SUMMARY OF LGU ACCOMPLISHMENTS IN S.O.M.A. FORMAT

GOOD GOVERNANCE

KSB Year 6, Walang Patid sa Pagtulong

Sa pagbabalik ng KSB Team sa Barangay Tanolong Covered Court noong June 9, kanilang ibinuhos ang mga serbisyong de-kalidad ng Munisipyo para sa mga residente ng Brgy. Tanolong, Maigpa, at Batangcaoa.

Isang mainit na pagtanggap naman ang natamo ng grupo mula sa mga opisyales ng mga nabanggit na barangay. Sa maikling programa ay kinumusta ng mga opisyales ng Munisipyo ang lahat ng mga pamilya roon. Sa ulat ni KSB Year 6 organizer Dr. Roland Agbuya, may higit 1,000 na katao ang nakinabang sa isa na namang outreach activity na ito.

Accountant for Barangay Financial Affairs, Umasiste para sa Barangay SGLG

Noong June 7 at 8, ang Office of the Accountant for Barangay Financial Affairs sa ilalim ng OIC nito na si Elsie Dulay ay nag-asiste sa mga Barangay Treasurers sa pagprepara ng kani-kanilang financial reports para sa Seal of Good Local Governance for Barangays. Ang aktibidad ay ginawa sa Municipal Annex Conference Room, bilang parte ng pagpapaigting ng lokal na pamahalaan sa mabuting pamamahala maging sa lebel ng mga barangay.

Bayambang, Muling Sumailalim sa SGLG Assessment        

Ang bayan ng Bayambang ay muling sumailalim sa Regional Assessment ng DILG para sa 2023 Seal of Good Local Governance o SGLG. Dumating si Provincial DILG Director Virgilio P. Sison at nagpahayaag ng suporta. Kabilang sa mga naging validators sina Bishop Reynaldo Lazo, LGOO III Ma. Beverly Ines-Baquiran, at CLGOO VIII Roger P. Daquiaog bilang Provincial Cluster Team Leader. Kanilang inispeksyon kung maayos ang mga papeles ng bawat departamento at kung mahusay ang lagay ng mga major facilities ng Munisipyo gaya ng Events Center, MRF, Wawa Evacuation Center, PWD access ramps, public market, at public restrooms.

KSB Year 6, Lumakbay sa Caturay

Sumunod na dinala ng Munisipyo ang Komprehensibong Serbisyo sa Bayan Year 6 sa Brgy. Caturay noong June 16 kung saan ang mga residente ng Brgy. Caturay, Hermoza, at Malioer ay nakatanggap ng iba't-ibang uri ng libreng serbisyo. Ayon sa ulat ni overall organizer, Dr. Roland Agbuya, mayroong 840 na benepisyaryo ang aktibidad.

ISO Mock Audit, Isinagawa ng LGU

A. Noong June 20, nagsagawa ng ISO 9001:2015 Mock Audit sa buong LGU ang mga auditor mula sa Alaminos City Government upang masuri ang antas ng pagsunod ng LGU Bayambang sa ISO standards at matukoy kung saan-saang aspeto pa ang kinakailangang pagbutihin. Nagsimula ang mock audit sa isang orientation na dinaluhan ni Mayor Niña Jose-Quiambao, at pagkatapos ay ang deployment naman ng mga auditor sa lahat ng tanggapan.

B. Kinabukasan ay nagkaroon naman ng isang post-activity report at analysis sa Events Center sa tulong pa rin ng Neo-Amca. Dito ay pinag-aralan ang mga dapat gawin upang pag-ibayuhin pa ang implementasyon ng Quality Management System ng LGU, base sa findings ng Internal Audit at sa mga ginanap na pre-mock at mock audits.

Mga Serbisyo ng Munisipyo, Ipinarating sa Amancosiling

Noong June 23, ang Komprehensibong Serbisyo sa Bayan Year 6 ay dumayo sa Amancosiling Sur Covered Court upang direktang maiparating ang mga serbisyo mula sa Munisipyo para sa tatlong barangay ng Amancosiling Sur, Amancosiling Norte, at San Gabriel 1st. Ayon sa report ng overall organizer na si Dr. Roland Agbuya, may 744 na benepisyaryo sa nasabing aktibidad.

Vice-Mayor IC, Pinamunuan ang SGLGB Assessment Team 

Si Vice-Mayor Ian Camille 'IC' Sabangan ay inappoint ni Mayor Niña upang mamuno sa Municipal Performance Assessment Team (MPAT) para sa DILG Seal of Good Local Governance for Barangays - Year 2. Noong June 26, nagpulong ang Team upang aralin kung paano maging compliant ang lahat ng barangay sa SGLG for Barangays, at paano paghitian ang mga mga evaluation tasks na kinakailangang gawin.


FINANCIAL ADMINISTRATION & TAXATION

LGU-Bayambang, Nakakuha ng "Unmodified Opinion" sa COA sa Unang Pagkakataon!

Sa kauna-unahang pagkakataon sa kasaysayan ng Bayambang, nakakuha ang LGU ng "unmodified opinion" mula sa Annual Audit Report ng Commission on Audit. Ito ay inanunsyo ni OIC Municipal Accountant Flexner de Vera noong June 30. Ito aniya ang pinakamataas na rating na maaaring ibigay ng COA sa isang LGU, nangangahulugang maayos ang financial transactions ng Munisipyo at walang discrepancy sa pangangasiwa ng pondo at ari-arian ng bayan.


ECONOMIC DEVELOPMENT

Mayor Niña, Namigay ng Portable Ceiling Fan sa Meat Vendors

Noong June 8, ipinamahagi ng Office of the Special Economic Enterprise ang 35 na portable energy ceiling fan sa mga meat vendors sa Public Market. Ang naturang mga portable ceiling fan ay idinonate ni Mayor Niña dose-Quiambao noong June 5.


