One day, while discussing with some people (retired academic types) how a painting should be framed properly for a museum, someone used the word lapok-lapok (or is that lapak-lapak?) to describe the result of an ill-framed canvas, saying the canvas ended up somewhat flapping.

I was listening intently as everyone asked further questions on the issue to understand the problem at hand more clearly.

From the ensuing exchange, I heard someone utter a synonym, a word that I had never heard before: Was the canvas linmundo? 

Then someone asked whether it was linmaylay and alaylay. 

And then another said, maybe it was linmuslos and aluslos. 

And I think I heard at least one more word or two (aluyloy and linmuyloy), and it turned out in the end that these words were all synonymous, most likely each word having a more specific meaning that escapes me for now.

Other words that came up are taoy-taoy, manlanger, tanger-tanger, and manwatil, but they are on the extreme edge of things flapping, these ones with the added element of moving to and fro while hanging about.

This unexpected exchange reminds us yet again how the Pangasinan language abounds with synonyms for certain ideas or concepts -- in a rather exuberant way. ...I mean, let's face it, compared to Tagalog and other languages, or even English.

Bayambang, dapat alam mo na, upang mapanatiling malinis at maayos ang ating kapaligiran, ipinatutupad ang sumusunod na alituntunin sa pagtatapon ng basura:

 

1. Huwag ibaon sa lupa ang mga diaper at sanitary napkin. Ang mga ginamit na diaper at sanitary napkin ay ilalagay sa sako at isasabit sa lugar na hindi maaabot ng aso.

 

2. Mahigpit na ipinatutupad ang waste segregation sa pinagmumulan:

 

- Ang biodegradable waste ay hindi na kokolektahin. Ito ay dapat itapon sa compost pit, hardin, o sa itinakdang community composting area.

 

3. Ang lahat ng residual waste at special waste (battery, light bulbs, eletronic appliances) ay dadalhin sa MRF o Material Recovery Facility sa Brgy. Telbang para sa tamang pagtatapon.

 

4. Ang mga recyclable waste ay mananatili sa bawat tahanan o dadalhin sa Barangay MRF.

 

5. Huwag magsunog ng basura.

 

6. Huwag magtapon ng basura sa mga bakanteng lote.

 

Dapat alam mo na tayong lahat ay may malaking papel sa kalinisan ng ating bayan.

 

Sama-sama nating isulong ang maayos na pamamahala ng basura tungo sa isang mas malinis at mas ligtas na komunidad.

 

Ang lahat ng ito, Bayambang, ay dapat alam mo!

1. Bayambang, Pasok sa Top 5 Most Business-Friendly Municipalities!

 

Sa unang pagkakataon, napabilang ang bayan ng Bayambang sa Top 5 Most Business-Friendly LGU Awards sa Municipality Level 1 Category nationwide! Ito ay isang mahalagang pagkilala sa business practices, social services, at infrastructure development sa bayan ng Bayambang at ang kontribusyon natin sa ekonomiya ng bansa, partikular na sa pagdami ng investors at pagtaas ng employment rate. Ang patimpalak para sa taong 2024 ay inorganisa ng Philippine Chamber of Commerce and Industry o PCCI.

2. LCR Info Drive, Nagpatuloy sa Idong

 

Noong September 17, nagpunta ang LCR sa Idong Elementary School upang magsagawa ng info drive ukol sa tamang pagrerehistro at magbigay ng updates ukol sa PSA memorandum circulars. Dahil dito, mas napalawak pa ang kaalaman ng mga residente roon ukol sa civil registration at nakatulong na maiwasan ang anumang pagkakamali sa mga civil registry records.

 

 

3. LGU, Nakilahok sa Enhanced LDRRMP Training

 

Aktibong sumali ang LGU  sa isang training ukol sa Enhanced Local Disaster Risk Reduction and Management Plan noong September 15-19 sa Dagupan City. Layunin ng training na palakasin ang kaalaman at kakayahan ng mga lokal na pamahalaan sa pagpapatupad ng Local DRRM Plan, kabilang ang prevention and mitigation, preparedness, response, at rehabilitation and recovery. Binigyang-diin din ang tamang paglalaan ng pondo, monitoring, at evaluation.

 

 

4. MDRRMO, Nakilahok sa Rescue March Challenge

 

Lumahok ang MDRRMO-Bayambang sa Rescue March Challenge sa San Carlos City noong September 22, na naglalayong paigtingin ang kahandaan ng local disaster responders. Ipinakita rito ng MDRRMO ang kanilang kakayahan at determinasyon sa mga hamon sa aspetong pisikal, teknikal, at mental, upang mapabuti ang kanilang disaster preparedness.

 

 

5. ESWMO Staff, Naging Malikhain sa Paggamit ng Recyclables

 

Isang staff mula sa ESWMO ang nagpakita ng pagkamalikhain sa pamamagitan ng pag-recycle ng ibinasurang plastic containers para gawing mga dustpan, na magagamit ng mga street sweepers ng departamento. Ang inisyatibang ito ay isang hakbang tungo sa mas eco-friendly na kagawian, sa pamamagitan ng recycling o up-cycling.

 

 

6. Mga NGOs, May Feeding Activity Muli

 

A. Ang Bayambang Matikas Eagles Club at Gabriel Medical Clinic ay nagsponsor ng isang feeding activity at namahagi rin ng bigas sa ilang residente ng Brgy. M.H. Del Pilar.

B. Isa pang feeding activity naman ang muling inisponsor ng Gabriel Medical Clinic at Gabs Pharmacy sa Purok 4, Brgy. Sancagulis para sa 200 undernourished at indigent beneficiaries. Ang mga ito ay isinagawa sa pakikipag-ugnayan sa Nutrition Office.

