Memories of a Great Flood

Part of being Filipino, it seems, is learning to live with nature's outbursts.

I had my first taste of a great flood when I was in kinder grade, when my family just moved from Pandacan, Manila, to my father's hometown, Bayambang, Pangasinan, and it proved to be the worst in the history of our town, to date. It was July of 1976 when Typhoon Didang, a typhoon of unusual ferocity, hit Luzon. Of course, the heart of the town's Poblacion area was not spared. A dam up north swelled, forcing authorities to open its spillways, or so we residents heard the news. Our town is situated along the Agno River which easily overflowed during heavy rains because of heavy siltation, something ultimately blamed on the several open-pit mining upriver in the Cordilleras.

I remember how the inundation of coffee-colored water slowly swallowed the streets. It was getting late in the afternoon and the rain went on unabated. There must have been no announcement of planned evacuations because the whole town slept through the storm. It was at dawn, I think, when alarm bells started ringing in our ears. Upon waking up, everyone must have been flabbergasted to see the first floor of every single dwelling place swimming in floodwaters. We had slept through the night upstairs without knowing that all our earthly belongings downstairs had been marinating in coffee-and-cream-colored water.

Not long after, my family of six (father, mother, me, brother, sister, and grandmother) decided to move next door to our neighbor, the Macams, because it was impossible to cook breakfast as our kitchen was downstairs. Besides, even our rooms upstairs were starting to drip. We jumped our way to the Macams over the concrete partition that separated the terrace we shared which overlooked the town. We were graciously accommodated by our neighboring family in their second-floor sala (living room). While the adults conversed in hushed tones, there was nothing much for us children to do but to stare at the darkness.

I would learn later on in life the reason behind the hushed tones. The father, Tio Andring, was nowhere to be found when he was supposed to be home. It turned out that he had been trapped in the faraway barrio of Darawey, I guess on some farming business. For hours, his wife and children -- Ate Au, Ate Lalaine, my kinder grade classmate and close pal Joel, and Mary Joy -- had been waiting for him to come home, but it turned out that there was no way of going home except braving the muddy roads by walking. And walk and walk he did until he finally reached his doorstop in the accessoria part of the public market, where dozens of fellow residents kept businesses downstairs and retired upstairs past working hours. As his wife Tia Angeling welcomed him back, her face broke in tears dammed up for hours in utter helplessness, with their children likewise sobbing one by one, as if on cue.

It was almost sunrise when help from the municipal government finally came by way of a farm tractor which pulled a cart big enough to rescue one family at a time. The tractor, I would learn from my mother much later, was owned by then vice-mayor, Teofilo Medrano of M.H. Del Pilar in the hilly part of town.

We returned to our place in haste to collect a few clothes and some provisions (rice, Milo, etc.), then dashed downstairs for the front door, weaving through the murky waters. My mother then was pregnant with her fourth child, my brother Ronnie, and I could see her bloated tummy bobbing from the flood. Our large aparador, which kept all of my mother's fine kitchenware, was also floating while heavily steeped in grime. There must have been a power outage at the time because nobody got grounded, or worse, on the way out – we must have left all the appliances plugged. Somebody (my older cousin Rudy or Rene, which the vice-mayor brought with him) had to carry me on his back, too, for it was impossible for me to get out of the house without drowning, as the flood was already neck-high out in the streets. After everyone else made it to the waiting cart, my father locked the house.

We were hauled off to a safe elevation in Del Pilar, and were welcomed by a family we didn’t even know. The family, I would learn later, was a relative of Tio Andring, a market vendor named Doray de Vera Ramos. I remember our host preparing a huge meal of scrambled eggs with lots of onions. We children spent the whole day doing almost nothing, but the adults had to wash themselves thoroughly with Safeguard using water pumped manually from what they called artesian well. For the first time, I knew how it was to be homeless, an "evacuee" suddenly displaced by what they called a “natural disaster.”

The children of our host family must have entertained us well, for I can distinctly remember spending the time in the yard picking aratiles fruits with them. When night fell, we transferred to another house, that of our relatives uphill who must have learned about us. We had dinner in their place and, because the weather was somewhat chilly, we were served steaming coffee. We sipped it like it was the most delicious and nourishing thing in the world. The only source of safe drinking water must have been the artesian well, for we had to make do with its funny aftertaste.

Evacuation always meant the twin curses of hunger and epidemic, so it was running true to form when my family was not spared. The next day, I fell ill with diarrhea probably from eating too much aratiles or drinking contaminated water.

My most vivid recollection upon returning home was the sight of my mother washing what remained of her china and glasses, most of which, she said, were her wedding presents she would hate to part with. The other flats in our neighborhood remained standing when the flood receded, so we still had a lot to thank for. Either out of fear or in thanksgiving, or both, we started to pray the rosary nightly as a family, something we did not always do.

One or two days later, the whole town would hear a faint whirring sound emanating from the town plaza. A chopper, it turned out, was being sent by the national government, and as soon as the word got out, people scampered to the town square. When they got back, they were wearing a big grin on their faces while hugging boxes of red Chinese apples, blankets, and assorted "relief goods."

Soon, we would learn that the Estacion (train station) of our beloved memories would cease operation, as the bridge connecting Bautista town was washed away. The bridge would never be built again, and the train station would soon go down the path of obsolescence. The other bridge, Calvo Bridge, also sustained considerable damage, but we are lucky today that it remains standing.

This experience must have traumatized us residents so much that, within the next two years, we transferred our homes one by one to the topmost part of the hilly barangay of Cadre Site, in the outskirts of town.

Eventually, I would learn that a similar 'great flood' story was behind the founding of Bayambang town from being the town formerly called Malunguey.

In my life, all sorts of storms would come and go, but as they say, there is nothing like the first time; the succeeding ones became somewhat routine.

Another typhoon strikes, then a massive brownout, and just like that, we are back once again to Stone Age.

This year, we are back to Stone Age right in the middle of the Age of Cloud Computing. Our lives once again take a sudden turn to something drastic, as we come face to face with… utter nothingness: no internet connection, no TV, no radio, and if we forgot to charge, no cell phones too. Often, even the landline is dead.

This basically means no news, unless we have transistor radio, an idea which we have discarded a long time ago -- bad move. But even transistor radio would require some batteries. In case we are lucky to have two bars remaining on our cell phone screen, we are afraid to text or call for fear of turning the thing to 'low-batt' mode, or worse. Needless to say, the loss of contact with friends and loved ones frays the nerves and frazzles the mind.

The long downtime, ironically enough, can not be remedied with the usual distractions because there is no Facebook, Twitter, or blog to turn to. Not even the books and the magazines gathering dust in the corner can help, unless we bring them out in the daylight. But who does that in the middle of a destructive storm?

With the lights out at home, we walk into darkened rooms and grope our way through the corridors. We trip, we bump into each other. Flashlights and candles do come in handy, if they are available at all. We find ways to kill time by lying idle and talking in fearful tones. We just can not fall asleep.

Apart from the darkness, there is the eerie silence. Gone is the usual white noise in the neighborhood, especially the uncharitable karaoke singing in the dead of the night. Nothing of the usual nightly news and soaps blaring nonstop either.

Hi-tech means nothing if there is no electricity -- we already know that. Nevertheless, we count ourselves among the ‘lucky’ ones when we finally discover, some three days after, that scores have died, and centuries-old trees have fallen down, smashing cars below, and the overall damage has been widespread.

On top of that, though, we feel perversely thankful as well that the rains irrigated the parched farmlands and filled up once again the potentially destructive dams that had dried up in the summer, ensuring food and electricity once again for the rest of the year. ...The yearly drama between life and death and doomsday destruction.

News reports of typhoons and flooding in the Philippines are always treated negatively and necessarily so. Lives and properties are lost tragically in an instant, and the loud lamentations are justified. But those of us who survive quickly learn to live with “natural disasters” by keeping a safe distance from their furious path. We quickly learn that calamities of any kind, be it natural or unnatural, can be outwitted and won over to our side if we act smart in advance, during, and in the aftermath of a calamity. We can even welcome it as something that affords us the chance to have much-needed pause from the ceaseless toil of the day-to-day, like nature's enforced retreat and recollection. 

