 1. CSOs, Pinulong para sa Re-election at Action Plan Updates

 A. Ang mga accredited na civil society organization ng Bayambang ay pinulong ng Administrator's Office noong December 12 para sa re-election ng mga opisyal ng CSO Association of Bayambang at upang ma-update ang kanilang CSO Action Plan. Dito ay tiniyak na ang mga programa ng mga CSO ay naaayon sa Bayambang Poverty Reduction Plan. Nahalal na bagong presidente si Ms. Juanita Sumaya.

 B. Noong December 15, ang mga nahalal na opisyal ay nanumpa sa kanilang tungkulin sa harap ni Mayor Niña Jose-Quiambao.

2. LCR, Nagpatuloy ng Info Drive

Ang Local Civil Registry ay nagsagawa ng information and education campaign sa Brgy. Buenlg 1st Covered Court at Brgy. Buenlag 2nd Covered Court noong December 11 at 17, upang talakayin ang tamang civil registration at mga update sa PSA Memorandum Circulars. Sa info drive na ito, muling napalawak ang kaalaman ng mamamayan upang maiwasan ang pagkakamali sa mga civil registry record.

3. District 9, Kampeon sa Inter-District Basketball Tournament 2025

Ang team mula sa District 9 ay itinanghal na kampeon sa katatapos na Bayambang Inter-District Basketball Tournament 2025, na inorganisa ng Municipal Physical Fitness and Sports Development Council, at nakatanggap ng tropeyo at P30,000 cash prize. Hinirang bilang finals MVP si Onofre Basan ng Brgy. Cadre Site, na tumanggap ng medalya at P5,000 cash, habang ang District 3 at District 4 ay nakakuha ng ikalawa at ikatlong puwesto.

4. LGU, Lumahok sa KALAHI-CIDSS Workshop ng DSWD

Noong December 15, ang LGU ay lumahok sa isang LGU Enrollment at Capacity Assessment Workshop kaugnay ng implementasyon ng KALAHI-CIDSS, isang community-driven development program ng DSWD. Tinalakay sa workshop ang mga layunin ng programa, kinakailangang komitment mula sa LGU, at pagsusuri ng kahandaan at institutional capacity ng bayan para sa epektibong pagpapatupad nito. Dinaluhan ito ng mga opisyal ng munisipyo at mga kinatawan mula sa iba’t ibang tanggapan at sektor.

5. MPOC-MADAC Nagsagawa ng 4Q Meeting

Noong December 16, nagdaos ng 4th quarter meeting ang MPOC at MADAC ng Bayambang upang talakayin ang mga accomplishment mula Oktubre 2025 hanggang kasalukuyan, kabilang ang mga programa sa anti-criminality, anti-insurgency, at anti-illegal drugs. Ibinahagi rin sa pulong ang mga nararapat na hakbang upang higit pang mapaigting ang kapayapaan at kaayusan sa bayan. Inilahad din ang Peace and Order and Public Safety o POPS Plan 2026–2028 na nagtatakda ng mga estratehiya para sa mas ligtas at mas maunlad na Bayambang.

6. LGU at LTO, Nakipagdayalogo sa mga E-Bike at E-Trike Owners

Noong December 17, nakipagdayalogo ang LGU at LTO-Bayambang sa mga may-ari ng e-bike at e-trike sa SB Session Hall. Tinalakay sa pulong ang mga umiiral na regulasyon, isyu sa rehistrasyon, at mga alituntunin sa kaligtasan at responsableng paggamit ng nasabing mga sasakyan. Nakatuon ang talakayan sa maayos na pagpapanatili ng kaayusan at kaligtasan sa mga kalsada ng bayan.

 7. Mayor Niña, May Surpresang Pamasko muli sa mga Kawani

Ang mga empleyado ng LGU ay muling hinandugan ni Mayor Niña ng surpresang spaghetti packs noong December 15 bilang pasasalamat sa kanilang serbisyo at dedikasyon. Ito ay nagdulot ng tuwa at saya sa mga kawani, at naging bahagi na ng taunang pamaskong handog nina Dr. Cezar Quiambao at Mayor Niña simula pa noong taong 2016.

 8. Mga Kawani ng Munisipyo, Sumailalim sa Surprise Drug Test

Pinangunahan ni Mayor Niña ang isang surpresang drug test para sa mahigit isang libong kawani ng LGU noong December 15, katuwang ang PNP Bayambang at RHU. Ito ay upang tiyaking malinis sa ipinagbabawal na gamot ang lahat ng mga opisyal at empleyado ng munisipyo, at at maging mabuting ehemplo sa publiko.

9. LGU-Bayambang, Kinilala sa PRIME-HRM Maturity Level II!

Kinilala ang LGU-Bayambang matapos makamit ang PRIME-HRM Maturity Level II ng CSC Region I sa Recruitment, Selection and Placement at Performance Management noong Disyembre 16, 2025. Pinangunahan ng mga opisyal ng munisipyo at CSC Region I ang seremonya na nagbigay-diin sa maayos at matibay na sistema ng pamamahala sa human resource ng bayan. Tinanggap ni Mayor Mary Clare Judith Phyllis Jose-Quiambao ang parangal at pinasalamatan ang mga kawani sa kanilang ambag sa patuloy na pagpapahusay ng serbisyo publiko.

