LGU Accomplishments for January 2022

GOOD GOVERNANCE

LGU Heads, Sumabak sa Refresher ukol sa Performance Management

Lumahok ang 57 na opisyales at representante ng lokal na pamahalaan ng Bayambang sa isang refresher on individual performance management na pinangunahan ni ICT Officer Ricky Bulalakaw noong January 10 sa Balon Bayambang Events Center upang mas mapaghusay pa ang mga serbisyong ibinibigay ng buong pwersa ng munisipyo sa mga Bayambangueño. Nakatutok ang aktibidad na ito sa individual performance planning, evaluation, at development planning alinsunod sa CSC Memorandum Circular No. 6, series of 2012, o “Guidelines in the Establishment and Implementation of Agency Strategic Performance Management System (SPMS)”, na siyang magiging daan upang mas mapagtibay ang accountability ng mga empleyado ng munisipyo at sustainability sa kanilang pabibigay ng total quality service.

PLANNING & DEVELOPMENT

STRADCOM, Nagdonate ng 77 Computer Sets at Printers sa mga Barangay para sa RCBMS

“Ako’y natutuwa at ipinagmamalaki ko na ang Bayambang ay nangunguna sa pag-iimplementa ng magagandang programa at tayo rin ay nagiging model town sa buong probinsya.’’

Ito ang sinambit ni Mayor Cezar Quiambao patungkol sa implementasyon ng Bayambang Restructured Community-Based Monitoring System o RCBMS, na nauna nang iniimplementa ng munisipalidad bago pa man ito gawing institutionalized ng national government.

Kaugnay nito, inaward ang 77 computer sets at printers mula sa sariling bulsa ni Mayor Quiambao sa pamamagitan ng STRADCOM Corporation para sa proyektong ito, kung saan ibababa sa 77 barangays ang tinaguriang My Barangay Portal, kung saan itinakda ang lahat ng Barangay Nutrition Scholars (BNS) na maging in-charge sa datos ng barangay para sa RCBMS. Ang kabuuang donasyon ay nagkakahalaga ng humigit-kumulang na P7.5M.

Ginanap ang turnover ceremony sa Balon Bayambang Events Center, January 31, sa pagtutulungan ng Bayambang Poverty Reduction Action Team (BPRAT), Municipal Planning and Development Office, ICT Office, at Nutrition Action Office.

FINANCIAL ADMINISTRATION & TAXATION

Pre-Bid Conference for PRDP Project

Isang Pre-Bidding Conference para sa proyektong "Improvement of San Gabriel II Farm to Market Road with Bridge" ang inorganisa ng Bids and Awards Committee sa ilalim ng World Bank Harmonized Procurement Chairperson nito na si ICT Officer Ricky Bulalakaw noong January 4 sa Balon Bayambang Events Center.

Ito ay dinaluhan ng mga prospective bidders mula sa Pangasinan at iba pang lugar upang magkaroon ng ideya ang mga bidders ukol sa mga teknikal na aspeto ng proyekto at personal na makapagtanong para sa clarifications. Naroon ang mga miyembro ng Implementing Unit ng proyekto at mga observers mula sa Philippine Rural Development Project ng Department of Agriculture.

BAC Holds Opening of Bids

Narito ang mga eksena sa pagbubukas ng bidding na isinagawa ng Bids and Awards Committee sa ilalim ng BAC Chairman na si Municipal Engineer Eddie Melicorio sa Balon Bayambang Events Center noong January 11. Dito, ang mga bid documents na isinumite ng mga bidder ay isa-isang iniinspeksyon upang masiguro na compliant ang mga ito. Sa naturang aktibidad ay idineklara rin ang mga nanalong bidders.

BAC Opens Bids for PRDP Project

Ginanap ang opening of bids para sa proyektong “Improvement of San Gabriel II Farm to Market Road with Bridge,” at ito ay inorganisa ng Special Bids and Awards Committee sa ilalim ng World Bank Harmonized Procurement Chairperson nito na si ICT Officer Ricky Bulalakaw noong January 19 sa Balon Bayambang Events Center. Ang mga isinumite na bids ay iisa-isahing tingnan ng BAC at ng Technical Working Group na pinangungunahan ni Atty. Bayani Brillante Jr., upang malaman kung sino ang may pinakamababang bid habang sinisiguro na ito ay naaayon sa bid specifications. Ang opening of bids ay dinaluhan ng 17 prospective bidders, mga miyembro ng Implementing Unit ng LGU, at observers mula sa Philippine Rural Development Program ng Department of Agriculture at iba pang ahensya at grupo.

Massive Appraisal of Government Properties, Isinagawa ng Assessor's Office

Noong January 19, nag-umpisang magsagawa ng massive appraisal activity ang Assessor's Office para sa iba't ibang government properties sa lahat ng 77 barangays ng Bayambang. Ang aktibidad na ito ay inumpisahan ng Assessor's sa District II. Layunin ng aktibidad na masurvey ang lahat ng government properties sa bayan ng Bayambang.

Mayor Quiambao, Isinulong ang Mangabul Bill sa Senate Committee Hearing

Noong January 11, tahasang isinulong si Mayor Cezar Quiambao ang pagpasa sa Mangabul Land Conversion Bill, sa isang virtual Senate Environment Committee Hearing kung saan si Senadora Cynthia Villar ang naging presider. Kasama ni Mayor Quiambao ang lahat ng miyembro ng Task Force Mangabul at representante ng mga apektadong magsasaka sa pangunguna ni San Vicente Punong Barangay Crisostomo Bato.

Ang version ng Mangabul Land Conversion Bill sa Senado o S.B. 1961, na inakda nina Sen. Miguel Zubiri at Sen. Ramon 'Bong' Revilla Jr., ay naglalayong ma-reclassify bilang isang agricultural land ang bahagi ng Mangabul Reservation sa Brgy. San Gabriel II na naging malawak na lupang sakahan matapos pumutok ang Bulkang Pinatubo noong 1991.

Sinabi ni Sen. Villar na ang proposed land conversion bill ay magsusulong sa kapakanan ng mga magsasakang matagal nang nananakahan sa lugar, ngunit kailangan itong balansehin dahil sa geohazard risks at mga umiiral na batas ukol sa kalikasan, ayon na rin sa rekomendasyon ng DENR sa naturang committee-level hearing.

Updates Mula Sangguniang Bayan ng Bayambang

SP Approves LGU's 2022 Annual Budget

Inaprubahan ng Sangguniang Panlalawigan ng Pangasinan noong December 20, 2021 ang Annual Budget ng LGU-Bayambang para sa Calendar Year 2022 na nagkakahalaga ng Six Hundred Ninety-Nine Million Two Hundred Eighteen Pesos (PhP699,218,000). Ang Municipal Annual Budget ang pinaka-importanteng dokumento na pineprepara ng ating mga municipal officials upang malaman kung papaano gagastusin ng lokal na pamahalaan ang mga municipal funds.