 

 

7. Mayor Niña, Pinangunahan ang PDRA para sa Bagyong "Nando"

 

A.     Pinangunahan ni Mayor Niña Jose-Quiambao ang isang Pre-Disaster Risk Assessment (PDRA) upang maghanda para sa bagyong "Nando" sa pamamagitan ng Zoom video noong September 21. Tinalakay sa pulong ang mga posibleng epekto ng bagyo, tulad ng pagbaha, at mga hakbang ng iba't ibang departamento at ahensya sa pagtugon at paghahanda.

 

B.     Sa araw ding iyon, nakipag-ugnayan ang MDRRMO sa mga Barangay DRRMC upang palakasin ang paghahanda laban sa posibleng epekto ng Supertyphoon 'Nando.' Nagsagawa sila ng inspeksyon sa mga flood-prone areas upang matiyak ang 24/7 na kahandaan ng mga komite at ang maayos na pamamahala ng mga evacuation center.

 

8. Relief Operations, Isinagawa Bunsod ng Bagyong 'Nando'

 

Sa direktiba rin ni Mayor Niña, agad na kumilos ang Municipal DRRM Council at Barangay DRRM Council members upang magsurvey at magmonitor ng mga nabahang residente at tinamong pinsala at maghatid ng ayuda sa mga tuluyang naapektuhan at nag-evacuate, matapos ang pananalasa ng supertyphoon 'Nando.'  Sa gabi ng September 23, namahagi ang MSWDO ng mga food pack sa mga residente ng Brgy. M.H. Del Pilar, Bongato East, at Bongato West at kinalaunan sa Bry. Tambac, Zone V, Iton, atbp. Nagbigay naman ang mga RHU ng leptospirosis prophylaxis, mga gamot, at bitamina.

 

 

9. Suporta sa Sektor ng Edukasyon, Patuloy

 

Patuloy ang pagbibigay-suporta ni Mayor Niña sa sektor ng edukasyon, sa pamamagitan ng Local School Board (LSB) gamit ang Special Education Fund. Noong September 23, itinurn-over ng LSB ang isang photocopier machine, na may kasamang isang toner cartridge, drum cartridge at printer ink, sa DepEd Bayambang II. Sa kabuuan, ang donasyon ay nagkakahalaga ng P84,160.

 

 

10. LGU at Federated PTA, Nakilahok sa Dayalogo

 

Nakilahok ang LGU at ang Municipal Federated Parents-Teachers Association (MFPTA) sa isang dayalogo ukol sa Basic Education Support and Shared Accountability na inorganisa ng DepEd Schools Division Office I Pangasinan noong September 19 sa Lingayen. Sa dayalogong ito, higit na napalakas ang komunikasyon at ugnayan sa pagitan ng DepEd SDO I Pangasinan at mga pangunahing stakeholders upang mas mapatibay ang implementasyon ng mga programang pang-edukasyon sa buong lalawigan.

 

 

11. 47 Farmers, Nagtapos sa School-on-the-Air Program

 

May 42 na lokal na magsasaka at limang empleyado ng Agriculture Office ang nagsipagtapos sa DA School-on-the-Air Masagana Rice Industry Program, sa graduation ceremony na ginanap sa Calasiao noong September 19. Layunin ng school-on-air program na maipamahagi ang dagdag-kaalaman sa mga magsasaka kahit nasa tahanan o bukid lamang. Kinilala ang MAO bilang pangalawa sa may pinakamaraming grumaduate sa buong rehiyon, at isa sa kanila ang nagtamo ng karangalan.

 

 

12. RHU I at III, Nagdaos din ng Buntis Congress

 

Matapos ang matagumpay na Buntis Congress 2025 ng RHU II, sumunod namang nagdaos ng sariling Buntis Congress ang RHU I at RHU III, upang palawakin ang kaalaman at kakayahan ng mga ina sa tamang pangangalaga sa kanilang sarili at kanilang mga anak. Naging sentro ng programa ang mga lektyur ukol sa prenatal care, kahalagahan ng pagbabakuna para sa proteksyon ng mga sanggol, oral health, at tamang nutrisyon at diet. Kabilang sa naging pakulo ang pagdaos ng Ms. Gandang Buntis 2025 beauty pageant.

 

 

13. 1,026 na Magsasaka, Tumanggap ng Food Assistance

 

Mahigit sa isang libong magsasaka sa Bayambang ang tumanggap ng food assistance sa isinagawang pamamahagi na pinangunahan ng DSWD at Pinoy Workers Partylist, sa pamamagitan ni Board Member Raul Sabangan. Ang mga magsasakang binigyan ng tulong ay yaong mga labis na naapektuhan ng pinakahuling kalamidad.

 

 

14. DOST at Bureau of Plant Industry, Naghandog ng Training sa Onion Farmers

 

Noong Setyembre 24, naghandog ng training ang Forest Products Research and Development Institute  ng DOST katuwang ang Crop Pest Management Division ng Bureau of Plant Industry para sa mga onion farmers at farmers’ cooperatives at farmers' associations ng Bayambang, kung saan ipinakilala ang paggamit ng tinaguriang Bamboo LIQUOR bilang organikong pesticide na makakatulong sa ligtas at sustenableng pagsasaka.

