Bayambangueño Cosplayer is Grand Winner in Major Manila Competition

A resident of this town emerged as grand winner in a cosplay competition in Manila. The competition was part of the 16th Christmas Toy Fair 2023 staged by Toycon PH -- "the biggest pop culture convention in the country" -- in SM Megamall on December 17, 2023.

Marc John I. Martinez of Upper Cadre Site dressed up and performed as Ignacio, the famous transforming character (from friar to wrestler) made popular by Jack Black in the hit comedy film, "Nacho Libre." (Cosplay is not just about wearing costumes but also performing as the character being represented.)

As cosplayer, Macky maintains his own FB page, "Wacky Cosplay," where he posts photos of himself as various characters from pop culture, to often hilarious effects. His choices are often unconventional characters, those that are not easy to depict or not the most popular options.

He is no stranger to such big winnings, thus he is perennially invited as judge of cosplays in his home province and beyond.

By his own account, he has been cosplaying for almost 14 years, starting out as the 5-year-old version of Lambo Bovino from "Katekeyo Hitman Reborn" at the 1st Manila Comic Con 2009. From then on, it has been a looong winning streak for him, thanks to his vast imagination and impressive resourcefulness.

- 2009, 2010: His Gai Sensei character reaped awards at the 4th Christmas Toy Con and at the 9th Philippine Toys Event.
- 2011: He finished 4th at the Otaku House Cosplay Idol Asia Category and won at the Cosplay and Toy Display at SM Rosales, Pangasinan.
- 2014, 2018: He was adjudged as the Pangasinan Cosplay Invitationals Champion in the Individual Male category at Robinsons Place Pangasinan, and the Cosplay Fiesta 2018 Champion in the Male Cosplayer category at Maria Cristina Park, Tarlac City.
- 2019: He snatched the 2nd place thrice: first at the Cosplay Craze 2019 in the Pro Category at SM City Rosales, second at the Cosplay Craze: Parade & Competition 2019 at SM City Tarlac, and for the third time at Hexcon Baguio 2019 at PFVR, Baguio City.Then he was the Awesome Costume Award grand champion at the Christmas Toycon 2019 at SM Megamall.
- 2022, 2023: He bagged the 3rd place at the 1st PPopCon in 2022, and the 2nd place at the SummerCon 2023. Last October 15, he was the grand winner at the Anicon 2023 Cosplay Competition at Robinson's Place, Calasiao, Pangasinan, and because of this feat, he was invited as guest at "Mornings with GMA Regional TV" last October 27.

His comedic sketches are well-received because he chooses characters that best fit his own personality. It is anachronistic to talk about originality in the world of seemingly copy-pasted versions of make-believe characters, but Macky's outputs are all about that: he leans toward surprising choices, like characters from Filipino pop culture, for instance, that others won't touch. And unlike other cosplayers, his costumes are often DIY, sourced and recycled from thrift stores (ukay-ukay), and one can't miss the creativity behind the execution.

Aside from cosplaying, he does anime sketching, gaming, and livestreaming, and he's also into gadgets during his free time.

He says one of the highlights of his work is being "liked" on Facebook by no less than one of his idols, Michael V., after he replicated the popular comedian's latest character, Lolo Kanor. This character, which is a jab at the Pasosyal Now Purita Later types (or people who are "pasosyal pero mahirap naman"), came out as a music video in "Bubble Gang" parodying the runaway hit song "Raining in Manila" by Lola Amor band as the rather hard-hitting social commentary "Waiting Here sa Pila" by the bejeweled, Starbucks-sipping lolo.

Caroline Nazareno-Gabis: Local Science Instructor is Also Internationally Multi-Awarded Poet

Caroline 'Ceri Naz' Nazareno-Gabis proves that science and the arts need not be incompatible, for she straddles both worlds with ease, seeing no distinct boundaries in between.

 

Ms. Gabis is a resident of Zone IV, Bayambang, who is not just an educator but also a multi-awarded contemporary poet, editor, journalist, and peace and women’s advocate.

 

She graduated cum laude with a degree of Bachelor of Elementary Education at Pangasinan State University-Bayambang Campus (batch 2001), and specialized in General Science. At Tarlac Agricultural University, she teaches in the Natural Science Department of the College of Arts and Sciences, and is also designated as Chief in Partnership Development of External Linkages and International Affairs Office.

 

A voracious researcher in both the fields of science and arts and literature, she has volunteered in organizations with disparate concerns, such as Richmond Multicultural Concerns Society, TELUS World of Science, Vancouver Art Gallery, and Vancouver Aquarium.

 

She also experiments on deviantArt, mask-painting and shell-painting, and collects exquisite artworks from nature. Her photo-art, dubbed “koireography,” was exhibited in South Korea, with the theme “Visible Poetry Connecting the World." Her “koireography” formed part of the International Artists’ Exhibit in Turkey through USART or International Culture Arts Society, Health and Ecotourism, Turkey on July 21, 2021.

 

Among her prestigious awards include being the Embahadora de Valores Universales (Ambassador of Values Movement International) and Featured International Poet from the Philippines in the Encuentro Mundial el Valores Movimiento (International Meeting of Values Movement) held in Chaco, Argentina, on October 21, 2021. She also won the Poet-Journalist Award 2014, in Istanbul, Turkey, as well as the International Empowered Poet 2013 recognition given during the World Poetry Canada held in Vancouver, Canada.