SP Approves LGU-Bayambang's AIP 2022

Inaprubahan din ng Sangguniang Panlalawigan ng Pangasinan noong December 20, 2021 ang Annual Investment Program (AIP) ng Municipality of Bayambang for Calendar Year 2022 in the Amount of One Billion Three Hundred Forty-four Million Twenty Thousand Two Hundred Pesos (PhP1,340,020,202.00). Ang AIP ay isang instrumento ng lokal na pamahalaan upang magbigay ng budgetary support para sa local government plan (LDP) at Development Investment Program at maitranslate ang development thrusts ng Bayambang upang maging tangible programs, projects at activities para sa inclusive, equitable at sustainable development.

SP Approves "Bawal Bastos Ordinance"

Inaprubahan din ng Sangguniang Panlalawigan noong December 20, 2021 ang "Municipal Ordinance Prohibiting Gender-Based Sexual Harassment in Streets, Public Spaces, Online Platforms, Workplace and Education or Training Institutions in the Municipality of Bayambang and Providing Penalties for Violation Thereof." Ang "Bawal Bastos Ordinance" ay nakatakdang magbigay ng penalty sa iba't-ibang uri ng sexual harassment sa pampublikong lugar, kabilang ang online spaces. Ang mga halimbawa ng sexual harassment ay catcalling, wolf whistling, misogynistic and homophobic slurs, at unwanted sexual advances.

Public Hearing, Isinagawa ukol sa Barangay AIP at Pamemeke ng Vaccination Card

Isang public hearing ang isinagawa ng Sangguniang Bayan ukol sa Legal Basis For Annual Investment Program Review ng 77 barangays para sa taong 2022 noong January 13 sa Balon Bayambang Events Center, sa pangunguna nina SB Committee on Finance, Budget and Appropriations and Ways and Means Chairman Konsehal Amory Junio kasama si Konsehal Martin Terrado II, Municipal Planning and Development Officer Ma-lene Torio, MLGOO Royolita Rosario at ilang concerned department heads. Sa pandinig na ito ay tinalakay ang pagsasaayos ng AIP at upang paghandaan ang budget para sa mga proyekto sa kani-kanilang barangay para sa taong 2022. Kasunod nito ay ang naging pagdinig ukol sa panukalang ‘’An Ordinance Providing Penalty for the Falsification, Mutilation Alteration, Tampering, Unauthorized Reproduction and other Fraudulent Acts in Relation to the COVID-19 Vaccination in the Municipality of Bayambang." Ang ordinansang ito ang magbabalangkas ng polisiya ukol sa tamang paggamit ng vaccination card at magbibigay ng parusa para sa mga pamemeke at iba pang uri ng paglabag. Ang naturang pagdinig ay pinangunahan ng mga miyembro ng SB Committee on Health na sina Councilor Amory Junio at Councilor Philip Dumalanta.

HEALTH

Anti-Rabies Vaccination sa Zone II

Ang buong team ni Municipal Veterinarian, Dr. Joselito Rosario ay muling nagsagawa ng massive anti-rabies vaccination sa Barangay Zone II noong January 14.  Patuloy silang nag-iikot sa iba't ibang barangay upang masiguro na ligtas ang bawat Bayambangueño sa mga hayop na maaaring may dalang rabies at upang maiwasan ang kaso ng rabies death dito sa bayan ng Bayambang.

Operation Timbang Plus 2022, Sinimulan Na

Upang mamonitor kung sinu-sino, ilan, at nasaan ang mga bata na mas nangangailangan ng agarang suportang pangkalusugan, nagtutulungan ang Municipal Nutrition Action Office, mga Rural Health Unit, at mga Barangay Nutrition Committee para sa implementasyon ngayong taon ng Operation Timbang Plus. Partikular na layunin ng OPT+ ang taunang pag-assess sa weight, height, at overall nutritional status ng bawat bata sa Bayambang gamit ang calibrated na mga timbangan at aprubadong height o length measuring tools. Kaugnay nito ay nagbigay din ang National Nutrition Council ng adisyunal na stadiometers at measuring mats para sa assessment activity na ito.

Barangay Officials, Pinulong Ukol sa Alert Level 3

Noong January 24, Pinulong ng Bayambang Local IATF sa ilalim ng Incident Commander nito na si Municipal Health Officer, Dra. Paz Vallo, ang mga opisyales ng 77 na barangay, kabilang ang mga kapitan, kagawad, at Barangay Health Workers, ukol sa Executive Order No. 2 o "An Order Implementing Measures in the Municipality of Bayambang, Pangasinan Under Alert Level 3." Naroon din ang mga miyembro ng Bayambang IATF na sina MLGOO Royolita Rosario, Supervising Tourism Operation Officer at BPRAT Chairperson Rafael Saygo, Task Force Bakuna Chairperson, Col. Leonardo Solomon, at representante mula sa PNP Bayambang. Nagtapos ang pagtitipon na may dala-dalang impormasyon ang bawat isa na ipaparating sa kani-kanilang barangay at inaasahang implementa nang maayos.

Mass Testing ng LGU Employees

Noong January 24 at 28, muling nagsagawa ang Rural Health Unit, sa tulong ng Human Resources Management Office at ng buong Bayambang COVID-19 IATF, ng mass testing ng lahat ng empleyado ng LGU-Bayambang bilang parte ng Test-Isolate-Treat strategy sa bayan upang maisawan ang pagkalat ng COVID-19 sa Munisipyo at sa lahat ng pumapasok dito. Gaya ng dati, naging posible ang mass testing dahil sa mga PPE at rapid testing kits na donasyon ng pamilya ni Mayor Cezar Quiambao. Mayroon ding nakalaang rapid antigen test kits para sa mga Bayambangueño na naging close contact ng positibong kaso. Kailangan lamang makipag-ugnayan sa RHU o sa inyong Barangay Health Worker para mapa-schedule ito.

Internal Audit Unit, Pasado sa Safety Seal

Tuluy-tuloy ang paggawad ng Safety Seal ng inter-agency Safety Seal Inspection team ng pamahalaan. Noong January 24, ginawaran ang tanggapan ng Internal Audit Unit ng LGU na pinamumunuan ni Gng. Erlinda Alvarez na nasa dating Accounting Office Building matapos itong pumasa sa lahat ng items sa compliance checklist. Ito ay sa pagtutulungan nina MLGOO Royolita Rosario at mga opisyal ng PNP at BFP. Para sa mga government offices, ang inspection team ay binubuo nina MLGOO Royolita Rosario at mga opisyal ng PNP at BFP.

EDUCATION

SEF Budget, Nasa P7M Na!