SPORTS & PHYSICAL FITNESS

District 9, Nasungkit ang Kampeonato sa 2023 Inter-District Basketball Tournament

Nasungkit ng District 9 ang kampeonato kontra District 3 sa Best of 3 championship series ng 2023 Inter-District Basketball Tournament na ginanap sa Barangay Tamaro Covered Court noong June 1. Nanaig ang koponan ng nasabing distrito sa final score na 97-91, at sila ay nag-uwi ng P30,000 cash prize, at itinanghal namang MVP si Onofre Basan. Sila ay sinundan ng District  3 as 1st runner-up, District 5 as 2nd runner-up, at District 4 as 3rd runner-up. Ang sportsfest ay inorganisa ng Municipal Physical Fitness and Sports Development Council.


EDUCATION

DepEd Usec Densing, Nakipagpulong sa Bayambang

Kasama si Mayor Niña Quiambao, Special Assistant to the Office of the Mayor, Dr. Cezar Quiambao, at ang mga Schools Division Officer mula sa iba’t ibang parte ng Pangasinan, nakipagpulong si Department of Education Undersecretary, USec. Epimaco Densing III noong June 1 ukol sa kasalukuyang estado ng mga paaralan at mga paraan upang magkaroon ng mas komportableng pag-aaral ang mga estudyante sa probinsya ng Pangasinan. Nangako naman si Usec. Densing na tututukan ang mga programang pang-imprastraktura sa mga paaralan at ang pagbawi ng bayan sa Bayambang Central School.

National Library of the Philippines, Nagvalidation Activity

Noong June 7, dumating ang dalawang staff ng National Library of the Philippines upang magsagawa ng validation activity. Sila ay winelcome ni Municipal Librarian Leonarda Allado. Tuwang-tuwa ang mga NLP staff sa Bayambang Municipal Library, dahil sa magandang itsura ng istruktura, sa napaka-organisadong koleksyon, sa dami ng libro nito na may rare books collection pa, at sa sampung gumaganang computer na konektado sa Internet (lima para sa library users at lima para sa staff).

SK Federation Updates

A. Patuloy ang SK Federation of Bayambang ng pagbibigay ng suporta sa Project Aral Foundation volunteers sa kanilang supplemental learning activities. Ang SK ay patuloy na namamahagi ng 50 packs ng educational materials/school supplies kada session, at ito ay para naman sa mga young learners ng Brgy. Carungay.

B. Ang SK Federation of Bayambang at Kasama Kita sa Barangay Foundation ay nagbigay din ng suporta sa Moises Rebamontan National High School volunteers sa kanilang implementasyon ng Project READ sa Tatarac-Apalen Elementary School sa pamamagitan din ng pagbibigay ng school materials.

ONGOING: Exhibit ng Rare Book Collection ng Municipal Library

Inanunsyo ng Bayambang Municipal Library ang ongoing exhibit nito ng koleksyon ng rare books o mga aklat na bihira nang makita. Kabilang sa koleksyon -- na maaaring mabasa lamang sa loob ng naturang pasilidad -- ay ang mga lumang Pangasinan translation ng mga nobela ni Dr. Jose Rizal, ang "Agmo ak Didiwiten" o "Noli Me Tangere" at ang "Say Isusungpad Uley" o "El Filibusterismo," na pawang mga salin ni Lourdes Bengson Ungson noong 1963 at 1964.

BNHS Students, Wagi sa Pangasinan IT Challenge for Youth with Disabilities

 Itinanghal na 1st Placer at 3rd Placer ang dalawang estudyante ng Bayambang National High School, sa ginanap na Provincial IT Challenge for Youth with Disabilities noong June 21 sa capitol grounds. Si Renz Baring ay nagchampion sa E-tool Microsoft Powerpoint category, kaya’t siya ng representative ng Pangasinan sa national I.T. Challenge. Si Mark John Reynosa naman ay 2nd runner up sa E- Life Google Search category. Kasama nila ang mga coaches na sina Mr. Raffy Carungay at Ms. Angelus Ferrer, Local Youth Development Officer Johnson Abalos, at MSWDO Focal Person on PWDs Alta Grace Evangelista.

SK Federation, Nakiisa sa BNHS Research Congress 2023

Nakiisa ang Sangguniang Kabataan Federation sa isinagawang 2023 Research Congress na inorganisa ng Bayambang National High School noong June 23. Itinampok sa Research Congress ang discoveries, innovations, at creative solutions ng mga estudyante para sa mga suliraning panlipunan na napili nilang hanapan ng solusyon.

BNHS Students, 80% Passer sa National IT Challenge

Naging passer sa robotics contest ang dalawang estudyante mula sa Bayambang National High School na pambato ng Pangasinan sa ginanap na 2023 National IT Challenge for Youth with Disabilities sa Maynila noong June 26-27. Sina Renz Baring at Mark John Reynosa ay naging national qualifiers sa naturang I.T. Challenge na may 80% passing. Dahil dito, inisponsoran ng lokal na pamahalaan ang kanilang pamasahe at accommodation expenses kasama ng kanilang coaches at ang Local Youth Development Officer.

BPC TESDA, 100% Compliant!

We are very proud to announce that BPC TESDA has successfully passed the Compliance Audit for CSS NC II and EIM NC II last June 22. The inspection was conducted by the TESDA Provincial Office led by TESDA Regional Auditor and Expert, Ms. Leona Cayapan, to ensure that the school meets all the necessary regulations and standards.

Congratulations to the TESDA Compliance Audit Team led by BPC College President, Dr. Rafael Saygo!

