

Still ok? Inselar ya pantat is a favorite here. Try if you can get over its overly fishy flavor without scrunching your nose. It's not for nothing that this town celebrates the so-called Malangsi 'Fishtival,' with malangsi meaning malansa or fishy.

Bangus sinigang, preferably with guava fruit wedges, would also be good. Just make sure to finish the belly and eat the eyes as well without squirming. Then try bangus another way, as kilawin, and see the difference.

When Mangabul Lake was still in existence, people here ate an assortment of freshwater catch, including karpa varieties, snails like alireg and larangan, and giant clams, so these items should be included in the menu.

Main Course: Vegetables

Our town's unofficial comfort food is our version of pinakbet, and a proper pinakbet contains bagoong. Let's see if you can take a risk with the "extreme funkiness" of bagoong.

Then let's have a papait dish sauteed in tomatoes. The overpowering bitterness should be another challenge you won't forget for a lifetime.

Then try kinurkor a ponti, grated near-ripe saba stewed with malunggay leaves and grilled fish like gourami, to see if you could take the resulting appearance of the soup and not be reminded of anything gross and icky.

Dips and Condiments

A local meal won't be complete without the usual bagoong monamon dip or agamang (bagoong alamang) shrimp paste with calamansi squeezed in.

The vinegar used should be authentic sukang Iloko with live wriggling worms on top, to get the right Fear Factor reaction from you.

Appetizers, Sidings, Relishes

As appetizers, one may choose the following.

Steamed chicken feet in stinky tausi is level-up delicious, if you can get past being aghast at the sight of decapitated chicken feet.

Lumpiang isaw or chicken small intestine has that requisite bitter note with each bite, to make certain you are turned off enough.

We love daing or dried fish around here. Of course, our favorites include the intensely flavorful tuyo and dilis. We've also learned to eat danggit, by the way.

The concentrated umami of buro brings local meals to a whole new level -- if you can take the extreme scent, which you could smell one kilometer away. Burong dalag would be the most preferred variety of buro, followed by other fish varieties.

It's not only fish that we are fond of fermenting. We also ferment green mangoes, kamias fruit, shrimp, and pork. We also used to ferment bangus intestines, but it has been a lost art.

It's not only Kapampangans who love eating insects. Risk allergy or even anaphylactic shock with abuos, the Ilocano sauteed hantik ant egg specialty.

We also traditionally eat crickets and mole crickets, maybe even grasshoppers and locusts -- some say even the papery wasp nest including the eggs.

Black snails cooked in coconut milk is an unforgettably creamy dish, if you can ignore the looks and color of the snails.

Dessert

For dessert, don't forget the inlubi, the horribly black biko or rice cake.

Next, let's have an unconventional fruit platter of tropical 'exotics': wedges of chesa, mabolo, granate, balimbing, aratiles, kamantiles, pias, makopa, rattan, buri, sungsung carabao, wild (and miniature) pipino, and caramay (fresh and pickled in salt and sugar).

But if you wish to gag or simply freak out, you can't go wrong with binuburan, with its vomit-like look on top of its smell of rot and regurgitation.

Tea/Coffee

Rice coffee would be good at this point to round out your meal dégustation style. It is actually delicious with milk and brown sugar. Consider this your reward for having reached this stage of the challenge.

Next, try our pito-pito tea as cleansing drink. It is a tisane or infusion of leaves of mango, guava, banaba, pandan, sambong, dangla (lagundi), plus kulantro (coriander seeds) or anis (anise).

If you get this far, that's the only time you get perfect score.

Now that's what you call adventurous!

Meanwhile, a Pangasinense worth his salt would find the following exotics as adequately adventurous fare: kopi luwak, stinky tofu, adobong uok, jumping salad, adobong tito, jellyfish, cat siopao, betamax, inihaw na ulo ng manok, earthworm burger/hotdog, sasing, tamilok, crocodile, ostrich, kangaroo, pako salad, pinuneg or blood sausage, etag with molds and worms, tapang usa, ipon, padas, burong baby oysters, ginataang paniki, huitlacoche or Mexican corn fungus delicacy, Mexican live bugs, scorpion, centipede, waterbug, cobra in wine, monkey, field rat, sriracha, rocoto chili, Peruvian cuy or guinea pig delicacy, tteokbokki or Korean spicy rice sticks, jjamppong, pigweed, durian, durian ice cream, marang, cazu marzu or Sardinian cheese with maggots, fugu, natto, and san-nakji or Korean live octopus dish. 

Next time, please don't be ridiculous with your laughable examples of adventurous.

LGU-Bayambang Accomplishments for October 2020

GOOD GOVERNANCE

Orientation on New Procurement Process

Bilang parte ng polisiya ng transparency and accountability ng LGU-Bayambang, ginanap noong October 7 sa Events Center ang isang orientation ukol sa pinakabagong procurement process ng pamahalaan sa pangunguna ni Bids and Awards Committee Chairperson Ricky Bulalakaw. Sa bagong proseso, inaasahang mas mapapabilis ang pagkuha ng mga supply at serbisyo ng LGU ng naaayon sa batas.

