EDUCATION FOR ALL
DepEd Usec Densing, participated
in a meeting in Bayambang
Along with Mayor Niña Quiambao,
Special Assistant to the Office of the Mayor, Dr. Cezar Quiambao, and the
Schools Division Officers from different parts of Pangasinan, met with the
Department of Education Undersecretary, USec. Epimaco Densing III on June 1
about the current state of schools and ways to make learning more comfortable
for students in the province of Pangasinan. Usec Densing had promised to focusing
on the infrastructure programs in schools and the recovery of the town at
Bayambang Central School.
SK Federation Updates
A. The SK Federation of
Bayambang continues to provide support to Project Aral Foundation volunteers in
their supplemental learning activities. SK continues to distribute 50 packs of
educational materials/school supplies per session, and this is for the young
learners of Brgy. Carungay.
B. The SK Federation of
Bayambang and Kasama Kita sa Barangay Foundation also supported the Moises
Rebamontan National High School volunteers in their implementation of Project
READ at Tatarac-Apalen Elementary School by also providing school materials.
BNHS Students, Won at the
Pangasinan IT Challenge for Youth with Disabilities
Two students of Bayambang
National High School were presented as 1st Placer and 3rd Placer, in the
Provincial IT Challenge for Youth with Disabilities held on June 21 at the
capitol grounds. Renz Baring won the E-tool Microsoft Powerpoint category, so
he is the representative of Pangasinan in the national I.T. Challenge. Mark
John Reynosa was 2nd runner up in the E-Life Google Search category. With them
are the coaches Mr. Raffy Carungay and Ms. Angelus Ferrer, Local Youth
Development Officer Johnson Abalos, and MSWDO Focal Person on PWDs Alta Grace
Evangelista.
SK Federation, Joined the BNHS
Research Congress 2023
The Sangguniang Kabataan
Federation participated in the 2023 Research Congress organized by the Bayambang
National High School on June 23. The Research Congress featured the
discoveries, innovations, and creative solutions of the students for the social
problems they chose to find solutions for.
BNHS Students, 80% Passer in the
National IT Challenge
Two students from the Bayambang
National High School in Pangasinan passed the robotics contest in the held 2023
National IT Challenge for Youth with Disabilities in Manila on June 26-27. Renz
Baring and Mark John Reynosa became the national qualifiers in this I.T.
Challenge with 80% passing. Because of this, the local government sponsored
their fare and accommodation expenses along with their coaches and the Local
Youth Development Officer.
BPC TESDA, 100% Compliant!
We are very proud to announce
that BPC TESDA has successfully passed the Compliance Audit for CSS NC II and
EIM NC II last June 22. The inspection was conducted by the TESDA Provincial
Office led by TESDA Regional Auditor and Expert, Ms. Leona Cayapan, to ensure
that the school meets all the necessary regulations and standards.

PWD
Student Winners in Robotics, Honored by the Province
The
provincial government awarded the Plaque of Recognition to the Global I.T.
Challenge qualifiers with 80% and above score in robotics from the Pangasinan
team, which includes Renz Baring and Mark John Reynosa of the Bayambang
National High School. According to LYD Officer Johnson Abalos, it was held on
June 29, at the Capitol grounds, in the presence of PSDWO, provincial DICT, and
provincial DILG officials.

Sanlibo Blood Drive, Collected
30 Blood Bags
A mobile blood donation was held
on June 7 in Brgy. Sanlibo, where there were 60 registered potential donors,
and 30 of them were successful blood donors. The Rural Health Unit III joined
the Region 1 Medical Center in this activity. In subsequent week, on June 15, the
group will conduct another mobile drive this time in Brgy. Inirangan Covered
Court. Then the team will then move to Brgy. Pangdel.

The RHU III and Region 1 Medical
Center joined forces again to conduct yet another Mobile Blood Donation drive
in remote barangays. The latest blood drive was held in Barangay Inirangan on
June 15, where 42 people registered, and 26 of them became successful blood
donors. Inirangan Punong Barangay Jonathan Espejo provided support through his
donation of food and assistance for the staff and donors.