But nothing, it seems, can prepare us for the inherent element of unpredictability, and so we are endlessly grateful for the second lease on life we are given each time we survive an onslaught.

Sino ba si Cezar Quiambao?

Ikalabingpito ng Nobyembre taong 1948 nang ipinanganak si Cezar Terrado Quiambao sa bayan ng Bayambang. Bilang pangalawang anak nina Simplicio at Veronica Quiambao, si Cezar ay unang nangarap na magkaroon ng magandang buhay noong siya ay estudyante pa lamang sa Bayambang Central School. Dala niya ang pangarap na ito hanggang sa makatapos siya sa Bayambang National High School at bitbit niya ito nang lumuwas siya sa Maynila para kumuha ng kursong Business Administration major in Accountancy sa University of the East at Strategic Economic Program sa University of Asia and Pacific.

Ang kanyang paglipad patungo sa Indonesia ay naging malaking hakbang sa pagtupad ni Cezar sa kanyang pangarap. Doon siya nagtrabaho sa loob ng dalawampung taon, at dahil sa kanyang sipag at tyaga, nagtuloy-tuloy ang kanyang pag-asenso hanggang sa makauwi siya ng Pilipinas.

Taong 1994 nang bumalik si Cezar sa kanyang bayang sinilangan. Gamit ang mga kaalaman at kakayahan na inuwi niya mula sa pagta-trabaho sa Indonesia ay sinimulan niya ang programang “Baley Ko, Pawilen Ko, Aroen Ko, Tulungan Ko” kasama ang mga kaklase niya mula sa Batch ’65 ng BNHS. Ang programang ito ay nabuo dahil ang pangarap ni Cezar Quiambao ay hindi lamang para sa kanyang sarili kundi para rin sa buong Bayambang.

Nagsimulang naging konkreto ang mga pangarap ni Cezar nang ipinabato niya ang maputik na daan mula barangay Tanolong  hanggang sa Bical Norte. Ginawa niya ito matapos makarating sa kanya ang reklamo ng mga kaawa-awang guro na nagtitiis maglakad sa putikan araw-araw para makapasok lang sa trabaho. Pagkatapos nito ay sinunod naman niyang proyekto ang pagsasaayos ng daan sa Mangabul.

Nagtuluy-tuloy ang pagtulong ni Cezar Quiambao sa kanyang tahimik na paraan sa mga sumunod pang mga taon. Isa sa mga pinakaimportanteng kanyang nagawa ay ang pagpapa-ayos ng Public Plaza na dati ay masangsang ang amoy at kahiya-hiya sa mga bisita.

Nagtatag rin siya ng College of Information Technology sa PSU-Bayambang noong taong 2000 at ngayon ay kitang-kita na ang dami at ganda ng mga produkto ng kolehiyong ito.

Noong 2004 ay itinatag niya ang Kasama Kita sa Barangay Foundation katulong si ex-Councilor Levin Uy upang tumulong sa mga kabataan at mga walang hanapbuhay sa pamamagitan ng mga training at seminar sa iba't-ibang TESDA-accredited courses at livelihood projects.

Sa kanyang sariling paraan ay unti-unting tinulungan ni Cezar na bumangon ay kanyang minamahal na bayan, ngunit ang progreso sa Bayambang ay totoong nagsimula noong taong 2012 nang kanyang ipatayo ang Royal Mall. Ang Royal Mall, Strategic Alliance Holdings Inc., Land Registration Systems at STRADCOM, na mga negosyo ni Cezar, ang nagbigay ng pondo sa munisipyo na noon ay pinamamahalaan pa ng ibang alkalde dahil sa laki ng tax na ibinabayad nito. Napakalaki ng pondong ibinigay ng mga ito sa munisipyo na kung ginamit sana noon sa makabuluhang proyekto ay nakatulong pa sa pagpapaganda ng buhay ng mga ordinaryong Bayambangueño.

Nang magdiwang ang bayan ng Bayambang ng 400th Year Anniversary ay malaki ang naging papel ni Dr. Cezar Terrado Quiambao. Gamit ang personal niyang ipon ay nagbigay siya ng P25M na pondo sa lokal na pamahalaan upang masungkit ng Bayambang ang Guinness World Record for the longest barbeque grill noong April 4, 2014. Dahil sa lahat ng kanyang suporta sa mga Bayambangueño ay nakilala ng buong mundo ang Bayambang.

Malaking tagumpay at kasiyahan ito para sa bayan, ngunit ito rin ang naging mitsa upang magising siya sa mapait na katotohanan: napag-alaman niya ang korapsyon ng mga namumuno noon sa Bayambang. Libre niyang ibinigay ang mga grill na ginamit sa Kalutan ed Dalan, ngunit nalaman ni Cezar na ibinenta pa ang mga ito sa mga Bayambangueño at ang ibinayad nila ay pinakinabangan ng mga nakaupo sa pwesto sa panahon na iyon.

Ang pangyayaring ito ang nag-udyok sa kanya para siya na mismo ang tumakbo bilang alkalde noong taong 2016. Simula nang siya ay nanalo at naupo sa pwesto kasama si Vice Mayor Raul Sabangan ay naging tuloy-tuloy na ang pag-angat ng Bayambang. Kasama ang buong Team Quiambao-Sabangan ay nilabanan ni Cezar ang korapsyon, kriminalidad at political dynasty, at patuloy pa rin nilang nilalabanan, kasama ang buong LGU Bayambang, ang kahirapan sa pamamagitan ng Bayambang Poverty Reduction Plan.

Ang pangarap na binuo ni Cezar noong siya ay bata pa ay ang pangarap na mag-aangat sa sa bayang pinakamamahal niya. Kaya naman ginagawa at binibigay ni Cezar ang lahat para masiguro na ang bawat kabataan, kababaihan, magsasaka, guro, manggagawa, at kalalakihan sa kanyang bayan ay makakasiguro sa magandang kinabukasan.

Nangarap, nagtrabaho, at ngayon ay tumutulong sa mga Bayambangueño. Ayan si Mayor Cezar Terrado Quiambao.

Bayambang is no stronger to disasters, chiefly because of the annual typhoon season. Historically, it is a town that was established precisely because of a great flooding incident in its original settlements.

 

Despite the transfer of the town to a higher elevation, however, the current center of the town (Poblacion) and its low-lying areas near Agno River remain especially prone to flooding during the typhoon season. In fact, residents have seen one of the worst episodes in 1976 when typhoon “Didang” washed away the bridge connecting the Bayambang train station to Bautista town and inundated scores of houses with neck-deep waters on the main avenue.

 

Ever since that watershed event in our collective memory, our journey towards disaster risk reduction and mitigation has been long and hard. Since then, hard-won lessons certainly have been learned.

 

One of the fruits of that traumatic experience is that we now have policies in place at our disposal, with the help of several technological tools coupled with updated scientific knowledge in several fields. Back then, we did not even have emergency hotlines, a command center, smart phones, social media, and concerned government agencies at all levels. But now, we have PAG-ASA, OCD, Philvocs, MSWDO, NDRRMC, MDRRMC, and BDRRMCs.

 

While it is true that natural disasters have a certain unpredictability, we now know that they also have a cyclical nature. Having encountered an assortment of natural disasters as an inevitable part of our existence, assiduously preparing an LDRRM Plan like this is only the right thing to do. We owe it to ourselves to be forearmed, and we owe it to our constituents to be forewarned. Though preparedness at all times may seem to border on paranoia, it is far better than complacency and being caught off-guard by Mother Nature’s wrath.

 

My deep gratitude, therefore, goes out to everyone who got involved in bringing this important tool ever-ready and within our reach in times of need.