SK Federation Meeting on First-Time Voters

Noong October 13 sa Sangguniang Bayan Session Hall, isang pagpupulong ng SK Federation ang ginanap kasama sina COMELEC-Bayambang Election Officer Meriam Corilla. Tinalakay sa pulong ang proseso ng pagpaparehistro sa mga first-time voters sa COMELEC. Nabanggit din dito kung paano makakatulong ang mga SK members sa barangay para mapadali ang proseso ng registration ng mga first-time voters na kabataan sa Bayambang. Naroon din si BPRAT Chairman Rafael Saygo para talakayin ang tulong na maaaring ibibigay ng kanyang team.

HRMO, Pinulong ang Solid Waste Office

Pinulong ni Human Resources Management Officer Nora Zafra ang mga staff ng Solid Waste Management Office noong October 14 sa Events Center upang talakayin ang mga problemang madalas maengkwentro ng HR sa paghahanda ng kanilang payroll. Sa pagpupulong ay isinabay ni Municipal Health Officer, Dra. Paz Vallo, ang pagtalakay ng health protocols sa solid waste disposal kabilang ang COVID waste materials. Pagkatapos ay tinalakay naman ni PNP-Bayambang Chief PLtCol Norman Florentino ang "Awareness on How to Resist Use of Tobacco, Alcohol and Illegal Drugs."

Barangay Treasurers Meeting

Noong October 21, pinulong ang lahat ng Barangay Treasurers sa Events Center upang talakayin sa kanila ang mga rules and regulations ukol sa budgeting, planning, accounting at auditing. Kasama sa kinuhang panel of consultants ang Municipal Accountant, Budget Officers, Planning and Development Officer, at DILG.

De Vera, Kinumpirma Bilang GSO Head

Mula sa pagiging OIC, si Gng. Chinita S. de Vera ng General Services Office (GSO) ay isa nang ganap na Municipal Government Department Head, matapos kumpirmahin ng Sangguniang Bayan ng Bayambang noong Oktubre 26 sa SB Session Hall ang appointment sa kanya ni Mayor Cezar Quiambao bilang pinuno ng naturang departamento.

Lot Survey in Mangabul

Noong October 8, nagsagawa ang Assessor’s Office ng pagtatatag ng primary control points para sa lot survey ng Mangabul Reservation simula sa mga boundary ng Manambong Norte at Manambong Sur hanggang sa San Gabriel 2nd.

Assessor’s Office Acquires New GPS

Noong October 21 ay tinanggap ng Assessor's Office ang bagong biling global positioning system (GPS) equipment para sa geo-mapping matapos itong maideliver sa St. Vincent Ferrer Prayer Park. Ito ay matagumpay na ipinadaan sa isang field testing.

Preparation of Disposal Papers for Mangabul Occupants

Ipinagpatuloy ng Assessor's Office ang pag-asiste nito sa mga bona fide occupants ng Mangabul Reservation para sa kanilang disposal papers. Sa linggong ito, sila ay nagtungo sa San Vicente at Tampog. Sa oras na maging ganap na batas ang bill na inisponsor ni Congresswoman Rose Marie 'Baby' Arenas na naglalayong i-convert ang mga lupain sa Mangabul Reservation bilang alienable at disposable property, inaasahang maililipat sa mga magsasaka ang lupaing kanilang sinasaka.

Pamilya sa Manambong Parte, Biniyayaan ng Munting Tirahan ng Grupong MANGO

Noong October 16 at 17, ang Bayambang Municipal Association of NGOs ay nagtulung-tulong  upang maitayo ang isang kubo para sa napiling benepisyaryo bilang parte nag kanilang proyektong Bahay ni Juan. Ang unang benepisyaryo ay ang isang pamilya sa Brgy. Manambong Parte na biktima kamakailan ng buhawi.

6 Additional Jeep pa-Dagupan

Noong September 29, muling nadagdagan ang byahe pa-Dagupan ng mga jeepney drivers na kasapi ng BAYMACDA transport cooperative. Dumagdag sa naunang sampu ang anim pang jeepney, kaagad na ininspeksiyon ng LGU team para sa compliance sa minimum health and safety standards.

Noong October 10, ininspeksyon ng LGU sa pangunguna ni Municipal Health Officer Dr. Paz F. Vallo ang 15 adisyunal na dyip na may byaheng Bayambang-Dagupan via Malasiqui na aprubado ng LTFRB. Kabilang sa IATF health standards na ininspeksyon ang paglalagay ng foot bath sa entrance, plastic dividers/barriers, alcohol spray, disinfectant solution, thermal scanner, at "No Face Mask, No Face Shield, No Ride" signage.