PWD Student Winners sa Robotics, Pinarangalan ng Probinsya

Ang provincial government ay nag-award ng Plaque of Recognition sa mga Global I.T. Challenge qualifiers na may 80% and above score sa robotics na mula sa Pangasinan team, na kinabibilangan nina Renz Baring at Mark John Reynosa ng Bayambang National High School. Ayon kay LYD Officer Johnson Abalos, ito ay ginanap noong June 29, sa Capitol grounds, sa presensiya ng PSDWO, provincial DICT, at provincial DILG officials.


LEGISLATIVE

Public Hearing para sa Tatlong Proposed Ordinance, Isinagawa    

Nagsagawa ng isang public hearing ang Sangguniang Bayan ukol sa tatlong panibagong proposed ordinances, at ito ay ginanap noong June 8 sa SB Session Hall, pangunguna ni Sangguniang Bayan Committee Chairman on Laws, Rules, Ethics and Privileges, Konsehal Amory Junio, at sa pag-oorganisa ni SB Secretary Joel Camacho.  Ang mga proposed ordinances na isa-isang tinalakay ay ang mga sumusunod: 

- An Ordinance Institutionalizing the Seal of Good Local Governance for Barangay Local Government Units and Allocating Funds and for Other Purposes

-An Ordinance Institutionalizing the Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project in the Municipality of Bayambang

-An Ordinance Institutionalizing the Citizen’s Charter of the Municipality of Bayambang, and for other Purposes

Ang pagdinig ay dinaluhan ng 77 na Punong Barangay at mga LGU department head.

Public Hearing on Ordinance Establishing the VAWC Desk in Every Barangay

 Noong June 13, isang public hearing ang isinagawa ng Sangguniang Bayan ukol sa panukalang "An Ordinance Establishing the VAWC Desk in Every Barangay of the Municipality of Bayambang Prescribing the Protocol in the Handling of All VAWC Cases Filed Thereof." Layon ng ordinansa na paigtingin ang pagbibigay ng proteksyon sa barangay level para sa mga kababaihan at kabataan na nagiging biktima ng karahasan sa loob ng kanilang tahanan. Naging resource persons ang MSWDO at PNP.

 

LIVELIHOOD& EMPLOYMENT

Isa na Namang Job Fair, Isinagawa

Noong June 1, isang panibagong job fair ang isinagawa ng MESO sa Balon Bayambang Events Center. Mayroong 21 lokal na kumpanya at 1 overseas na kumpanya ang sumali sa recruitment activity. Ayon sa ulat ng MESO, mahigit dalawang daang aplikante ang nagparehistro, at marami sa mga ito ang qualified, near hires, at hired on the spot.

40 Skills Training Graduates, Tumanggap ng PESO Financial Assistance

Kasabay ng naturang job fair ang pamamahagi ng financial assistance mula sa provincial government sa pamamagitan ng PESO Provincial Office at MESO. May 40 beneficiaries ang tumanggap ng tig-P2,000, at sila ay pawang nagsipagtapos kamakailan sa Basic Sewing Skills Training.

Orientation ukol sa Student Employment Program ng DOLE, Isinagawa

Noong June 13, nagsagawa ng isang orientation activity ang DOLE at MESO sa Balon Bayambang Events Center ukol sa programang SPES o Special Program for the Employment of Students ng DOLE. Sa batch na ito, mayroong 35 na estudyante ang nagqualify sa limitadong slots ng DOLE. Sa ilalim ng programa, makakatanggap ang mga student interns ng P512.05 kada araw para sa dalawampung (20) araw ng pagseserbisyo sa iba't-ibang departamento ng Munisipyo at sa Niñas Cafe.

Cooperative Development Updates

A. Ang Municipal Cooperative Development Office ay nagsagawa ng 2nd quarterly meeting ng Municipal Cooperative Development Council noong June 14 sa Mayor's Conference Room. Dumalo doon ang iba’t-ibang cooperative officers at stakeholders, kasama si Councilor Martin Terrado II.

B. Nagsagawa rin ang MCDO ng isang orientation activity para sa proposed Managos Farmers Agriculture Cooperative noong June 9 sa Brgy. Managos.

3 Bayambangueño, Nakatanggap ng Livelihood Package mula DOLE

Tatlong Bayambangueño ang nakatanggap ng livelihood package mula DOLE noong June 22, sa DOLE Central Pangasinan Field Office, Dagupan City sa pakikipagtulungan ng MESO-Bayambang. Ayon sa MESO, ang tatlo ay nakatanggap ng rice store, street food vending, at frozen food vending livelihood package.

MOA Signing, Ginanap para sa BPC Beneficiaries

Lumagda sa isang Memorandum of Agreement ang sampung Bayambang Polytechnic College graduates, DOLE at Municipal Employment Services Office ng LGU-Bayambang noong June 23 para sa isa na namang livelihood grant. Ang sampung graduates ng kursong Electrical Installation and Maintenance NC II ay nakatakdang makatanggap mula sa DOLE ng electrical tool kit na nagkakahalagang P30,000 bawat isa.

OTHER SOCIAL SERVICES

Bayambang, Pinaka-unang Data User ng DSWD Listahanan 3 sa Region 1

Tinanggap ng Lokal na Pamahalaan ng Bayambang ang listahan ng mga mahihirap na sambahayan mula sa National Household Targeting System for Poverty Reduction o Listahanan noong May 31. Mahalaga ang datos na ito sa ating pagkamit ng “zero poverty” sa bayan at sa pagkapanalo sa ating Rebolusyon Laban sa Kahirapan.