Our experience with calamities, both natural and man-made, has taught us valuable lessons. Foremost of these is that disasters spare no one. Floods, typhoons, earthquakes, pestilence, droughts, fires, and most recently the COVID-19 pandemic affect all of us without exception, and most especially the target of our ongoing Rebolusyon Laban sa Kahirapan: the indigents among us.

It is, therefore, is our best interest to plan ahead of time because as, the expression goes, “No one is born yesterday” as far as encounters with disasters is concerned. In fact, familiarity with calamities is an indelible part of being Filipino, with our archipelagic country being situated within the Pacific Ring of Fire. We have become paragons of resilience, taking the ever-pliant bamboo as our constant example of bending with the inevitable storms of life.

Preparing plans such as this should be second nature to us by now. It is, in fact, a duty and an obligation, considering the frequency and intensity with which some disasters hit us unexpectedly.

We owe it to ourselves, especially to our poverty-stricken constituents, to come prepared and forearmed instead of being shocked into isolation and inaction.

Bayambang MDRRMC’s 2021 Local Disaster Risk Reduction and Management (LDRRM) Plan is a distillation of all the lessons learned at home and even those observed from others’ own experience. Even as we fervently implore the Almighty, through our patron Saint Vincent Ferrer, to spare us and our town from major disasters, we also wish that LDRRM 2021 will serve its purpose well in the face of the inevitable.

Mamili: Pangarap? O Panandaliang Sarap?

Kabataan diumano ang mga pag-asa ng bayan. …Mga batang pilit pinapanday ang katalinuhan at kagalingan sa eskuwelahan sapagkat sila ang inaasahang papalit na mamuno sa kanilang bayan balang araw sa lahat ng larangan. Sila rin ang hinihintay na mag-angat sa bansa mula sa pagkakasadlak sa kahirapan. Ngunit tila ba nakabibingi ang ugong ng mga balita – si nene nabuntis ni totoy nang maaga at sa murang mga edad ay nagkaroon ng supling na pasan-pasan sa kalsada.

Ito ang reyalidad natin sa ngayon. Ayon sa datos, tumataas ang bilang ng mga kababaihan na edad 15 hanggang 19 ang nabubuntis nang wala sa tamang panahon. Nang dahil sa isang iglap na nadamang kaligayahan, ang kasunod ay ang pagpasan sa responsibilidad na hindi napaghandaan.

Marami tayong maaaring sisihin sa ganitong kapariwaraan: mga magulang na di nasusubaybayan ang anak, social media, entertainment media, pornograpiya, peer pressure, at iba pang di magandang role models at impluwensiya sa lipunan, kakulangan sa edukasyon at siyentipikong kaalaman, kakulangan sa gabay sa moralidad at pang-ispiritwal, atbp. Ngunit huwag nating kalimutan na, sa huli’t-huli, mismong ang dalawang teenager ang nagdesisyon at pumili sa maling landas ng teenage sex.

Nakakaalarma ang teenage sex at pregnancy, sapagkat di ito dapat nagaganap sa mga kabataang dapat ay nakafocus pa lamang sa paglalaro, pag-aaral, at pagdidiskubre sa mundong ginagalawan. Bukod dito, delikado sa mga kababaihan ang maagang pagbubuntis. Maaaring malagay sa peligro ang sariling buhay pati na ng buhay ng bata sa sinapupunan sapagkat wala pang kamuwang-muwang sa mga maaaring gawin sa panahon ng panganganak. At sa mga kabataang lalaking nakabuntis naman, ano ang aasahan nilang magiging hanapbuhay para ipangtustos sa kanilang biglaang pagkakaroon ng supling?

"Ang hindi marunong maghintay, madalas ay maagang nagiging nanay (o tatay)." Ito ang kasabihan na madalas nating marinig mula sa mga nakatatanda. Palagi nating tatandaan na sa simula lamang ang panandaliang sarap, ngunit kasunod nito ay pangmatagalang hirap.

Kaya sa lahat ng nene at totoy: Kayo ay mag-isip-isip bago mag-unzip! Huwag ipagpalit ang pansamantalang sarap sa inyong mga pangarap.

 

LGU Accomplishments - August 2022

GOOD GOVERNANCE

1,184 na kliyente, Natulungan sa Komprehensibong Serbisyo sa Maigpa Elementary School

Iba’t ibang serbisyo ng munisipyo ang dinala sa mga residente ng Maigpa, Batangcaoa, at Tanolong noong July 29 sa Komprehensibong Serbisyo sa Bayan kasama ang buong Team Quiambao-Sabangan at Lokal na Pamahalaan.

Bagong Fire Station, Pinasinayaan

Naging panauhing pandangal si former Mayor Cezar Quiambao sa inagurasyon ng bagong-tayong Fire Station ng BFP sa Zone VI. Ang two-story building na itinayo sa lupang donasyon ng LGU ay naglalayong maging mas mabilis ang pag-responde ng BFP sa mga panahon ng hindi inaasahang sunog o sakuna. 

LGU Employees, Sumalang sa Values Formation 

Sa inisyatibo ni Mayora Niña Jose-Quiambao, nag-organisa ang HR Office ng Values Formation Program para sa mga empleyado ng munisipyo. Naglalayon ito na ipaalala sa mga empleyado ang mga karapat-dapat na values tulad ng kahusayan, katapatan, at mabuting pakikitungo sa tao bilang mga serbisyo publiko. 

Local NGOs, Dumalo sa CSO Conference

Nagkaroon ng isang conference para sa mga presidente ng Civil Society Organizations noong August 5 sa Sangguniang Bayan Session Hall. Dito ay binigyang-diin ng DILG, MPDC, SB, at Legal Office ang kahalagahan ng participatory governance, ang guidelines sa LGU accreditation, iba't ibang paraan ng partisipasyon ng CSOs, at formulation ng Local CSO Network. Ang pag-attend dito ng mga CSOs ay isang preliminary requirement para sa kanilang accreditation.  

Pre-ELA Workshop, Ginanap

Inorganisa ang Newly-Elected Officials (NEO) Program o Pre-Executive-Legislative Agenda Workshop noong August 8-10 sa Bayambang Events Center. Mahalaga ang ELA at Capacity Development Agenda dahil ang mga ito ang magiging gabay ng bawat opisina ng Lokal na Pamahalaan sa pagsasagawa ng mga programa at proyekto na makatutulong sa mga Bayambangueño sa susunod na tatlong taon.

Executive Order No. 38: Bawal ang nakasimangot sa munisipyo

Sa bisa ng Executive Order No. 38 na inilabas ni Mayor Niña Jose-Quiambao, lahat ng kawani ng LGU-Bayambang ay inaatasan na hindi lamang maglingkod ng tapat, kundi magkaroon din ng maaliwalas na pakikitungo sa taumbayan. Bawat isa ay inaasahang maging kalmado sa lahat ng oras at ngumiti ng mula sa ng puso kapag may ka-transaksyong kliyente. 

E.O. No. 40: Values Formation Program para sa LGU Employees

Sa bisa naman ng Executive Order No. 40, sasailalim sa Values Formation Program ang lahat ng kawani ng LGU upang maging malinaw sa lahat ang mga values na isinusulong ng batas para sa lahat ng empleyado ng gobyerno. Ayon sa EO No. 40, kailangang malinaw sa isang kawani ng LGU ang hierarchy of values na nakaugat sa tradisyunal na kultura ng mga Pilipino, partikular na ang pagiging maka-Diyos, makatao, makabayan, at makakalikasan, upang magbigay ng tapat, mahusay, at maasaahang serbisyo publiko. 

EO No. 39: POSO-Bayambang, Tatawagin nang BPSO 

Mula noong unang araw ng Agosto, ang pangalan ng POSO ay ginawa nang BPSO o Bayambang Public Safety Office. Bukod sa pagpalit ng pangalan ay sasailalim rin sa training ang mga empleyado ng BPSO upang lalong palakasin ang departamento at baguhin ang imahe nito bilana force multiplier sa pagpapanatili ng peace and order sa bayan.