Hearing on LGU and Landbank Partnership  IRA

Noong September 29 sa dating Negosyo Center, isinagawa ang isang Committee Hearing na pinamunuan ng Sangguniang Bayan Committee Chairman on Rules, Laws and Ordinance, Finance, Budget, and Appropriations and Ways and Means na si Councilor Amory Junio kasama si Councilor Philip Dumalanta at SB Secretary Joel Camacho tungkol sa panibagong proposed ordinance ukol sa partnership ng LGU sa Landbank of the Philippines bilang official depository bank para sa Internal Revenue Allotment (IRA) ng Bayambang. Ang Committee Hearing ay dinaluhan nina Municipal Administrator, Atty. Raymundo Bautista Jr., mga Finance Cluster department heads ng LGU, at mga kinatawan ng Landbank.

Letter re. Disposition of 67-Hectare Bani/Bical Norte Property

Noong September 29, nagbigay ang Assessor's Office ng liham sa mga apektadong occupants ng 67-hectare property sa Barangay Bani at Bical Norte. Sa liham ay ipinaalam ni Municipal Assessor Annie de Leon ang kanilang intensiyon na magsagawa ng appraisal ng mga residential property for taxation purposes. Ang lupain ay nakatakda para sa disposition sa pamamagitan ng pag-transfer ng titulo sa mga occupant sa oras na sila ay pumayag na bilhin ang loteng kinatitirikan ng kanilang tirahan. May mahigit 400 na kabahayan ang nabigyan ng liham.

Assessor's Office Goes to Sapang

Noong October 28, nagtungo ang Assessor's Office sa Sapang Barangay Hall at Covered Court upang magsagawa ng Educational Tax Campaign para sa mga residente at Appraisal of Commercial Establishments sa lugar. Sila ay namahagi rin ng Owner's Copy ng Tax Declaration ng mga residente doon.

HEALTH

Health Workers, Walang Tigil sa Serbisyo

Kahit Sabado o Linggo ay patuloy ang mga health workers ng RHU sa pag-duty upang ma-assess ang mga incoming returnees mula sa iba't-ibang rehiyon upang patuloy na maprotektahan ang mga Bayambangueños mula sa nakamamatay na virus. 

Fresh Fruits para sa Na-Quarantine na Paslit

Kada linggo ay namimigay ang Nutrition Office, sa tulong ng MDRRMO, ng mga prutas para sa mga batang nasa quarantine facility sa kasalukuyan. Ayon sa Nutrition Office, kailangan ng mga naturang kabataan ang bitamina at mineral mula sa sariwang prutas upang manatiling malusog at maiwasan ang vitamin deficiency habang nakaquarantine.

IEC on MR-OP Vaccination

Noong October 5-7 at October 12, nagbigay ang RHU I at II, kasama ang DOH, ng isang orientation sa Wawa Covered Court, Carungay Covered Court, at Balon Bayambang Events Center para sa mga kapitan at barangay health workers ukol sa nalalapit na measles, rubella at polio Supplemental Immunization Activity ng DOH. Isasagawa ang nasabing mass vaccination para sa mga 0-59 month-old na bata sa kani-kanilang barangay health center mula October 26 hanggang November 25, 2020.

IEC ng RHU 1 sa Duera

Noong October 19, nakipagdayalogo ang RHU 1 sa mga taga-Purok 3 ng Brgy. Duera kung saan may napaulat na dalawang kaso ng dengue. Doon ay nagsagawa ng information campaign ukol sa dengue, at isinama na rin ang ukol sa COVID-19 update, E.O. 54 at 55, rabies, at ang malawakang measles, rubella, at oral polio vaccine supplemental immunization activity simula October 26.

Fogging sa Duera 

Muling ininspeksyon ng RHU I ang Purok 3 sa Brgy. Duera kung saan may napaulat na kaso ng dengue kamakailan. Mas malawakang paglilinis ang isinagawa doon, kasama na ang fogging operation. Idiniin ng mga health inspectors sa mga residente ang kahalagahan ng "4 o'clock habit" sa komunidad. Nagpayo din sila na kailangang regular na imonitor ang purok sa para kalinisan, pagpuksa sa maaaring gawing pugad ng lamok, at maayos na pagtatapon ng basura.

Mass Topical Fluoride Application, Nagpatuloy

Nagpatuloy ang massive topical fluoride application para sa mga kabataan sa iba't-ibang barangay. Sa catchment area ng RHU 1, nakapagtala ng 1,636 beneficiaries sa aktibidad na ito.

"Chikiting Ligtas sa Rubella, Polio, at Tigdas"

Noong October 26 sa Events Center, pinangunahan ni Vice Mayor Raul Sabangan at mga Municipal Councilors ang massive Supplemental Immunization Activity ng DOH laban sa rubella, polio at tigdas. Sumama din upang magpatak ng bakuna ang mga Municipal Councilors bilang pagsuporta sa programa. Inilunsad naman ng RHU 2 ang nasabing programa sa Brgy. Hermoza kasama ang mga myembro ng Rotary Club of Bayambang, na tumulong at namahagi ng libreng pananghalian, face mask at face shield.