Nasa P7M na ang budget para sa Special Education Fund para sa taong 2022. Ito ay napag-alaman sa isang pagupulong ng Local School Board kasama si Mayor Cezar Quiambao at iba pang opisyal ng LGU sa Niñas Cafe noong January 21. Ang halagang ito ay paghahatian ng DepEd Bayambang District I at District II para sa kapakanan ng mga pampublikong eskwelahan at mga estudyante at guro nito. Kasama sa mga tinalakay sa pulong ang ukol sa submission ng budget proposal, scholarship program, updates ukol sa pilot face-to-face classes, at objectives ng LGU patungkol sa educational sector na nakaangkla sa Bayambang Poverty Reduction Action Plan.

DepEd Bayambang I, Nagpasalamat sa Bagong ICT Equipment

Noong January 25, nagpahayag ng pasasalamat ang DepEd Bayambang I sa pangunguna ni PSDS, Dr. Angelita V. Munoz, sa suporta ng LGU sa pamamagitan ng Local School Board, matapos matanggap ang 79 units ng 32 inch-wide TV at 48 na piraso ng tablet. Ang mga ito ay pakikinabangan ng 26 na paaralan bilang parte ng Basic Education Learning Continuity Plan ng District I. Ang pondong ginamit para sa pagbili ng mga naturang equipment ay galing sa 2021 Special Education Fund.

LIVELIHOOD & EMPLOYMENT

Farm Fresh Eggs Stall, Nagbukas sa Public Market!

Isang proyekto ng Bayambang Poverty Reduction Action Team, Niña Cares Foundation, at Bayambang LGBTQI Association ang pormal na binuksan noong Enero 20. Ito ay ang Farm Fresh Eggs stall na matatagpuan sa Meat and Fish Section ng Bayambang Public Market. Ang kikitain sa stall na ito ay gagamitin ng asosasyon sa pagtulong sa mga myembro nito at sa pagsasakatuparan ng iba pang mga proyekto. Bukod pa rito, nakikipag-ugnayan din ang Bayambang LGBTQI Association sa Municipal Nutrition Action Office dahil ang kanilang produkto ay maidaragdag ng opisina sa mga ipinapamahagi sa mga malnourished na bata sa Bayambang upang sila ay maging malusog at masigla.

Pagsasanay sa Pag-aalaga ng Baboy, Inilunsad

Sumabak noong January 26 sa pagsasanay ang siyam benepisyaryo ng Hog Raising Project (Sentineling) mula sa Barangay Langiran, sa pagtutulungan ng UNAHCO, DCS Trading, Municipal Agriculture Office, Municipal Special Economics Enterprise, Municipal Social Welfare and Development Office, Bayambang Poverty Reduction Action Team, Kasama Kita sa Barangay Foundation, Inc., at agriculture consultants. Dito ay tinalakay ang mga karagdagang kaalaman sa pag-aalaga ng baboy kabilang ang wastong pagpapakain at ukol sa Farm Biosecurity sa gitna ng pananalasa ng African swine fever sa bansa.

Mushroom Product, Inilunsad sa Inirangan

Higit 25 na kababaihan sa Brgy. Inirangan ang matutulungan sa proyektong 'Kabutehan ni Cyl' na pinangungunahan ni KALIPI-Bayambang President Jocelyn S. Espejo. Ang proyektong ito ay naisakatuparan sa tulong at suporta ng Kasama Kita sa Barangay Foundation, Inc., Niña Cares Foundation, Lokal na Pamahalaan sa pamamagitan ng Bayambang Poverty Reduction Action Team, Municipal Social Welfare and Development Office, Municipal Agriculture Office, at ni Mayor Cezar at Mayora Niña Jose-Quiambao.

OTHER SOCIAL SERVICES

MANGOs, Nanguna sa Brigada Eskwela sa Dusoc

Noong January 7, nanguna sa isang Brigada Eskwela ang Municipal Association of NGOs bilang kanilang unang aktibidad sa taong 2022. Sila ay nagtungo sa Barangay Dusoc Elementary School upang linisin ang paligid nito, kasama ang mga barangay officials ng Dusoc, teachers at PTA members, Samahang Ilokano, Dusoc Farmers Association, at Barangay Public Safety Officers Federation sa pangunguna ng presidente nito na si G. Rodel V. Macate.

Community-Based Establishment of Women’s Organizations, Muling Sinimulan

Muling nagsagawa ang Municipal Social Welfare and Development Office (MSWDO) ng Community-Based Establishment of Women’s Organizations sa iba’t ibang barangay. Layunin ng aktibidad na magtatag ng organisasyong pangkababaihan sa bawat barangay sa Bayambang para sa taong 2022. Mula January 21 hanggang January 27, nakilahok ang 75 na kababaihan mula sa Barangay Warding, Sancagulis, at Apalen, kung saan sila ay tinuruan ng paggawa ng vision at mission at ukol sa iba pang paksa gaya ng self enhancement, gender sensitivity, at strengthening of husband and wife relationship.

PEACE AND ORDER & PUBLIC SAFETY

Mga TODA, Muling Pinulong ng POSO         

Noong December 28, 2021, muling pinulong ni POSO Chief, Col. Leonardo Solomon, ang mga TODA ng Bayambang upang talakayin ang Temporary Revised Re-Routing Plan na inihanda ng kanyang departamento. Ito ay ginanap sa Sangguniang Bayan Session Hall, kung saan nakinig sa talakayan si SB Committee Chairman on Transportation and Communication, Councilor Martin E. Terrado II. Sa pulong ay tinalakay ang detalye ng DILG Memorandum Circular No. 2020-036 na siyang nagbabawal sa slow-moving vehicles sa lahat ng national highway nationwide. Ipinaalala rin ang mga umiiral na traffic rules and regulations.

POSO: Kaagapay sa Iba’t Ibang Kaganapan sa Bayan

Sa mahigit limang taon mula 2016 ay nariyan pa rin ang POSO na laging kasama sa anumang okasyon at laging umaagapay sa iba't-ibang kaganapan sa bayan ng Bayambang. Sa pamumuno ni POSO Chief, Col. Leonardo Solomon, nagagabayan ang mga tauhan nito upang magampanan ng maayos ang kanilang mga tungkulin, mapa-ito man ay pagsagip sa anumang disgrasya, traffic enforcement, pagbantay sa mga pasilidad at ari-arian ng Munisipyo, pagpapatupad ng mga health protocol, atbp. Sa disiplina na pinairal ng POSO ay nagawaran ng Honesty Award ang departmento, bilang parangal sa mga tauhan nitong malugod na ibinabalik ang mga bagay at salapi na naiiwan ng mga Bayambangueño sa daan man o sasakyan. Iyan ang POSO-Bayambang: Sa lahat ng oras ay patuloy na nakaalerto at laging maasahan, salamat sa pagtataguyod at tuluy-tuloy na suporta ng Team Quiambao-Sabangan.