CDWs, Dumalo sa CDW Regional Convention

Ang mga Child Development Worker (CDW) ng Bayambang ay dumalo sa Child Development Worker Regional Convention sa Crown Legacy Hotel, Baguio City, mula June 5 hanggang June 7 bilang parte ng 2023 National Child Development Workers Week celebration. Ayon kay Focal Person on Child Development Marvin Bautista, kabilang sa aktibidad ang tatlong araw na seminar-training ukol sa pinakabagong kaalaman sa child development service. Nagkaroon din ng awarding ceremony para sa mga may matagal nang length of service bilang CDW.

Outreach Program para sa PWD Kids

Noong June 3 at 4, nagkaroon ng isang Outreach Program sa Balon Bayambang Events Center sa inisyatibo ng Victory Bayambang at iba pang sponsor, sa pakikipagtulungan ng Municipal Nutrition Action Office at Municipal Social Welfare and Development Office. Naging benepisyaryo ang 51 special children at isang severely underweight na bata. Ang aktibidad ay parte ng selebrasyon ng kaarawan ni RHU Nurse Lady Philina Duque, na siyang nangalap ng pondo para mabigyan ng food packs ang mga naturang benepisyaryo.

Espejo, Inihalal na VP ng KALIPI Region I

Inihalal si Mayor's Action Center head, Jocelyn Santos Espejo, sa ginanap na eleksyon para sa bagong set of officers ng Kalipunan ng Liping Pilipina (KALIPI) Region I noong June 1, sa DSWD Region 1, San Fernando, La Union. Si Gng. Espejo ay siya ring tumatayong KALIPI-Bayambang Chapter President at KALIPI-Pangasinan Chapter President sa taong ito.

PWD Association of Bayambang, Naghalal ng mga Panibagong Opisyal

Noong June 13, ang Municipal Social Welfare and Development Office ay nagsagawa na naman ng isang eleksyon para sa mga miyembro ng PWD Association of Bayambang para sa taong 2023. Nanalo sa naturang eleksyon si Carlito Suyat bilang President. Ang eleksyon ay ginanap sa Events Center sa presensya nina MSWD Officer Kimberly Basco, PWD Affairs Officer Johnson Abalos, at MSWDO PWD Focal Person Alta Grace Evangelista.

Mayor Niña, May Father's Day Treat sa LGU

Noong June 19, may surprise treat si Mayor Niña Quiambao sa lahat ng tatay at kalalakihang lider ng iba't-ibang departmento ng LGU bilang paggunita ng Father's Day. Siya ay namigay ng fruit basket sa mga department at unit head matapos ang flag-raising ceremony sa Events Center. May libreng pa-ice cream din ang alcalde mula sa Bani Delicious Ice Cream para sa lahat ng mga tatay na empleyado ng Munisipyo.

Tatay Roger, Pinahanap at Pinasundo ni Mayor Niña

Noong June 19, agad na ipinahanap ni Mayor Niña Jose-Quiambao ang nagviral sa Facebook na si Tatay Roger na napabalitang nangangailangan ng agarang tulong ayon sa isang concerned citizen sa Quezon City. Agad na hinanap si Tatay Roger at sinundo pauwi ng Barangay Buayaen sa pamamagitan ng MSWDO, BPSO, at BPRAT. Sa ngayon ay nasa piling na ng kanyang mga kamag-anak ang pasyente, at patuloy din ang pagbibigay ng iba pang tulong sa kanya.

Mga Bagong Proposed DSWD Livelihood Projects, Nirepaso

Noong June 22, nirepaso ng isang Technical Working Group ang mga bagong panukalang Sustainable Livelihood Projects (SLP) ng DSWD para sa mga 4Ps members sa Bayambang. Ayon kay DSWD-RO I Implementing Project Development Officer Gemalyn Labajeros, may 12 SLP Associations ang maghahati-hati sa total budget na P3.75M para sa rice retailing, agricultural supply, at grocery store livelihood projects na nakatakdang iimplementa ng DSWD at MSWDO, katulong ang BPRAT at SLP Technical Working Group sa siyam na piling barangay.

Lions at Eagles, Sanib-Puwersa sa Feeding Program           

Noong June 25, nagsanib-puwersa ang dalawang CSOs para sa isang supplemental feeding activity sa Brgy. Del Pilar. Ang Bayambang Bayanihan Lions Club International, kasama ang Bayambang Maaro Leo Club, Bayambang Royalty Matikas Eagles Club, Bayambang Matikas Eagles Club, Team Gabriel, Barangay M.H. CDWs, Nag-Skills Training

Noong June 26 to 29, isang skills training ang isingawa para sa mga Child Development Workers ng Bayambang bilang parte ng pagdiriwang ng 2023 National Child Development Workers' Week. Ang training na ito ay isang requirement sa accreditation process, at kabilang sa mga tinalakay doon ang guidelines ukol sa bagong tools para sa accreditation.

DSWD, Nagsagawa ng Provincial-Level Review Session para sa mga Bagong SLP 

Nagsagawa ng orientation ang Department of Social Welfare and Development para sa mga benepisyaryo sa ilalim ng Sustainable Livelihood Program nito noong June 27 sa Bayambang Polytechnic College. Layunin ng oryentasyon na matukoy ang skill set ng 12 qualified SLP Associations mula sa iba't-ibang barangay upang mabigyan sila ng tamang pagsasanay para sa kanilang kabuhayan at upang matiyak na ang tulong na ibibigay sa kanila ay bubuo ng kita.

 Ika-125 na Araw ng Kalayaan, Ginunita

Isang maikli ngunit makabuluhang programa ang idinaos sa Balon Bayambang Events Center noong June 12 upang gunitain ang ika-125 na Araw ng Kalayaan sa pag-oorganisa ni Municipal Tourism, Information, and Cultural Affairs Office head Dr. Rafael Saygo. Naging tampok ang isang makabagbag-damdaming tableau presentation na binuo ng mga guro at estudyante ng Bayambang Polytechnic College, at mga mensahe ukol sa halaga ng paggunita ng araw na ito at ang pagpapahalaga sa natamong kasarinlan, salamat sa sakripisyo ng ating mga pambansang bayani.