UNICEF Consultants Monitor MR-OPV SIA

Noong October 29, nagcourtesy call kay Mayor Quiambao at Dra. Paz Vallo ang mga consultant mula sa UNICEF at nagmonitor ng implementasyon ng massive Supplemental Immunization Activity sa Bayambang. Tinignan ng mga bisita kung paano naging matagumpay ang proyekto ng dahil sa kooperasyon, koordinasyon, at suporta, lalo na ng alkalde ng bayan. Ang grupo ay nagtungo rin sa Brgy. Sapang upang pag-aralan ang naging istratehiya ni Punong Barangay Vicente de Leon upang ang lahat ng magulang sa lugar ay magpabakuna ng kanilang mga anak.

EDUCATION

BPRAT, Nakipagpulong sa Tanolong ukol sa Community-Based Distant Learning Program Nito

Noong October 9, nagtungo ang Bayambang Poverty Reduction Action Team sa Brgy. Tanolong upang makipagpulong sa Tanlong at Inanlorenza officials kasama ang mga opisyal at guro ng Tanolong National High School ukol sa nakatakdang launching ng Bayambang Community-Based Distant Learning Enhancement Program nito sa October 26. Sa miting ay plinantsa ang mga detalye ng launching ng nasabing programa sa Brgy. Inanlorenza Covered Court, na siyang napiling pnakamainam at pinakamalapit na venue para sa aktibidad.

Face-to-Face Learning sa Gitna ng Pandemya

Personal na inilunsad ni Mayor Cezar Quiambao ang Community-Based Distant Learning Enhancement Program sa Brgy. Inanlorenza Covered Court noong October 27. Ito ay dinaluhan ng halos 200 na mag-aaaral sa Tanolong sa Inanlorenza. Ang programa ay dagdag-tulong ng LGU sa DepEd upang magkaroon ng ng face-to-face learning na may social distancing sa panahon ng pandemya. Naroon bilang pagsuporta sina Vice Mayor Raul Sabangan, Councilor Mylvin Junio, Dra. Paz Vallo, Bayambang Public Schools District Supervisors, Tanolong at Inanlorenza Barangay Captains, at ang organizer BPRAT na nag-organisa ng launching sa direksyon ni BPRAT head Rafael Saygo.

Traffic Management Council Meeting

Noong October 28 ay pinulong ni Mayor Quiambao ang Traffic Management Council (TMC) sa Balon Bayambang Events Center upang patuloy na pagtuunan ang mga hakbangin para maibsan ang trapiko sa bayan ng Bayambang. Dito ay pinag-usapan ang paglunsad ng limang class 3 modernized PUVs na may rutang Bayambang-Dagupan via Malasiqui at ang pangangailangan nito ng sapat na parking space. Kaugnay nito ay natalakay ng Council ang planong Central Terminal sa PSU-Bayambang Campus.

"Cascading of KaSimbaYanan" Program ng PNP

Sa ngalan ni Mayor Quiambao ay dumalo si Vice-Mayor Raul Sabangan sa "Cascading of KaSimbaYanan" Program ng PNP noong October 14 sa Events Center. Layunin ng KaSimbaYanan o Kapulisan, Simbahan, at Pamayanan Tungo sa Kaunlaran program na mas lalo pang mapaigting ang ugnayan ng kapulisan sa mga simbahan at kanya-kanyang deboto nito upang makatulong sa moral recovery program ng kapulisan at pati na rin ng buong pamayanan. Naroon siyempre ang hepe ng PNP-Bayambang, PLtCol Norman Florentino, kasama ang personnel mula sa Provincial Office, at imbitado naman ang iba't-ibang religious leaders, mga Punong Barangay, at CVOs.

UNDAS 2020

Nagsasanib-pwersa ng MDRRMO, POSO, PNP, BFP, RHU, DOH, at force multipliers (Barangay Peacekeeping Action Teams, Xtreme Riders) para siguraduhing maayos ang scheduled na pagbisita ng mamamayan kada barangay sa mga sementeryo sa ating bayan. Naging mahigpit ang pagbabantay upang maobserba ang mga minimum health protocols at safety standards at maging matiwasay ang paggunita ng Undas.

TOURISM, CULTURE & ARTS

Tulung-Tulong para sa SVFPP Reopening

Noong October 6, nagtulung-tulong ang iba't-ibang opisina at grupo upang linisin ang St. Vincent Ferrer Prayer Park para sa muling pagbubukas nito. Kabilang sa mga tumulong sa pamunuan ng St. Vincent Ferrer Prayer Park ay ang Tourism Office, Solid Waste, Bureau of Fire Protection, Rural Health Unit, MDRRMO, at Kasama Kita sa Barangay Foundation. 