10. LGU-Alaminos, Nag-benchmark para sa Matalunggaring Awards

Ang mga opisyal ng LGU-Alaminos City ay muling nagbenchmarking sa LGU-Bayambang upang matuto sa mga best practices ng munisipyo sa paggawad ng taunang Matalunggaring Awards. Ang naturang awards ay ang pinakamataas na pagkilala ng pamahalaang bayan sa mga residente na nagkaroon ng natatanging kontribusyon o nakapagtamo ng mga kahang-hangang achievements sa anumang larangan at nagbigay ng karangalan sa bayan.

11. Pamaskong Handog sa Kabataan, Year 23 Na!

Noong December 16 at 17, ang Pamaskong Handog sa Kabataan ay ginanap sa St. Vincent Ferrer Parish Church sa tulong ng KKBFI, AILC, at Niña Cares Foundation. Ang taunang programa ay nasa Year 23 na ng paghahatid ng saya, pag-asa, at malasakit sa mga kabataang Bayambangueño sa panahon ng Kapaskuhan. Naging masaya at masigla ang selebrasyon dahil sa fun and games at pamamahagi mga food treat at laruan sa mga bata.

12. SPED Learners, Nilibre ni Mayor Niña sa Blue Sky!

Noong December 16, pinangunahan ni Mayor Niña ang selebrasyon ng International Day of Persons with Disability sa Bayambang sa pamamagitan ng pagbibigay-saya sa mga SPED learners mula sa tatlong SPED facilities ng bayan. Sa tulong ng Persons with Disability Affairs Office, ang mga bata ay hinandugan ng libreng entrance kaya't sila ay enjoy na enjoy sa mga rides sa Blue Sky Theme Park kasama ng kanilang mga guardians.

 

 

13. Preparatory Meeting para Town Fiesta, Isinagawa

 

Isang preparatory Meeting para sa Pista'y Baley 2026 ang isinagawa noong December 17. Tinalakay rito ang lineup ng activities at mga trabahong nakatoka sa bawat departamento at ahensya ng gobyerno, upang masigurong maayos ang mga gagawin sa isang linggong pagdiriwang. Nagkaroon din ng brainstorming para sa magiging tema ng kapistahan.

 

 

14. 2025 Accomplisment Report, SEF Utilization, at 2026 Budget, Tinalakay sa LSB Meeting

 

Sa pinakahuling pulong ng Local School Board na ginanap noong Disyembre 16, nagpresenta ang DepEd Bayambang I at DepEd Bayambang II ng kani-kanilang mga accomplishment sa buong taon, tinalakay ng LSB kung paano ginamit ang Special Education Fund ng taong 2025, at nagprepara rin ang Board para sa badyet ng taong 2026.

15. 2025 GAD Accomplishments, Iprinisenta

 Sa ginanap na pulong ng Gender and Development Executive Committee noong December 17, idinetalye ang mga nagawang programa, proyekto, at aktibidad ng kada departamento at ahensya gamit ang mandatory GAD Fund. Dito ay sinigurado na ang mga pondo ay nagamit ng tama para sa tunay na inklusibong pamamahala.

 16. Mayor Niña, Pinarangalan ng BFP

Pinarangalan ng Bureau of Fire Protection (BFP) Region I si Mayor Niña sa seremonyang ginanap noong December 17 sa San Fernando City, La Union, bilang pagkilala sa kanyang dedikasyon at suporta sa mga gawain ng BFP. Naging kinatawan ni Mayor Niña sa okasyon si Konsehal Jocelyn Espejo, kasama si OIC BFP-Bayambang Chief Carol Joy Palchan, kung saan binigyang-diin ang kahalagahan ng pagtutulungan ng lokal na pamahalaan at BFP para sa kaligtasan ng komunidad.

17. 48,823 Pamilya, Biniyayaan ng Pamasko ng Pamilya Quiambao-Jose

Matagumpay na natapos ng lokal na pamahalaan ang pamamahagi ng pamaskong handog sa pangunguna ni Mayor Niña at unang pamilya, kung saan 48,823 na pamilya ang nabiyayaan ng Christmas gifts. Isinagawa ang pamamahagi sa iba’t ibang barangay sa diwa ng pagmamahalan ngayong Kapaskuhan. Nagpasalamat ang pamahalaang bayan sa mga kawani at katuwang na sektor na naging bahagi ng aktibidad na ito para sa lahat ng pamilyang Bayambangueño.

18. Turismo ng Bayambang, Kinilala sa DOT Bootcamp

Napabilang ang bayan ng Bayambang sa mga piling LGU sa buong bansa na lumahok sa Tourism Investment Readiness Bootcamp ng Tourism Infrastructure and Enterprise Zone Authority ng DOT noong December 15 at 16 sa Pasay City. Sa naturang aktibidad, kinilala ang Bayambang bilang isa sa Top 10 Best Presenters para sa panukalang proyektong pang-turismo na may mataas na potensyal na makahikayat ng private tourism investors. Ang pagkilalang ito ay patunay ng kahandaan ng Bayambang sa pagsusulong ng investment-ready tourism projects.

19. Bayambang, "Beyond Compliant" muli sa Gawad KALASAG

Ang LGU-Bayambang ay muling ginawaran ng "Beyond Compliant" o Excellent rating sa Gawad KALASAG Regional Awarding Ceremony para sa 2025 noong December 17 sa Bauang, La Union. Kinilala ang Bayambang bilang Top 4 sa Pangasinan at Top 7 sa Region I, bilang patunay ng mataas na antas ng kahandaan at husay nito sa disaster risk reduction and management. Ang parangal ay sumasalamin sa tuluy-tuloy na pagsunod at pag-angat ng Bayambang sa mga pamantayan ng RA 10121 sa nakalipas na apat na taon.