KSB Year 5, Dinala sa Brgy. Bani

Tuluy-tuloy ang pagbibigay serbisyo para sa Balon Bayambang, sa Komprehensibong Serbisyo sa Bayan (KSB) na ginanap sa Bani Elementary School noong August 12. Dito ay nagbigay ng serbisyo ang KSB team sa pamumuno ni Dr. Roland Agbuya para sa mga taga-Brgy. Bani, Asin, at Ligue. Sa kabuuuan, mayroong 1,122 ang naitalang benepisyaryo sa naturang event.

LGU Heads, Kasali rin sa Values Formation Program 

Sa ikalawang pagkakataon, naging motivational speaker si Pastor Jeff Eliscupidez ng Victory Church-Fort Bonifacio para sa unang parte ng Values Formation Program na inilunsad nina Mayor Niña Jose-Quiambao at Municipal Administrator, Atty. ELA 2023-2025, Binuo sa Tulong ni DILG ASEC Pasaraba

Binuo ng lokal na pamahalaan ng Bayambang sa pangunguna ni Mayor Niña Jose-Quiambao at Vice-Mayor Ian Camille C. Sabangan ang Executive-Legislative Agenda (ELA) nito para sa unang termino, sa ginanap na programa sa Ortigas Center, Pasig City noong August 22 to 24. Naroon lahat ng mga department at unit head ng LGU, mga miyembro ng Sangguniang Bayan, mga hepe ng national agencies, at CSO representative. Naging panauhing pandangal sa programa si DILG OIC Assistant Secretary for Government, Atty. Odilon Pasaraba, na siyang nagbigay ng mga komento kung paano pa magiging mas epektibo ang mga proyektong ipatutupad ng Quiambao-Sabangan administration sa susunod na tatlong taon.

KSB Year 5, Dinala sa Amancosiling Sur

Noong August 26, ang buong team ng Komprehensibong Serbisyo sa Bayan (KSB) mula Munisipyo ay bumiyahe papuntang Amancosiling Sur Covered Court upang magbigay serbisyo sa tatlong barangay sa District 3, ang Brgy. Amancosiling Norte at Sur at San Gabriel 1st, sa pangunguna ng mga Municipal Councilors at mga duktor ng RHUs. Nagkaroon ng libreng gupit, pamamahagi ng medical supplies, dental services, covid-19 vaccination, anti-rabies vaccination, at iba pang serbisyo para sa lahat ng nagpunta. bilang tanda ng mapagmahal na pamamahala ng administrasyong Quiambao-Sabangan. Ayon sa overall organizer na si Dr. Roland Agbuya, may 1,082 beneficiaries sa naturang event.

Laban para sa Bayambang Central School, Patuloy

Patuloy pa ring ipinaglalaban ang karapatan ng mga Bayambangueño sa dating Bayambang Central School. Sa pinakabagong development sa kaso, kinumpirma ng Office of the Ombudsman na naaayon sa batas ang pagsampa ng kasong GRAFT AND CORRUPTION at PERJURY kay ex-Mayor Ricardo Camacho at Willy Chua, ang sinasabing nakabili ng paaralan. Binigyan naman ng penalty si dating Provincial Legal Officer, Geraldine U. Baniqued, sa halaga ng kanyang tatlong (3) buwang sahod dahil sa simple neglect of duty matapos mapatunayan ang kanyang kapabayaan sa kasong ito. 

Hindi tumitigil ang Lokal na Pamahalaan ng Bayambang sa pagbawi sa Bayambang Central School dahil ang paaralang ito ay pagmamay-ari ng bawat Bayambangueño.

Noong August 26, nagpamahagi si Mayor Nina Jose-Quiambao ng libreng pananghalian para sa lahat ng empleyado ng LGU, mga miyembro ng TODA, at sa lahat ng vendors sa public market, at libreng sorbetes naman ng Bani Delicious Ice Cream naman sa lahat ng barangay sa loob ng tatlong araw.

FINANCIAL ADMINISTRATION & TAXATION

Planning at Budgeting Rules, Ipinaala-alang Muli sa mga Barangay Officials at mga myembro ng Sangguniang Kabataan 

Inorganisa ng Municipal Planning and Development Office ang "Barangay Annual Investment Planning and Budgeting Seminar for Calendar Year 2023" upang mapalawak ang kaalaman ng Barangay at SK officials sa tama at maayos na pag-budget ng kanilang income. Ito ay parte ng layunin ng administrasyong Quiambao-Sabangan na magkaroon ng responsible fiscal management sa lokal na pamahalaan. 

Updates mula sa Treasury Office 

Noong buwan ng Hulyo, naging abala ang Municipal Treasury Office sa mga sumusunod na aktibidad:

- Tax Information Campaign sa iba’t ibang barangay

- Monitoring of establishments ng BPLO

- Cattle branding ng 79 na alagang baka

- Releasing ng 1,151 license plates sa mga rehistradong tricycle. 

Treasury, Naglunsad ng Tax Info Campaign

Nagsagawa ng Tax Information and Education Campaign ang Treasury Office mula August 3 hanggang 11 sa Zones I to VI at Brgy. Bani, bilang parte ng mas pinaigting na pagbibigay-kaalaman tungkol sa real property tax o amilyar. Doon ipinaliwanag kung ano ang amilyar at ang batas na sumasaklaw sa nasabing buwis, ang kahalagahan ng pagbabayad ng buwis, kung saan ito napupunta, at kung paano nakikinabang dito ang bawat Bayambangueño. 

Online Payment sa LGU-Bayambang, Puwede na sa Tulong ng Land Bank! 

Maaari nang magbayad ng Business Permit, Real Property Tax, at iba pang piling transaksyon sa munisipyo gamit ang Land Bank online portal. Ito ay ibinalita ng Land Bank of the Philippines sa Lokal na Pamahalaan ng Bayambang noong August 12. Gamit ang LinkBiz Portal ng bangko, hindi na kailangang magtungo ng kliyente sa munisipyo upang magbayad ng mga obligasyon katulad ng amilyar. Kaya't isa na naman itong hakbang sa pagpapadali ng transaksyon sa LGU gamit ang teknolohiya.

LEGISLATIVE WORK

SB, Dininig ang mga Hinaing ukol sa Trike Fare Matrix 

Noong August 31, nagsagawa ang Sangguniang Bayan Committee on Transportation and Communication ng isang pagdinig ukol sa panukalang ordinansa sa bagong fare matrix ng mga pampasaherong tricycle sa bayan ng Bayambang. Sa public hearing na ginanap sa Balon Bayambang Events Center at inorganisa ni SB Secretary Joel Camacho, tinalakay ang iba't-ibang paksa kaugnay ng ordinansa, gaya ng load capacity limit, penalty for violators, atbp., subalit naging sentro ng usapin ang paggawa ng bagong fare matrix. Sa kasalukuyan ay pinag-aaralan pa ang ukol sa bagong fare matrix matapos ang magkakasalungat na suhestiyon ukol rito.

HEALTH

DOST Calibration of Barangay Weighing Scales

Sa pagtutulungan ng Nutrition Office at DOST Provincial Office, muling ginanap ang isang mass calibration activity para sa weighing scales na ginagamit sa lahat ng barangay upang masiguro na accurate ang mga ito. 

DOH Program Implementation Review 

Noong August 5, bumisita ang Department of Health sa Bayambang para sa Semi-Annual Program Implementation Review. Ang PIR ay isang tool upang mamonitor at maevaluate ang implementasyon ng mga national at local health program implementation

DSP for Pregnant Women, Muling Inilunsad

Muling inimplementa ng Municipal Nutrition Action Office (MNAO) ang Dietary Supplementation Program (DSP) nito para sa mga buntis, lalo na sa mga pregnant teenagers. Ang DSP ay isa nang regular na programa simula noong 2021, kung saan binibigyang prayoridad ang mga buntis sa nutrition program ng LGU sa loob ng tatlong buwan. Kabilang sa mga benepisyaryo ang mga 4Ps members na buntis na nasa survival at subsistence category. Ito ay unang bugso pa lamang ng tulong ng MNAO para sa mga lokal na teenage pregnant women.