 

She was also a finalist in the iWoman Global Awards 2020 in India, Panorama Global Literary Awards 2020- Youth Literary Awards, also in India, and a featured author in the Summer and Winter 2020 issue of the InnerChild Press USA. Moreover, she earned 7th place in the Italian International Literary Awards for three consecutive years (2017-2019). The latest award she received was the prestigious Gabrielle Galloni Memorial Panorama International Youth Award 2022, given on May 19, 2022.

 

A World Poetry Canada International Director to The Philippines, Ceri Naz is also a member of World Poets Society-Greece (2016 to present) and Writers International Network Amazing Poet Award 2015-Canada.

 Former PSU Teacher's Invention Wins in String of Int'l Awards

A former teacher of Pangasinan State University-Bayambang Campus (PSU-BC) has won a string of international awards for her invention of a new motorcycle engine bio-lubricant based on the sap of the pili nut.

Elmina Quinto Paras is now a teacher at Manuel Roxas Senior High School is Manila, but she used to be a former faculty member of the Science and Math Department of PSU-BC. She used to teach chemistry there to high school, college, and postgraduate students. She is the daughter of Jaime C. Quinto Sr., a retired dormitory manager of PSU-Bayambang, and Prof. Elsa Ferrer Quinto, herself a former PSU professor, also now retired. (A highlight of Prof. Elsa Quinto's work was a thesis compiling local folk songs.) Paras is commonly known by her nickname, "Mariel," at home. She grew up in Zone IV from 1977 to 1989 and in Zone III thereafter.

Her winning entry is entitled "A Novel Bio-Lubricant for Motorcycle Engine from Canarium Luzonicum Sap (Pili Nut Sap)," and juries from different parts of the world have recognized her invention. Her entry has been presented in Malaysia; India; Toronto, Canada; Turkey; Zagreb, Croatia; and Moscow, Russia.

In an online interview, Paras -- a mother of four -- revealed that she has always been passionate about science since childhood. "I chose chemistry because it’s related to my (college) major which is General Science, with Chemistry as my minor," she explained. "In my teaching profession, on the other hand, since there were few graduates of chemistry during my time, I had been mostly tasked to teach inorganic and organic chemistry, biochemistry, and environmental chemistry," she said further. Aside from PSU-BC, she also taught in PSU Infanta and Philippine Normal University (part-time). When she got married, she followed her husband in Manila and that's where she continued her teaching career.

"The research/invention I made started when my husband wanted to venture into making paper briquettes as an alternative fuel. I tried to help him by discovering an ignitor. That’s the time I was able to get to know the sap through our staff. But we did not prosper in making briquettes in Manila for we still didn’t have enough area for that and because of our busy schedule. And since we needed to represent the school abroad, I thought of using it in other different products."

She said she plans to submit her invention in other competitions abroad. A member of Manila Young Inventors Association (2017-present) and Toronto International Society of Innovation and Advanced Skills (2019-present), Paras said her award-winning work is now in the process of getting a patent and is being explored for possible commercial application.

This and other research work, by the way, have been published in scientific journals in China and Canada.

In humility, Paras tipped us off that she's not the only internationally recognized teacher from PSU-BC. She mentioned the following former mentors and colleagues as past recipients as well: Dr. Raquel Carungay Pambid, who is the one who convinced her to take up chemistry for there were so few takers back then; Dr. Wilma Muena de Vera; Dr. Veronica Cancino Austria; and Dr. Armando Manzano. She said that, apart from the science field, there's even an internationally recognized poet too teaching in the same department: Caroline Nazareno-Gabis.

She and the rest of her fellow PSU educators are proof that the sprawling historic campus in Bayambang remains a fount of innovation and excellence as it has always been.

Did  you know that before there was Rural Heath Unit (RHU) I in the town of  Bayambang, there was a Puericulture Center? It used to stand at the PNP station next to RHU I, and it was managed by a private organization under Dr. Santos.

The old Annex Building beside the Municipal Hall used  to be the Bayambang Emergency Hospital, which opened on July 16, 1980 during the tenure of Mayor Jaime P. Junio. Dr. Ernesto  Mataban was the first director, and Dr. Nicolas Miguel was its first  resident physician.

The hospital was transferred to Mataban's  donated land in Brgy. Bical Norte on July 1, 1985 and became the Bayambang District Hospital.

RHU I was first headed by Dr. Amado Layog, followed by Dr. Nestor Pascual before Dr. Paz F. Vallo took over in 1993 after she transferred from RHU II.

Presently, starting from the term of  Mayor Cezar T. Quiambao and Vice-Mayor Raul R. Sabangan, the local  government of Bayambang has been operating six RHUs from only two before July 2016. Now every Bayambangueño can receive free childbirth, medical check-up, medicine, various vaccines, and other services from these small facilities spread out in various districts. (Dental services are free only for indigent patients.) 

RHU I was built during Mayor Calixto Camacho's term, and is located at the left-most end of the Municipal Hall compound.

RHU II, located in Brgy. Wawa, was also built during Mayor Calixto Camacho's term.

RHU III in Brgy. Carungay opened on April 3, 2018 and was built on a lot donated by the Romano family.

RHU  IV in Brgy. Macayocayo opened on November 25, 2020 and was built on a  lot donated by the Macayocayo Barangay Council under Punong Barangay  Mario Cariño.

RHU V in Brgy. Pantol opened on February 2021.

RHU VI in Brgy. Mangayao was built on a lot donated by Mayor Cezar T. Quiambao and opened on February 22, 2023. 

RHU  I and IV are operated under Dr. Vallo, while RHU II and V are under Dr.  Adrienne Estrada and RHU III and VI are under Dr. Roland M. Agbuya.