Bayambangueña, Nagdonate ng Painting sa Museum

Isang mural painting na ginamitan ng mga butil ng bigas ang idinonate sa Bayambang Museum noong June 26 ni Ms. Chona Terrado Cabel na isang Bayambangueña. Ang naturang obra na likha ng isang pintor na taga-Pangasinan na si Bernard Paragas, ay sumasalamin sa tradisyunal na kultura ng sayawan at kasiyahan sa bayan ng Bayambang tuwing kapistahan.

Sanlibo Blood Drive, Nakaipon ng 30 Blood Bags

Isang mobile blood donation ang ginanap noong June 7 sa Brgy. Sanlibo, kung saan nagkaroon ng 60 registered potential donors, at 30 rito ang successful blood donors. Kasama ng Rural Health Unit III sa aktibidad na ito ang Region 1 Medical Center. Sa susunod na linggo, sa June 15, ay sa Brgy. Inirangan Covered Court naman magsasagawa ng mobile drive ang grupo. Pagkatapos ay lilipat naman ang team sa Brgy. Pangdel. 

Mobile Blood Drive sa mga Barangay, Nagtungo sa Inirangan

 Ang RHU III at Region 1 Medical Center ay muling nagsanib-pwersa upang magsagawa ang isa na namang Mobile Blood Donation drive sa mga malalayong barangay. Ginanap sa Barangay Inirangan noong June 15 ang latest blood drive, kung saan umabot ang nagregister sa 42 katao, at 26 dito ang naging matagumpay na blood donor. Nagbigay ng suporta si Inirangan Punong Barangay Jonathan Espejo sa pamamagitan ng kaniyang donasyong pagkain at assistance para sa mga staff at donor.

"Idol ko si Nanay" Refresher Training, Isinagawa

Isa na namang Refresher Training ang inorganisa ng Municipal Nutrition Action Office para sa mga Rural Health Midwife, Barangay Nutrition Scholar, at Barangay Health Worker.  Kasama sa mga naging resource speaker si Nutritionist-Dietitians' Association of the Philippines-Pangasinan Chapter President Melita Castillo. Nagbigay naman ng cooking demo si Ligene Neri ng Provincial Nutrition Office.

Mobile Blood Drive ng RHU III, Lumipat sa Pangdel

Dinala sa Brgy. Pangdel Covered Court ang Mobile Blood Donation Drive ng RHU III at Region 1 Medical Center noong June 21. Sa ulat ni Dr. Agbuya, may 57 katao ang nagregister, at 43 sa mga ito ang naging successful donors. Nag-donate ng dugo ang mga Barangay Kagawad at Barangay Health Workers ng Pangdel. Umasiste rin ang buong Pangdel Barangay Council at nagbigay pa ng pagkain para sa mga staff at donors doon.

Mayor Niña, Nagpadala ng mga Dentista sa Palawan

Personal na sinagot ni Mayor Niña Quiambao ang gastos nina Municipal Dentist, Dr. Dave Francis Junio, kasama ang iba pang mga dentista mula sa Pangasinan noong June 22-26 upang sila ay maging parte ng isang medical mission sa Punta Baja, Rizal, Palawan kung saan walang access sa dentista ang mga residente. Sa tulong ng mga dentista, iba't-ibang libreng dental services ang naihatid sa halos limang daang (500) pasyente.

Wire-Clearing Group, Tuluy-Tuloy ang Operasyon

Tuluy-tuloy ang Bayambang Wire Clearing Group sa pagbabaklas ng mga nakalaylay at mga unserviceable wires at cables ng iba-ibang telecommunication firms. Tulung-tulong dito ang MDRRMO, Engineering, BFP, CENPELCO, Globe, Smart, DITO, USATV, at Converge. Ang BPSO ay nagbibigay ng traffic assistance, at ang ESWMO naman ang kumukulekta at nagdidispose ng mga inalis na wire at tinigpas na halaman. Ang aksyon na ito ay bunsod ng Public Hearing na isinagawa ng SB tungkol sa proposed Anti-Dangling Wire Act ng Bayambang.

Mga Natulungan ng Emergency Rescuers, Nagpapasalamat

Isa na namang pasyente ang agad-agad na natulungan ng LGU-Bayambang ambulance sa tulong ni BPSO Chief, Ret. Col. Leonardo Solomon. Ayon sa nagrequest ng emergency rescue na si Sammy Lomboy, mabilis na nabigyan ng tulong si Gng. Lea Joson ukol sa mabilisang paglipat ng kanyang naaksidenteng anak mula sa Bayambang District Hospital patungong Region I Medical Center. Sila ay nagpapasalamat din sa Mayor’s Action Center at BPRAT na hindi nagdalawang-isip na umasiste sa emergency situation.

BNHS Student, Nagsauli ng Napulot na Wallet

Agad na idinulog ng Grade 11 student na si Rolin Cardinoza sa Bayambang Public Safety Office ang isang pitaka na kanyang napulot sa kahabaan ng Bical Norte road noong June 27. Dahil dito, agad na naisauli sa may-ari ang pitaka, pati na ang laman nitong mga mahahalagang dokumento at pera. Nagpasalamat naman ang may-ari nang mabawi ito, at sa tuwa ay nagbigay ng pabuya sa nakapulot na estudyante.