Mental Health Orientation Program, Isinagawa ng RHU

Sa gabay nina Mayor Niña Jose-Quiambao, nag-organisa ang RHU I ng tatlong araw na "Tulong, Alalay, at Gabay (TAG) Orientation Program" sa tulong ng DOH Region I. Ito ay nagsimula noong August 17 at matatapos noong August 19 sa Royal Mall. Natuto sa naturang programa ang mga nurse, midwives, Barangay Health Workers, at ilang mga Binibining Bayambang ng mga bagong kaalaman kung paano matukoy ang mental health issues sa isang indibidal at kung paano ito matutulungan, maalalayan, o magagabayan.

RHU I, Puspusan ang Kampanya Kontra NCDs

Tuluy-tuloy sa pagsuyod ang RHU I sa lahat ng 47 barangays na sakop nito para sa kanilang information-education campaign na "NCD ay Kontrolado kung Maagap Tayo." Kanilang ipinapakalat ang mga kaalaman ukol sa pag-iwas sa mga kumplikasyon ng non-communicable diseases (NCD) dulot ng maling lifestyle. Kabilang sa mga kumplikasyong ito ang stroke, paralysis, hypertension, at dialysis. Sinikap rin ng RHU I na magbuo ng mga health clubs kada barangay upang ipromote ang healthy lifestyle para iwas NCD.

EDUCATION

LSB, Namigay ng School Supplies sa Magsaysay ES

Noong August 12, namahagi ang Local School Board ng school supplies sa Magsaysay Elementary School sa Brgy. Nalneran sa karatig-bayan ng Basista, kung saan 70% hanggang 80% ng mga mag-aaral ay taga-Bayambang. Gamit ang Children's Fund, ang LSB ay namigay ng 186 school bags, 206 na payong, at 123 pad paper naman para sa Grades 3-6 learners.

Mga Kurso ng BPC, Aprubado na ng CHED!

Inaprubahan na ng Commission on Higher Education ng Department of Education ang mga kurso na handog ng Bayambang Polytechnic College. Sa kanilang pagbisita sa kolehiyo sa 3rd Floor ng Royal Mall noong August 16, inaprubahan ng mga bumisitang opisyal ang dalawang 4-year courses ng BPC na BS Entrepreneurship at BS Agribusiness. Malugod na tinanggap nina Mayor Niña Jose-Quiambao at BPC President, Dr. Rafael Saygo, ang magandang balita mula sa CHED Region I officials.

Pamamahagi ng Libreng School Supplies, Nag-umpisa Na

Nag-umpisa nang magpamahagi ang Local School Board, sa tulong ng General Services Office, ng mga libreng school supplies para sa lahat ng 49 public elementary schools sa Bayambang. Kabilang dito ang mga bag, pad paper para sa Grades 1 to 6, ballpen, pencil, at notebook, at may parating pang payong. Para rito ay naglaan si former Mayor Cezar Quiambao at kasalukuyang Mayor Niña Jose-Quiambao ng P3M mula sa Children's Welfare Fund ng LGU. 

YOUTH DEVELOPMENT

Kabataang Bayambangueño, Nagpasiklaban sa Talent Search

Naging hurado sina Yuki Sakamoto at Bugoy Cariño, kasama si Vice-Mayor Ian Camille Sabagan, sa ginanap na Bayambang Youth Got Talent na inorganisa ng Local Youth Development Office (LYDO), kasama ng Sangguniang Kabataan (SK). Dito ay nagningning ang iba't-ibang talento ng kabataang Bayambangueño. Sa pitong mga kalahok, itinanghal na grand winner ang Lil Crew na nanalo ng P15,000 para sa kanilang nakakabilib na dance production number. 

Pagtaas ng Teenage Pregnancy Cases, Tinutukan sa Summit 

Noong August 20, ginanap ang isang Teenage Pregnancy Summit sa Events Center bilang parte ng pagdiriwang ng LGU sa Linggo ng Kabataan 2022 sa pag-oorganisa ni Local Youth Development Officer Johnson Abalos. Dito ay ipinatawag ni Mayor Niña Jose-Quiambao ang walong sektor na pinaka-apektado sa isyung ito upang magkaisang bumuo ng mga posibleng programa at proyektong makatutulong para mapigilan ang patuloy na pagtaas ng bilang ng kaso ng teenage pregnancy sa Bayambang. Dito ay nagtulung-tulong ang SK, BPRAT, MSWDO, RHU, PopCom, PNP, Victory Church, at mga Bb. Bayambang.

Yuki Sakamoto at Bugoy Cariño, Naging Hurado sa BYGT 2.0; Disenyo ng Gagawing Youth Hub, Ipinasilip

Sa ikalawang pagkakataon, nag-organisa ang Local Youth Development Office (LYDO), kasama ng Sangguniang Kabataan (SK), ng Bayambang Youth Got Talent, kung saan nagningning ang iba't-ibang talento ng kabataang Bayambangueño. Ito ay pinangunahan ni LYD Officer Johnson Abalos at SK Federation President Gabriel Tristan Fernandez. Naging hurado sina Vice-Mayor Ian Camille Sabangan, Showtime 'Bida Man,' boy band member, artist, at singer na si  Yuki Sakamoto, at ang model, live streamer, G channel player, at former "Goin' Bulilit" star, Bugoy Cariño. Sa pitong mga kalahok, itinanghal na grand winner ang Lil Crew, na nanalo ng P15,000 para sa kanilang nakamamanghang dance production number. 

LYDO, Ipinagdiwang ang International Youth Day 

Noong August 11, sa pangunguna ng Local Youth Development Office, kasama ang DILG at National Youth Commission, ipinagdiwang ang International Youth Day sa pamamagitan ng isang Short Film-Making Contest sa Balon Bayambang Events Center. Ang short film na gawa nina John Darryl Malicdem at Jovian Dean Malicdem ang nangibabaw sa tatlong lumahok. Sila ay nakatanggap ng P10,000 cash prize.

BOFA Officials, Nag-oathtaking 

Itinalaga ni Mayora Niña Jose-Quiambao noong August 1 ang 44 elected officials ng Bayambang OFWs and Their Family Association sa pangunguna ng kanilang Presidente na si G. Joseph Ong sa Events Center.

Municipal Cooperative Development Office, nagsagawa ng iba’t ibang training bilang pagtulong sa mga lokal na kooperatiba

MESO, Sinagip ang Isang Bayambangueña OFW 

Isa na namang OFW ang nagtungo sa Municipal Employment Services Office upang magpasalamat matapos itong matulungan ng opisina na makauwi noong July 30. Ang OFW ay isang 24 taong gulang na babae mula sa Barangay San Vicente na nagtrabaho bilang isang domestic worker sa Riyadh, Saudi Arabia. Nagdesisyon itong umuwi matapos makaranas ng sexual harassment mula sa kanyang among lalaki.

Local Recruitment Activity: Epson Batangas

Isang Local Recruitment Activity para sa Epson Batangas ang inorganisa ng Municipal Public Employment Services Office noong August 16 sa Aguinaldo Room ng Balon Bayambang Events Center. May 15 job applicants ang dumating, at 12 sa kanila ang hired on the spot. Ang kumpanyang Epson Precision (Philippines), Inc. ay matatagpuan sa Special Economic Processing Zone (SEPZ), Lima Technology Center, Lipa City, Batangas.

Mandatory Seminar-Training para sa 2 Co-ops

Noong Agosto 16 at 17, nag-organisa ang Municipal Cooperative Development Office (MCDO) ng "Mandatory Trainings on Governance and Management" para sa BNHS Multi-Purpose Cooperative at BAMACADA Transport Cooperative, sa pangunguna ni MCDO head Albert Lapurga at sa pakikipag-ugnayan sa Cooperative Development Authority (CDA)-Dagupan. Ito ay ginanap sa Bayambang National High School gymnasium.