Ancient Pangasinan knew of 7 kinds of banana

Punti is the generic term for banana in the Pangasinan language. The sucker is called sii.

According to the book "Pangasinan, Pinablin Dalin" published by the Pangasinan Historical and Cultural Commission in 2015, ancient Pangasinenses knew of seven types of banana. These are:

1. andi-poso - big banana called tonduques

2. balayang - banana with seeds

3. bongolan - a type of banana that gives off good smell

4. galayan - a type of big banana

5. kokoyot - wild banana with black seeds

6. malatandok - a type of banana akin to the horn of a goat

7. seba - bishop banana

There is even the term, dosol, an herb that resembles plantain.

“Tiwala” – isang salita na may anim na letra ngunit walang katumbas ang halaga kaya’t hindi basta-basta ipinagkakatiwala. Iyan ang regalong natanggap ng ating mga bagong halal na barangay officials, lalo na ang mga Sangguniang Kabataan (SK) official, mula sa ating mga kababayan, partikular na yaong mga nasa murang edad.

 

Sa kanila ay nakahanap ng bagong pag-asa – pag-asang mapakinggan, madamayan, at maipaglaban.

 

Sa libu-libong kabataan sa kani-kanilang barangay, iisang chairperson at pitong kagawad lamang ang napiling kinatawan. Kaya’t sa kanilang pag-upo sa puwesto, huwag nawa nilang kaligtaan ang mga pangako at platapormang binitawan.

 

Bilang nabansagang “pag-asa ng bayan,” panahon na para mas maipakita nila ang kanilang kakayahan at katapangan upang maging mga modelo sa susunod pang henerasyon. Mabigat man ang kanilang magiging responsibilidad bilang miyembro ng SK, kami’y nagagalak at hindi sila nagdalawang isip na sumubok at tumanggap ng hamon upang pagsilbihan ang ating pinakamamahal na bayan at mamamayan.

Noong November 21, ang mga scholar ng LGU ay nagtipon sa Pavilion 1 ng Saint Vincent Ferrer Prayer Park para sa Educational Financial Assistance payout na inorganisa ng Local School Board (LSB) katuwang ang Treasury Office. May 1,000 na PSU college students ang tumanggap sa handog na tulong ng Lokal na Pamahalaan para sa kanilang pag-aaral.

Ang LGU-Bayambang ay muling nagapasalamat kina G. Joey Ferrer at Gng. Sofia Ferrer ng Roxas St., Bayambang, Pangasinan at Pittsburg, California, USA, sa kanilang latest na mga donasyong libro. Kabilang sa mga napili nilang benepisyaryo ang Municipal Library, Bayambang National High School, St. Vincent Catholic School, Nalsian Elementary School, at mga pribadong indibidwal. Dusoc CDC Learners, Nag-storytelling Activity

 

Ang mga munting learner ng Barangay Dusoc Child Development Center (CDC) ay nakinig sa mga makabuluhang kuwentong hatid ng Municipal Public Library, sa isang storytelling activity na ginanap noong Nobyembre 24, bilang parte ng pagdiriwang ng 64th Library and Information Service Month. Naging storyteller sina Gng. Iluminada Mabanglo na Presidente ng FSCAB at ang grand winner ng Little Mr. Bayambang na si Sven Alchemist dela Cruz.

RHU III, Nag-Blood Drive sa Caturay

 

Muling nagconduct ang RHU III noong November 8 ng isang mobile blood donation drive kasama ang Region 1 Medical Center sa Brgy. Caturay, kung saan nagkaroon ng 26 registrants at 12 successful blood donors. Nagpakain naman ang Brgy. Caturay Council sa mga donor at staff. Ito na ang panghuling barangay na inikutan ng RHU sa taong ito, at sa kabuuan, sila ay nakakolekta ng 155 blood units.

 

1 Rabies Mortality, Naitala ng DOH sa Bayambang sa 2023

 

Isang kaso ng rabies death ang naitala ng DOH sa bayan ng Bayambang kamakailan, matapos ang tatlong taon na walang rabies cases. Ang pasyente ay isang anim na taong gulang na batang lalaki na nakagat ng aso tatlong buwan na ang nakakaraan bago ito nagkaroon ng sintomas. Sa kasamaang palad, huli na nang ito ay isugod na ospital, kung saan siya ay binawian ng buhay.

 

Ipinapaala ng Municipal Health Office sa lahat na MAHIGPIT NA IPINAGBABAWAL NG BATAS ang mga pagala-galang alagang aso at hindi pagtali sa mga ito. Kailangan din na kaagad magpabakuna sa RHU I o BDH ang sinumang makagat ng aso o pusa upang maiwasan ang rabies na isang sakit na WALANG GAMOT at kapag hindi naagapan ng bakuna ay NAKAMAMATAY.

Nag-organisa ng isang Training-Workshop ang Nutrition Office ukol sa Nutrition in Emergencies (NIE) noong November 16 at 17 sa Mayor's Conference Room. Refresher Course para sa CDWs

 

Isang "Refresher Training on Proper Nutritional Assessment of Children" ang ibinigay ng MNAO at RHU para sa mga Child Development Workers noong Nobyembre 4 sa Events Center. Ito ay para masiguro na sumusunod sila sa protocol ng pagkuha ng weight at height ng mga daycare learners. Naging facilitator sina MNAO Venus Bueno, RHU III Nurse Lady Philina Duque, at DNPC Imelda de Guzman.

