CEZAR TERRADO QUIAMBAO
Prior
to joining politics in his hometown, he has long been deeply involved in
community capacity- building and human capital development by looking after the
welfare of the underprivileged in his beloved Bayambang, Pangasinan.
With
his Kasama Kita sa Barangay Foundation ( KKBF) – the implementor of his group
of companies and corporate social responsibility advocacies to make the lives
of the poor better – he has built a fine reputation to provide a sustainable
livelihood and skills training program under which, the recipients are taught
the needed skills to either become entrepreneurs or get employed. He sponsored
programs like goat dispersal, backyard poultry growing, handicrafts involving
the use of abaca and bamboo, and Computer Systems Servicing (CSS) training.
He
also promotes wellness and fitness, urging his constituents to join the regular
Zumba classes, and conducts the annual medical and dental missions. He engages
in adopt- a- school projects and gathers street kids for gift- giving for the
last 15 years.
He
provides full scholarships for deserving students under his education and
skills training program. He built the IT Center at the University of Pangasinan
in Bayambang and he invests heavily on the maintenance and sustainability of
the IT Center.
With
a social conscience and a straightforward manner to doing business, he surely
has the acumen of a philantropreneur. The town of Bayambang would continously
benefit from the corporate and personal income taxes and business permit
payments of his firms, as he has been the top taxpayer in Pangasinan. Since
then, Bayambang became a first class municipality. He developed idle real
property into a commercial building and shopping mall. He paid in advance the
lease payments to Bayambang government, and the proceeds were used to buy heavy
equipment, for the town’s infrastructure and road projects.
He
pioneered in the country the Build- Own- Operate ( BOO), BuildOwn- Transfer (
BOT), or the BuildLease- Transfer ( BLT) scheme, now known as the PPP ( Public-
Private Partnerships). Among h is successful projects in partnership with the
national government are: the $ 80M LTO IT System, under the BOO scheme by
STRADCOM; the country’ s first elevated superhighway, worth $ 514M ( Metro
Manila Skyway Phase 1) and the $619M road infrastructure project, the elevated
connector expressways for southern and northern Luzon provinces to hasten the
transport of goods and services, via the BOT scheme; STAR ( Southern Tagalog
Arterial Road) Tollway, through the BOT scheme, for the Calabarzon Region and
southern destinations; and the BOT scheme $ 125M nationwide land titling
computerization of Land Registration Authority by the Land Registration
Systems, Inc. (LARES) which he headed as Chairman and CEO. He has several big
business partnerships abroad, namely the Guam Regional Medical City, worth $
219M, the $145M Second Vivekananda Bridge Tollway in India, including a road
project tollway in Vietnam.
An
internationally proven successful business executive, an acclaimed entrepreneur
and philantropist, he was conferred with the title Honorary Ambassador-at-Large
by the Guam government and the degree of Doctor of Humanities, honoris causa,
by Polytechnic University of the Philippines ( PUP). His corporation, STRADCOM
that he headed as president and CEO, was hailed by the BIR as a top taxpayer in
Pangasinan for the year 2008 and was honored by Computerworld as among the
recipients of the 2008 Honors Laureates held in Washington DC, USA.
An
outstanding UE alumnus, he obtained his accounting degree at the University of
the East ( UE) Manila, and later became a Certified Public Accountant (CPA). He
pursued graduate studies in the SBEP Program at the University of Asia &
the Pacific, and an MBA at the UE Graduate School of Business. He has been an
active participant of the UE Alumni Association, Inc. and the UE Knights Inc.
activities. He was once the chairman of the overall committee for Philippine
delegates to the first- ever UE Global Reunion 2010 held in Las Vegas, Nevada,
USA. He chaired the 2nd UE Global Reunion in 2012 at the Marriott Hotel and
Resorts World Manila in Pasay City.
He
knows the ins and-outs of politics in his town. In fact, he has been regarded
as a “Kingmaker,” for supporting political leaders, particularly in the
province. He knew the problems in his town. He came in fully prepared for
politics using his transformational leadership style.
As
the new mayor of his town, he immediately introduced a system of governance to
effectively and efficiently run the government of Bayambang.