Ano ang KALAHI-CIDDS Program ng DSWD?

Ano ang KALAHI-CIDDS Program ng DSWD?

Ang KALAHI–CIDSS Program ng Department of Social Welfare and Development (DSWD) ay nangangahulugang Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services. Isa itong programang community-driven development (CDD) na naglalayong bigyang-kapangyarihan ang mga mahihirap at bulnerableng komunidad na tukuyin ang sarili nilang pangangailangan, magplano ng mga solusyon, at magpatupad ng mga proyektong tutugon sa kahirapan sa kanilang lugar.

Sa programang ito, ang mismong komunidad ang may direktang kontrol sa pondo ng kaunlaran, kung saan aktibong nakikilahok ang mga mamamayan—lalo na ang mahihirap, kababaihan, katutubo, at iba pang sektor—sa pagpili at pagpapatupad ng mga prayoridad na proyekto tulad ng farm-to-market roads, mga sistema ng patubig at inuming tubig, silid-aralan, health stations, at mga pasilidad na may kaugnayan sa kabuhayan. Isinusulong din ng KALAHI–CIDSS ang transparency, partisipasyon, at pananagutan sa pamamagitan ng aktibong paglahok ng komunidad sa lahat ng yugto ng proyekto—mula pagpaplano hanggang sa pagsubaybay.

Sa kabuuan, layunin ng KALAHI–CIDSS na mapababa ang antas ng kahirapan, mapalakas ang lokal na pamamahala, at makabuo ng mga komunidad na may kakayahan at tiwala sa sariling kakayahan, sa pamamagitan ng mga programang inklusibo, makatao, at nakabatay sa tunay na pangangailangan ng mamamayan.

(A post-mortem of a high school grand alumni homecoming at a time of high inflation rate, from the perspective of one of the supposed organizers but couldn't show up for the most part)

"How did they pull it off?"

I kept asking my incredulous self this question, while I forced myself to attend the 2025 CLTC-PSU Laboratory High School Alumni Homecoming this year in which our batch was one among the three host batches.

I couldn't pass up this one chance despite my health condition (I suffer from a variety of torments, from abnormal sensitivity or high irritability to loud sounds to debilitating heart palpitations when triggered). ...Especially since I haven't seen a lot of my former classmates in high school for years and years: Rodel from Ireland, Anaria from New Jersey (USA), Jona from Oman, Menchu from Manila, even Larry from Brgy. Zone IV... (They're back home now, but Arthur used to work in Russia, and Mira often came from some random seriously distressed country as doctor for Médecins sans Frontières.)

If I was incredulous, it's because the last time my batchmates and I were the host (in April of 19-copong-copong), our experience was far from reassuring, to put it mildly. It was an experience of tremendous responsibility that I hope I would never have to face again, ever.

Our experience back then as one of the select few who dared to take on the challenge of organizing such a big, formal affair was filled with hits and misses, having no first-hand experience with such things.

And that is why I've been worried all along with Cheryl of Batch '97 and Jona of Batch '87. How would they make things happen? I've wondered if they had the physical, mental, and spiritual stamina to survive it all.

Organizing a high school reunion requires passion for staging events, a particular skills set, dedication, attention to detail, and hard work. It meant, most especially, being hands-on, or being physically present when doing and directing every step of the planning process and the execution.

So here is a quick rundown of what happened.

In the planning stage one year before the big day, which Mira generously hosted at her family's house, the vision was a formal occasion, with sit-down dinner, party, dancing, rich food, and nostalgic music.

My first comment is: This was already problematic with many of us because our idea of a reunion is the one we always had: simple and basic, totally unprepared, spontaneous, impulsive, if you will, with the food and other expenses volunteered by everyone according to one's capacity (potluck) or sponsored or taken care of by someone visiting from abroad. The venue is not important at all as long as it is decent and comfortable; it's the company that counts and the endless hours of catching up with one another and reminiscing the good old days. It boils down to who is available and willing at the moment. Not much questions asked why someone opts out -- each circumstance or choice is respected, even if only grudgingly. (Surely, we'd love to see each one face to face once again?)

Not everyone, I realized, warmed up to the idea of a formal gathering with other batches whose members are total strangers to us. (Which is the case with most of us who were indeed schoolmates but never saw or interacted with one another within the four years of our limited stay in school.)

But as things turned out, tradition trumped personal batch preference (which meant not participating at all, with each batch holding their own separate affairs).

This, of course, meant gargantuan tasks ahead, but the No. 1 order of the day was no other than the funding. Where to get that huge amount at this time of hardship due to the high inflation rate especially in the Philippines? Expenses, if we do the quick math, would easily run up to a million pesos -- no joke.

As tradition would have it, members of the host batches would find creative ways of raising funds in order to shoulder the tag price until contributions reached the desired amount.

We are blessed to have several classmates based abroad who had the cash to spare and could afford to cover for those who had difficulty coming up with the suggested (or more of required) contribution.

With the estimated amount figured out, next up for discussion were a host of other headaches.

First, additional activities were proposed. There would be mass first thing in the morning, followed by a giving of gifts of school supplies to pupils of a selected school (Buenlag Elementary School was chosen).