 

Quick Response Team, Sumabak sa Psychosocial Intervention Training

 

Sumabak ang Quick Response Team ng LGU sa isang "Psychosocial Intervention & Support Training." Dito ay tinalakay ang mga prinsipyo at paraan ng pagtugon sa mga pangangailangan ng mga taong may mental health o psychosocial concerns sa panahon ng kalamidad. Ang training ay ginanap sa Mayor's Conference Room mula November 7 hanggang 9, kung saan naging resource speaker sina Maricel Caleja at Mark Anthony Ballan ng DSWD.

 

Larong Pinoy at Health Eating Lecture para sa mga Daycare

 

Bilang parte pa rin ng selebrasyon ng National Children's Month 2023, nag-organisa ang Municipal Nutrition Action Office ng "Larong Pinoy" at nagsagawa ng isang "Lecture on Healthy Eating for the Overweight CDC Learners." Dito ay ipinamalas ng mga tsikiting ang liksi sa Calamansi Relay, at galing sa paggiling sa Hula Hoop Competition. Namigay din ang MNAO ng mga healthy food sa mga bata, at saka badminton at hula hoop set para maenganyo silang magkaroon ng regular na physical activity.

 

MNC TWG, Nagmomonitor para sa Search for Outstanding School in Nutrition

 

Nagsimula nang mag-ikot ang Technical Working Group ng Municipal Nutrition Committee para i-monitor ang mga public elementary school ng Bayambang sa kanilang Nutrition Program Implementation. Iniinspeksyon ng RHU, MNAO, Nutrition, MAO, at DepEd nurses kung nasusunod ba ng mga paaralan ang Healthy Options in School Canteen (ayon sa DepEd Order No. 13, series of 2017), Water Sanitation and Hygiene o WASH Program, at Gulayan sa Paaralan Implementation.

Palarong Pinoy ng Nutrition Office, Dinala sa mga Piling CDC

Nag-ikot ang Nutrition Office sa piling mga Child Developmental Center para magconduct ng Palarong Pinoy upang tumatak sa isip ng mga obese at overweight na kabataan ang importansya ng physical activities at healthy lifestyle. Ang mga CDC learner ay sumali sa mga larong Calamansi Relay, Hula Hoop, at Stop Dance, at nakinig sa lecture ukol sa "Pinggang Pinoy" o healthy food plate for Filipinos.

Naging overall champion ang Team Sinaglahi sa katatapos na LGU Sportsfest 2023 na inorganisa ng Municipal Physical Fitness and Sports Development Council. Ito ay matapos masungkit ng Sinaglahi team ang championship sa Men's Basketball, Laro ng Lahi, at Hiphop Dance Competition. Nakuha naman ng Tea Mandirigma ang championship sa Women's Volleyball. 1st Runner-up naman ang Team Masigasig, 2nd Runner-up ang Mandirigma, 3rd Runner-up ang Luntian, at 4th

Mga Chikiting ng LGU Employees, Naki-Trick or Treat

 

Nabalot ang Events Center ng katata-cute-tan sa ginanap na LGU Trick or Treat para sa mga chikiting ng LGU employees noong October 27. Ito ay inorganisa ng Administrator's Office sa tulong ng Nutrition Office. Masayang naki-trick or treat ang mga bata sa iba't-ibang opisina ng Munisipyo, at nagparamihan ng nakolektang kendi. Naging highlight ng okasyon ang kanilang pagrampa sa kani-kanilang napiling Halloween costume. Ang mga nagwagi ay nakatanggap ng cash prize.

 

Distribusyon ng ECCD Checklist

 

Noong November 4, ipinamahagi ng MSWDO ang Early Childhood Care and Development (ECCD) Checklist sa lahat ng 74 accredited Child Development Centers ng Bayambang. Ang ECCD Checklist ay isang assessment tool para makita development ng mga daycare learners sa pitong aspeto.

 

 

CDLs, Grade 5 &6, Bumida sa Children's Month 2023

 

Nagpakitang-gilas sa iba't-ibang angking talento ang mga bibung-bibong Child Development Learner (CDL) at Grade 5 at Grade 6 pupil sa tatlong patimpalak, ang Talumpati, Folk Dance, at Monologue, na ginanap noong November 14 sa St. Vincent Ferrer Prayer Park. Ito ay inorganisa ng MSWDO kaugnay ng selebrasyon ng National Children's Month na may temang, "Healthy, Nourished, Sheltered: Ensuring the Right to Life for All."

 

Salamat, Radiant Balon Bayambang Eagles Club!

 

Nagpapasalamat ang LGU, sa pamamagitan ng Mayor's Action Center at Nutrition Office, sa Radiant Balon Bayambang Eagles Club, sa pangunguna ng kanilang mga club president na sina former Municipal Administrator, Atty. Raymundo Bautista Jr., Germaine Lee Orcino, at Ryan Amir Tahanlangit, sa kanilang financial assistance para sa isang batang may medical condition.

 

May Ice Cream Treat sa Lahat ng Barangay

 

Noong November 17, ipinagdiwang ang kaarawan ni former Mayor Cezar T. Quiambao at anibersaryo ng kanyang kasal kay Mayor Niña Jose-Quiambao sa pamamagitan ng isang misa at simpleng selebrasyon sa Balon Bayambang Events Center. Ang Bayambang First Couple ay namigay din ng ice cream gawa ng Bani Delicious Ice Cream sa lahat ng barangay noong November 15, 16, at 17.