POSO, Naka-antabay sa Magkaibang Events

Sa magkaibang aktibidad ng iba't-ibang organisasyon sa bayan ng Bayambang, ang POSO ay palaging nakaantabay upang mapanatili ang social distancing ng mga tao, masiguro na may crowd control, at maisaayos ang daloy ng trapiko. Sa pamumuno ni POSO Chief, Col. Leonardo Solomon, maayos na naisakatuparan ang mga ito sa isinagawang Youth Summit na dinaluhan ng mga SK members mula sa 77 na barangay na ginanap sa St. Vincent Ferrer Prayer Park noong January 10, at sa isang motorcade na parte ng taunang pagdiriwang ng Pista ng Poong Nazareno na nagsimula sa St. Vincent Ferrer Parish Church.

Biglaang Pagrescue ng PNP, Nasaksihan ng Isang Concerned Citizen

Noong January 12, nasaksihan ng isang concerned citizen ang pagtulong ng ating kapulisan sa isang ale na napaanak habang lulan ng isang traysikel sa bandang Brgy. Dusoc. Ayon sa saksi na si Donald Valdez, mismong ang OIC Chief ng PNP-Bayambang na si PLtCol Jim Helario, kasama sina PSSg Vina de Leon at PCpl Albert Junio, ang sumaklolo sa ginang at nagdala rito sa ospital. Patungo na sana sa isang community project sa Brgy. Hermoza ang naturang mga opisyal ng PNP nang hintuan nila ang pasyente upang magbigay ng ayuda.

"Duterte Legacy: Barangayanihan Caravan Towards National Recovery"

Noong January 12, muling nagsagawa ang mga national agencies at LGU offices ng tinaguriang "Duterte Legacy: Barangayanihan Caravan Towards National Recovery" sa Brgy. Hermoza. Dito ay nagtulung-tulong ang PNP, BFP, MDRRMO, RHU 1, Agriculture Office, at ang Lingkod Bayan Advocacy Support Group na kinabibilangan ng barangay officials, barangay force multipliers, LGBTQI Association, at barangay women's group. Layunin ng aktibidad na maipakita ang tagumpay ng administrasyong Duterte at maghatid ng kaginhawahan sa mga Pilipino sa buong bansa sa pamamagitan ng pagdadala ng mga serbisyo ng mga pambansang ahensya sa komunidad sa gitna ng pandemya.

Handheld Radio Seminar, Dinaluhan ng Traffic Enforcers

Dinaluhan ng mga traffic enforcers ng Public Order and Safety Office ang isang Handheld Radio Seminar noong January 16 sa Royal Mall, sa pangunguna ng Philippine Amateur Radio Association (P.A.R.A.). Ito ay isa na namang pag-angat ng kaalaman ng mga tauhan ng POSO tungkol sa operasyon ng handheld radio at isang malaking tulong para sa epektibong pagtupad ng kanilang tungkulin.

POSO, to the Rescue sa mga Road Emergency

Ang POSO ay may mga nakatalagang rescuers sa ilalim ni POSO Chief, Col. Leonardo Solomon, na laging handa upang sagipin ang buhay ng ating mga motoristang nasasangkot sa mga disgrasya sa daan. Noong nakaraang linggo ay umaabot sa sampung insidente ng road emergency ang maagap na sinaklolohan ng POSO. Binigyan nila ng kaukulang unang lunas o first aid ang mga biktima, at agarang dinala sa pinakamalapit na pagamutan.

AGRICULTURAL MODERNIZATION

Farmers Field School for Corn, nasa Week 9 Na

Noong Nobyembre 11, ang Farmers Field School na inilunsad para sa corn farmers sa Brgy. Ligue ay nasa Week 9 na. Ito ay parte ng inilunsad ng Municipal Agriculture Office na isang pagsasanay na pinamagatang "Season-Long Farmers' Field School on Corn Integrated Crop Management" sa nasabing barangays. Layunin ng naturang training na madagdagan ang kaalaman ng mga 30 na corn farmers sa lugar sa mga makabagong teknolohiya sa pagtatanim ng mais, lalung-lalo na ang mga kursong Nutrient Management at Integrated Pest Management.

MAO, Muling Nagmonitor sa mga Barangay na Kabilang sa PRIME Sites

Noong January 14, muling nag-ikot ang Municipal Agriculture Office sa pangunguna ni Zyra Orpiano upang magmonitor sa 20 na barangay na kabilang sa Pest Risk Identification Management o PRIME sites. Ang naturang proyekto ay base sa inisyatibo ng Philippine Rice Research Institute at Department of Agriculture-Regional Field Office 1 na naglalayong matukoy ang mga pesteng umaatake sa palay at upang magkaroon ng kahandaan at mga makabagong istratehiya sa pagsugpo ng mga mapaminsalang sakit at insekto.

MAFC, Naghalal ng Bagong Set of Officers

Pagkatapos ng Monday flag ceremony ng January 24, iprinisenta ang mga bagong halal na opisyal ng Bayambang Municipal Agriculture and Fishery Council o MAFC. Ang MAFC ay pinamumunuan ng bagong Chairperson nito na si Resie Castillo, Vice-Chairperson na si Manuel Chua, at Secretary na si Catalina Mejia. Pinangunahan naman ni Councilor Martin Terrado II ang panunumpa ng mga naturang Council officials sa Balon Bayambang Events Center. Kabilang sa mga nanumpa ang mga iba't ibang Committee members na inappoint ng MAFC.

Pantol Farmers, Tumanggap ng Makina mula sa PhilRice

Noong January 27, isang farmers' association at isang kooperatiba sa Brgy. Pantol ang nabiyayaan ng bagong rice farming equipment ng DA-PhilRice. Ang mga ito ay ang Nagkakaisang Magsasaka ng Pantol Inc. at Balon Pantol Farmers Association. Ang inaward na equipment na tig-isang plastic drum seeder ay parte ng proyektong Rice Business Innovation System ng PhilRice upang mapabuti ang rice farming mechanization sa kanilang lugar.

ECONOMIC DEVELOPMENT

Local Zoning Board of Appeals, Nagpulong

Pinulong ng Local Zoning Board of Appeals (LZBA) sa pangunguna ni Committee Chair on Land Use/Zoning, Coun. Amory Junio at OIC- MPDC Ma-Lene Torio, ang mga negosyanteng nais magpatayo ng kanilang establisiyemento sa Bayambang, noong January 13 sa Mayor's Conference Room. Sa pulong, ay kanilang inisa-isa ang mga requirement at issue na kinakailangang maresolba upang tuluyang makamit ng mga negosyante ang Locational Clearance at upang masiguro na ang partikular na lugar kung saan nila itatayo ang kanilang mga negosyo ay nakasusunod sa Comprehensive Land Use Plan ng Bayambang.