The problem of venue was next taken up, and the town's new Events Center was preferred because it has air-conditioning. Those who experienced the previous year's gathering at the PSU Benigno Aldana Gymnasium couldn't forget how hot and humid it was in the middle of the sweltering month of April.

The next agenda would be the date, and December 13, 2025 was chosen because it coincided with the vacation leaves typically filed by all workers coming home for the holidays.

The next issue was the theme, and by this, we meant the design and attire. I think it was Jona who proposed bohemian, and no one contested it as it was something new to us and very interesting. After all, we were not yet born when it became the fashion in the '60s or thereabouts. It was challenging, yes, but doable and most likely cheap.

Soon, other concerns were taken up:

Venue reservation meant writing communication letters and booking in advance.

For food catering, Bistro Cinco -- which is based in Quezon City -- got the job, but food tasting was necessary prior to the reservation.

Overall decor and table setting was taken care of by Events Essential. If I may say so, the ever-creative Lyra Pamela Duque (of Switch Cafe as well) did a fabulous job of it, as usual. There was even a free photobooth and an SDE (same-day edit) video.

Programme-invites sure needed additional key people with the right knowhow.

Sentimental nostalgic videos, including one titled "In Memoriam," look like it was taken care of by Cheryl's students. After all, she is a college prof, and a department chair at that.

I noticed that there was proper video documentation (most likely student journalists from 'The Reflector' and 'Banyuhay'/'Metamorphosis'). There was even a drone. And I didn't expect an FB Live coverage.

As for the mass presider (together with the choir from the local parish church), I was impressed with how easy they were able to get Bishop Fidelis Layog. It certainly helped that he was from the town and perhaps a CLTC alumnus too, plus Mira is an active church worker.

As for the raffle items, some extra-generous individuals whose identities I can't reveal donated round trip tickets to Singapore, Siargao, and Palawan and a P25,000 cash prize.

Prizes for games also had to be taken care of separately.

For the first time, it was decided that there would be no entrance fee. And there would be free souvenir shirts for those who had pre-registered on time online.

I noticed the total absence of security detail and MDRRMO hazard assessment, but I saw a POSO personnel assisting.

I didn't notice it taken up, but I totally appreciate it that there was a welcoming committee with friendly ushers.

As for the operation of the sound system and the LED screen, I saw Ville of ICT Office assisting a couple of young people I presume to be PSU students.

In the face of all these workload, Cheryl and Jona (who was directing things from faraway Oman while working as a doctor) had to contend with an obstacle course of challenges, all formidable and forbidding.

Most of host batch members were either unwilling to participate or unavailable for various reasons or both. Maybe many shared our quandary with clashing ideas of what reunions are or should be.

Many of those whose spirits were willing had bodies that were weak due to age, mobility issues, various forms of disabilities, and full workload and busy schedules.

Other problems that came up included unconfirmed pledges of support.

Even the simplest matters can mean everything. To wit:

Who will actually pick and choose the raffle items all the way from, say, Divisoria, to Bayambang?

Who will do the actual work of hauling off and carrying one by one all those stuff, especially the sacks of rice?

Who will be the emcees? (It looks like hiring a pair of masters at their game solved the problem.)

Who will be assigned to do the doxology (a solemn video did it), provide entertainment (a band was hired), and intermission numbers (it looks like dancers from Matalunggaring Dance Troupe were hired as well and took care of the dances and music choices)? If I were young and had the means, I would have my own idea of top 100 dance tracks to play as DJ. (Check my timeline for the list.)

Who will take care of the event place itself before and after the affair? (Good thing the LGU's GSO logistics staff took care of it.)

Who will personally contact our teachers for invitation?

Who will be the floor manager/director? (No less than Cheryl and Jona handled the job.)

There's even the matter of who will assist each and every speaker in going up and down the stage so no one trips over on the stairs and embarrasses himself/herself.

I don't think there was someone who checked the wirings and the floor for safety. (I actually stumbled upon a part of a rubber flooring that curled.) And what if there was an emergency power outage unfortunately typical of the local provider (CENPELCO) in this town (after all those decades of operating)?

And on the big night, the one last truly dreadful question to answer is: Will everyone actually show up? What if it rained hard? (It was cloudy that afternoon.)

Among the valuable lessons learned, is first and foremost, for the organizers to establish rapport with other host batches, and in fact all batches, ideally speaking, so there would be amicable relationship or a sense fellowship to start with. Maybe this could be done through various meetings, either physical or online, or both. It would be a lot easier to work together with the breaking of the ice.

In the end, this homecoming (2025), together with the one immediately before it, are hard to top, one for the books. But I can just imagine the mix of heartaches and pain Cheryl and Jona had to endure like what I, Angie, Menchu, Badz, and Melvin went through before. For sure, hard emotions and anguished thoughts had to compete for the sense of accomplishment, and most especially the joy afforded by the celebration.

(I remember, at this juncture, one of my faux pas back then: failing to include the principal of the high school in the program (Principal Mel Fernandez) because I was not very much aware of the school hierarchy that we had to deal with.)

In the middle of the joyous occasion, when the host batches were ceremoniously turning over the keys to the next host batches, Juvy (now the resident pediatrician Dr. Payumo) of Batch '88 could hardly suppress a micro-second of wincing in her face at the enormity of it all.

At this point, my prayer is this: May Cheryl and Jona find forgiveness in their hearts for all the slights and neglect and feelings of abandonment they must have felt. And may they be given the grace to be magnanimous in foregoing and forgetting the defects, infirmities, inadequacies, indifference, and whatever offenses they had met with or perceived to have been committed. May the tremendous success of a truly memorable, because elegant and well-organized, affair be their best revenge.