Training, Conducted
Another Refresher Training was
organized by the Municipal Nutrition Action Office for the Rural Health
Midwives, Barangay Nutrition Scholars, and Barangay Health Workers. Resource
speakers included the Nutritionist-Dietitians’ Association of the Philippines-Pangasinan
Chapter President Melita Castillo. Ligene Neri of the Provincial Nutrition
Office had likewise given a cooking demo.
Mobile Blood Drive of RHU III,
Moved to Pangdel
The Mobile Blood Donation Drive
of RHU III and Region 1 Medical Center was brought to Brgy. Pangdel Covered
Court on June 21. In the report of Dr. Agbuya, 57 people registered, and 43 of
them became successful donors. Barangay Kagawad and Barangay Health Workers of
Pangdel have donated blood. The entire Pangdel Barangay Council also assisted
and even provided food for the staff and donors there.
Mayor Niña, Sends Dentists to
Palawan
Mayor Niña Quiambao have personally
covered the cost of the Municipal Dentist, Dr. Dave Francis Junio, along with the
other dentists from Pangasinan on June 22-26 so that they could take part of a
medical mission in Punta Baja, Rizal, Palawan where residents do not have
access to a dentist. With the help of the dentists, various free dental
services were delivered to nearly five hundred (500) patients.

District
9, Wins the Championship in the 2023 Inter-District Basketball Tournament
District
9, grabbed the championship against District 3 in the Best of 3 championship
series of the 2023 Inter-District Basketball Tournament held at the Barangay
Tamaro Covered Court on June 1. The team of the said district prevailed with a
final score of 97-91, and they took home a P30,000 cash prize, and Onofre Basan
was named MVP. They were followed by District 3 as 1st runner-up, District 5 as
2nd runner-up, and District 4 as 3rd runner-up. The sportsfest is organized by
the Municipal Physical Fitness and Sports Development Council.

Bayambang, Very-First Data User
of the DSWD List 3 in Region 1
The Local Government of
Bayambang received the list of poor households from the National Household
Targeting System for Poverty Reduction or Listahanan on May 31. This data is important in
our achieving the “zero poverty” in the town and in the winning of our Rebolusyon
Laban sa Kahirapan.
CDWs, Attended the CDW Regional
Convention
The Child Development Workers
(CDW) of Bayambang attended the Child Development Worker Regional Convention at
the Crown Legacy Hotel, Baguio City, from June 5 to June 7 as part of the 2023
National Child Development Workers Week celebration. According to Focal Person
on Child Development Marvin Bautista, the activity includes a three-day
seminar-training on the latest knowledge in child development services. There
was also an awarding ceremony for those with a long length of service as CDW.
Outreach Program for the PWD
Kids
On June 3 and 4, there was an
Outreach Program held at the Balon Bayambang Events Center at the initiative of
the Victory Bayambang and other sponsors, in collaboration with the Municipal
Nutrition Action Office and the Municipal Social Welfare and Development
Office. Fifty-one (51) special children and one severely underweight child
became the beneficiaries. The activity was part of the birthday celebration of
RHU Nurse Lady Philina Duque, who collected funds to provide food packs to such
beneficiaries.
Mayor Niña, had a Father’s Day
Treat in LGU
On June 19, Mayor Niña Quiambao
had a surprise treat for all the fathers and male leaders of the various LGU
departments in commemoration of Father’s Day. She also gave out fruit baskets
to department and unit heads after the flag-raising ceremony at the Events
Center. The alcalde also had free ice cream from Bani Delicious Ice Cream for
all fathers who are employees of the Municipality.
Tatay Roger, had been arranged
to be searched and brought back home by Mayor Niña
On June 19, Mayor Niña
Jose-Quiambao immediately sent for Tatay Roger, who went viral on Facebook, who
was reported to need immediate help according to a concerned citizen in Quezon
City. Tatay Roger was immediately searched and brought home by Barangay Buayaen
through the MSWDO, BPSO, and BPRAT. The patient is now with his relatives, and
other help is also being given to him.
Lions and Eagles Joined Forces
in the Feeding Program
On June 25, the two CSOs joined
forces for a supplemental feeding activity in Brgy. Del Pilar. The Bayambang
Bayanihan Lions Club International, along with Bayambang Maaro Leo Club,
Bayambang Royalty Matikas Eagles Club, Bayambang Matikas Eagles Club, Team
Gabriel, Barangay M.H. Del Pilar officials and LGU-Bayambang-Nutrition Section
distributed vitamins and food to the thirty-five (35) undernourished youth in
the area.

Training
On June 26 to 29, a skills
training was conducted for the Child Development Workers of Bayambang as part
of the celebration of the 2023 National Child Development Workers’ Week. This
training is a requirement in the accreditation process, and among those
discussed there are guidelines for new tools for accreditation.