SVFPP Reopening

Matapos ang pitong buwan, muling binuksan ang Saint Vincent Ferrer Prayer Park noong October 8 para sa mga deboto at turista, ngunit ito ay limitado muna sa mga kababayan natin sa probinsya ng Pangasinan. Ang lahat ng bibista ay pinapakiusapan na istriktong obserbahan ang lahat ng public health protocols upang mapanatiling ligtas ang Prayer Park sa nakakahawang sakit.

Search for the Bayambang's Oldest Document  

Noong October 30, nagsagawa ang Museum Office sa pamumuno ni Museum Consultant Gloria de Vera-Valenzuela ng “Search for the Oldest Document in Bayambang” bilang parte ng  pagdiriwang sa buwan ng Oktubre ng Museums and Galleries Month sa temang, “Engaging Exhibitions for Emerging Generations.” Sa pakulong ito ay nanalo ang isang entry na mga resibo ng amilyar mula pa sa taong 1909.

AGRICULTURAL MODERNIZATION

DA Palay Donation

Muling nakatanggap ang MAO ng inbred rice seeds mula sa Department of Agriculture para sa Rice Competitiveness Enhancement Program nito. May 481,200 kilo ng high-quality hybrid palay ang nakatakdang ipamahagi sa mga kasaping rice farmers para sa kanilang dry-season farming.

Meeting on Langiran Lake

Nakipagpulong si MAO OIC Zyra Orpiano sa mga opisyales ng Brgy. Langiran ukol sa estado ng mga floating fish cages sa Langiran Lake. Kasama sa pulong si Ecological Solid Waste Management head Eduardo Angeles Jr. para pag-aralan ang posibilidad ng pagproseso sa mga tumubong water lily sa lawa upang gawing organic material.

Field Monitoring Day

Noong September 29, ang mga assigned area technicians ng Agriculture Office sa District 6 ay nag-conduct ng field monitoring ng fish cages sa Langiran Lake at mga sakahan sa Tococ East at Macayocayo. Ang team ay kumalap rin ng datos ukol sa cropping pattern ng mga farmers sa mga naturang barangay.

RiceBIS Update, 9.30.2020

Noong September 29-30, ang mga assigned area technicians ng Agriculture Office sa District 1 ay nag-assist kasama ang PhilRice staff na nakabase sa Bayambang upang iprepara ang sakahan sa Brgy. San Vicente para sa Participatory Technology Demo (PTD) sa pamamagitan ng farmer-cooperator na si Leonardo Velasco para sa rice production sa ilalim ng RiceBIS program ng PhilRice.

Massive Anti-Rabies Vaccination at Brgy. Bani

RiceBIS, Nasa Farmers Field School Stage Na

Nasa Farmers Field School (FFS) stage na ang RiceBIS program ng DA-PhilRice sa Bayambang. Layon ng FFS na magbigay ng makabagong kaalaman sa mga lokal na magsasaka na sumama sa naturang programa. Ginanap noong October 7 sa Brgy. Wawa Covered Court ang Day 1, at ang ikalawang klase sa sumunod na araw ay ginanap sa Brgy. Warding Covered Court.

Cash-for-Work ng BFAR

Noong October 9, sumali sa isang clean-up drive at tree planting activity sa gilid ng Agno River sa Brgy. Warding ang 11 na mangingisda na nag-apply para sa cash-for-work assistance program ng Bureau of Fisheries and Aquatic Resources (BFAR) ng Department of Agriculture. Sila ay inasistehan ng Municipal Agriculture Office staff, na siyang nag-supply ng mga puno ng guyabano para sa tree-planting activity. Ang mga partisipante ay mga fisherfolk na dati nang kasali sa "Balik Sigla sa Ilog at Lawa" project ng BFAR.

Cattle Monitoring and Treatment

Patuloy ang pagmonitor ni Municipal Veterinarian, Dr. Joselito Rosario, sa mga alagang baka na inaward ng Department of Agriculture sa mga naapektuhan ng ASF. Lumibot sa Brgy. Inirangan, Tatarac at Apalen ang team ni Dr. Rosario upang icheck ang kalusugan ng mga baka, mag-inject ng vitamins, at gamutin ang mga natagpuang may karamdaman.

Palay Distribution under DA-RCEF

Isa na namang distribusyon ng palay ang isinagawa ng Agriculture Office noong October 13, at ang unang bugso ng pamamahagi ay ginanap sa mga barangay ng Alinggan, Dusoc, Pantol, at Tanolong. Ang mga sako ng palay ay alokasyon ng Department of Agriculture para sa Bayambang sa ilalim ng Rice Competitiveness Enhancement Fund nito.

Briefing on Corn Seeds Assistance Program

Noong October 13, nagsagawa ang Municipal Agriculture Office ng Orientation/Briefing on the Guidelines on Corn Seeds Assistance Program ng DA-Region 1 at nagdaos ng eleksyon ng Corn Cluster Officers para sa District 7, kung saan karamihan ay corn farmers. Ang corn assistance project na ito ng DA ay isang “Plant Now, Pay Later” scheme, kung saan nakatakdang ibalik ng mga corn farmers ang pondo upang umikot ito sa mga kapwa corn farmers.