BBEA, Iprinisenta ang Constitution and By-Laws

Sa unang General Assembly ng Balon Bayambang Employees Association (BBEA) para sa taong 2022 na ginanap noong January 10 sa Events Center, hinimok ni BBEA President Princesita Sabangan ang lahat ng mga empleyado ng LGU na permanent at casual na mag-apply bilang miyembro. Dito ay pinaliwanag ni BBEA Board of Director member, Albert Lapurga, ang constitution at by-laws ng BBEA, kabilang ang membership rule ng asosasyon. Kasama din sa tinalakay ang mga benepisyong makukuha bilang miyembro ng asosasyon, kabilang ang medical benefits.

Sibol MPC, Nagbigay ng Pre-Membership Education Seminar

Isang Pre-Membership Education Seminar ang ibinigay ng Sibol Multi-Purpose Cooperative sa mga LGU employees na permanent, casual, at job order noong January 17 sa Balon Bayambang Events Center. Ito ay upang makarecruit ng mga bagong miyembro ang dating LGU Bayambang Employees Cooperative at mapalago ang capitalization fund ng kooperatiba at nang mas maraming empleyado pa ang makinabang dito.

Pre-Registration Seminars, Isinagawa                      

Noong January 14 at 18, nagsagawa ng  Pre-Registration Seminar ang Cooperative Development Authority-Dagupan, sa tulong ng Municipal Cooperative Development Office. Nagkaroon ng Pre-Registration Seminar sa Brgy. Reynado para sa panukalang Green Harvest Reynado Agriculture Cooperative, at isa pang Pre-Registration Seminar sa Brgy. Tanolong para sa panukalang Bayambang Agripreneurs Agriculture Cooperative (BACOOP) sa pakikipag-ugnayan sa mga Civil Society Organization sa pangunguna ni Municipal Association of NGOs President, Vilma Dalope.

Massive Dredging of Inland Fisheries

Nagsimula na ang Municipal Agriculture Office sa pagsasagawa ng massive dredging ng mga inland fisheries sa barangay ng Macayocayo, Tanolong, Maigpa, Beleng, Balaybuaya, Langiran,Tococ East,Tococ West at Alingan noong January 25. Ito ay napakalaking tulong sa mga magsasaka at mangingisda upang magamit sa  patubig ng kanilang mga sakahan at palaisdaan. Sa pamamagitan rin nito ay makakapagproduce na ang mga lokal na magsasaka ng mas maraming isdang tabang gaya ng tilapia, hito, dalag at iba pa.

Bagong Bio-Waste Composter at Shredder, Inaward sa MRF

Idineliver ng central office ng Environmental Management Bureau ng Department of the Environment and Natural Resources ang isang brand new biodegradable waste composter at brand new heavy-duty shredder sa Materials Recovery Facility ng Ecological Solid Waste Management Office noong January 19.  Matatandaan na noong Hulyo 2021 ay iniaward ang mga equipment na ito ng DENR-EMB sa Bayambang ESWMO dahil sa magandang record nito sa waste generation at organic compost production at dahil na rin sa laki ng populasyon ng Bayambang. Ang drum composter ay may kapasidad na 1 tonelada ng nabubulok na basura, at kaya nitong magcompost sa loob ng 24 oras. Ang kabuuang halaga ng dalawang bagong equipment ay isang milyong piso.

Bayambang, May MENRO Na

Ang LGU-Bayambang ay mayroon nang Municipal Environment and Natural Resources Officer, matapos i-appoint si G. Joseph Anthony F. Quinto ni Mayor Cezar Quiambao at i-approve ang naturang appointment ng Sangguniang Bayan noong January 24. Si G. Quinto, na tubong Bayambang, ang siyang bagong uupo na Department Head ng Ecological Solid Waste Management Office. Siya ay dating General Manager ng Metro San Fernando Water District, Economic Development Specialist ng NEDA, at Planning Officer ng Department of Agriculture.

MDRRMO, Nakiisa sa Tree Planting Activity ng PNP

Noong January 26, ang MDRRMO ay nakiisa sa "Simultaneous Tree Planting Activity" ng PNP Bayambang na ibinaba ng Pangasinan Police Provincial Office. Sa pamumuno ni PLtCol. Jim Helario, sumama rin sa tree planting ang mga opisyales ng Brgy. Malioer sa pamumuno ni Kapitan Oscar Padua, Municipal Association of NGOs sa pamumuno ni Vilma Dalope, at CIS sa pamumuno ni Glen B. Villanueva. Mahigit limampung piraso ng bamboo seedlings ang naitanim sa Brgy. Malioer. Ayon sa MDRRMO, nakatutulong ang pagtanim ng kawayan upang maiwasan ang pagguho ng lupa o soil erosion, bukod pa sa iba pang benepisyo.

DISASTER RESILIENCY

MDRRMO Joins Barangayanihan Caravan in Brgy. Ambayat 2nd

Nakiisa ang Municipal Disaster Risk Reduction and Management Office (MDRRMO) sa Philippine National Police (PNP), Bureau of Fire Protection (BFP) at Department of Agriculture noong January 6 para magsagawa ng lecture at maghatid ng serbisyo sa Brgy. Ambayat 2nd bilang parte ng Barangayanihan Caravan Towards National Recovery ni Pangulong Rodrigo Duterte. Dito ay nagturo si LDRRM Officer Genevieve Benebe ng Standard First Aid, at pagkatapos ay nagbigay siya ng mga emergency kit tulad ng flashlight, go bag at mga information materials na nakatuon sa mga dapat gawin bago, habang, at pagkatapos ng isang kalamidad.

Tuluy-tuloy pa rin ang Disinfection Activities

Sa kabila ng pagbaba at muling pagtaas ng kaso ng COVID-19 sa ating lugar, patuloy pa rin ang pagdi-disinfect at pag-decontaminate ng MDRRMO sa lahat ng opisina ng LGU Bayambang at sa Community Isolation Facility. Bukod dito ay ang pamimigay ng pagkain tatlong beses isang araw para sa ating mga Persons Under Monitoring at Persons Under Investigation na nasa mga isolation facility.

Emergency Shelter Assistance, Ipinamahagi sa mga Biktima ng Bagyong Ulysses

Noong January 5 hanggang 6, ipinamahagi sa Balon Bayambang Events Center ang Emergency Shelter Assistance para sa mga partially damaged na bahay ng mga nasalanta ng Bagyong Ulysses noong November 11 at 12, 2020. Sa tulong ng Department of Social Welfare and Development Field Office I (DSWD-FO1) at Municipal Social Welfare and Development Office (MSWDO), nakatanggap ang 284 na benepisyaryo ng halagang PhP6,700. Ang mga nakasama sa listahan ay tiniyak sa pamamagitan ng masusing validation ng mga kawani ng MSWDO.