SAFETY
Wire-Clearing Group, Continuous
Operation
The Bayambang Wire Clearing Group
continues to clear hanging and unserviceable wires and cables of various
telecommunication firms. MDRRMO, Engineering, BFP, CENPELCO, Globe, Smart,
DITO, USATV, and Converge have help here. BPSO provides traffic assistance, and
ESWMO collects and disposes of removed wires and cut plants. This action was
prompted by the Public Hearing conducted by the SB regarding the proposed
Anti-Dangling Wire Act of Bayambang.
Individuals Helped by the
Emergency Rescuers, Expressed their Gratefulness
Another patient was immediately
helped by the LGU-Bayambang ambulance with the assistance of BPSO Chief, Ret.
Col. Leonardo Solomon. According to the person who requested emergency rescue,
Sammy Lomboy, help was quickly given to Mrs. Lea Joson regarding the quick
transfer of her son who had an accident from Bayambang District Hospital to the
Region I Medical Center. They were also grateful to the Mayor’s Action Center
and BPRAT who did not hesitate to assist in the emergency situation.
BNHS Student, Returned the found
Wallet
Grade 11 student Rolin Cardinoza
immediately reported to the Bayambang Public Safety Office a wallet he had picked-up
along Bical Norte road on June 27. Because of this, the wallet, including its
contents, was immediately returned to the owner including important documents
and money. The owner was thankful when it was recovered, and happily gave a
reward to the student who found it.
ENVIRONMENTAL PROTECTION
Another Owl, Rescued
Another owl was rescued and
surrendered by the concerned youths to MENRO Joseph Anthony Quinto. Such an owl
was found in the Public Cemetery by the youth of Zone 6. The owl was
immediately turned-over by the CENRO-Dagupan office.
“Tapat Ko, Linis Ko,” Promoted in
the Town Market
On June 27, the Office of the
Special Economic Enterprise posted tarpaulin signage in various places inside
the public market that read “Tapat Ko, Linis Ko” according to P.D. No. 856 or
Code on Sanitation in the Philippines. SEE encourages all stall owners to have
a sense of responsibility in maintaining order and cleanliness in the Public
Market.

Joined the Pangasinan Green Canopy Program
The
LGU and PNP-Bayambang joined in a tree-planting activity initiated by the
Provincial Population, Cooperative and Livelihood Development Office on June 30
at the San Gabriel 2nd Evacuation Center and dike area. Those who participated
included MAO, MENRO, MCDO, MSWDO, other offices, and local farmers and
cooperative associations. The activity is part of the province's Pangasinan
Green Canopy Program, a climate change mitigation program. The province shared
500 tree seedlings in this activity.
AGRICULTURAL MODERNIZATION
New Batch of Rice Inbred Seeds,
Distributed
A. The delivery of 5,895 bags of
20 kilos each of rice inbred seeds from the PhilRice-Rice Competitiveness
Enhancement Fund (RCEF) was completed on June 2. It can cultivate 2,947.5
hectares of farm, according to the report of the Municipal Agriculture Office.
After the haul, the new seed allocation was distributed to rice farmers in
Brgy. Amanperez Covered Court from May 29 to June 7.
B. The first batch of its
distribution was led by Vice-Mayor IC Sabangan at the said venue.
Discovering Innovations in
Farming, Continued
The 2nd Farmers’ Farm School
meeting was held on June 9 for the experimental 'Hybrid Seed Varietal Derby' of
the Department of Agriculture in Brgy. Dusoc. The participants visited the
planted trial seedlings and listened to the discussion on various innovative
farming methods. The Pangasinan Agriculture Office explained the concept of 'corporate
farming' using the E-Agro farm business app.

Varieties, Continued
The third Farmers’ Field School
meeting for the study of seed companies and MAO “Rice Varietal Derby” was held
on June 16. The participants in their group planted hybrid rice varieties and
discussed the right elements needed by each farm land to make these varieties
of healthy rice.
MAO, Again Assisted for the Crop
Insurance
The
Municipal Agriculture Office is currently going around the barangays to assist
farmers with their crop insurance application. In this activity, the farmers
can be helped to insure their crops with the Philippine Crop Insurance
Corporation against possible damage caused by natural calamities.