Bagong Batch ng Rice Inbred Seeds, Ipinamahagi

A. Nakumpleto noong June 2 ang delivery ng 5,895 bags ng tig-20 kilo ng rice inbred seeds galing sa PhilRice-Rice Competitiveness Enhancement Fund (RCEF). Kaya nitong taniman ang 2,947.5 ektarya ng sakahan, ayon ulat ng Municipal Agriculture Office. Matapos ang hakutan, ipinamahagi ang bagong seed allocation sa mga rice farmers sa Brgy. Amanperez Covered Court mula May 29 hanggang June 7.

B. Pinangunahan ang unang bugso ng pamamahagi nito ni Vice-Mayor IC Sabangan sa nasabing venue.

Pagtuklas ng mga Makabagong Kaalaman sa Pagsasaka, Tuluy-Tuloy

Ginanap noong June 9 ang 2nd Farmers' Farm School meeting para sa eksperimentong 'Hybrid Seed Varietal Derby' ng Department of Agriculture sa Brgy. Dusoc. Binisita ng mga kalahok ang mga itinanim na trial seedlings at nakinig sa pagtalakay sa iba't-ibang makabagong pamamaraan sa pagsasaka. Ipinaliwanag naman ng Pangasinan Agriculture Office ang konsepto ng 'corporate farming' gamit ang E-Agro farm business app.

Pagsaliksik ng Pinakamainam na Rice Seed Variety, Patuloy

Ginanap noong June 16 ang pangatlong Farmers’ Field School meeting para sa pag-aaral ng mga seed company at MAO na “Rice Varietal Derby.” Nagtanim ang mga kalahok sa kanilang kinabibilangang grupo ng hybrid palay variety at tinalakay naman ang ukol sa mga tamang elemento na kailangan ng bawat sakahang lupa upang maging malusog ang mga naturang variety ng palay.

MAO, Muling Umasiste para sa Crop Insurance

Ang Municipal Agriculture Office ay kasalukuyang umiikot sa mga barangay para i-assist ang mga magsasaka para sa kanilang crop insurance application. Sa ganitong aktibidad, matutulungan ang mga magsasaka na mapasiguro ang kanilang mga pananim sa Philippine Crop Insurance Corporation mula sa posibleng pagkasira dulot ng natural na kalamidad.

"Tapat Ko, Linis Ko," Isinulong sa Pamilihang Bayan

Noong June 27, nagpaskil ang Office of the Special Economic Enterprise sa iba’t-ibang lugar sa loob ng pampublikong pamilihan ng mga tarpaulin signage kung saan nakasulat ang “Tapat Ko, Linis Ko” ayon sa P.D. No. 856 o Code on Sanitation in the Philippines. Hinihikayat ng SEE na magkaroon ng sense of responsibility ang lahat ng stall owners sa pagpapanatili ng kaayusan at kalinisan sa Public Market.

LGU, Nakiisa sa Pangasinan Green Canopy Program 

Nakiisa ang LGU at PNP-Bayambang sa isang tree-planting activity na inisyatibo ng Provincial Population, Cooperative and Livelihood Development Office noong June 30 sa San Gabriel 2nd Evacuation Center at dike area. Kasama sa mga lumahok ang MAO, MENRO, MCDO, MSWDO, iba pang opisina, at local farmers at cooperative associations. Ang aktibidad ay parte ng Pangasinan Green Canopy Program ng probinsya, isang climate change mitigation program. May 500 tree seedlings ang ibinahagi ng probinsya sa aktibidad na ito.

Kahandaan sa Sakuna, Muling Ipinamalas sa 2Q NSED 2023

Sa pangunguna ng MDRRMO, kasama ang PNP, BFP, BPSO, at Engineering, nakilahok ang lahat ng kawani ng lokal na pamahalaan ng Bayambang sa 2nd Quarter Nationwide Simultaneous Earthquake Drill (NSED) 2023 noong June 9. Aktibo ring nakiisa ang lahat ng mga kliyenteng may transaksiyon sa loob ng munisipyo sa oras ding iyon. Ayon sa tala ng MDRRMO, may 22,300 participants sa nasabing aktibidad.

Kauna-unahang ICTO Disaster Recovery Drill, Isinagawa

Kasabay rin ng naturang earthquake drill ay ang ICT Office Disaster Recovery Drill na isinagawa upang masubok ng mga ICTO staff ang kanilang kakayahan na agarang maibalik ang internet connection at mapagana ang mga importanteng application kung sakaling magkaroon ng malaking pinsala sa main internet ng Munisipyo. Umabot sa 1 minuto at 35 na segundo bago matagumpay na ilipat ang internet connection ng mga departamento ng Munisipyo sa back-up Internet Service Provider (ISP) ng LGU mula sa main o primary ISP nito.

Where English language only has general terms like smelly, stinky, foul, fetid, funky, reeking, fishy or funny for unwanted smells, the Pangasinan language has specific terms for smell or angob that do not exist in the language, and even in Tagalog. Pangasinenses, it seems, have clinically precise terms for certain odors, particularly icky odors. 


The squeamish should be forewarned that many terms are vulgar or at least colloquial in usage.

Editorial - January 2023 - Bunga ng Pagkakaisa

 

Bunga ng Pagkakaisa

 

“Para umunlad ang isang bayan, hindi lang disiplina ang kailangan. Ang taumbayan ay dapat ding magkaroon ng respeto sa otoridad, maging masunurin, at makiisa sa mga magagandang proyekto at programa.” Ito ang mga katagang sinambit ng dating hepe ng Department of the Interior and Local Government (DILG) na si Mel Senen Sarmiento nang bumisita sa bayan ng Bayambang noong ika-10 ng Oktubre taong 2022.

Isang makabuluhang komento ang sinambit niyang ito dahil ito ay makatotohanan at, kung tutuusin, ay common sense. Halimbawa, kung hindi iisa ang isipan at damdamin ng Executive branch at Legislative branch (Sangguniang Bayan) ng Bayambang, walang maisasakatuparang development projects ang lokal na pamahalaan.