Corn Seeds mula DA-RFO-1, Dumating Na

Noong October 26, tinanggap ng Municipal Agriculture Office ang 254 bags ng Asian Hybrid Yellow Corn mula sa Department of Agriculture-Regional Field Office 1 kaugnay ng Corn Seeds Assistance Program ng DA sa District 7. Ang corn seeds – na sapat para sa 127 ektaryang sakahan – ay para sa mga corn farmers na nagnais maka-avail sa programa base sa pre-masterlisting ng DA. Ang mga ito ay ipinamahagi sa mga magsasaka noong October 27 sa Amanperez Barangay Hall.

Agricultural Suppliers Meeting

Noong October 28, pinulong nina Mayor Cezar Quiambao, Agriculture Office, at BPRAT ang lahat ng may-ari ng agriculture supply stores sa Bayambang upang maging ka-partner ng mga magsasaka pagdating sa maayos na pag-supply ng mga farm inputs sa tamang presyo. Ito ay bilang pagsuporta na rin sa kanila ng LGU bilang mga local entrepreneurs.

Landowners Meeting

Noong October 29, pinulong naman ang mga may-ari ng lupa na balak patayuan ng mga warehouses sa walong farming districts. Dito ay tinalakay ang mga iba't-ibang opsyon kung paano makikinabang ang mga landowners sa proyekto.

ECONOMIC DEVELOPMENT

Economic Cluster Meeting

Noong October 22, pinulong ni Mayor Cezar Quiambao sa Balon Bayambang Events Center ang Economic Cluster ng LGU, kasama ang Sangguniang Bayan  Trade and Industry Committee heads. Tinalakay dito ng mga council chairpersons ang kanilang accomplishment report para sa July to September 2020 pati na ang mga programs, projects, at activities sa 4th quarter ng 2020. Tinalakay din dito ang Local Investments and Incentives Code at ang “Guidelines on the Formulation of Municipal Agricultural and Fishery Mechanization Plans.”

Bayambang Commercial Strip, Nagbukas Na

Noong October 1, nagbukas na ang Bayambang Commercial Strip matapos magbalik sa operasyon ang mga stall owners na dating umuukopa sa L-Building ng Public Market. Ayon sa Special Economic Enterprise, natapos na ang kontrata ng mga stall owners sa L-Building at bilang konsiderasyon sa kanila, sila ay binigyan ng reservation sa Commercial Strip  nang mayroong right to first refusal. Samantala, kasalukuyang ginigiba ang L-Building upang magbigay-daan sa isang parking lot at makatulong i-decongest ang sentro ng bayan lalo na sa paligid ng Munisipyo at Balon Bayambang Events Center.

Pre-Registration Seminar para sa 3 Proposed Co-ops

Patuloy ang pagpupunyagi ng Municipal Cooperative Development Office (MCDO) sa pagpapalaganap sa kooperatiba bilang instrumento sa pagsugpo sa kahirapan.

Ang MCDO ay nagconduct ng Pre-Registration Seminar sa Zone VII noong Oktubre 25 para sa proposed Radiant Dragon Gran Society Consumers Cooperative, sa Brgy. San Vicente noong Oktubre 29 para sa proposed San Vicente Business Trading and Owners Consumers Cooperative, at sa Brgy. Asin sa Oktubre 30 para sa mungkahing Bgry. Asin Women's Agriculture Cooperative.

Noong October 16, pinangunahan ni Vice Mayor Raul Sabangan at Councilor Amory Junio ang isang ribbon-cutting ceremony para sa Barangay Hall ng Amancosiling Norte. Naroon si Punong Barangay Almario Ventura at mga barangay officials sa pagpapasinaya ng kanilang bagong Barangay Hall.

MRF, "Very Good" at “Compliant”

Noong October 14, bumisita sa ating Materials Recovery Facility sa Brgy. Dusoc ang Environmental Management Officer na si Philip Matthew Licop ng DENR-Environmental Management Bureau-Region 1 upang magmonitor at magvalidate sa pasilidad kung ito ay compliant at functional. Nakatanggap ng "Very Good" at “Compliant” rating ang Bayambang MRF matapos makitang kumpleto ang lahat ng records nito at maayos ang lahat ng sulok ng pasilidad.

P200K DENR Grant para sa Toxic Waste Containment

Noong October 20, tinanggap ng Ecological Solid Waste Management Office ang P200,000 MRF Fund Assistance mula sa DENR Region 1 sa San Fernando City, La Union. Gagamitin ang pondo sa pagpapagawa ng temporary containment area para sa toxic o hazardous waste. Ang apat na lungsod at dalawang munisipyo lamang sa Pangasinan ang naging benepisyaryo sa buong probinsya matapos makapag-comply ang mga ito sa requirements ng DENR.