He
implements two- pronged growth strategy with an increase budget and revenue, to
intensify socio-economic activities, infrastructure projects and for the
various needs of the municipality. “We revised the budget in 2016 by increasing
it, and we increased our projected revenue collections, too.”
The
Mayor reorganized the municipality by creating additional departments that
would take charge of the needs of the people and for a better delivery of
public services. Among them are: Information and Communication Technology (ICT),
Tourism, Internal Audit and Control, Library and Museum, General Services
Office, Municipal Employment Services Office (MESO), Public Information Office,
Disaster Risk Reduction and Management, and Public Order and Safety Office
(POSO).
The
installation of CCTV cameras, in addition to police forces visibility and
security enhancement, in strategic areas of the town to monitor peace and
order, to deter and detect criminalities, and pin down culprits, the set up of
Command Center for rescue assistance – dial 4357, the declogging of drainage
system, implementation of a new traffic rerouting and parking management
system, and ecological solid waste management program have since been in
operation. However, before his incumbency, he initiated the installation of
CCTV cameras in strategic areas of the town, 24/ 7 and in real- time
monitoring.
Likewise,
he is at the forefront to recover a valuable asset of the Municipality, the
historic Bayambang Central School, in a civil case for a Petition for Relief
from Judgment filed at the Regional Trial Court in San Carlos City. Then, the
RTC recently issued Preliminary Injunction or Status Quo Order, “effective
until the merit of the petition and main case are heard and terminated.”
When
asked how he deals with the illegal drugs surrenderees, the good Mayor said,
“We provided an outpatient rehabilitation clinic to take care of them.”
Likewise, Mayor Quiambao recently led the ceremonies for the launch of the “My
BUKAS PA ( BUhay KAbuhayan Sama- sama sa PAgasa)” projects; a livelihood
program for the surrenderees sponsored by his KKBF headed by former alderman
Levin Uy as managing director.
He
is closely collaborating with the Philippine National Police in the fight
against illegal drugs, as he lauded PNP station commander PSupt. Cirilo Acosta
Jr. for taking the initiative in making the program a reality with the Drug
Abuse Resistance Education ( DARE) Program. In his speech at the launching of
the DARE Program, he said that, through his 67 years of existence, “I haven’t
seen or tried marijuana, shabu, Ecstasy, etc. But I’ve seen the effects of
illegal drugs. Para kayong patay, pero buhay.”
His
political team’s campaign platforms consisted of eradicating corrupt ions,
illegal drugs, criminalities, political dynasty for genuine and significant
change. Seven of the eight councilors of Team Quiambao- Sabangan and his
running mate, Vice Mayor Raul Sabangan, were elected, as well.
Driven
by his sheer desire to improve the life of his townspeople through education,
business, and trade, he also boosts the access to education and employment
opportunities in Bayambang. The Mayor ’ s brainchild to have a Polytechnic
University of the Philippines extension program in Bayambang will soon be
realized with the initial offering of graduate studies, MPA program, via the
Open University System of PUP, as well as vocational and technical courses.
Recently, he met with PUP President, Dr. Emanuel De Guzman, and Dr. Joseph Mercado,
VP for Research Extension, Planning and Development, et. al., to formalize the
partnership.
He
improved the medical access of his beloved Bayambanguenos when he recently led
the inauguration of his “dream project,” the Saint Vincent Ferrer Dialysis
Center. Another philanthropic project of him, the center was conceived long
before he entered politics, “out of his love for the people of Bayambang.” Niña
Jose, a Rotarian, spearheads the project as president.
He
has been working for the establishment of an Export Economic Zone in his town
to encourage foreign direct investments and trade, other businesses to
flourish, and create more jobs. In fact, there are foreign investors who
committed to pour in investments to Bayambang. They have already signed their
respective memorandum of understanding during the inauguration of the Mayor and
other elected officials.
The
townspeople of Bayambang have high hopes and great expectations for their
Mayor, with vast experiences of putting up and successfully managing his
business empire. An innovator and a visionary, he will surely bring in real
change by recapturing Bayambang’s greatness and by moving towards becoming the
“Smart” town he envisions.
Last
December 16, 2017, he launched his biggest battle cry which is the
“Anti-Poverty Summit” a “Rebolusyon Laban sa Kahirapan. Wherein he aims to
eradicate poverty in our municipality.
