Message of the Mayor for 2021 LDRRM Plan

 

Our experience with calamities, both natural and man-made, has taught us valuable lessons. Foremost of these is that disasters spare no one. Floods, typhoons, earthquakes, pestilence, droughts, fires, and most recently the COVID-19 pandemic affect all of us without exception, and most especially the target of our ongoing Rebolusyon Laban sa Kahirapan: the indigents among us.

It is, therefore, is our best interest to plan ahead of time because as, the expression goes, “No one is born yesterday” as far as encounters with disasters is concerned. In fact, familiarity with calamities is an indelible part of being Filipino, with our archipelagic country being situated within the Pacific Ring of Fire. We have become paragons of resilience, taking the ever-pliant bamboo as our constant example of bending with the inevitable storms of life.

Preparing plans such as this should be second nature to us by now. It is, in fact, a duty and an obligation, considering the frequency and intensity with which some disasters hit us unexpectedly.

We owe it to ourselves, especially to our poverty-stricken constituents, to come prepared and forearmed instead of being shocked into isolation and inaction.

Bayambang MDRRMC’s 2021 Local Disaster Risk Reduction and Management (LDRRM) Plan is a distillation of all the lessons learned at home and even those observed from others’ own experience. Even as we fervently implore the Almighty, through our patron Saint Vincent Ferrer, to spare us and our town from major disasters, we also wish that LDRRM 2021 will serve its purpose well in the face of the inevitable.