 

 

15. PRDP Sub-Project Pre-Construction Conference, Isinagawa

 

Noong September 24 to 26, ang LGU ay nagsagawa ng isang pre-construction conference para sa nalalapit na implementasyon ng DA-PRDP-World Bank sub-project na "Road Opening and Concreting of San Gabriel II to Pantol Farm-to-Market Road." Sa kumperensyang ito, siniguro na ang lahat ng involved sa sub-project pati na ang contractor nito ay lubos na nauunawaan ang scope of work, implementation schedule, roles and responsibilities, at iba pang technical at administrative concerns ng naturang sub-project.

 

 

16. Social Sector, Nag-update sa BPRAT

 

Ang mga miyembro ng social sector ng LGU ay nagbigay ng update sa Bayambang Poverty Reduction Action Team upang mamonitor kung nasaan na ba ang mga aktibidad at proyekto na nakahanay ayon sa Bayambang Poverty Reduction Plan. Sa pamamagitan ng regular na monitoring ng mga nasabing proyekto at aktibidad, nasisiguro na tuluy-tuloy ang implementasyon ng mga ito tungo sa pagkakapanalo ng Rebolusyon Laban sa Kahirapan.

 

 

17. Mini-Job Fair, May 59 HOTS

 

Isang mini-job fair na inorganisa ng PESO-Bayambang noong September 25 ang dinagsa sa Events Center.

Sa 171 na aplikante na nagparehistro, 59 sa kanila ang hired on the spot.

 

 

18. Bayambang Inter-District Basketball Tournament 2025, Nagsimula Na!

Noong September 27, opisyal nang nagsimula ang Bayambang Inter-District Basketball Tournament 2025 para sa mga kabataan sa Brgy. Bani Covered Court. Tampok sa programa ang makulay na motorcade, Oath of Sportsmanship, Selection of Best Muse, at Ceremonial Toss. Dinaluhan ito ng mga opisyal bilang suporta sa layuning itaguyod ang sportsmanship, talento, at pagkakaisa ng mga kabataan sa pamamagitan ng basketball.

 

 

19. Panibagong Responder para sa Oras ng Sakuna

 

Dahil sa tapat na pamamahala ni Mayor Nina, ang buwis ng taumbayan ay bumabalik din para sa kapakinabangan ng lahat. Noong September 25, nagkaroon ng isang blessing ceremony para sa isa na namang rescue vehicle responder, sa pangunguna ng MDRRMO. Ang bagong responder ay nagkakahalaga ng P2.488 million pesos, at pang-labing-limang responder na ng LGU.

 

 

20. GCash at SEE, Nagpromote ng Cashless Payments Gamit ang Paleng-QR PH

 

Sa kolaborasyon ng Office of Special Economic Enterprises, tinulungan ng GCash ang mga vendor sa public market at mga tricycle driver na magkaroon ng Paleng-QR PH codes na magagamit nila upang tumanggap ng digital payment mula sa kanilang mga mamimili noong September 25. Ang mga QR code ay magagamit ng kanilang mga customer upang magbayad, hindi lamang gamit ang GCash kundi kahit na anong digital payment na kasama sa Paleng-QR PH program. Ang Paleng-QR PH program ay programa ng Bangko Sentral at DILG upang palaganapin ang cashless transactions.

 

 

21. Kasunduan para sa 10MW Solar Plant, Nilagdaan ng CSFirst Green!

Noong September 23, lumagda sa isang 10-megawatt Renewable Energy Supply Agreement ang CENPELCO at CS First Green AID Inc., sa headquarters ng National Electrification Administration, na sinaksihan ni NEA Administrator Antonio Mariano Almeda. Ang proyekto, na itatayo sa bayan ng Bayambang, ay maghahatid ng maaasahan, episyente, at malinis na enerhiya para sa mga residente. Dumalo rin sa seremonya ang mga opisyal mula NEA, CENPELCO, at CSFirst Green na pinangunahan ni Dr. Cezar Quiambao.

Wanted: A Unifying Figure

Wanted: A Unifying Figure

(No thanks to sowers of division, the Philippines is now 3 to 5 different countries crying out for a unifying figurehead.)

Yesterday's rallies in the NCR illustrated in full view the multiple fragmentation of Philippine society. Unlike major rallies of yesteryears, there were, in fact, at least 4 competing rallies: one at EDSA Shrine ("Trillion Peso March"), another at Camp Aguinaldo near Corinthian Gardens, another in Luneta (should I remind everyone that it is officially called Rizal Park?), and another one at the Mendiola-Recto area, very near Malacañang Palace, let us point out.

All disparate segments of our society were there, politically speaking, from extreme left to center to extreme right, gathering together and crashing into each other quite literally. (Reminds me of that movie about New York City titled what else but "Crash.")

These multiple divisions are reflected in various posts on Facebook, with their ideas meeting and then clashing at the comment boxes. If you don't know where to stand, it is so easy to get lost. If you are currently noncommittal and open-minded like a potential MLM downline, then you are faced with the job of a surveyor -- listening to all sides for later consideration.

I love ideas, especially contrasting ideas, so it tickles me pink to see scenarios like a DDS member attending a PBBM rally, a Kakampink gatecrashing a DDS rally, and leftist militants attending mass or infiltrating any of the above.

But it is extremely concerning when things turn violent as in the case of masked boys in apparently well-coordinated shirts, a few of them prepubescent, all targeting the wrong targets: policemen, trailer truck, media, public infrastructure like traffic lights, private shops, a SOGO motel, for Pete's sake, even a poor nun (do they even know how these nuns take good care of people with nowhere else to go as part of their apostolate?)... Terribly wrong move.