With the standard set by these two miracle workers, I really wish the next host batches the best of luck. But I also pray that next time around, there would be a lot of hands, a lot of warm bodies (particularly from the younger set), willing to volunteer. Because coming up with such a level of activity is next to impossible under the circumstances detailed above -- yes, like squeezing blood from stone.

PSU–CLTC Laboratory High School Grand Alumni Homecoming 2025

Magandang gabi po sa ating lahat—lalo na sa ating minamahal na alumni, our school officials and administrators, faculty members, retired teachers, at mga bisitang nagtipon upang ipagdiwang ang makulay na kasaysayan ng PSU–CLTC Laboratory High School.

I know how special this day is for everyone, so I regret that I couldn’t make it tonight to be with you in person. Batid kong sa muling pagbabalik ninyo sa lugar na minsan ninyong tinawag na tahanan, kasamang bumabalik ang mga alaala ng inyong kabataan, mga aral na humubog sa inyo, at mga pangarap na dito unang sumibol.

I am sure many of you here have spent many hours traveling from miles away just to be here together, And tonight, after how many long years, you’re back to your old turf. Welcome back home to Bayambang and to PSU Lab High!

I know that you only reserve such great preparation and special sacrifice for your loved ones, for your family and good old friends. I am sure every minute spent with them will be worth it.

Sa mga host batches ng 1987, 1997, at 2007—maraming salamat sa inyong dedikasyon, lalo na sa mga indbidwal na ’di nagsasawang mag-organisa ng mga kaganapang tulad nito. Ang inyong pagsisikap at pagnanais na muling pagsamahin ang komunidad na ito ay isang inspirasyon. Sa bawat alumnus na naririto, malaking karangalan para sa amin na makita kayo—mga propesyonal, lider, magulang, at mabubuting mamamayan—na patuloy na nagliliwanag sa inyong kani-kaniyang larangan. Kayo po ang patunay na ang tatak-PSU Lab High ay hindi basta nakikita sa uniporme o ID; ito ay buhay sa inyong mga nagawa at patuloy na ambag sa lipunan.

I would like to thank PSU Laboratory High because many of our excellent department and unit heads and best employees in the LGU are products of this institution. There’s our Municipal Administrator, Atty. Rodelynn Rajini Sagarino-Vidad, Municipal Health Officer, Dr. Paz Vallo, Sangguniang Bayan Secretary Joel Camacho, MDRRM Officer, Gene Benebe, our designated PIO Resty Odon, our Municipal Dentist, Dr. Dave Francis Junio, our Legal Officer, OIC Librarian, and Municipal Cooperative Development Officer, Atty. Melinda Rose Fernandez, our Municipal Accountant Flexner de Vera, our Municipal Budget Officer Christine Bautista Terrado, our Veterinary Doctor, Dr. Joselito Rosario, our former MENRO Joseph Quinto, our Administrative Officers Valentine Garcia and Mark Espino, our former Bb. Bayambang Gabriele Marie Reloza, among many others. I thank PSU Lab High for these hardworking talents and dedicated public servants.

Ang inyong temang “Rewind. Reminisce. Rekindle.” ay hindi lamang pagbabalik-tanaw, kundi isa ring pag-alab muli ng ating diwa ng pagkakaisa—isang panibagong commitment na tumulong sa paaralan at sa mga batang susunod sa ating mga yapak. Sana po ngayong gabi, habang nagkukumustahan kayo at muling nag-uugnayan bilang mga dati nang magkakaibigan, maipadama ninyong muli ang sigla at lakas ng isang alumni community na marunong tumingin sa pinanggalingan at tumanaw ng utang na loob.

Bilang inyong Mayor, nananatili po ang aming suporta upang patuloy na maging maunlad ang edukasyon sa Bayambang. Ang tagumpay ng bawat isa sa inyo ay tagumpay din ng ating bayan. Sa inyong pag-uwing ito, sana ay makagala kayo sa ating bayan at sa iba’t ibang barangay at mapansin ninyo kung gaano na kalaki ang ipinagbago ng Bayambang buhat noong kayo’y magsipagtapos dito.

Nawa’y matuwa kayo sa progresong inyong makikita at marealize na mayroon palang mga bagong oportunidad sa Bayambang, at maaari rin palang magkaroon ng matayog na pangarap ang isang maliit na bayan gaya ng Bayambang sa probinsya ng Pangasinan. Sana’y makapasyal kayo sa St. Vincent Ferrer Prayer Park, makita ng personal ang Blue Sky Theme Park sa BYB Metro, ang ating bagung-bagong Bayambang Central Terminal dito rin sa PSU, at marami pang iba.

Although PSU is not directly under the jurisdiction of the LGU, I am happy to note that the LGU and PSU-Bayambang in general have collaborated in the past on various projects (like the creation of the O’Krantz brand of vegetable chips made from the produce of our vegetable farmers) and will continue to work together if there are more opportunities to do so.

Nawa’y maging masaya, makabuluhan, at puno ng pagmamahalan ang inyong pagdiriwang ngayong gabi. Muli, maligayang pagbabalik sa inyong tahanan—ang PSU–CLTC Laboratory High School. Ikaw ba ay mahilig mag-diet ngunit parang walang epekto?