PESO-Bayambang Receives Special Citation

Noong January 7, nakatanggap ng Special Citation ang Public Employment Services Office (PESO)-Bayambang sa ilalim ni OIC PESO Manager, Dr. Rafael L. Saygo, mula sa Department of Labor and Employment Regional Office I para sa "timely and complete submission of PESO Statistical and Performance Reporting System Reports for CY 2021." Ang parangal ay iginawad sa Clark City, Pampanga.

Performance Award, Tinanggap ng MADAC

Noong January 25, Iginawad ni Municipal Local Government Operations Officer Royolita Rosario kay Mayor Cezar Quiambao, Vice Mayor Raul Sabangan at sa buong Sangguniang Bayan, at sa mga myembro ng Bayambang Municipal Anti-Drug Abuse Council na sina Municipal Health Officer, Dr. Paz Vallo, PNP-Bayambang Chief, PLt.Col. Jim Helario, at Municipal Administrator, Atty. Raymundo Bautista, Jr., ang pananda ng National Anti-Drug Abuse Council Performance Award matapos makatanggap ng 100 functionality points ang bayan ng Bayambang sa 2019 at 2020 ADAC Performance Audit. Ang pagkilalang ito ay nagsisilbing kongkretong ebidensya ng patuloy na paglaban ng administrasyong Quiambao-Sabangan sa ilegal na droga upang mapanatili ang kaayusan sa bayan.

ESWMO, Kinilala sa 6th Ecological Solid Waste Management Summit

Kinilala ang Ecological Solid Waste Management Office at LGU Bayambang sa ginanap na 6th Ecological Solid Waste Management Summit ng DENR-Environmental Management Bureau Region I noong January 26 sa Kabaleyan Cove Resort, San Carlos City, Pangasinan. Ang unang pagkilala ay ukol sa pagkakaapruba ng 10-year Solid Waste Management Plan nito. Ang ikalawang pagkilala ay ang pagiging isa sa mga modelo ng implementasyon ng waste diversion activities.

Inventory of Local Publications: An Attempt

Kungkong

 

 Before the birth of the printed word, the form of communication in this town must have been through the local version of the umalohokan -- he who announced the news through loud proclamations while walking around. Through time, it must have evolved into the so-called bandillo, to refer to the person who announced the day's weather forecast and other information using a drum to catch the attention of residents.

There was also the use of the “kungkong,” an indigenous tool made of a bamboo node and used to call and gather residents when it was time to perform a communal task, as in alsa abong (lipat bahay or literally the lifting of a hut from one place to another), or to alert the community, as when a thief was caught or when it was time to flee (from flood or any emergency). The kungkong is a traditional symbol of bayanihan or the spirit of volunteerism in the community in the olden days.

Dasalan, Novenarios, Etc.

With the eventual advent of the printing press, it goes without saying that Bayambang had its own fair share of publications throughout its 400-plus history, documenting the life and times of the town and its people. The earliest publications must have been the prayer booklets from Spanish missionary priests, from dasalan to novenarios written in Pangasinan language. A typical old dasalan contained a Pangasinan version of the prayer hymn to the patron saint, called “Gozos nen San Vicente Ferrer.”

Pangasinan-Spanish Dictionary

A notable output in Bayambang is reportedly the compilation of Pangasinan words made by Fr. Lorenzo Fernandez Cosgaya de la Concepcion in the 1700s, when he came up with the first-ever Pangasinan-Spanish dictionary.

With the printing press evolving into one operating commercial runs, there emerged little by little the local newspapers, school organs, fiesta souvenir programs, books, university theses, and other such publications.

"Babasaey Ombaley" (1899-1900)

Historian Ricardo Jose wrote that, apart from "La Independencia" in Manila, "there were other local nationalistic papers" published between 1899 to 1900 in the Philippines. "Bayambang, Pangasinan had 'Babasaey Ombaley,' a bilingual paper in Pangasinan and Ilocano"...

"La Independencia" (September?-November 12 or 13?, 1899)

An equally historical event is the stealthy publication of an issue or issues of "La Independencia," the First Philippine Republic's newspaper, around the time when General Emilio Aguinaldo and company stopped by the town for rest and declared it as a temporary capital and, at the same time, disbanded the national army and turned its elements into guerrilla forces.

Originally edited by General Antonio Luna, this issue must have been edited by poet-soldier Jose Palma, himself the writer of "Filipinas," the lyrics of the Philippine national anthem in the original Spanish version. Luna had been assassinated earlier, in June of the same year.

Recounted Jose, "As the Americans advanced, the press moved northward (right inside the coach of the Ferrocarril de Manila-Dagupan): to Angeles, Tarlac and finally to Bautista, Pangasinan."

"Due to the difficult conditions and shortage of printing materials, the size of the paper shrank and the number of pages dropped to two. Paper was never totally lacking, as loyal Filipinos somehow were able to maintain the supply of newsprint, but the difficulties of putting out the paper under siege conditions finally became so great that the press and its materials were buried near the final office of the paper. Palma and his compatriots then escaped to Camiling, Tarlac."

An account of General Elwell Stephen Otis would reveal that the American Army was eventually able to retrieve the buried printing press. How they were able to learn about the secret publication and locate the printing press in its place of concealment is a mystery.

"Bayambang-Bautista Post"/"Bayambang Post"

Atty. Geruncio 'Gerry' Lacuesta pioneered not just bicycle tours in the Philippines. Being a media man, he also pioneered Bayambang's first community newspaper, "Bayambang Post," which first came out on February 15, 1970. Domingo Tagulao, a former school teacher, was the editor-in chief of "Bayambang-Bautista Post."

Lacuesta also became the editor of "Katas," the Philippine version of "Reader's Digest." Ferdinand L Quintos, then a law student, was the managing editor.

Parish Newsletter/Missalette

Worthy mentioning is the St. Vincent Parish Bulletin, with the late Jaime Paningbatan, Clarita Jimenez, Alice Contreras, Jo Donato, Clarita Tagab, Sr. Naty Parin, Peregrino Larang, Annie Fernandez, and Manolita Ochotorena, as members of the editorial staff. The parish also published the missalette, "Parish Wings."

"Bayambang @ 400 Years" Fiesta Souvenir Program (2014)

The "Bayambang @ 400 Years" fiesta souvenir program (2014) is a special publication, as far as this town is concerned, because it contains a most valuable timeline summarizing the most significant milestones in the history of Bayambang. It was the result of the research work and writing of a special team of volunteers mobilized by the town officials under then Mayor Ricardo Camacho.