I know these are serious and delicate times, so it's not time for jokes, but reading all those placard signs gave me a perversely good laugh. "Stop the Korap!", "Stop flexing our taxes!", "Palpak at Pahamak! Kurakot Managot!", "Managot ang Sangkot!", "I-cashback ang Kickback!", "Usigin, Panagutin ang Salarin!" Some protesters arriving in costumes turned the protest into a cosplay show.

Trust Pinoys to compose pitch-perfect rhymes, alliterations, and other rhetorical devices in the service of deep-seated anger and frustration. "40 (luxury) cars? Brother ko nga 3 lang ang brief!" says one of the wittiest and funniest ones.

But how much of all that emotion is truly righteous anger and how much of it is envy for the good fortune of others (with legitimately earned wealth)? I wonder.

Let's not forget that the date of September 21, 2025, was a Sunday and also a commemoration of the supposed declaration of martial law by Ferdinand Marcos.

In the midst of it all, a little homily from a priest I listened to online is highly instructive. "The corruption we see in our larger society is but a reflection of the corruption within each of us," he begins.

"How true," I said. For example, in our own little milieu, using a tiny office material or equipment, be it a staple wire, coupon bond, paper clip, or photocopier, for personal use is already a form of corruption. Using official time for personal purpose is already corruption. Big things start from little things. These little thefts and acts of estafa, when multiplied by the millions, are in fact damaging, but tell me who is not guilty of it? Those with conscience may pay back by giving them back in kind or by rendering unpaid work hours beyond official time.

But I thought, that doesn't mean we should just stay silent in the face of the large-scale larceny, right?

Besides, from the humble perspective of local government, I know how extremely difficult it is to dip your hand in the cookie jar, what with an accountant as leader armed with all those anti-corruption, good governance, and transparency best practices, and existing checks-and-balances, on top of higher-level regulatory controls and prosecuting agencies in place.

To name those I can recall:

- public hearings on budget,
- public budget deliberations,
- EOs issued by the mayor
- local resolutions and ordinances passed by the Sangguniang Bayan,
- Citizen's Charter as required by ARTA
- provincial-level review and approval
- COA
- Good Financial Housekeeping audit
- standard government procurement process per RA 12009,
- public bidding through the Bids and Awards Committe,
- an Internal Audit Unit,
- SGLG validation activities,
- an eagle-eyed and ever-vigilant MLGOO gently reminding about compliance to DILG circulars,
- provincial, regional, and national auditors giving surprise visits: if they are honest and smart, they can easily smell a rat,
- ISO-certified processes,
- Civil Service Commission,
- Office of the Ombudsman...

To carry out a perfect money heist, you will have to be in cahoots with people in some of these or all of these. To get an illicit job done, if you can get away with it at all, even with all those things firmly in place, you have to be one creative genius of an *** (expletive deleted)!

It is therefore truly revolting how those at the top can go scot-free so easily.

Again, it is so easy to get lost amidst all that noisy exchange between and among the various factions, on top of the ongoing online 'war' between the Tagalogs and the Bisaya. I kind of miss the times when there's a national figurehead everyone listened to. But now, these multiple voices are competing for attention and, in the end, we have one multiply fractured nation.

Oh, but there is hope among the young, like it has always been. But who are they listening to nowadays aside from those who call themselves woke (with the assumption that the rest of world are... asleep)? I heard they are partial to that One Piece figure represented by a symbol most of us, older ones, associate with poison. I hope there's someone from the center who will fill in the 'job vacancy' for them, someone who is calm and collected, who can rally everyone to help build a workable consensus, no matter how tenuous, out of our complex but divided community.

The Hidden Hands Behind (LGU) Events

Unless you have a coterie of servants and hirelings, there comes a time in your life when you are asked to organize an event, any event.

In our LGU, we organize not just one event, but events, literally almost every single day. It can be a small event like a lecture or a big event like an extravaganza.

But have you thought about how it is done? If you think it is easy, it is not. There are several things, people, and resources involved, most of them hidden from view.

The first part is conceptualization and planning. This requires several rounds of meeting of minds to map out the steps to successfully carry out the activity, from the flow of the program up to the assigning of tasks. The questions of what (kind of event? theme?), why (underlying purpose behind?), when (date?), and where (venue?) are the first ones that need to be answered.

Big events require physical 'programme-invites,' so someone is assigned to draft one for lay-outing and later distribution. As part of the plan, someone is assigned to run errands, drive, procure gasoline, write scripts, be the emcee, take photos for documentation, and so on. Other considerations are: Opening remarks? Doxology/Opening prayer? Resource speaker/s? Messages from other VIPs? Closing remarks?

At the same time, or even before the planning stage, you need to write communication letters asking permission from top management and cooperation from all individuals and departments/agencies involved.

Upon approval, you will need to work on the procurement papers for all materials and services needed for the affair. You will need to ensure that the activity is within the approved plan for the year (Planning Office), there is a budget for this purpose (Budget Office), and you will need the signature of key department heads (Budget, Accounting, Internal Audit, Bids and Awards Committee).

Sometimes, you will need to observe proper protocol and consult about the legality of certain things (SB, Legal, Audit, Finance) in a formal event.

Up next is coordination work with all the individuals and departments/agencies mentioned, whether physical or otherwise to follow-up on your request.

In our case, a lot of hands are involved, working behind the scenes.

- You have to ask the help of General Services for the logistics side -- tables, chairs, layouts, transport, even down to the cleanup before and after.

- For big events, you will need to request for proper waste collection and disposal from Solid Waste.

- You will need a sound system that works (General Services) and a LED screen for presentations (ICT).

- Certain events need medics (RHUs), rescuers (POSO, PNP, BFP, MDRRMO), and security (POSO, PNP, BFP, Army) on standby.