1. Medical Mission sa Paragos, Isinagawa

Isang medical mission noong December 7 sa Brgy. Paragos ang pinangunahan ng Bayambang Royalty Matikas Eagles Club, kasama ang Gabriel Medical Clinic, Gabs Pharmacy Cooperative Store, at MNAO. Naghandog ang grupo ng libreng medical check-up, basic laboratory services, gamot, at feeding activity para sa mga bata at mga dumalo. Maraming residente ang nakinabang sa naging ugnayang ito sa komunidad.

2. MDRRMO, Nag-inspeksyon sa Wawa Evacuation Center Access Road

Ang MDRRMO ay nag-inspeksyon sa ongoing na slope protection at access road projects sa Wawa Evacuation Center upang matiyak ang kalidad at kaligtasan ng konstruksyon. Ang proyekto ay agarang ipinatupad matapos masira ang bahagi ng lugar dahil sa pag-ulan dulot ng bagyong Crising. Patuloy na binabantayan ng MDRRMO at Engineering Office ang progreso upang maiwasan ang karagdagang panganib sa mga residente roon.

3. MTICAO, Umattend sa Capacity-Building ng DILG

Dumalo ang MTICAO sa capacity-building activity ng DILG sa Lingayen noong December 5 para sa pagdodokumento ng LGU best practices. Tinalakay sa programa ang pagpaplano, real-time documentation, at pagsusukat ng epekto ng mga best practices para sa policy change. Inaasahang higit na mapapabuti ng MTICAO ang kanilang mga programa gamit ang mga natutunang kaalaman.

4. Task Force Disiplina, Nagpulong

Nagpulong ang Task Force Disiplina noong December 4 upang talakayin ang e-bike at e-trike registration, violation fees, at iba pang isyung pang-disiplina sa bayan. Nagbigay-linaw ang LTO-Bayambang sa pagkakaiba ng kanilang mga multa at inihayag ang planong pagsagawa ng informational videos ukol sa mga traffic violation. Tinalakay din ang operasyon ng talipapa vendors at isinumite ng mga miyembro ang kanilang 2026 programs, projects, and activities.

5. Career Development Program, Inilunsad ng PESO sa Ambayat IS

Ang PESO ay naglunsad ng isang Career Development and Support Program para sa mga estudyante, at ito ay kanilang sinimulan sa Ambayat Integrated School noong December 2. Tinalakay nina SLEO Gernalyn Santos at kanyang staff ang tamang pagpili ng karera, pagtukoy ng skills at passion, at wastong asal sa workplace. Nakatakdang palawakin pa ng PESO ang ganitong programa sa mga kabataan.

6. RHU I, Nag-refresher Course sa Standard First Aid at Basic Life Support 

Ang mga kawani ng RHU I ay matagumpay na nagsipagtapos ng Standard First Aid at Basic Life Support refresher training sa loob ng tatlong araw sa tulong ng Philippine Red Cross–San Carlos Chapter. Muling na-certify ang mga kalahok bilang first aiders at CPR providers matapos muling sumailalim sa kasanayan sa pagresponde sa iba’t ibang emergency situation. Ang training na ginanap noong December 5-7 sa Bauang, La Union ay nagpapanatili ng mataas na antas ng kahandaan ng RHU I para sa kaligtasan ng komunidad.

7. Joint 4Q Meeting, Isinagawa ng LCPC, LCAT-VAWC, MAC

Isinagawa noong December 11 ang Joint 4th quarter meeting ng LCPC, LCAT-VAWC, at MAC, kung saan tinalakay ang 3rd quarter accomplishments at ang mga plano para sa unang quarter ng 2026. Ibinahagi ng mga council at ng iba’t ibang departamento ng LGU ang mga updates hinggil sa 4Ps, Sustainable Livelihood Program, at iba pang serbisyong panlipunan. Nagkaroon din ng deliberasyon sa mga isyu at concern ng mga benepisyaryo upang higit pang mapabuti ang implementasyon ng mga programa sa komunidad.

8. IT Procedures at Cybersecurity, Tinalakay sa IT-TWG Meeting

Sa 4th quarter meeting ng IT-Technical Working Group noong December 11, nagbigay ang ICT Office ng mahahalagang paalala sa tamang paggamit ng IT resources ng LGU, upang mapalakas ang kaalaman ng mga tanggapan sa IT procedures at cybersecurity. Inilahad dito ang mga paksa tulad ng telephone reminders, Network Attached Storage o NAS, IT service request at repair procedures, troubleshooting, client feedback, at cybersecurity awareness. 

9. GAD Database 2024, Tinalakay sa Pulong 

Sa 2nd semestral meeting ng GAD Monitoring and Evaluation Team, nagkaroon ng final presentation ng GAD Database 2024 bilang gabay sa mas sistematikong dokumentasyon ng gender-responsive programs ng LGU. Binigyang-diin dito ang kahalagahan ng datos sa pagpaplano, monitoring, at pagbuo ng inklusibong mga proyekto at serbisyo. Tinalakay rin ang obserbasyon at rekomendasyon upang higit pang mapabuti ang implementasyon ng mga GAD initiatives ng bayan.

10. DSWD-R1, Bumisita at Nag-monitor sa mga CDC at sa MNAO 

Bumisita ang DSWD Field Office I sa Bayambang uapng imonitor ang naging implementasyon ng ika-15 cycle ng 2025 Supplementary Feeding Program. Mula November 17 hanggang December 12, personal nilang sinuri ang ilang piling Child Development Centers, upang makakalap ng feedback at ma-verify ang datos ng mga benepisyaryo. Pinuntahan din ng team ang Nutrition Office upang talakayin ang best practices nito, at nagsagawa rin ng Nutrition Education session para sa mga magulang.