SPES Payout

May 80 kabataang Bayambangueño ang tumanggap ng kanilang suweldo matapos maging benepisyaryo ng Special Program for Employment of Students (SPES) ng DOLE sa taong ito, sa tulong ng PESO-Bayambang. Ang mga naturang estudyante ay sumahod ng P492.25 kada araw ng pasok, kaya't bawat isa ay nakatanggap ng P9,845 matapos ang 20 araw na pagtatrabaho sa LGU. 60% ng kanilang sinahod ay galing sa LGU, at 40% ay galing sa DOLE. Ginanap ang payout sa Aguinado Room ng Balon Bayambang Events Center noong August 17.

Salted Egg-Making Training, Isinigawa sa Managos 

Noong August 26, isang training sa Salted Egg-Making ang inorganisa ng MSWDO sa Brgy. Managos, sa tulong ni Sammy Camorongan Lomboy Jr. bilang trainor. Sa naturang training, ipinamahagi ng libre ng MSWDO ang mga gagamitin sa paggawa ng itlog maalat sa 30 miyembro na taga-Brgy. Managos, kabilang ang itlog, containers, basin, measuring cups, at iba pa.

OTHER SOCIAL SERVICES

Child Development Workers, Nagtraining sa First Aid 

Nagsagawa muli ang MSWDO, kasama ang MDRRMO, ng Annual Capability Enhancement Training kung saan sinanay ang mga CDW na makapagbigay ng first aid sa mga di inaasahang insidente ng sakuna. Ang training ay ginanap noong July 27-29 sa Pavilion 1 ng St. Vincent Ferrer Prayer Park.

Sa tulong ng MSWDO, nagkaroon ng isang feeding program, distribution of groceries, at magical show noong August 7 sa Events Center para sa ating mga children with disability. Ito ay handog nina Gng. Genirose 'Gemma' Alonzo at kanyang pamilya mula sa Brgy. Carungay, bilang parte ng pagdiriwang ng kanyang kaarawan. Kasabay nito ay ang pagbibigay rin ng libreng covid-19 medical kits ng mga miyembro ng Alpha Kappa Rho Fraternity at Sorority, Beta Rho Chapter. Maraming salamat kina Gng. Alonzo and family at sa Alpha Kappa Rho Confraternity!

2 Pasyente ng MAC, Matagumpay ang Operasyon

Dalawang batang pasyente ang naoperahan sa tulong nina Mayora Niña Jose-Quiambao at former Mayor Cezar Quiambao. Ayon sa Mayor’s Action Center, sila ay sumailalim sa operasyon dahil sa cleft palate at congenital heart disease. Nagpasalamat naman ng personal ang mga magulang ng mga bata sa matagumpay na operasyon.

Mayora Niña, Tinugunan ang Mga Hinaing ng 4Ps Members

Sa ikatlong pagpupulong ng Municipal Action Committee (MAC) sa taong 2022 noong August 12, pinangunahan ng bagong MAC Chairperson na si Mayora Niña Jose-Quiambao ang naturang meeting, sa pag-oorganisa ng DSWD-RFO 1 Municipal Links at MSWDO. Ipinabatid niya sa pulong na tutulungan nito ang dalawang walang palikuran at anim na miyembro ng 4Ps na nakabilang sa pinakamababang income bracket ng DSWD.

LCR, Nag-briefing ukol sa Delayed Registration of Birth

Noong August 19, dumalo ang mga barangay official at barangay health worker sa isang orientation ukol sa libreng Delayed Registration of Birth na isinagawa ng Local Civil Registrar, kasama ang Philippine Statistics Authority (PSA)-Pangasinan. Ginawaran ng PSA-Pangasinan ang LGU-Bayambang ng 837 slots para sa free registration ng negative certificate at birth certificate. Kaya kanilang inabisuhan ang mga dumalo na ikalat ang impormasyong ito upang marami ang mag-avail ng free delayed registration of birth.  

STAC Pupils, Pasukan na rin sa Sept. 5

Noong August 22, tinalakay ng MSWDO ang mga planong aktibidad para sa mga learners ng Stimulation and Therapeutic Activity Center (STAC)-Bayambang at para sa mga PWD para sa huling quarter ng taon. Ito ay ginanap sa 3rd quarter meeting ng Stimulation and Therapeutic Activity Center (STAC) Parents Association at Bayambang Association of Persons with Disability Inc. Kasabay nito ay nagsagawa rin ng isang orientation para sa mga STAC/SPED students. Ang pasukan sa STAC Bayambang ay mag-uumpisa na sa September 5.

BNHS Batch '90, Muling Nag-feeding Activity

Isang panibagong feeding activity ang isinagawa ng Bayambang National High School Class of 1990 noong August 27. Bukod sa snacks at food packs para sa mga undernourished at indigent children sa ating bayan, mayroon pang distribution of gift packs. Sa pakikipag-ugnayan sa Municipal Nutrition Action Office, sila ay nagtungo sa Brgy. Bongato East, Tococ East, Manambong Sur, Manambong Parte, at Pugo, kung saan mayroong 216 affected at indigent children ang kanilang nabiyayaan. Salamat muli, BNHS Batch 90!

BANC at RC-Bayambang, Namigay ng Financial Aid 

Muling namigay naman ng financial aid ang Bayambang Association of Northern California kasama ang Rotary Club of Bayambang para sa 20 indigent at deserving na mga estudyante ng Pangasinan State University (PSU) para sa kasalukuyang semester. Ito ay inisyatibo ni dating Rotary Club of Bayambang President Aster Perez-Wilhelm. Nanguna sa turnover ng student assistance ang kasalukyang Presidente ng Club na si Ms. Maribel Barlaan. 

Mula sa LGU, maraming salamat po, Bayambang Association of Northern California at Rotary Club of Bayambang.

Assessment for Educational Assistance, Isinagawa ng MSWDO

Patuloy ang MSWDO, kasama ang Mayor's Action Center, sa pag-assess sa mga aplikante para sa Educational Assistance ng DSWD national office sa lahat ng mga estudyanteng nangangailangan, sa ilalim ng programa nitong Assistance to Individuals in Crisis Situations. Ang assessment ay ginaganap sa Balon Bayambang Events Center.

Bayambang Bayanihan Lions Club, Namigay ng Relief Goods

Noong August 29, namahagi ng relief goods ang Bayambang Bayanihan Lions Club International sa Brgy. Manambong Parte sa mga farmers na naapektuhan ng baha dulot ng bagyong "Florita" sa pamumuno ng President nito na si Engr. Eulito C. Junio at Pangasinan Zone Chair Rainier B. Gutierrez. Ang Bayambang Bayanihan Lions Club ay miyembro ng Bayambang Municipal Association of NGOs.

TOURISM

DOT Region 1, Isinama ang Bayambang in Kanilang Simulation Tour

Mainit na sinalubong ng Tourism, Information and Cultural Affairs Office, sa pangunguna ni Dr. Rafael Saygo, ang pagbisita ng Department of Tourism Region 1 kasama ang mga local tourism officers ng lalawigan ng Pangasinan noong August 30. Kasama ang LGU-Bayambang sa itinerary ng Provincial Tourism and Cultural Affairs Office sa kanilang Simulation Tour project, kung saan ang 22 tourism officers mula sa lalawigan ay bumisita sa Saint Vincent Prayer Park, CS1st Green Aid Inc. bamboo processing plant, at ang planta ng 1Food Corporation. Lubos na nasiyahan ang mga delegado sa kanilang pagbisita sa mga pinakabagong atraksiyong ito ng bayan ng Bayambang.

PEACE AND ORDER & PUBLIC SAFETY

Pagtatayuan ng 2 Bagong PCP, Ininspeksyon ng POSO at PNP

A. Noong July 29, ininspeksyon ng POSO kasama ng PNP, ang Brgy. Mangayao at Brgy. Balaybuaya para sa planong pagtatayuan ng bagong Police Community Precinct sa mga naturang barangay.  Ang presensiya ng kapulisan sa barangay ay magpapaigting sa kaayusan at seguridad sa distrito. 