- Really big events need help from Engineering for little construction works, and a prior hazard assessment from MDRRMO together with the electrical engineer, plus the activation of the ICS or Incident Command System.

- A hands-on events organizer and manager can be OC with the supposedly little things, from the sound effects, microphone, lighting, refreshments, electric wiring and cables, intermission number, red carpet, air-conditioning, table skirting, down to the stage decor and floral arrangement.

- And let's not forget the welcome leis to greet VIP guests with, and the certificates and tokens of appreciation to be given out towards the end of the activity.

- In my experience, a lot of organizers forget one thing: request for media coverage, whether internal or external, and request for prior announcements and advertisements including infographics for online posting and standees, tarps, and streamers for posting in chokepoints (whether made in-house or via Tourism/PIO, Engineering).

You never know the potential of these supposedly minor stuff in ruining your affair. You can never be too careful. Bland food will ensure a frown on attendees' faces. Spoiled food could send hundreds to the hospital all at once, not to mention potential legal charges. Lack of presentable visuals betrays a lack of preparation, not to mention passion for the job.

I have mentioned practically all departments and agencies. Did I miss anything or anybody? I apologize in advance for the inadvertent omission.

In local government, that's not even the end of it. After an activity, you are expected to submit a post-activity report. (This will come in handy later on when you are asked to submit an accomplishment report during reviews of program implementation.)

Thereafter, the liquidation process begins, which takes up a lot of work hours per se.

Obviously, in organizing an event, a lot of helping hands are needed. But is it really a matter of "the more, the merrier"? No, sometimes, it can be that "Too many cooks spoil the broth."

I am glad when I heard that TESDA is now offering a course called Events Management. Someone figured out that organizing events is a skill and a talent that can be elevated into an art form. In fact, you can develop an entire career out of it, like some do. In fact, the most challenging ones are sometimes best left to events management professionals.

I still can't forget the evaluation/validation activity by DSWD Region I that my colleagues and I went through last week. The whole exercise was about us proving to the agency that we are indeed doing all the anti-poverty efforts we say we've been doing.

With our head officially on study leave in Taiwan (so he wasn't available) and our administrator on vacation in Australia (thankfully available live on video), I hazarded to take a ringside seat in the hopes of being queried at least in my area of public information. Lo and behold, it turned out to be a grand recitation exam for us all -- one we didn't expect.

Our guests, the validators -- who are so kind and friendly, let me be clear -- fielded questions we didn't see coming. "Okay, we've read your application. What we want to know are those you didn't write about in the 10-page document."

Now that was a total surprise. Fortunately, we came prepared -- not really prepared, but forearmed with the right knowledge, knowing our right hand from our left simply because we are actually doing the job we say we are doing.

As validation work goes, each answer was probed with an accompanying polite request for MOVs or means of validation. It is fortunate that we are veterans of many an SGLG and ISO audit, so we were mostly able to provide those, except for a few that were hard to find for some reason.

I am happy to report that each head and representative was able to answer questions confidently and in all honesty. It is, frankly, amazing to see each head or representative respond calmly and collectedly after being called upon from their cubicle in the middle of the work day without warning or prior instruction: the municipal accountant, the head of the Local School Board, the local civil registrar, the nutritionist, name it.

In the end, the clincher was dropped upon us like a bomb: "Why do you think you deserve to win?"

Gee, I thought, I love this question but so many answers are circulating in my mind right now all at the same time, so I kind of panicked like a beauty pageant contestant being asked how best to bring about world peace while wearing close to nothing.

Deep inside me, I wanted to shout, we don't just deserve a regional award but no less than national recognition. Call it braggadocio, call me biased and exaggerated, but that's what I honestly think.

I am glad I answered the way I wanted it to be, that my response was a cinch. It was all about leadership, I said. Leaders with vision, with transformative style, spearheads in poverty alleviation if ever there was one. ...Leaders who go out of their way, even try unorthodox means, to get the job done.

To be honest, I haven't seen a mayor (or two succeeding mayors, in fact) who would do everything they have done to our little town, from being a backwater to a bustling one on the brink of cityhood.

I haven't heard of a local chief executive announcing a revolution against poverty without turning communist and walks the talk by coming up with a concrete comprehensive (10-year) plan, the Bayambang Poverty Reduction Plan 2018-2028, with not a leaf left unturned, and actually implement it. In fact, this grand project is something that the National Anti-Poverty Commission (NAPC) itself would confirm to be a pioneering effort nationwide.

I haven't heard of a local chief who would -- in so short a time -- prioritize public works that would benefit the masses all at once: a decent events place, a tricycle terminal, an expanded public market, a renovated public plaza, barangay roads, barangay rural health units and police outposts, barangay halls and multi-purpose courts, a polytechnic college that offers scholarships to the disadvantaged or underprivileged, a free housing project for the indigent, emergency hotline with rescue personnel, equipment and vehicles, expanded disaster response services, digitalization of government processes, strengthened access to public information, renovation and expansion of public market, farm mechanization and a one-stop-shop farmers' app, a dairy farm, a hatchery, a central terminal, and even, get this, a large-scale irrigation project in the works and a planned redevelopment of a long-overcrowded but ignored public cemetery. Add to these unprecedented developments a world-class tourist attraction, a new economic zone with theme park, an agricultural complex, and a tertiary hospital, among many other projects -- all built with such speed in their private capacity and all envisioned to generate jobs and benefit a lot of ordinary people.

I haven't heard of other public officials who would willingly donate their salary for the entire year, year by year, to the community, on top of a litany of other personal donations, in the face of limited government resources.