Reportedly, there have been much earlier attempts to write the history of Bayambang, but these failed to see completion for the following reasons: the research materials were destroyed by flood (as in the case of Emiliano R. Santos's efforts at the National Library) and the untimely demise of the author (as in the case of a certain Atty. Felixberto (?) Mataban). Incidentally, according to Santos's findings, the town of Bayambang was originally situated in what is now Brgy. Inirangan.

With "Bayambang @ 400 Years," there is at least a timeline with which future historians can restart the herculean task.

The fiesta souvenir programs, in a way, serve as the town's yearbook. The Bayambang Municipal Library has copies of the annual fiesta souvenir programs starting from the year 1993.

"Down Memory Lane" (2014)

A yet to be published coffee table book on Bayambang was written by Pangasinan State University-Bayambang college dean, Dr. Clarita D.G. Jimenez, with fellow PSU professors, Dr. Annie Manalang and Dr. Anecita Gloria, as collaborators. As the title suggests, the monograph is a slice of history (meaning not a comprehensive one) of Bayambang town and some of its pioneers. Copies can be found at the Municipal Tourism, Information and Cultural Affairs Office (Annex Building) and the Municipal Library.

"Subol na Pananisia" (2019): Bayambang’s First Coffee-table Book

Bayambang's first coffee-table book has been published, as part of the 400th year celebration of the town’s parish church. Its title is "Parokya nen San Vicente Ferrer: Subol na Pananisia."

The book is again authored by Dr. Clarita D.G. Jimenez, together with several collaborators.

“Subol” details the history of the St. Vincent Ferrer Parish Church from the time it was founded in 1619. Included in the book is the history of the adjoining school, the St. Vincent Catholic School, the town's first private school; the respective histories of the daughter parishes of Barangays Wawa, Carungay, and Sapang; and a list of priests and nuns hailing from the town, most notable of whom is Sr. Mary John Mananzan.

Copies of the book were deposited at the St. Vincent Ferrer Parish Office and sold at PhP1,500 each, with the proceeds going to the church.

This book project was 100% privately funded, with who else but Mayor Cezar T. Quiambao leading the list of sponsors.

Theses

Thankfully, scholarly materials on the cultural life of this town have been written, though yet to be published as books, and unfortunately can only be accessed in libraries outside of town or in private holdings.

There was Dr. Perla Samson Nelmida's "Pangasinan Folk Literature." Though this PhD dissertation was successfully defended at the University of the Philippines, Diliman in 1982, Dr. Nelmida at the time was a professor at PSU and reportedly gathered the folk songs and folk tales from the parents and grandparents of her and fellow professors' students as sources.

There were also reportedly similar works from other PSU professors. Prof. Elsa Quinto came out with a separate compilation of folk songs, while Prof. Januario Cuchapin did research work on local dances, including binasuan and siwi-siwi. Through this research, he discovered that Bayambang has a local version of the popular sayaw ed tapew na bangko.

Other retired PSU professors have donated other theses in their field of specialization to the Municipal Library.

School Organs

In the 50’s and 60’s, Pangasinan Normal School came out with "The Hilltop" as school publication. In 1948,

Bayambang National High School came out with its own publication, "The Torch," with Felipe Santillan as editor-in-chief.

In the '80s and up to the present time, BNHS would publish “The Leader,” while PSU-Bayambang had its “Reflector” for college students and “Banyuhay” for high school students. Prof. Ben O. Romero founded “Banyuhay” around 1983.

In the '80s and '90s, teachers also came out with their own publications. Bayambang District I had "In the Moulder's Eye," while Bayambang District II had "Horizon."

Municipal Publications in the Age of Social Media


Of course, next came the advent of websites, blogs, Facebook, and other forms of social media.

An earlier attempt of coming up with an official newsletter by a previous administration is evident in this online page: bayambangnewsletter.blogspot.com. It was around this time that a Wikipedia post detailing the history of the town appeared, particularly the succession of leaders, together with an official web page, but these contents are now missing. The site lists Atty. Ferdinand L. Quintos as editor-in-chief, with Armando E. Espino, Gerenerio Q. Rosales, Emma I. Mula, and Pacifico G. Duque as contributing editors.

At the tail-end of 2016, the new administration of Mayor Cezar T. Quiambao and Vice-Mayor Raul R. Sabangan launched the official newsletter of the Local Government Unit of Bayambang to document the LGU’s accomplishments and other events of importance to the town where there was considerable local government involvement. With a team of reporters, it was published under the guidance of retired PSU Professor, Dr. Leticia B. Ursua, and formerly Manila-based (but Bayambang-bred) freelance writer Resty S. Odon. The maiden issue covered the period of September-December 2016 and was titled "Umalahokan," but succeeding issues were renamed "Balon Bayambang" and issued on a monthly basis. The newsletter was originally in English, but eventually written in Tagalog (Filipino) as per the Vice-Mayor's request, with the Mayor's approval. The contents of the newsletter are regularly gathered from the news items that were first reported on the LGU’s official Facebook page (Balon Bayambang) and official website (bayambang.gov.ph). The website also includes an abbreviated history of Bayambang based on pre-existing materials as well as ordinances and resolutions that the Sangguniang Bayan passed.

Another publication followed suit on a regular basis: the State of the Municipality Address or SOMA, which summarizes the administration's accomplishments for one whole year, usually from May of the previous year to May of the current year.

The tradition of coming up with the annual fiesta souvenir program was continued, except during the time when the COVID-19 pandemic struck hard (2020-2021). The 2018 souvenir program is particularly notable, for it compiles the existing barangay histories, though much incomplete, taken from the Municipal Library as part of an earlier Department of the Interior and Local Government's order of some sort. These souvenir programs are, strictly speaking, not government publications, for they are routinely funded by private sponsors -- a form of public-private collaboration, i.e., the municipal government in cooperation with the parish church, parishioners, even expats.

Other significant publications include the Bayambang Poverty Reduction Action Plan 2018-2028, the Quiambao-Sabangan administration's comprehensive 'bible' for its anti-poverty efforts. In 2021, the entire content of the Restructured Community-Based Monitoring System (essentially a database) was printed out, to serve as an evidence-based guide in planning and implementing development projects in every barangay.

Mayor Quiambao also made possible the publication of an updated Comprehensive Land Use Plan, a government-mandated plan, with technical assistance from the world-renowned urban planner, Palafox and Associates. The updated CLUP contains extensive data on Bayambang, including demographics, topography, built structures and other data pertinent to planning and development. Copies of this were distributed to the different offices.

In 2022, the Bayambang Culture Mapping Project book is slated to be published detailing the major cultural markers of the town. This output was based on the joint effort between Christopher Gozum, together with his fellow teacher- and student-collaborators from Bayambang National High School, the municipal government through its Tourism and Cultural Affairs Office, and the Center for Pangasinan Studies under the provincial government.