- ANTI-COVID RESPONSE

Libreng Face Masks at Face Shields

As of September 2020, sa tulong ng Team Quiambao-Sabangan, libu-libong face mask at face shield na ang naipamahagi ng MDRRMO. Nauna nilang binigyan -- kasama ng alcohol at disinfectant solution -- ang lahat ng frontliners: LGU employees, pati na rin ang mga kawani ng PNP, BFP, DILG at iba pang national offices. Binigyan din ang lahat ng barangay officials, kabilang na ang mga tanod, BHWs, day care workers, at nutrition scholars ng 77 barangays.Binigyan din ng MDRRMO ang lahat ng market vendors, mga taga-ANCOP Ville at mahigit 6,000 na kasapi sa 4Ps, at pati na rin ang lahat ng nahuli na walang face shield at face mask. Bukod pa rito ay namigay din ang MDRRMO ng kumpletong standard PPE para sa lahat ng frontliners na naka-assign sa mga COVID-19-positive na pasyente.

Public School Decontamination

Bilang paghahanda sa nalalapit na pasukan sa October 5, nagsagawa ng decontamination ang MDRRMC kasama ng BFP sa mga pampublikong eskwelahan ng Bayambang. Ito ay upang masiguro ang kaligtasan ng ating mga guro papasok at mga magulang ng mga mag-aaral na siyang kukuha ng learning modules.

Decontamination of Isolation Facilities

Atin ding dinecontaminate ng ilang beses ang mga isolation facilities sa pagtutulungan ng MDRRMC at BFP. Buong araw ang ginawang paglilinis kabilang na ang pagbomba sa mga palikuran at kanal ng mga evacuation center.

Nagpatuloy naman ang Office of Special Economic Enterprise sa kanilang regular na disinfection at clean-up drive sa ating Public Market upang siguraduhin naman ang kaligtasan ng ating mga mamimili.

Poultry Supply Owner, Namigay ng mga Manok sa Brgy. Hermoza

Nasa 642 na buhay na manok ang ipinamahagi ng poultry supply owner na si Jun-Jun Camorongan Lomboy sa kanyang mga kababayan sa Brgy. Hermoza. Ito ay paraan niya upang makatulong sa kanyang mga ka-barangay, lalo na sa mga lubos na naapektuhan ang kabuhayan ngayong may kinakaharap na pandemya.

PCL-Pangasinan Donates Face Shields and Bond Paper

Noong October 9, nagdonate ang Philippine Councilors League-Pangasinan Chapter sa pamumuno ni PCL-Pangasinan Federation President, Councilor Sheila Marie S. Perez, ng 100 piraso ng face shield at 25 reams ng coupon bond sa Office of the Mayor. Ito ay bilang parte ng kanilang Brigada Eskwela 2020 drive. Malugod na tinanggap ang donasyon nina Councilor Philip Dumalanta at Municipal Administrator, Atty. Raymundo B. Bautista Jr.

Agno River Rehab Project Monitoring

Noong Setyembre ay nag-umpisa ang MDRRMO sa pagmonitor ng sinimulang Agno River Rehabilitation Project sa kooperasyon ng CSFirst Green AID Inc. Sa kanilang pagbisita sa Brgy. Wawa at Amancosiling Norte kamakailan, kanilang kinumusta ang kalagayan ng mga itinamin na punong kawayan kasama ang mga naka-assign na caretakers ng proyekto sa lugar.

MDRRMO, Isinaayos ang SG1 Isolation Facility

Noong nakaraang linggo ay naging abala ang MDRRMO sa malawakang renovation work sa San Gabriel 1st Community Isolation Facility. Sila ay naglinis, nagdisinfect, nagpintura, nag-ayos ng electrical wiring, at nagkumpuni ng nasirang bakod ng pasilidad. Sila rin ay nanguha ng mga seedlings ng sa Municipal Nursery upang itanim ang mga ito roon.

Distribution of Free Food in Isolation Facilities

Samantala, patuloy ang kanilang pamamahagi ng libreng pagkain at tubig tatlong beses kada araw sa mga nakaquarantine sa mga community isolation facilities ng LGU.

Vehicular Extrication Training

Noong September 16 at 17, nagsagawa ng libreng Vehicular Training para sa Bayambang DRRM rescuers ang EPP Fire Safety and Rescue Equipment sa MDRRMO Conference Room. Sa training ay tinuruan ang mga rescuers ng tamang paggamit ng biniling rescue equipment at kung paano ang tamang pagresponde kapag may vehicular accidents.

Paghahanda para sa Bagyong Rolly

Ang Bayambang MDRRMC ay puspusan ang paghahanda sa pamamagitan ng pagpupulong, tuluy-tuloy na pagmonitor sa lebel ng Agno River, pagpeprepara ng mga rescue equipment, at paglilinis sa mga evacuation centers. 

Looking Back: From Palmeras to Pothos -- A history of fickleness in local choices of ornamental plants

The world of gardening is just like the world of fashion: taste and preferences come and go.