Kung ang pakay din lamang ng lahat ay kabutihan, lalo na ang agarang pag-unlad ng bayan sa lahat ng aspeto, ang kawalan ng pagkakaisa sa lahat ng lebel (national, regional, provincial, at municipal, at barangay) ay isang malaking sagabal. Kaya naman nakakalungkot na makita kung sakaling hindi lubusang makapasok ang isang proyekto ng gobyerno sa isang lugar nang dahil lamang sa pulitika, nang “dahil kalaban iyan (sa pulitika).’’ Ubod na nakakadismaya na masaksihan ang ganitong mga pangyayari.

Kaya’t nakagagalak dahil sa kauna-unahang pagkakataon mula July 30, 2016, nagkaroon ng pagkakaisa ang gobyernong lokal at probinsyal. At isa sa mga naging bunga nito ay ang pagsasaayos sa Bayambang District Hospital, na hawak ng provincial government, sa tulong ng First Couple, former Mayor Cezar T. Quiambao at Mayor Niña Jose-Quiambao. Dahil sa pagkakaisang iyan, nagkaroon ang BDH ng isang bagong Operating Room na siyang pinakamalaki at pinaka-equipped ngayon sa lahat ng district hospitals ng ating probinsiya.

Nakapapanabik na malaman kung ano pa ang posibleng mangyari dahil sa bagong ipinamamalas na pagkakaisang ito sa pagitan ng dalawang kampo.

Huwag nawa tayong maging balakid o hadlang sa mga ito, dahil ang tunay na makabayan ay may malasakit para sa ikabubuti ng nakararami anuman ang partido ng pamunuan. Tayong lahat ay magkakaisang susuporta rito, alang-alang sa mabuting pagbabago, ‘yung magbibigay ng matatamis na bunga ng pag-unlad, ’di lang para sa iilan kundi para sa lahat.

History of Bayambang Emergency Hospital

THE BAYAMBANG EMERGENCY HOSPITAL: An Achievement of the Local Administration

 

The Bayambang Emergency Hospital opened its door to the public on July 16, 1980. It is authorized to operate as a 25-bed capacity hospital. A government agency, it is under the control and supervision of the Ministry of Health and is sister agency of the Bayambang Rural Health Unit.

The hospital temporarily occupies the Municipal Hall Annex building, which is on loan to the hospital by the Bayambang Municipal government free of charge.

The establishment of the hospital is one of the major achievements of the local administration, headed by Mayor Jaime P. Junio. Its establishment is in line with the town development.

Commissioned to organize the hospital was a three-man team composed of Dr. Ernesto T. Mataban, Medical Specialist of the Pangasinan Provincial Hospital and Medical Center, Mr. Restituto Basa, Administrative Assistant III of the Regional Health Office No. 1, and Mrs. Virginia S. Fernandez, Accounting Clerk, also of the RHO. The three took charge of the renovation of the Municipal Hall Annex building to suit the needs of the hospital, recruited the personnel, and started its operations.

Dr. Mataban, who served as Office-in-Charge up to October 31, 1980 took care of the management of medical services, Mr. Basa, who became the Administrative Officer of the hospital, handled the administrative services, while Mrs. Fernandez, who became the hospital Bookkeeper, controlled the funds of the agency.

The original personnel to man the hospital are the following: Dr. Nicolas O. Miguel, Resident Physician; Miss Myrna C. Fernandez, staff nurses, Miss Renilda Romero, Medical Technologist; Mrs. Viola C. Roy and Miss Norma Taghap, Nursing Attendants; Mr. Basa, Administrative Officer; Mrs. Fernandez, Bookkeeper; Daniel V. Vellidar, Cook-Driver; Role de Vera, Institutional Worker; Rita S. de Vera, Laundry Worker; and Alfredo C. Vallo, Security Guard.

Later, Mrs. Glory G. Tamondong was hired as casual nurse and Dominador S. Payomo came in as Clerk on contractual basis. 

After the brief term of Dr. Mataban, Dr. Norberto R. Felix, Jr., a surgeon, also of the PPHMC, took over as Office-in-Charge. He served the hospital for 45 days. On December 15, 1980, Dr. Amado M. Layog, Rural Health Physician of the Bayambang Rural Health Unit, was relieved of his duties of the RHU and assigned to head the hospital.

The establishment of Bayambang Emergency Hospital implements the policy of President Marcos to provide at least one government hospital for every congressional district of the country. It is allotment of the third congressional district of Pangasinan.

Only two towns of the third district, however, are within the catchment area of the hospital. These are Bayambang, itself, and Malasiqui. The other towns within its catchment area are Bautista and Alcala of the fourth district, and Basista and portions of Urbiztondo and Mangatarem of the second district.

Thank you, Emmanuel’s Way, for your invitation to speak – it’s an honor for me. 

The older generations used to call this day “Commencement Exercises.” How times have changed. Although I belong to the Millennial Generation, I am still surprised at the speedy pace of changes in the field of education. I understand that this ceremony is a mix of three kinds of rites, so congratulations to all of you who are “Moving Up” after a year of studies, those of you who got “Recognized” for your efforts, and those who “Graduated” this year, the Class of 2023.

Your theme for this year is about a “Resilient Education Foundation.” It is a most appropriate theme to have, I think, given our current situation. I believe you belong to those batches who experienced studying in the middle of a pandemic, and we all know that going through it was no joke. Even though we are blessed with modern technology, having an online class or using modules is a lot different from studying face-to-face in school.

The trials you have gone through have not been experienced by the generations before you. It must have taken a lot of self-motivation to learn and more enthusiasm and effort on your part just to get to this day, so you all deserve a pat on the back.