B. Sa kabilang dako, muli na namang umikot ang POSO at PNP-Bayambang sa Brgy. Nalsian Sur at Nalsian Norte upang ipaalaala sa mga barangay officials at mga residente na bawal ang road obstructions at pagbibilad ng mais sa national road. 

BPSO, Nag-refresher Course sa Traffic Management

Noong August 17 hanggang 19, nagkaroon ng refresher training ang mga traffic enforcer ng Bayambang Public Safety Office sa Pavilion I ng St. Vincent Ferrer Prayer Park. Sa pagsasanay na ito, iniangat ang kaalaman ng 31 traffic enforcers sa pagsasaayos sa trapiko at mga alintuntunin ayon sa batas, kabilang na ang local ordinance. Naging tagapagsanay ang mga opisyal ng Highway Patrol Group (HPG) galing sa Lingayen, Pangasinan.

Muling nabuhay ang mga Zumba sessions ng ZumBayambang matapos ang lifting ng mga pandemic restrictions. 

AGRICULTURAL MODERNIZATION

E-Agro Agri-Business Loan Program, Nagsimula Na; Libreng Fertilizer mula sa pamilya Quiambao, ipinamigay sa mga nag-avail ng serbisyo. 

Organic Farming NGO delegates mula pa sa South at Southeast Asian countries, Bumisita sa Trial Farm sa Brgy. Warding upang matunghayan ang makabagong breed ng organic na palay. 

Training para sa Hog Raising Beneficiaries 

Bilang pagtugon pa rin sa mga naapektuhan ng African swine fever noong mga nakaraang taon, nagkaroon ng pagsasanay para sa 51 na bagong benepisyaryo ng Hog Raising Project sa Barangay Langiran noong August 4 sa pagtutulungan ng iba’t ibang opisina at organisasyon. 

RBAC BOD Special Meeting 

Noong August 5, nagkaroon ng special meeting ang Board of Directors ng RiceBIS Bayambang Agriculture Cooperative sa Brgy. Tampog. Naroon ang PhilRice, kasama ang Agriculture Office, para umantabay sa pag-audit ng kanilang agro-enterprise at magbigay ng gabay sa issues at concerns ng kanilang pigmented rice business. 

MAO, Gumawa ng Rice Damage Assessment

Noong August 23, nagtungo ang Municipal Agriculture Office (MAO) sa Brgy. Sapang upang magsagawa ng assessment sa pananalasang sanhi ng isang peste na iniulat sa lugar. Ayon sa site investigation ng MAO, nakitaan ng sakit na tinatawag na leaf streak at leaf blast ang mga pananim na palay ng mga magsasaka. Upang mapuksa ang naturang sakit, kanilang inirekomenda ang paggamit ng copper-based fungicide, kapalit ng ginamit na insecticide na hindi naging angkop sa naturang sakit.

RiceBIS Farmers, Nag-refresher Course sa General Assembly

Muling nagtungo ang PhilRice sa Bayambang upang magbigay ng Retooling Course para sa lahat ng participants at magkaroon ng updates ukol sa kalagayan ng bawat cluster. Noong August 30, lahat ng 14 production clusters ng RiceBIS Bayambang ay nagtipon sa isang general assembly sa San Vicente Covered Court. Dito ay nireview ng PhilRice ang napag-aralan ng mga farmers sa pagpapalay at kung ang mga makabagong kaalamang ito ay tunay na naisasagawa sa kanilang sakahan

Ambayat 1st, Bayambang's Cleanest Barangay for July

Nasungkit ng Barangay Ambayat 1st ang titulong Cleanest Barangay sa buwan ng Hulyo, at gaya ng naipangako ni Mayora Niña Quiambao, ay nakatanggap ng P15,000 cash ang barangay bilang parte ng programang “Bali-Bali’n Bayambang” ng kasalukuyang administrasyon. Congratulations, Brgy Ambayat 1st!

District 2, Dumalo sa Solid Waste IEC 

Tuluy-tuloy ang ESWMO-Bayambang sa kanilang information campaign kada buwan ukol sa RA 9003, at sa buwan ng Agosto, kanilang tinipon ang mga barangay officials mula sa District 2 sa Events Center. DISASTER RESILIENCY

MRDDM Council, Pinaghandaan ang Bagyong 'Florita' 

Noong August 22, nagkaroon ng emergency meeting ang Bayambang Municipal Disaster Risk Reduction and Management Council sa pangunguna ni Mayor Niña Jose-Quiambao bilang paghahanda sa mga maaaring maging epekto ng bagyong Florita sa bayan ng Bayambang. Sa pulong ng MDRRM Council, idinetalye ni MDRRM Officer Genevieve Benebe ang mga hakbang na ginawa na ng opisina upang mapaghandaan ng mga barangay at mga Bayambangueño ang paparating na bagyo. 

MDRRM Council, Nagsagawa ng mga Paghahanda

Bilang paghahanda sa bagyong “Florita,” nagdeklara ng RED alert status ang Municipal Disaster Risk Reduction Management Council at nagdaos ng isang emergency meeting. Pagkatapos ay umikot naman ang MDRRMO staff sa iba’t-ibang barangay upang magmonitor ng mga lugar at sakahan na posibleng binabaha sa tulong ng mga barangay DRRM council at Agriculture Office. Nagsagawa rin sila ng clearing operation at monitoring ng lebel ng tubig sa Agno River. Pagkaraan ng bagyo ay nagsagawa rin ang MDRRMC ng isang post-assessment activity.

Bayambang, handa sa pagdating ng Bagyong Gardo at Henry

Bilang paghahanda sa pagdating ng Bagyong Gardo at Super Typhoon Henry, nag-inspeksyon ng mga evacuation center ang Municipal Disaster Risk Reduction and Management Council noong August 31, 2022. Ulat ni MDRRM Officer Genevieve U. Benebe, handa na ang mga pangunahing pangangailangan sa mga evacuation center katulad ng mga higaan at CR, kasama pa ang mga hygiene kits, pati na rin ang mga pagkain at tubig kung sakaling kailanganing lumikas doon.

RHU I, Top Performing Newborn Screening Facility 

Congratulations muli sa RHU I sa pagiging isa sa Top Performing Newborn Screening Primary Care Facilities sa buong Region I. Nakapagtala ang RHU ng 0.0% unsatisfactory rate para sa 2nd quarter ng taong 2022. 

LGU, Binigyan ng Pagkilala ng Red Cross

Isang "Pinabli Award" ang iginawad sa LGU-Bayambang ng Philippine Red Cross-Pangasinan Chapter noong August 12, matapos nitong makapagkolekta ng 465 bags ng dugo mula taong 2021 to 2022. Naging matagumpay ang bawat blood donation drive dahil sa masisipag na duktor at kawani ng health department at mga dahil sa malasakit sa kapwa ng bawat donor na Bayambangueño.

TIMELINE

1614

Bayambang, known then as Malunguey or Balonguey, became a visita (a settlement of families under the jurisdiction of the motherhouse regularly visited by a religious functionary for its religious needs) of the Vicar of Binalatongan (now City of San Carlos). 

1619

Malunguey was accepted as one of the vicariates of the Dominican Order at the Provincial Chapter of 1619 under the patronage of Saint Vincent Ferrer. It became independent from its matrix Binalatongan.

1660

In October, an uprising in Malunguey occurred, though this was immediately quelled by Spanish forces. When the Malong revolt broke out two months later, the people of Malunguey joined Andres Malong in their disgust over the excesses of the Spanish authorities. Malunguey, along with Binalatongan, were the two remaining rebel towns at the end of the revolt.

1763

On March 1, rebels under the command of Juan Dela Cruz Palaris, the leader of the Palaris revolt which started on 1762, mounted captured cannons in a bridge in Bayambang towards the direction of the Spaniards. In the said battle, the Spanish forces were able to capture the staff of the rebels. However, they didn’t pursue the rebels but instead returned to their home base on Bacolor, Pampanga.