11. LSB, Muling Namahagi ng Office Supplies at Equipment 

Muling namahagi ang Local School Board ng iba’t ibang office supplies at IT equipment sa DepEd bilang suporta sa mas mahusay na paghahatid ng edukasyon. Ang DepEd Bayambang I ay tumanggap ng mga office supplies, dalawang laptop, at dalawang printer. Ang DepEd Bayambang II naman ay tumanggap ng isang printer, samantalang ang Don Teofilo C. Mataban Memorial School ay binigyan ng isang photocopier machine.

12. Coordination Meeting, Idinaos para sa Oral Health Month 2026

Pinangunahan nina Dr. Dave Francis Junio at Dr. Alma Bandong ng RHU ang coordination meeting kasama ang iba’t ibang partner agencies para sa Oral Health Month Celebration 2026. Dumalo rito ang mga kinatawan mula sa PDA Pangasinan, Colgate-Palmolive, DOH, JKQ Medical & Wellness Center, at iba pang lokal na opisina tulad ng MNAO, MTICAO, at CDC cluster heads. Inaasahan ang isang malaking selebrasyon sa darating na Pebrero na maghahatid ng makabuluhang aktibidad para sa mas malusog na ngiti ng mga Bayambangueño.

13. Friaz, Muling Inihalal bilang Presidente

Matiwasay na isinagawa ang Child Development Workers Federation Meeting cum Election of Officers ng Bayambang Chapter upang talakayin ang mga programa para sa ECCD at pumili ng bagong pamunuan. Muling inihalal si Madam Estherly N. Friaz ng Barangay Zone V bilang Federation President, kasama ang iba pang bagong opisyal na tutulong sa pagpapatupad ng mga proyekto para sa CDWs. Nagpahayag ng pasasalamat si Friaz at nangakong paiigtingin ang serbisyo at koordinasyon para sa kapakanan ng mga batang Bayambangueño.

14. LCRO, sa Nalsian Norte naman Nag-info Drive

Ang Local Civil Registry Office ay sumunod naman na nagsagawa ng information campaign sa Brgy. Nalsian Norte upang ituro ang wastong proseso ng civil registration at ipaalam ang mga bagong alituntunin ng PSA. Dinaluhan ito ng mga guro, magulang, at lokal na opisyal, habang tinalakay at tinugunan ng LCRO ang iba’t ibang katanungan at concern ng mga residente. Naghandog din ang LCRO ng iba’t ibang serbisyo tulad ng late registration, correction of entries, legitimation, at libreng mass wedding application.

15. 3Q at 4Q Social Pension ng mga Indigent Senior Citizens, Naipamahagi Na!

Matagumpay na naipamahagi sa mahigit 3,000 indigent senior citizens ang kanilang 3rd at 4th quarter social pension mula sa DSWD. Tumanggap ang bawat benepisyaryo ng P6,000 na malaking tulong para sa kanilang pang-araw-araw na pangangailangan. Ginanap ang payout sa pagtutulungan ng OSCA, MSWDO, at Treasury Office.

16. Knot-Tying at First Aid, Itinuro ng MDRRMO sa Tampog ES

Nagsagawa ang MDRRMO ng knot tying at basic first aid training para sa mga mag-aaral ng Tampog Elementary School bilang bahagi ng kanilang backyard camping. Namahagi rin sila ng mga hard hat at 3-in-1 whistle, flashlight, at ballpen para sa karagdagang proteksiyon. Sa aktibidad na ito, sinanay mga ang mga bata sa tamang pagtugon sa sakuna at natulungang mapalakas ang kultura ng kahandaan.

17. MDRRMO, Nagturo ng CBDRRM, CCA, at Basic First Aid sa NHA

Ang MDRRMO ay nagbigay ng isang pagsasanay sa CBDRRM o Community-Based Disaster Risk Reduction and Management, climate change adaptation, at basic first aid para sa mga benepisyaryo ng housing program ng National Housing Authority. Layunin ng programa na mapalakas ang kahandaan ng komunidad sa panahon ng sakuna. Bahagi ito ng patuloy na adbokasiya ng MDRRMO na gawing mas ligtas at matatag ang mga residente.

18. MDRRMO, Tumulong sa Research ng BCC Students

Ang MDRRMO ay nagbigay ng isang technical briefing sa mga B.S. ICT students ng Binalatongan Community College para sa kanilang Capstone Project tungkol sa Bayambang Disaster Impact Data Collection and Analytics System. Tinalakay sa session ang kasalukuyang data flow, operational practices, at challenges sa disaster management. Ipinakita ng kolaborasyong ito ang suporta ng MDRRMO sa makabagong solusyon at paghubog sa mga kabataang innovator.

19. 4Q Meeting ng mga DCC, Ginanap

Sa 4th Quarter Meeting ng mga Document Control Custodian (DCC), tinalakay sa pulong ang kahalagahan ng maagap at wastong pagsusumite ng mga iba't ibang dokumentadong impormasyon upang mapanatili ang episyenteng proseso sa LGU. Nagbigay rin ng paunang talakayan hinggil sa Records and Archives Management bilang paghahanda sa ibayong pagpapahusay ng pangangalaga at organisasyon ng mga opisyal na dokumento ng pamahalaang lokal. 