 

 

Pamamahagi ng Pamaskong Handog 2023, Sinimulan na

 

Nag-umpisa na noong November 20 ang pamamahagi ng Christmas packages para sa 31,539 households para sa Pamaskong Handog 2023 na hatid ng Kasama Kita sa Barangay Foundation at Niña Cares Foundation mula sa sariling bulsa ni Mayor Niña Jose-Quiambao at ng kanyang kabiyak na si Dr. Cezar Quiambao. Nauna nang bigyan ng Christmas package ang Barangay Ambayat 1st, Ambayat 2nd, Wawa, Pugo, at San Vicente.

 

LGBTQI Assoc., Nakipagtulungan sa Kampanya Laban sa HIV

 

Nagkaroon ng isang seminar ukol sa HIV-AIDS Awareness noong Nov. 29, sa Balon Bayambang Events Center, sa inisyatibo ng MSWDO-Local Population Office sa pakikipag-ugnayan sa LGBTQI Association of Bayambang at RHU. Tinalakay dito ang ukol sa pagsugpo at pag-iwas sa sakit na HIV-AIDS at ang kahalagahan ng regular na screening. Nagsagawa naman ang RHU I ng libreng HIV testing para sa ilang attendees.

 

Mga Tsikiting, Nakipagdayalogo kay Mayor Niña sa SOCA 2023 

 

Ang National Children’s Month celebration ay nagtapos sa taunang State of the Children's Address ni Mayor Niña Jose-Quiambao. Dito ay kanyang ipinahayag ang mga nagawa ng administrasyon para sa pagsulong ng mga karapatang pambata sa larangan ng kalusugan, edukasyon, partispasyon, at proteksyon. Nakipagdayalogo pa si Mayor Niña ng mga kabataan ukol sa iba’t-ibang paksa.

Ang Local Civil Registry Office, sa pakikipag-ugnayan ng Philippine Statistics Authority (PSA), ay nag-award ng mga birth certificate sa mga residente ng Brgy. Sanlibo, Caturay, Inanlorenza, at Idong. Ang awarding ceremony ay ginanap sa Brgy. Sanlibo Covered Court noong November 22. May 58 beneficiaries ang nakatanggap ng birth certificate in security paper na inisyu ng PSA ng libre para hindi na sila gumastos at pumila pa sa PSA Calasiao.

Bayambang ESWMO, Isa sa 6 Lamang na Compliant ESWMO sa Buong Pangasinan

 

Ang Bayambang ESWMO ay isa sa anim lamang na compliant sa ESWMO sa buong probinsya ng Pangasinan, matapos ang monitoring ng DENR-EMB 1 sa mga 10-Year Solid Waste Management Plan ng mga LGU sa Pangasinan. Ito ay matapos maisakatuparan ng EWSMO-Bayambang ang lahat ng sampung component ng naturang SWM Plan. Ang finding na ito ay iprinisenta ng DENR-EMB 1, noong 4th Quarter Meeting ng Provincial Solid Waste Management Board sa kapitolyo.

 

 

Quinto, Bagong PAENRO President

 

Inihalal bilang bagong Presidente ng Pangasinan Environment and Natural Resources Organization si Bayambang MENRO Joseph Anthony Quinto para sa taong 2024 hanggang 2025. Ito ay ginanap sa pulong ng Provincial Solid Waste Management Board noong Nobyembre 23 sa Kapitolyo, kung saan iniulat din na compliant ang ESWMO-Bayambang sa sampung indicators base sa RA 9003, at isa ang Bayambang sa anim lamang na mga compliant LGUs.

Ating Pambato sa Global IT Challenge 2023, Bronze Awardee

 

Nag-uwi ng bronze award ("Good") ang mga suportado ng LGU-Bayambang sa Global IT Challenge for Youth with Disabilities 2023 na ginanap sa Abu Dhabi, UAE mula October 23 hanggang October 27, para sa kanilang presentation na "eCreative_Smart Car." Kabilang sa winning team sina Mark John Reynosa at kanyang coach na si Mr. Raffy Carungay ng Bayambang National High School. May 461 participants mula sa 18 na bansa ang naturang kumpetisyon.

 

Newly Elected SK Chairpersons, Umattend sa Unang Batch ng Training

 

Ang mga bagong halal na 77 Sangguniang Kabataan (SK) Chairperson ay umattend sa unang batch ng SK Mandatory Training noong November 8, sa Balon Bayambang Events Center, bilang pagtalima sa isang requirement para sa mga bagong halal na SK officials bago magsimula sa kanilang tungkulin, alinsunod sa Republic Act 10742. Ang training ay inorganisa ng LGU-Bayambang sa pamamagitan ng LYDO at DILG.

Walang tigil ang mga departmento at ahensya sa pagbibigay serbisyo publiko, kahit sa mga araw na walang pasok.

 

Maraming salamat po sa lahat ng nagtrabahong mga miyembro ng MDRRM Council at mga ahensya ng gobyerno upang siguradong maging ligtas, malinis, at mapayapa ang halalan sa pamamagitan ng maayos na koordinasyon at mabilis na pagtugon sa anumang pangangailangan.

 

 

BSKE at Undas 2023, Zero Casualty

 

Dahil sa pagkakaisa at pagtutulungan ng lahat ng departamento ng LGU at iba't ibang ahensya ng gobyerno, walang naitalang anumang casualty sa pagsasagawa sa Bayambang ng Barangay at Sangguniang Kabataan Elections 2023 at Undas 2023. Nagpapasalamat ang LGU sa lahat ng mga nagtrabahong teacher, LGU employee, pulis, kawal, bumbero, at civilian volunteers upang maging matagumpay, maayos, at ligtas ang halalan at pagdiriwang ng Undas.