An unintentional, if serendipitous offshoot – and expansion – of the project is the birth of all sorts of glossaries and articles on Bayambang’s, and by extension, Pangasinan’s cultural life, with active participation of and contributions from Bayambangueños from all walks of life from all corners of the world. The outputs are continually being compiled into a book by the Public Information Office.

The Tourism and Cultural Affairs Office, under Rafael L. Saygo, has produced, or has caused the production of, a number of tourism-related brochures, videos, and advertisements.

The major publications mentioned were all printed outside of town, as Bayambang has no available printing press.

The Public Information Office, with creative guidance from Dr. Saygo, eventually ventured into untried territory: Facebook Live!, YouTube, and TikTok, following where the vast majority of the new media consumers (i.e., the millennials) converged.

Online Body of Work

Another notable writer the town has produced is the late Atty. Ferdinand Quintos, who in the '80s became the editor-in-chief of a Davao City newspaper, "Peryodiko Dabaw," the forerunner of Sun.Star Davao. He also happened to be a self-published poet who has left a body of work online.

Each of these efforts contribute a page or two or even a chapter in the town’s narrative, that in historical terms, quickly turns into collective memory – and eventually into a legacy for generations to come, something to look back on with pride and reflect upon as a source of inspiration.

Ano ang Posible sa 'Yo?

Dahil Bagong Taon, napaisip kami kung anu-ano ba ang mga posibilidad sa bagong buhay na kaloob ng Diyos sa ating mga Bayambangueño. Marahil ay nakakahawa lang talaga ang visionary style ni Mayor Cezar T. Quiambao at ang transformational leadership ng Team Quiambao-Sabangan.

Kung ’di problema ang resources at maisasakatuparan ang panaginip ni Mayor Quiambao na maging isang Global City ang bayan ng Bayambang, napakarami ng posibilidad dahil sa napakarami ring oportunidad na ibubunga nito.

Sa dami ng nakatiwangwang at di produktibong lupain sa ating bayan, ang ilan dito ay maaaring gawing atraksiyon bilang farm tourism site; ecological park na may boating rides, bird watching site, ziplines, hiking at biking trails, picnic grounds, at iba pang amenities; floating restaurant at Agno River cruise; zoological garden; flea market with mercato; gift shop featuring Bayambang products at local cultural icons; atbp. – basta’t naaayon sa ating Tourism Plan at Comprehensive Land Use Plan.

Ang ating mga magsasaka naman ay maaaring mag-eksperimento sa pagtatanim ng alternative crops para sa high-end market gaya ng mga vegetable salad ingredients at exotic spices.

Upang madecongest ang sentro, mainam kung makapagbubukas ng mga bagong business sa bawat barangay at magbigay ng mga bagong oportunidad sa mga residente roon. Ang mga establisimyentong ito ay maaaring magfocus sa mga wala pa sa mga barangay ngunit hinahanap-hanap sapagkat kinakailangan.

Ano ba ang nakikinita mong misyon sa buhay sa ngayon? Saan ka ba masaya? Ngayon, ano naman ang matinding pangangailangan ng iyong komunidad na maaaring ang kasagutan ay nasa sagot mo sa unang katanungan? Nandiyan malamang ang oportunidad at pagpapalang naghihintay sa iyo at sa ating lahat.

Magmasid lamang tayo sa paligid ng mga kakulangan, at napakalawak ng mga maaaring pasuking oportunidad. Sana ang Bayambang Millennials Challenge na inilunsad ni Mayor Quiambao ay maging instrumento upang maglabasan ang mga innovative ideas na ito na naghihintay lamang ng implementasyon, sapagkat may inilaan siyang sapat na startup fund galing sa sariling bulsa.

Walang masama kung mangarap kahit gising, basta’t buo ang loob at tiwala sa sarili at sa DIyos na ang panaginip ay mauuwi sa posibilidad o realidad.

A Brief History of the Bayambang Municipal Library

The Bayambang Municipal Library was established and opened in the 1950 during the administration of Mayor Leopoldo F. Aquino. It was operated under the supervision of the Mayor’s Office. This was organized through the initiative and assistance of the USIS Library, which was the first and regular donor of books and other library materials to this library. This library was affiliated with the National Library during the supervision of the Municipal Librarian, Mrs. Augustina Gomez, and automatically became a regular recipient of book allocation of the National Library, now the National Library of the Philippines.

In 1951, it was transferred to the Puericulture Center Building under the care of Mrs. Augustina Gomez. She managed the library until she retired in the year 1983.

In 1987, it was transferred again to the Municipal Hall at the second floor under the care of Mrs. Marina Matabang, followed by Mrs. Nida Mamaril, until yours truly was employed as a Municipal Librarian in the year 1990, in the administration of Mayor Calixto B. Camacho.

The library has two personnel. The circulating books came from the National Library of the Philippines, donations from the Thomas Jefferson Cultural Center, Books from Asia, Association of Northern America under the initiative of yours truly, while some were purchased using local funds.

Hundreds of students from different institutions visit daily, since our town is one of the largest municipalities in the province of Pangasinan, several institutions of learning such as Pangasinan State University - College of Education, Bayambang National High School, St. Vincent Catholic School, Bayambang Central School, Montessori School, Mother Goose, and Marianne school.

Our book collections were latest edition copies, that is why students prefer to come and study in our library. Most of the time, our library was overloaded at the time it was just a room, but it was well ventilated and conducive to learning. Students even used to squat on the floor just to read and learn. It also had five units of computers with internet access.

Ten years ago, I envisioned our municipal library to be one that is a modern, dynamic public library system that can provide programs and services which are responsive to the varied and changing needs of the community. It should also serve as a venue where people can seek, obtain, and exchange information that can enhance their intellectual, cultural, spiritual, economic, and social pursuits.

Today, that vision is gradually fulfilled, when I suggested to our Municipal Mayor Cezar T. Quiambao, to renovate the old Water Tank into a Municipal Library, which was more spacious and could accommodate more students. My suggestion was granted, and now it is a unique Municipal Library in the province of Pangasinan. I was overwhelmed knowing I was to work in a separate Municipal Library Building after 27 years in service.

Our new Municipal Library was blessed by local parish priest, Rev. Fr. Allen O. Romero, with Mayor Quiambao gracing the ribbon-cutting ceremony, on January 18, 2018. It is a two-story building with a computer area and Children's Section on the ground floor. A curved staircase leads to the second floor, where the reading area and book collections are located. It is fully air-conditioned.

Another distinction that the Bayambang Municipal Library holds is its collection of rare books. These include Pangasinan translations of Noli Me Tangere and El Filibusterismo.