1813

The construction of the church and the convent, made of bricks and stone, started.

1865

The first Pangasinan-Spanish dictionary produced by Father Lorenzo Fernandez Cosgaya was compiled in Bayambang.

On March 6, the Alcalde Mayor of Pangasinan elevated to the office of the Governor General the request of Doña Modesta Leonarda Mendoza to operate public school for girls.

One of the first three rice mills in Pangasinan was installed and operated in Bayambang by British firm Smith, Bell and Company.

1899

In June, General Antonio Luna had his brief encampment in Bayambang to prepare the defense of General Emilio Aguinaldo. Here, he received a telegram from General Aguinaldo ordering him to report to Cabanatuan, Nueva Ecija to see the General.

Jose Palma, a staff member of the Revolutionary Government’s newspaper “La Independencia,” wrote a poem that became the lyrics of “Marcha Nacional Filipina,” now the Philippine National Anthem. He penned the poem in Bautista, then a barrio of Bayambang.

On November 12, Bayambang became the 5th capital of the short-lived Philippine Republic when General Emilio Aguinaldo, the first president of the Philippine Republic, transferred the seat of government here. At the same time, the regular army was disbanded and the revolutionaries resorted to guerrilla warfare in dealing with the Americans.

1922 

Gabaldon buildings were erected at the present-day Pangasinan State University - Bayambang Campus. The Bayambang Normal School started operations to produce much-needed public school teachers until it was temporarily closed in 1935.

1943 

Noted American military official Col. Edwin Ramsey set foot in Bayambang to organize Filipino guerrillas against a common nemesis: the Japanese Imperial Army. In the country's bitter struggle against Japanese imperialism, Bayambang had been Lt. Edwin P. Ramsey's East Central Luzon Guerrilla Area (ECLGA) headquarters for nine months. ECLGA encompassed Manila, Nueva Ecija, Pampanga, Tarlac, Pangasinan, Zambales and La Union. Ramsey's aide de camp was our very own Major Claro J. Camacho of Barangay Nalsian.

According to local lore, Col. Ramsey evaded capture by the Japanese by hiding inside a taltagan (giant wooden mortar) in the barrio of Inirangan.

After the war, a huge part of Bayambang became the site of the Americans’ Camp Gregg Military Reservation.

1945

On January 7, the Pangasinan Normal School (formerly Bayambang Normal School) started operations with 293 students.

1954

On June 17, Bayambang became the first pilot town in the Far East when the Pangasinan Normal School (PNS) was chosen to be the seat of the Philippine-UNESCO National Community Training Center (PUNCTC) by virtue of Republic Act No. 1142.

1955

The first Child Study Center in the country was put up at PNS in Bayambang. The Center made initial studies on the Filipino child in order for the country to have its own data about Filipino children.

In October, President Ramon Magsaysay caused a stampede in Mangabul when he brought there with him his entire Cabinet to meet out-of-town for the first time. Thousands of rural folk turned out and mobbed the "champion of the masses," causing some disturbance at the makeshift venue, as they freely sought his attention to their concerns. Eschewing protocol and formalities, he addressed those concerns one by one, including a big land dispute, among other grievances. Magsaysay is said to donate a water pump as well for the barrio people. This little incident is commemorated in the erection of a statue of Pres. Magsaysay years later at the Municipal Plaza.

1956

Opportunity class was organized at PNS Bayambang ahead of any other school in the country to pay attention to exceptional children.

The first kindergarten was also established at Pangasinan Normal Laboratory School to provide a working laboratory for the Child Study Center.

1958  

On July 5 to August 3, Bayambang was the venue of the First National Institute in Physical Education and Recreation in the Philippines, being the seat of PUNCTC.

1963

Atty. Jaime P. Junio was elected as mayor. He would eventually earn the distinction of being the longest-serving mayor in the Philippines in his prime. Serving from 1963 to 1986, Atty. Junio’s contributions laid the grounds for the long-term development of the town. 

Among his notable projects is the construction of the Velodrome, reportedly the first of its kind in the country. It would be the starting point for the famed Tour of Luzon cycling competition, which would earn for  its organizer, Atty. Geruncio 'Gerry' Lacuesta, the moniker "father of Philippine cycling."

1999

Bayambang held a month-long “Sentenaryong Pagdiriwang” from October to November to commemorate its being once the capital of the Philippines. Activities included the unveiling of a historical marker at the municipal grounds by Dr. Pablo S. Trillana III, then director of the National Historical Institute.

2004 

The Institute of Nursing was opened in PSU with the help of businessman and philanthropist Cezar T. Quiambao.

2011

On March 14, the National Historical Commission of the Philippines formally established 5 April 1614 as Bayambang’s foundation date.

2013

On November 29, a bronze statue of former Philippine president, Gen. Emilio Aguinaldo, was unveiled in front of the Municipal Hall, as witnessed by Pangasinan Governor Amado T. Espino Jr., together with the relatives of Gen. Aguinaldo and municipal health officials from Kawit, Cavite.

2014

On April 5, Bayambang was declared the new holder of the Guinness World of Record for Longest Barbeque, mounting 8,000 grills and 50,000 kilograms of fish spanning 8.16 kilometers. 

2016

Long based abroad, Dr. Quiambao went home for good, ran for Mayor, and won, introducing new politics in town. His six-year reign was marked by many firsts: CCTV Command Center, emergency hotline number (#4357), St. Vincent Dialysis Center, Paskuhan sa Bayambang giant animated Christmas display, free Community Service Card, and satellite markets (talipapas) and police community precincts in all districts, the first traffic lights, a proper Tricycle Terminal, Rural Health Units (RHU) III (Carungay), IV (Macayocayo), and V (Pantol, sponsored by Congresswoman Rose Marie ‘Baby’ Arenas), among many other feats.

2018

Mayor Quiambao declared an all-out war against poverty in the program called “Rebolusyon Laban sa Kahirapan.”

The Municipal Library, known for its collection of rare books, was given its own building using the repurposed water tank beside the Municipal Hall.

ANCOP Ville, a free housing project with at least 30 units for selected indigent families, rose in Brgy. Sancagulis, sponsored by the Mojares family of Canada and Couples for Christ - Answering the Cry of the Poor (CFC-ANCOP).

The Pangasinan State University-Bayambang Campus’ Food Innovation Center was inaugurated in cooperation with the Department of Science and Technology – Region I.

2019

The Quiambao family unveiled the Saint Vincent Ferrer Prayer Park in Brgy. Bani, with the 50.1-meter engineered bamboo statue of St. Vincent Ferrer as highlight, earning for Bayambang its second Guinness record: “the tallest bamboo sculpture (supported) in the world.”

Mayor Quiambao launched his farm modernization program with a purchase of a suite of modern farm machines and other supporting activities, revolutionizing farming practices in town.

2020

Known as a champion of the public-private partnership (PPP) scheme to expedite economic progress and infrastructure development, Mayor Quiambao built the Bayambang Commercials Strip in front of the parish church, among other PPP projects.

2021

Mayor Quiambao’s petition for the Philippine government to convert Mangabul Lake into alienable and disposable land reached the Philippine Congress and Senate with the help of Congresswoman Rose Marie ‘Baby’ Arenas and Senator Miguel Zubiri. 

“Beauty and the Beast: The Musical” was staged for the first time in Region I. Sponsored by the town’s First Couple, it was staged at the Balon Bayambang Events Center showcasing local talents.

2022  

Mayor Quiambao launched the E-Agro app, a digital platform that addresses the various needs of farmers, especially loans, at their fingertips. Eight agricultural warehouses were constructed per farming district as supporting infrastructure.

Two women made history by being the first women, and possibly the youngest, to get elected as Mayor and Vice-Mayor of the town: Mary Clare Judith Phyllis 'Niña' Jose-Quiambao and Ian Camille ‘IC’ C. Sabangan.