Let us thank God that we have gone back to normal lately, but even without a pandemic, we still experience other kinds of disruptions like stormy weather, flooding, heat wave, and I believe you have also experienced an earthquake? Let’s accept it – such is the life of living in a tropical archipelago that is at the same time situated in the so-called Pacific Ring of Fire.  

As inhabitants of such a challenging place as ours, we have no choice but to have a resilient mindset in every aspect of our lives. And that includes education.

I believe Emmanuel’s Way’s curriculum is pretty much adjusted to resiliency especially since our world today is a lot different, not just in terms of weather, but also in terms of culture. Everybody knows how globalization and international standards are affecting how we get our education, and I am pretty sure that your school has been preparing you to become global citizens. Again, we have no choice – in fact, being global is who we are as Filipinos. The Philippine nation was formed after a violent clash between different cultures and civilizations. We are a global nation – in fact, historians say that Filipino culture is the first truly globalized culture, thanks to the completion of the world’s first circumnavigation in our country (remember Ferdinand Magellan?) and the ensuing galleon trade, which connected the economies of Asia connected by the ancient Silk Road (especially that of China) and the economies of America and Europe. The Manila to Acapulco, Mexico trade route was, in fact, a longer trade route connecting the ancient Asian mainland to the Americas and ancient Europe. We are the first product of that first great global cultural exchange, so it makes sense that we also show the world the way to being a global citizen.

At this juncture, before I sound like an ambassador of the United Nations, let me focus on the graduating class by saying “thank you” to the parents who are always ready to sacrifice and support you; “thank you” also to your teachers who also put in the amount of effort and patience needed so that you would be able to learn everything you needed to learn; and most especially “thank you” to all of you graduates for doing your part, by earning your stripes the hard way, for burning the midnight oil, so to speak, because you truly wanted to be a resilient learner…

But remember: your success on this day of culmination of your studies is also the success of your parents and teachers. All your hard work have finally paid off.

Let your graduation be an inspiration to all those you are leaving behind, your schoolmates in the younger grades.

Before I end my speech, allow me to note how your local government is also espousing this culture of resiliency. During the pandemic, we had to immediately realign funds so we could have something to spend for vaccination, but we made sure we still had enough left for the schools. We also coordinated with the private sector to help out in whatever capacity they had.

We also had to strengthen our Municipal Disaster Risk Reduction and Management Office, our health department, our peace and order sector, and our information dissemination, so they could do their part properly in responding to the situation.

These are just some of the things we did during the global health emergency situation because we firmly believe in the importance of a resilient response.

So finally, let me express my wish that the resilient educational foundation you received at Emmanuel’s Way make you go places someday.  May what you’ve learned prepare you to face real life full of confidence.

Local Words for Rain and Inclement Weather


Pangasinenses use specific words to describe various intensities of rain and inclement weather -- a set of vocabulary that doesn't seem to exist in other local languages. June 14, 2022:  DSWD-Cordillera Administrative Region visited to learn from our implementation of various Sustainable Livelihood Programs (SLP) of the DSWD in Bayambang.

June 14, 2022: Child Development Workers (CDWs) from Basista town visited 3 Child Development Centers -- the CDCs of Brgy. Hermoza, Malioer, at Carungay -- to learn about their implementation of Early Childhood Care and Development Program.


Brgy. City Camp Proper, Baguio City Officials


October 26, 2022: Barangay officials of City Camp Proper, Baguio City visited the Municipal Nutrition Office and Sancagulis Barangay Nutrition Scholar to learn about the best practices of the Municipal Nutrition Council in the implementation of local nutrition programs.


LGU-Lingayen


October 27, 2023: The department heads of LGU-Lingayen visited the solid waste machinery and equipment at the Material Recovery Facility and studied the best practices of ESWMO.

December 14-15, 2022: LGU Ifugao officials were toured around our Materials Recovery Facility, Municipal Museum, at St. Vincent Ferrer Prayer Park. The visitors included Provincial Board Member Peter Bunnag, Provincial Engineer Ericson Mammag, PDRRM Engineer Arnold Bacnog, Councilor Fermin Haclao Jr. and Councilor John Alfred Cappleman II of Banaue, and department heads.

May 4, 2023: LGU-Rosales, Pangasinan officials visited our Materials Recovery Facility in Brgy. Dusoc to learn about the best practices of the MRF and our implementasyon of RA 9003 including the Bali-Balin Bayambang project.

LGU-Malasiqui, Nag-benchmarking sa GSO


Noong June 30, nag-benchmarking ang LGU-Malasiqui sa General Services Office ng LGU-Bayambang upang suriin ang best practices ng GSO sa pag-inventory ng mga ari-arian ng Munisipyo. Ang mga bisita, na pinangunahan ni Mr. Michael Paramio, Property Custodian-Designate, ay winelcome ni General Services Officer Chinita de Vera sa tanggapan nito sa Municipal Annex Bldg. at ipinasyal sa Municipal Warehouse matapos ang courtesy call kay Mayor Quiambao.

LGU-Bayambang, Nakakuha ng "Unmodified Opinion" sa COA sa Unang Pagkakataon!


Sa kauna-unahang pagkakataon sa kasaysayan ng Bayambang, nakakuha ang LGU ng "unmodified opinion" mula sa Annual Audit Report ng Commission on Audit. Ito ay inanunsyo ni OIC Municipal Accountant Flexner de Vera noong June 30. Ito aniya ang pinakamataas na rating na maaaring ibigay ng COA sa isang LGU, nangangahulugang maayos ang financial transactions ng Munisipyo at walang discrepancy sa pangangasiwa ng pondo at ari-arian ng bayan.