In the '70s, when we were living in the center of town, my mother’s plant collection was typical of the neighborhood. She had the usual pampasuerte or ‘lucky plants’ on the second floor terrace – palmeras and la suertes all neatly lined up in clay planters, evergeen and totally low-maintenance, which was perfect because she was a busy housewife tending a store.

Later on, when our family moved to the edge of the town proper, competing for her attention while puttering around were the so-called San Francisco shrubs lined up to flaunt their amazingly variegated beauty. She also had creepers called manaog ka sa ilog, water plant, and cadena de amor. If only those plants could "sashay down the catwalk," as fashion journalists would put it, for each was beautiful in its own right.

The neighbors, of course, had the same, plus an impressive variety of gumamelas and santans. There were red, yellow, orange, and sometimes, pink and white varieties of gumamela, plus single or double-petaled ones besides, while there were red, crimson, yellow, orange, and sometimes, pink santans.

In the latter part of the decade, parading and preening at the front yard of townsfolk were zinnias, bachelor’s button, bandera hispaniolas, marigold, chichirica, miniature Chinese bamboo…

Come March, during school graduations, imported botanicals would arrive in town, although only as disembodied flowers and leaves. The preferred flower tucked on shirt lapels was dahlia on a bed of baby’s breath or fragrant cypress leaves. Others would wear a garland of everlasting flowers. I know at least one neighbor who successfully grew one lone dahlia plant, but in general, this flower and the others came all the way from Baguio City. 

Then as now, Valentine’s Day was the same affair of red roses. Roses are difficult to grow, but there were those with the proverbial green thumb, who managed to have a collection right on their front lawn -- red, pink, white, miniature varieties. I've always wondered what their secret was.

Since we're at it, the preferred flowers for the dead were the kalachuchi and palong-palong, which one could pick from somebody's yard.

In the public plaza, there were cypress trees and clumps of flowering kantutay, locally called bangbangsit (Ilocano word for stinky), but whose florets come in various colors per head. In the time of Mayor Leo de Vera, Councilor Gerry de Vera ordered the planting of the bayambang or culibangbang tree from which the town got its name, but sadly it is no longer in sight around the vicinity of the town proper even when this single species is at the heart of its identity. Another culibangbang tree species, however, with its pink orchid-like blooms, could be easily found growing wild in the barrios like Bani, but this variety is said to be an introduced species. (Bayambang, though, used to be called Malunguey or Balunguey, but its meaning remains a mystery.) Fire trees and yellow candle trees gave sprays of bold colors, making even the dullest corners bright and look special. 

Towards the '80s, there came a time when everyone seemed to be into Vietnam rose, to the detriment of old favorites, as though they turned ugly in the eyes of their masters overnight.

Then there was a time when Doña Aurora plants were all the rage. 

The moneyed ones also had stuff brought in from Baguio: yellow candle and other species I could not name at the moment.

In the ‘90s, one wondered why, but suddenly there were tinik ni Kristo everywhere one looked. 

There were already other succulents then aside from these novel prickly flowering species, which of course came in varieties as well: little cactus varieties and giant cacti with pricks so big they were covered with whole eggshells maybe as décor or maybe to prevent injury. Katakataka (kalanchoe) was also popular. But no one bothered about the scientific names of these species yet, except perhaps the biology students.

The hard-core gardeners tended orchids.

Then the desert rose and the ZZ plant came, and everyone seemed to have followed suit after someone introduced these. Both plants were quite indestructible and required no tender love and care from their owners.

How each plant became popular – and how it waned on the radar – are wrapped in mystery. Today, there are some plants that are altogether missing from the garden, as though they have been discarded like yesterday's outmoded clothing: sampaguita, camia, rosal, dama de noche, ylang ylang, adelfa, bangka-bangkaan, to name just a few. 

In this day and age of plantitos and plantitas, the most popular appear to be the once-ignored senseverias or snake plant varieties and the pothos varieties because they reportedly clear the air of toxins. There is, of course, a host of new cactus species, with eye-popping geometric designs, the aglaonema 'series', and a host of exotics we’ve never seen before, with curious 'accents' and  'accessories' as appendages. Today, the San Francisco shrubs are now referred to as crotons. 

Oscar Wilde defined fashion – with his usual overdose of sarcasm – as "a never-ending parade of ugliness." On the other hand, gardening, we could say in all seriousness, is a never-ending parade of pulchritude. In these cloistered times when people find solace in restoring pockets of the Eden that was suddenly snatched away by the pandemic, there's no telling which bevy of beauties will turn out to be the next flavor of the month, or apple of the eye, of local gardeners. 

With the endless variety of 'materials,' color, size, shape, geometry, and 'architecture,' the gardener is constantly bombarded with beauty in all its splendor: original, inventive, creative. The seemingly trivial gardening hobby then emerges as something else: it speaks of an unseen fashion show director that has a great design and 'fashion sense,' unfailingly dazzling in his surprises, or to steal from the stylish novelist Umberto Eco himself, a marvelous "capacity for invention."