In our town, even beauty pageants are anti-poverty measures through promotion of individual personal anti-poverty advocacies, fashion shows for a cause, ukay-ukays (used signature clothes and items for a cause), and the like.

The sheer daring, boldness, chutzpah to even take on all these. I thought only a fool would dare try.

I haven't seen someone, or a couple, who are more pro-poor in their actual output.

Near the end, I was reminded of some of the unique innovations we've had and the sheer luck (or blessings) we were graced with: the creation of a special department, the Bayambang Poverty Reduction Action Team, as a coordinative body to oversee all antipoverty efforts anchored on transparent governance; the fact that our administrator was formerly connected with the Presidential Management Office and the NAPC; and the fact that our first couple are successful business folk blessed with considerable and honestly earned means and resources and, more importantly, generous hearts.

These answers of mine and those of the rest of us unraveled one by one from the thoughtful line of questioning of our auditors, smart cookies all. They really know how to dig deep. I especially appreciate how they were slowly able to bring to light our hidden "whole-of-system approach" of doing things.

Whatever the outcome is, we already won by default for surviving a board exam-level of inquisition with flying colors.

I, for one, emerged from that meeting totally exhausted but satisfied because I felt that all of our efforts at helping our poor constituents were finally validated from the outside.

Bayambang, dapat alam mo na base sa batas, expanded na ang maternity leave ng mga empleyadong bagong panganak. Kung dati ay 60 days ang maternity leave, ngayon ay naging 105 days na.

Ayon sa Section 19 ng Republic Act No. 11210, o An Act Increasing the Maternity Leave Period to One Hundred Five Days for Female Workers, ito ay para bigyang pagkakataon ang mga bagong panganak na maalagaang mabuti ang kanilang bagong silang na sanggol.

1. Tree-Cutting Operations, Isinagawa matapos ang Ipo-ipo

Noong September 13, ang MDRRMO ay kaagad na nagsagawa ng damage assessment at malawakang tree-cutting at clearing operation sa apat na barangay na nasalanta kamakailan ng malakas na ipo-ipo kasabay ng malakas na buhos ng ulan. Aktibong tumulong ang mga BDRRMC ng Brgy. Managos, San Gabriel 1st, Amancosiling Norte, at Amancosiling Sur upang maputol at maisaayos ang mga bumagsak at nabuwal na mga punongkahoy sa pitong magkakahiwalay na lokasyon. Walang naiulat na casualty sa nasabing insidente.

 

 

2. MDRRMO, Sumali sa RDANA Training

Nakilahok ang mga kawani ng MDRRMO sa isinagawang Rapid Damage Assessment and Needs Analysis o RDANA Training noong September 9-12 sa San Carlos City. Layunin nito na malinang ang kasanayan ng mga DRRM personnel sa agarang pagtukoy ng lawak ng pinsala at pagtasa sa mga pangangailangan ng mga komunidad na maaapektuhan ng kalamidad. Sa pamamagitan nito, masisiguro ang maagap at angkop na pagtugon, gayundin ang mas epektibong pagbuo ng mga plano para sa rehabilitasyon at pagbibigay-tulong.

 

3. LCRO, Nagpatuloy ng Info Drive sa Dusoc

Noong September 12, nagpunta ang LCR sa Dusoc Elementary School upang magsagawa ng information drive ukol sa tamang pagrerehistro at updates sa PSA memorandum circulars. Inimbitahan dito ang mga teachers, parents at barangay officials upang mas mapalawak pa ang kanilang kaalaman sa civil registration at maiwasan ang anumang pagkakamali sa mga civil registry records.

 

 

4. 'Gulayan sa Paaralan,' Muling Inilunsad sa mga Eskwelahan

Nanguna ang School Parents-Teachers Association ng Bayambang Central School sa pagbuhay muli ng taunang 'Gulayan sa Paaralan' project ng DepEd sa BCS campus ground. Gamit ang mga binhi at punlang galing sa Agriculture Office, nagtulung-tulong ang SPTA officers at members sa paglilinis ng mga loteng itinakda para sa gulayan, at hinikayat ang mga mag-aaral upang sila mismo ang magtanim ng mga binhi at punla.

 

 

5. OVP, Nagdonate ng School Supplies

Noong September 15, namahagi ang Office of the Vice-President ng mga bag at school supply na may kasamang hygiene kit sa may 519 na eskwela ng Hermoza Elementary School, matapos magrequest si former LGBTQI President Sammy Lomboy sa OVP. Ang OVP staff ay nag-courtesy call kay Mayor Niña bago magsimula ang distribusyon.

 

 

 

6. Mag-aaral ng AP Guevarra I.S., Nagsimula sa Kanilang Work Immersion  

Ang mga mag-aaral ng A.P. Guevarra Integrated School sa Brgy. Manambong Norte ay nagsimula sa kanilang work immersion noong September 15. Sila ay mainit na sinalubong ng Municipal Administrator at ginabayan at pinayuhan ng PESO-Bayambang.

 

7. LGU Employees, Humataw sa Zumba

Bilang bahagi ng pagdiriwang ng ika-125 na anibersaryo ng Civil Service, pinangunahan ng HRMO ang paghataw sa pagsayaw ng humba sa 'Hataw ZumBayambang' noong September 15. Ito ay upang hikayatin ang mga kawani ng pamahalaan na pangalagaan ang kanilang kalusugan at magkaroon ng kasiglahan sa pamamagitan ng masiglang Zumba session. Nagbigay ito ng pagkakataon sa mga empleyado na magsaya, mag-ehersisyo, at makapag-bonding bilang isang komunidad.