 

 

Isa na Namang Traffic Enforcer, Nagbalik ng Napulot na Salapi

 

Isa na namang traffic enforcer ng Bayambang Public Safety Office ang kusang nagbalik ng napulot na pera.

Noong October 28, nakapulot ng P3,000 in cash si BPSO Traffic Enforcer Joan Perfecto Ceralde habang siya ay naka-duty, at ito ay agad na naibalik kay Ms. Cherry Zarate sa araw ding iyon.

Local Rice Farmers, Nagtapos sa FFS at Rice Derby WS 2023

 

Noong Nobyembre 11, nagtapos ang mga local rice farmers na nag-enroll sa Farmers' Field School at Rice Derby for Wet Season 2023 sa isang seremonyang inorganisa ng Municipal Agriculture Office sa Brgy. Dusoc Covered Court. Naging panauhin sina Vice-Mayor Ian Camille Sabangan at Dusoc Punong Barangay Ricky Penullar. Nagwagi ang seed variety na TH-82 na produkto ng SeedWorks bilang pinakaangkop sa lokal na klima, at ito ay umani ng 5.1 tons/hectare.

 

NIA at Consultants, Nag-validate sa Bayambang Pump Irrigation Project

 

Noong Nobyembre 23, isinagawa ang pag-validate ng Bayambang Pump Irrigation Project ng National Irrigation Authority (NIA) at kanilang mga consultant. Layon nito ang pagsusuri sa Detailed Engineering ng Pump Site at Social and Environmental Impact Assessment (SEIA) ng proyekto.

Ang DA-PhilRice ay muling dumating sa Bayambang upang magbigay ng isa na namang workshop, ang RiceBIS 2.0 Bayambang Site Working Group (SWG) Workshop and Program Launching noong Nobyembre 28 sa St. Vincent Ferrer Prayer Park. SLP Micro-Enterprise Enhancement & Basic Business Management Training

 

Sa pag-oorganisa ng DSWD kasama ang MSWDO, nagkaroon ng Micro-Enterprise Enhancement cum Basic Business Management Training ang mga miyembro ng Technical Working Group ng Sustainable Livelihood Program sa Pavilion 1 ng Saint Vincent Prayer Park noong November 14. Sa pamamagitan ng mga bagong kaalaman sa pamamahala ng negosyo, nagkaroon ang mga participants ng mga ideya kung paano patakbuhin at palakasin ang kanilang pinasok na maliit na negosyo.

May 105 na graduate ng PSU-Bayambang Campus ang napiling benepisyaryo ng DSWD Cash-for-Work Program. Mga Sikat na Rider-Vloggers, Narito para sa Kick-off ng Philippine Adventure Ride

 

Noong Oktubre 24, sama-samang bumisita sa Bayambang ang mga pinakasikat na motorcycle vloggers ng bansa para sa pagbubukas ng Pangasinan leg ng Philippine Motorcycle Tourism, isang aktibidad ng Philippine Tourism Board upang ipromote ang angking kagandahan ng ating bansa, safe driving, at pangangalaga sa kalikasan. Ang mga vloggers na sina Jet Lee, Lady Rider, Zara Moto, at iba pa, kasama ng kanilang mga followers, ay bumisita sa mga tourist sites sa Bayambang at nagtipon-tipon sa St. Vincent Ferrer Prayer Park para sa kick-off ceremony, bago tumulak sa ibang destinasyon sa probinsya.

 

Usapang SingKapital 2023, Naging Mainit-init sa Live Talk Show

 

Naging punung-puno ng impormasyon sa lokal na kasaysayan at mainit na talakayan ang Facebook Live talk show na tinaguriang "SingKapeTalk" bilang simpleng paggunita ng SingKapital 2023 noong ika-12 ng Nobyembre 12 sa Municipal Museum. Ito ay inorganisa ng MTICAO sa pangunguna ni Dr. Rafael Saygo, sa tulong ng Museum, BPRAT, at ICTO. Tinalakay nina Dr. Clarita Jimenez, Prof. Januario Cuchapin, Dr. Leticia Ursua, at PIO Resty Odon kung ano nga ba ang SingKapital, bakit kinakailangan itong gunitain taun-taon, at anu-ano ang mga kuwentong kaakibat o nakakabit dito.

 

Japan-Inspired Paskuhan sa Bayambang, Pumatok sa Lokal sa Turista

 

Ang pagbubukas ng Paskuhan sa Bayambang sa taong ito ay naging kakaiba, dahil ito ay inspired ng mga anime characters mula sa mga sikat na pelikulang gawa ng Studio Ghibli ng Japan. Kaya naman naging isang Ghibli-inspired theme park ang Municipal Plaza noong November 17, at ito ay dinagsa ng maraming bisita.

 

Isa sa mga tampok sa pagbubukas ng mala-Ghibli na theme park ay isang cosplay competition, kung saan higit sa singkwenta katao ang sumali.

Bumisita noong November 23 ang GMA TV upang itampok ang mga feature ng Ghibli-inspired Paskuhan sa Bayambang 2023. Ang kanilang coverage ay napanood ng live sa Mornings at GMA Regional TV at maging sa national TV at sa 24 Oras.

Ang Municipal Project Management and Implementation Unit (MPMIU) para sa Scale-Up Phase ng DA-Philippine Rural Development Project ay nagsagawa ng isang Joint Technical Review kasama ang mga key personnel ng PRDP. Ito ay kaugnay ng Road Opening at Concreting ng Pantol-to-San Gabriel II Farm-to-Market Road with Bridges project, at Construction of Bayambang Onion Cold Storage Facility project. Ang Joint Review ay ginanap noong November 21-24, sa Monarch Hotel, Calasiao, Pangasinan.