Another Job Fair, Held
On June 1, MESO conducted
another job fair at the Balon Bayambang Events Center. There were 21 local
companies and 1 overseas company which joined the recruitment activity.
According to the MESO report, more than two hundred (200) applicants
registered, and many of them were qualified, near hires, and hired on the spot.
40 Skills Training Graduates,
Received PESO Financial Assistance
Along with this job fair was the
distribution of financial assistance from the provincial government through the
PESO Provincial Office and MESO. There were 40 beneficiaries who received
P2,000 each, and they all recently graduated from the Basic Sewing Skills
Training.
3 Bayambangueños, Received
Livelihood Package from DOLE
Three Bayambangueños received a
livelihood package from DOLE on June 22, at the DOLE Central Pangasinan Field
Office, Dagupan City in collaboration with MESO-Bayambang. According to MESO,
the three received a rice store, street food vending, and frozen food vending
livelihood package.
MOA Signing, Conducted for the
BPC Beneficiaries
Ten (10) Bayambang Polytechnic
College graduates, DOLE and Municipal Employment Services Office of
LGU-Bayambang signed a Memorandum of Agreement on June 23 for yet another
livelihood grant. The ten graduates of the Electrical Installation and
Maintenance NC II course are set to receive from DOLE an electrical tool kit
worth P30,000 each.

Ceiling Fans to Meat Vendors
On June 8, the Office of the
Special Economic Enterprise distributed 35 portable energy ceiling fans to meat
vendors in the Public Market. The said portable ceiling fans were donated by
Mayor Niña Jose-Quiambao on June 5.

The funds for the reconstruction
of the Carlos P. Romulo Bridge in Brgy. Wawa have been made certain, thanks to
Congresswoman Rachel Arenas’ approaching the Department of Public Works and
Highways Secretary Manuel Bonoan. The modern, stronger and safer bridge is
scheduled to be built next year to serve as a passageway for vehicles from
different parts of the town.

125th Independence Day,
Commemorated
A short but significant program
was held at the Balon Bayambang Events Center on June 12 to commemorate the
125th Independence Day organized by Municipal Tourism, Information, and Cultural
Affairs Office head Dr. Rafael Saygo. A touching tableau presentation developed
by the teachers and students of Bayambang Polytechnic College, and messages
about the value of commemorating this day and the appreciation of the
independence gained, thanks to the sacrifice of our national heroes, were
featured.
Bayambangueña, Donated a
Painting to the Museum
A mural painting made of rice
grains was donated to the Bayambang Museum on June 26 by Ms. Chona Terrado
Cabel who is a Bayambangueña. This work, created by an artist from Pangasinan,
Bernard Paragas, reflects the traditional culture of dancing and fun in the
town of Bayambang during festivals.
DISASTER RESILIENCE
Disaster Preparedness, Revisited
at 2Q NSED 2023
Led by the MDRRMO, along with
the PNP, BFP, BPSO, and Engineering, all local government staff of Bayambang
participated in the 2nd Quarter Nationwide Simultaneous Earthquake Drill (NSED)
2023 on June 9. All clients with transactions within the municipality also
actively participated at the same time. According to MDRRMO records, there were
22,300 participants in the said activity.
First ICTO Disaster Recovery
Drill, Conducted
Along with the earthquake drill,
the ICT Office Disaster Recovery Drill was conducted so that the ICTO staff
could test their ability to immediately restore the internet connection and
enable important applications in the event of major damage to the
Municipality's main internet. It took 1 minute and 35 seconds to successfully
transfer the Internet connection of the Municipal departments to the back-up
Internet Service Provider (ISP) of the LGU from its main or primary ISP.

BPC, Join NSED for the first
time
For the first time, the Bayambang
Polytechnic College (BPC) participated in the 2nd Quarter Nationwide
Simultaneous Earthquake Drill (NSED) 2023. According to the MDRRMO report, BPC
had 16 participants in the activity.