 

8. Drug-Free Workplace Ordinance, Ikinasa sa mga Barangay

Noong September 15, nagdaos ng isang pampublikong pagdinig ang Sangguniang Bayan ukol sa mga panukalang barangay ordinance na naglalayong magpatupad ng isang drug-free workplace policy sa mga barangay. Pinangunahan ang committee hearing nina Councilor Jose Ramos at Councilor Rodelito Bautista. Tinalakay sa pagdinig ng komite ang kahalagahan ng pagkakaroon ng malinaw na mekanismo laban sa paggamit ng ipinagbabawal na gamot sa mga lugar ng trabaho sa mga barangay, at mga penalty na ipapataw sa mga lalabag dito. ‎

 

9. De Vera, Bagong Municipal Accountant

Noong September 15, kinumpirma ng Sangguniang Bayan ang pagtatalaga kay G. Flexner de Vera bilang Municipal Accountant. Si Sangguniang Bayan Member Jose Ramos, Tagapangulo ng Committee on Civil Service and Personnel, ang nagrekomenda ng kumpirmasyon sa appointment ni De Vera, at binigyang-diin ang kanyang mataas na kakayahan at integridad para sa posisyon.

10. 34 CDCs, Inassess ng ECCD Council

Sa isinagawang exit conference ng ECCD Council, iniulat na 33 sa 34 na in-assess na Child Development Centers sa Bayambang ang pumasa sa external assessment. Isang CDC naman ang binigyan ng anim na buwang palugit upang makumpleto ang requirements. Tatlong CDC ang umabot sa Level 3, na may valid recognition hanggang limang taon.

 

11. Peace and Security Programs, Tampok sa MPOC-MADAC Meeting

Idinaos ang ikatlong quarterly meeting ng MPOC at MADAC upang repasuhin ang mga hakbang para sa kapayapaan at seguridad sa Bayambang. Tinalakay ang mga programa tulad ng traffic enforcement, crime prevention, fire safety, paglalagay ng CCTV, at pagpapatupad ng mga ordinansa. Binigyang-diin sa pulong ang sama-samang aksyon para sa isang ligtas, disiplinado, at maunlad na komunidad.

 

12. Bagong Hepe ng LTO–Bayambang, Nag-Courtesy Call kay Mayor Niña

Noong September 16, nag-courtesy call ang bagong OIC ng LTO–Bayambang District Office na si Maria Dolores Soliven kay Mayor Niña Jose-Quiambao. Ipinahayag niya ang layunin na palakasin ang ugnayan ng LTO at LGU, lalo na sa mga programang pangkaligtasan sa kalsada. Kasama rin sa pagbisita ang Red-Rover Driving School na nagpanukala ng kolaborasyon para sa edukasyon ng mga drayber.

 

13. LGU, Nakiisa sa Food Business Expo

Nakiisa ang LGU-Bayambang sa matagumpay na Aligwas Buzzness Expo 2025 na ginanap sa PSU-Bayambang campus grounds mula September 17 hanggang 19, sa pamamagitan ng pagbibigay ng suporta rito. Itinampok dito ang iba’t ibang produkto at serbisyo ng mga MSME na maaaring maging inspirasyon sa iba pang mga negosyante. Layunin ng expo na ipakita ang malikhaing galing ng mga Bayambangueño at suportahan ang lokal na kabuhayan sa pamamagitan ng mga bago at innovative food business concepts.

 

14. Mga Kawani ng LGU, Muling Nagpakita ng Katapatan

Patuloy ang mga kawani ng LGU sa pagpapakita ng katapatan sa kanilang tungkulin. Dalawang kawani ng BPSO at isang kawani ng SEE ang kusang loob na nagbalik ng mga napulot na cell phone sa kanilang mga may-ari. Ang una at pangalawang cell phone ay napulot ng mga traffic enforcer na sina Randy Ildefonso at John Lester Mesde, at ang ikatlo ay napulot ng SEE staff na si Reynalds Cayabyab. Kapuri-puri ang kanilang integridad at pagiging ehemplo ng malasakit sa kapwa Bayambangueño.

15. Pagtatayo ng Sanitary Landfill, Pinag-aaralan

Upang lalo pang mapahusay ang pamamahala sa basura at matiyak ang kalinisan at kalusugan ng komunidad, Noong September 16, pinangunahan ni Dr. Cezar Quiambao ang isang exploratory meeting kasama ang mga opisyal ng Jeico Development Corporation, isang South Korean company, upang talakayin ang posibilidad ng pagtatayo ng isang modernong sanitary landfill sa ating bayan. Ang pagkakaroon ng isang moderno at sanitary landfill ay malaking katipiran sa gastusin sa proper waste disposal.

 

 

16. Mga Kawani, Dumalo sa Financial Literacy Webinar

Noong September 17, ang mga kawani ng Munisipyo ay dumalo sa isang seminar ukol sa financial wellness and personal success gamit ang Zoom video, sa pag-oorganisa ng Business Permits and Licensing Office at sa tulong ng Bankers Institute of the Philippines. Dito ay natuto ang mga empleyado ng mga praktikal na kaalaman sa personal na panananalapi at paglago sa pansariling pamumuhay.

 

 

17. Pampering Services, Inihandog sa mga Kawani

Bilang parte pa rin ng selebrasyon ng 25th anniversary ng Civil Service, nagbigay ang HRMO ng mga libreng pampering services sa mga kawani ng LGU, kabilang ang manicure, pedicure, haircut, at back massage. Sa handog na mga serbisyo, naipadama ng pamahalaang lokal ang pagpapahalaga nito sa sarili nitong mga kawani.