Mga Bayambangueño, Nasasanay Maging Listo sa Paglahok sa NSED

 

Sa huling quarter ng taon, muling nakiisa ang bayan ng Bayambang sa National Simultaneous Earthquake Drill (NSED). Ito ay ginanap noong November 9, kung saan kabilang ang mga kawani ng munisipyo, lahat ng public at private elementary at high school, lahat ng opisyales ng 77 na barangay, at lahat ng daycare centers. Ang earthquake drill ay inorganisa ng MDRRMO, kasama ang PNP at BFP.

Bagong Halal na Barangay Officials, Pormal na Nanumpa

 

A. Pormal nang nanumpa ang mga bagong halal na opisyal ng 77 barangay ng Bayambang, kabilang ang 38 na mga bagong kapitan, sa ginanap na Oath-Taking Ceremony noong November 15 sa Events Center. Ang seremonya ay pinangunahan nina Mayor Niña Jose-Quiambao, Vice Mayor Ian Camille Sabangan, at ang lahat ng miyembro ng Sangguniang Bayan.

 

B. Kasabay nito ay ang pagpaparangal sa 17 Punong Barangay na nakatapos ng tatlong termino sa serbisyo, bilang pasasalamat ng Lokal na Pamahalaan sa kanilang serbisyo.

 

C. Kinahapunan naman ay nanumpa rin ang mga bagong halal na Sangguniang Kabataan officials sa parehong venue.

LGU Employees, Umattend ng Cybersecurity Awareness Seminar

 

Dahil sa paglipana kamakailan ng iba't-ibang uri ng cybersecurity attacks sa mga government agencies, nagbigay ng isang seminar si ICT Officer Ricky Bulalakaw ukol sa Cybersecurity Awareness noong Oktubre 25 sa Balon Bayambang Events Center at online para sa lahat ng kawani ng LGU. Ang mga bagong kaalamang natutunan ay malaking tulong upang makaiwas ang LGU sa anumang uri ng cybersecurity attack at maging maingat ang lahat sa pag-handle ng mga impormasyong ibinigay sa publiko.

Ang Odyssey Hub, isang wellnesss firm mula sa Baguio City, ang naging resource person. Ang propesyunal at personal na paglago ng mga kawani ay inaasahang mauuwi sa paghahatid ng total quality service sa lahat ng Bayambangueño.

Si Special Assistant to the Mayor, Dr. Cezar Quiambao, ay isa sa mga naging panauhing pandangal sa makasaysayang Paglagda sa Joint Venture at Toll Concession Agreements sa pagitan ng Lalawigan ng Pangasinan at San Miguel Corporation, para sa pagpapatupad ng Pangasinan Link Expressway (PLEX) Project. Ginanap ang MOA Signing sa pangunguna ni Gov. Ramon Guico III at SMC President at CEO Ramon Ang noong Oktubre 19 sa Kapitolyo. Tuluy-tuloy ang Assessor's Office sa pag-iissue ng tax declaration para sa mga bagong naitayong istraktura, mapa-residential man o commercial building. Noong November 22, ang Municipal Assessor's team ay umikot sa Brgy. Tococ, Hermoza, at Tatarac. Ipinapaalam ng Assessor's team sa mga ating kababayan na ang pagbabayad ng amilar at iba pang buwis ay isang obligasyon ng lahat ng residente.

Motorpool Update: 453 Lehitimong Traysikel, May Bago nang Kulay at Sticker

 

Sa ulat ng Motorpool, mahigit sa 453 traysikel na may prangkisa ang napinturahan at nabigyan na ng sticker. Ito ay bahagi ng hakbang ng lokal na pamahalaan upang mapadali ang pagkilala sa mga lehitimong traysikel. Layunin nito na mapanatili ang kaayusan at kaligtasan ng mga pasahero at drayber sa pamamagitan ng pagsunod sa mga regulasyon ng traysikel sa bayan.

 

Motorpool at Engineering, Nagsasanay ng SMAW Students

 

Ang mga mag-aaral ng Shielded Metal Arc Welding o SMAW sa Tanolong National High School ay kasalukuyang sumasailalim sa praktikal na pagsasanay sa Municipal Motorpool at Engineering Office. E-Agro Entry ng Bayambang, Kampeon sa Region I Agri Symposium

 

Isang entry ng LGU-Bayambang ang napiling kampeon sa ginanap na agri symposium sa Ilocos Sur mula October 19 hanggang 20: ang 8th Regional Agriculture and Fisheries Extension Network (RAFEN) 1 Symposium. Ang winning thesis paper at oral presentation ay pinamagatang, "E-Agro: A Platform that Provides Assistance to All Farming Needs at One's Fingertips." Ito ay matagumpay na dinipensahan ni Catherine Quilantang kasama ang iba pang staff ng MAO, at BPRAT, E-Agro, at MAFC. Ang naturang thesis ang napili ng mga hurado out of 7 LGUs at ito ay nagwagi ng P20,000 cash prize.

 

 

LGU-Bayambang, Isa sa 20 Outstanding MADACs ng Pangasinan

 

Congratulations sa LGU-Bayambang dahil isa ito sa 20 lamang na may Most Outstanding City or Municipal Anti-Drug Abuse Councils sa buong Pangasinan. Ang Bayambang MADAC ay nagtamo ng 100 o High na Functionality Score sa Year 2022 Performance Audit, kaya good job sa lahat ng bumubuo ng MADAC sa pamumuno ni Mayor Niña Jose-Quiambao, kabilang ang PNP, MLGOO, SB, RHU, MSWDO, at CSOs kabilang ang Kasama Kita sa Barangay Foundation at religious sector.