KSB Year 6, No Stopping in
Helping
When the KSB Team returned to
the Barangay Tanolong Covered Court on June 9, they poured the quality services
of the Municipality for the residents of Brgy. Tanolong, Maigpa, and
Batangcaoa.
The group received a warm
welcome from the officials of the aforementioned barangays. In a short program,
the Municipal officials said hello to all the families there. In the report of
KSB Year 6 organizer Dr. Roland Agbuya, more than 1,000 people benefited from
this yet another outreach activity.
Accountant for Barangay
Financial Affairs, Assists for Barangay SGLG
On June 7 and 8, the Office of
the Accountant for Barangay Financial Affairs under its OIC Elsie Dulay
assisted the Barangay Treasurers in the preparation of their respective
financial reports for the Seal of Good Local Governance for Barangays. The
activity was done at the Municipal Annex Conference Room, as part of the local
government’s efforts to improve good governance even at the barangay level.
Bayambang, Underwent the SGLG
Assessment Again
The town of Bayambang once again
underwent the DILG’s Regional Assessment for the 2023 Seal of Good Local
Governance or SGLG. Provincial DILG Director Virgilio P. Sison came and
expressed support. Among the validators were Bishop Reynaldo Lazo, LGOO III Ma.
Beverly Ines-Baquiran, and CLGOO VIII Roger P. Daquiaog as Provincial Cluster
Team Leader. They inspected if the paperwork of each department is in order and
if the major facilities of the Municipality such as the Events Center, MRF,
Wawa Evacuation Center, PWD access ramps, public market, and public restrooms
are in good condition.
KSB Year 6, Tread to Caturay
Subsequent, the Municipality
brought the Comprehensive Community Service Year 6 to Brgy. Caturay on June 16
where the residents of Brgy. Caturay, Hermoza, and Malioer received a variety
of free services. According to the report of overall organizer, Dr. Roland
Agbuya, the activity has 840 beneficiaries.
ISO Mock Audit, Conducted by the
LGU
A.
On June 20, auditors from the
Alaminos City Government conducted an ISO 9001:2015 Mock Audit in the entire
LGU to assess LGU Bayambang's level of compliance with ISO standards and determine
which aspects need to be improved. The mock audit began with an orientation
attended by Mayor Niña Jose-Quiambao, and then the deployment of auditors to
all offices.

The next day there was a
post-activity report and analysis at the Events Center with the help of
Neo-Amca. Here it was studied what should be done to improve the implementation
of the LGU's Quality Management System was studied, based on the findings of
the Internal Audit and the pre-mock and mock audits that were performed.

Amancosiling
On June 23, the Komprehensibong
Serbisyo sa Bayan Year 6 went to the Amancosiling Sur Covered Court to directly
bring services from the Municipality for the three barangays of Amancosiling
Sur, Amancosiling Norte, and San Gabriel 1st. According to the report of the
overall organizer, Dr. Roland Agbuya, there are 744 beneficiaries in the said
activity.

Assessment Team
Vice-Mayor Ian Camille 'IC'
Sabangan was appointed by Mayor Niña to lead the Municipal Performance
Assessment Team (MPAT) for the DILG Seal of Good Local Governance for Barangays
- Year 2. On June 26, the Team met to study how all barangays can be compliant
with the SGLG for Barangays, and how to divide the evaluation tasks that need
to be done.

LGU-Bayambang, Gets "Unmodified Opinion"
on COA for the First Time!
For the first time in the history of Bayambang, the
LGU obtained an "unmodified opinion" from the Annual Audit Report of
the Commission on Audit. This was announced by OIC Municipal Accountant Flexner
de Vera on June 30. He said this is the highest rating that the COA can give to
an LGU, which means that the financial transactions of the Municipality are in
order and there is no discrepancy in the administration of the town's funds and
property.

Adolescent-Friendly Health Facility
The Bayambang Rural Health Unit
III has been accredited by the Department of Health as a "Level 1
Adolescent Friendly Health Facility." The Certificate of Compliance was
awarded by the Provincial Health Office on June 5, 2023.

Public Hearing for Three
Proposed Ordinances, Held
The Sangguniang Bayan held a
public hearing on the three new proposed ordinances, and it was held on June 8
at the SB Session Hall, led by Sangguniang Bayan Committee Chairman on Laws,
Rules, Ethics and Privileges, Councilor Amory Junio, and will be organized by
SB Secretary Joel Camacho. The proposed ordinances discussed one by one are as
follows:

Institutionalizing the Seal of Good Local Governance for Barangay Local
Government Units and Allocating Funds and for Other Purposes
-An Ordinance Institutionalizing
the Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project in the

the Citizen’s Charter of the Municipality of Bayambang, and for other Purposes

Public Hearing on Ordinance
Establishing the VAWC Desk in Every Barangay
On June 13, the Sangguniang
Bayan held a public hearing on the proposal "An Ordinance Establishing the
VAWC Desk in Every Barangay of the Municipality of Bayambang Prescribing the
Protocol in the Handling of All VAWC Cases Filed Thereof." The purpose of
the ordinance is to intensify the provision of protection at the barangay level
for women and youths who became victims of violence within their very homes.