 

 

18. MAO, Nagpa-training sa Organic Farming

‎Noong September 12, nagbigay ang Agriculture Office ng isang training sa Brgy. Managos para sa 30 farmers ukol sa paggamit ng organic fertilizer, organic pesticides, at good agriculture manufacturing. Nagsilbing resource speakers ang mga taga-DA Region 1. Sa training na ito, naipakilala sa mga farmers ang organikong paraan ng pagpapayabong ng tanim at pagkakaroon ng masaganang ani nang hindi isinasakripisyo ang gastusin at kalusugan.

 

 

‎19. Cold Storage Project, Isinabak sa Audit

Isinabak sa isang audit at field validation ng DA-PRDP ang “Construction of Bayambang Onion Cold Storage Project" noong September 17. Katuwang sa pagsusuri ang Internal Audit Service, Project Support Office, at Regional Project Coordination Office ng DA, kasama ang Municipal Engineering Office at MPMIU ng LGU-Bayambang. Napatunayan sa assessment na ang proyekto ay naipatupad nang tama, episyente, at epektibo.

20. KSB Year 8, Nagtungo sa Bongato West

Ang Komprehensibong Serbisyo sa Bayan Year 8 ay nagtungo naman sa Brgy. Bongato West Covered Court upang pagsilbihan ang mga residente sa distrito. Sa pangunguna ni Dr. Roland Agbuya, daan-daang muli ang nag-avail ng mga libreng serbisyong medical at non-medical services mula sa Munisipyo, at malaking ginhawa at katipiran ito sa 893 na mga taga-barangay Bongato East at Bongato West.

 

21. Buntis Congress 2025, Naging Matagumpay

 Matagumpay na muling idinaos ang Buntis Congress 2025 September 19, na pinangunahan Rural Health  Unit II, upang palawakin ang kaalaman at kakayahan ng mga ina sa tamang pangangalaga sa kanilang sarili at sa kanilang mga anak. Naging sentro ng programa ang mga lektyur ukol saa prenatal care, kahalagahan ng pagbabakuna para sa proteksyon ng mga sanggol, oral health, at tamang nutrisyon at diet.

 

22. Bagong Hepe ng BFP, Nag-Courtesy Call Kay Mayor Niña

Pormal na nagpakilala si Fire Inspector Joy Carol A. Palchan, ang bagong itinalagang hepe ng Bureau of Fire Protection (BFP)-Bayambang, sa pamamagitan ng isang courtesy call sa opisina ni Mayor Niña noong September 18. Ipinaabot ni Palchan ang kanyang pangakong kooperasyon sa pamunuan kasabay ng pagpapalakas ng fire safety sa bayan.

 

23. Mga Plano at Programa para sa 2026, Tinalakay sa MDC Meeting

Sa idinaos na Municipal Development Council (MDC) Meeting noong September 18, iprinesenta at tinalakay ang tatlong mahahalagang dokumento: ang Supplemental Annual Investment Program (AIP) No. 2 for 2025, Revised AIP No. 1 for 2025, at ang AIP para sa CY 2026. Ito ay upang ipaalam sa lahat ng dumalo ang detalye ng mga proyektong pangkaunlaran ng bayan at upang ang mga ito ay marepaso at maaprubahan.

 

24. RHU 3 Blood Drive, Nakakolekta ng 26 Blood Bags

Isang mobile blood donation drive ang isinagawa ng Rural Health Unit III noong September 18 sa Pangdel Covered Court sa pakikipag-ugnayan sa Philippine Red Cross-San Carlos Chapter. Mayroong 26 na naging successful blood donors sa aktibidad. Tumulong naman ang Pangdel Barangay Council sa pamamagitan ng pag-isponsor ng pagkain ng mga donors.

 

25. Mga ALS Teacher sa Bayambang, Nakatanggap ng mga Printer mula kay Mayor Niña

Malugod na tinanggap ng mga guro ng Alternative Learning System (ALS) sa ilalim ng DepEd Bayambang I ang tatlong bagong printer na ipinagkaloob ng Lokal na Pamahalaan ng Bayambang (LGU) sa pamumuno ni Mayor Niña Jose Quiambao. Ang donasyong ito, na bahagi ng suporta sa pagpapalakas ng edukasyon para sa mga out-of-school youth at adults, ay layuning mapadali ang paghahanda ng mga modyul at kagamitang panturo para sa mga mag-aaral na naantala ang pag-aaral.

 

26. MOA Signing para sa Bagong Land Bank ATM, isinagawa

Sa ngalan ni Mayor Niña, lumagda si Vice-Mayor IC Sabangan sa isang Memorandum of Agreement para sa pagkakaroon ng bagong ATM para sa ating bayan. Ang nasabing machine ay ilalagay sa tabi ng Annex Building at magiging malaking tulong sa dumaraming financial transactions ng ating mga kababayan.

Bayambang, Dapat Alam Mo - Expanded Maternity Leave & Update on Number of LGU Employees

 

 

Bayambang, dapat alam mo na base sa batas, expanded na ang maternity leave ng mga empleyadong bagong panganak. Kung dati ay 60 days ang maternity leave, ngayon ay naging 105 days na.

 

Ayon sa Section 19 ng Republic Act No. 11210, o An Act Increasing the Maternity Leave Period to One Hundred Five Days for Female Workers, ito ay para bigyang pagkakataon ang mga bagong panganak na maalagaang mabuti ang kanilang bagong silang na sanggol.