 

LGU-Bayambang Passes the Child-Friendly Local Governance Audit for 2022!

 

Congratulations sa LGU-Bayambang sa pagkakapasa nito sa Child-Friendly Local Governance Audit sa taong 2022, ang isa sa pinakamahirap na ipasang audit ng DILG. Ito ay naging posible dahil sa child-friendly na polisiya ng Team Quiambao-Sabangan at pagpupunyagi ng Local Council for the Protection of Children, sa pangunguna ng MSWDO.

 

LGU-MNC, Muling Humakot ng Awards sa Regional Level

Muling humakot ang LGU-Bayambang ng mga award sa katatapos na Gawad Parangal ng Nutrisyon-Rehiyon Uno 2023 noong Nobyembre 23, sa Bauang, La Union. Kabilang dito ang main award na Green Banner Seal of Compliance for Nutrition, kung saan ang LGU ay may 96.78% na score, at ito ay tinanggap ng Bayambang Municipal Nutrition Council Chairperson na si Mayor Niña Jose-Quiambao sa pamamagitan ni Vice-Mayor IC Sabangan. Itinanghal na kampeyon naman si Bayambang MNAO Venus Bueno bilang 2022 Local Nutrition Action Officer of the Year-Region 1. Mayroon ding special awards ang LGU na LGU First 1000 Days (F1K) Adopter, LGU with Established Nutrition Office, at Consistent Reduction on Prevalence Rates.

 

RHU I Nurse, 3rd Placer sa Poster & Slogan Contest

 

Nanalo si RHU I nurse Mark Darius Gragasin ng 3rd Place sa ginanap na Poster & Slogan-Making Contest for Newborn Screening Facilities in Region 1 and 2 na isinagawa ng Newborn Screening Center - Northern Luzon noong November 21.

 

RHU, Top 3 sa Region I sa Most Number of Children Vaccinated

 

Ang mga Rural Health Unit ng Bayambang ay kinilala bilang isa sa Top 3 Cities and Municipalities sa buong Region 1 na may Most Number of Children Vaccinated for FIC or Fully Immunized Child. Tinanggap ni G. Jessie Herrera ang parangal mula kina DOH Regional Director, Dr. Paula Sydiongco at District Nurse Supervisor Mark Ivan Caisip.

 

Bayambang, Top 3 sa Innovation sa Region I, at Top 10 sa Resiliency Nationwide

 

Ang LGU-Bayambang ay muling nagwagi sa ginanap na regional awarding para sa Cities and Municipalities Competitiveness Index ng Department of Trade and Industry nitong November 23, sa La Union Convention Center, Brgy. Sevilla, City of San Fernando, La Union. Ang karangalan ay tinanggap ni OIC-Municipal Planning and Development Officer, Ma-lene Torio, kasama si Budget Deputy Officer Princess Sabangan, para sa pagiging Top 3 ng LGU-Bayambang sa Innovation sa Region I at Top 10 naman sa Resiliency nationwide sa mga 1st to 2nd class municipality.

 

 

 LGU-Bayambang, 100% Scorer Muli sa ADAC Awards

 

Noong November 24, muling iginawad ng DILG sa bayan ng Bayambang ang isa na namang Regional Anti-Drug Abuse Council (ADAC) Performance Award matapos makatanggap ng 100% assessment score ang bayan sa 2023 ADAC Audit at Peace and Order Council (POC) Audit ng ahensya. Ang karangalan ay tinanggap ni Municipal Councilor Martin Terrado II sa ngalan ni Mayor Niña Jose-Quiambao, kasama si Municipal Local Government Operations Officer Johanna Montoya, sa San Fernando, La Union.

 

 Bayambang MDRRMC, May Pangatlong Gawad KALASAG

 

Muling nasungkit ng LGU-Bayambang, sa pamamagitan ng MDRRM Council, ang Gawad Kalasag mula sa National Disaster Risk Reduction and Management Council sa ikatlong pagkakataon. Isa ang Bayambang sa 723 lamang na "Fully Compliant LGUs.” At ngayong taon, tatlo lamang ang ginawaran ng naturang parangal sa buong probinsya ng Pangasinan.

Isang pampublikong pagdinig ang isinagawa ng Sangguniang Bayan noong Nobyembre 7, para sa "Ordinansa na Nagdedeklara ng Pansamantalang Pagsasara ng Bahagi ng Quezon Blvd., sa Harap ng Commercial Strip hanggang sa Kanto ng Roxas St., mula Alas Kuwatro ng Hapon hanggang Alas Dose ng Hating-Gabi ng Nobyembre 17, 2023 hanggang Enero 14, 2024 para sa Isang Night Market/Bazaar."

 

Bagong SK Federation President, Pormal nang Umupo

 

Ang bagong Pangulo ng Sangguniang Kabataan Federation na si Hon. Marianne Cheska B. Dulay ay pormal nang umupo bilang ex-officio member ng Sangguniang Bayan noong Nobyembre 20, sa ginanap na regular session sa SB Session Hall. Siya ang magiging pinuno ng Komite para sa Pag-unlad ng Kabataan at Sports, na dati ay pinamumunuan ni former SK Fed Pres. Gabriel Tristan P. Fernandez.