20. Buong Health Department, Umani ng Parangal sa Gawad Kalusugan 2025

Ang buong health department ng LGU ay umani ng limang parangal, sa idinaos na Gawad Kalusugan 2025 ng DOH Region I noong December 11 sa San Fernando City, La Union. Ito ay ang Newborn Screening Exemplary Award at pagiging Best Implementer ng Safe Motherhood Program, Nutrition Program, Food and Waterborne Diseases Program, at Integrated Clinic Information System.

LGU Bayambang's COVID-19 Response, 2020-2021

 

The coronavirus disease or COVID-19 has struck the entire world, and the Municipality of Bayambang is no exception. The town has experienced the effects of COVID-19 in all aspects of life and the number of cases continue to increase despite the efforts of the LGU to reach zero cases. Nevertheless, LGU Bayambang has come through for the people and has toiled to provide the needs of Bayambangueños despite the sudden decline in economic activities and the rise of COVID-19 cases in different areas in the country.

 

Presenting to you the different projects of LGU-Bayambang, headed by Municipal Mayor, Dr. Cezar T. Quiambao, the Municipal Health Officer, Dr. Paz F. Vallo, and the Bayambang COVID-19 Task Force:

 

Creation of the Bayambang COVID-19 Task Force (January 2020)

As early as January 2020, the municipality has started its efforts in ensuring that the virus would have minimal effects on the people. One of the earliest forms of preparation was the enactment of Executive Order No. 9 Series of 2020 or “An Executive Order Creating a Task Force for Severe Contagious Human Diseases.”

 

Free RT-PCR and Rapid Diagnostic Testing

The test-trace-treat method was and still is the most effective way to prevent the spread of COVID-19, which is why the LGU continuously conducts FREE RT-PCR and antigen testing for close contacts and symptomatic individuals.

 

Antigen testing is also done within the LGU for all employees quarterly to keep them and the clients safe inside the offices.

 

Distribution of relief packs

Through the OPLAN: BABAWI (BAyanihang Bayambang, Walang Iwanan), all 35,000 households in Bayambang received relief packs from the local government as part of the assistance given to Bayambangueños as COVID-19 affected the livelihood of the majority.

 

Supplementary feeding for malnourished children

Additional food packs were also distributed to malnourished children being monitored by the Municipal Nutrition Office. Each food pack includes rice, fruits, vegetables, biscuits, and more.

 

SAP Distribution

LGU Bayambang worked closely with the 77 Punong Barangays to identify the 16,000 beneficiaries of the Social Amelioration Program allotted for Bayambang.

 

The Municipal Social Welfare Development Office was commended for its efforts which led to the success of the program in the town.

 

Intensified Public Information Campaigns

Technology plays a huge part in the efforts of the local government during the pandemic. With the need to stay at home and practice physical distancing, operations continued with the help of phone calls, video conferences, and social media posts to inform the public in adhering to public health protocols such as wearing of face mask and face shield, physical distancing, proper handwashing, and more.

 

Teleconsultation

Bayambang was among the first municipalities to launch the Teleconsultation Program through the Rural Health Unit. This became a way to continuously monitor the health of Bayambangueños while lessening physical contact to avoid the spread of the virus.

 

Disinfection for safer public spaces

Public spaces such as the Public Market, Tricycle Terminal, Municipal Plaza, and Municipal Hall are regularly sanitized through the collaborative efforts of the MDRRMO, BFP, and RHU.

 

Disinfection is also done in houses of confirmed COVID-19 cases.

 

Adoption of a Market Schedule

To reduce the number of people inside the market, the Market Schedule was put into place and quarantine passes were issued and limited to one person per household as a way to regulate the people going outside their homes.

 

At the Tricycle Terminal, a disinfection tent was set up wherein marketgoers and grocery shoppers had to undergo thermal scanning and disinfection before being allowed to enter the establishment for the safety of the market vendors and other marketgoers.

 

Mobile Market

A Mobile Market was also mobilized to bring the goods closer to the people and avoid congestion in the Public Market.

Temporary closure of establishments

Due to the need for the people to stay at home to keep safe, the majority of business establishments, with the exception of grocery stores and the public market, closed down, while others, including the LGU, adopted alternative work arrangements for the easier practice of physical distancing inside the offices. 

 

Lockdown of barangays with confirmed COVID-19 cases

In the early months of the COVID-19 spread, the LGU immediately placed on lockdown the barangays with confirmed cases.

 

The areas were secured through the efforts of the PNP, POSO, and members of the Barangay Council. The LGU ensured that these frontliners have personal protective equipment (PPEs) and other means of protection as they manned the checkpoints and kept the people safe.

 

Preparation of Quarantine Facilities

The Bayambang COVID-19 Task Force designated the:

San Gabriel 1^st Evacuation Center as the Isolation Facility, and the;

Pugo Evacuation Center as Quarantine Facility for returning residents with incomplete documents;

 

The LGU also entered into agreements with local hotels for the use of their establishment as Community Isolation Units for Locally Stranded Individuals or Returning OFWs.

 

LSI/ROF Desk

LGU Bayambang was commended by the PNP for its LSI/ROF Desk which was set up as a one-stop-shop to assist Locally Stranded Individuals and Returning Overseas Filipinos in finalizing their requirements for inter-zonal travel.

 

Resumption of Public Transport Operations

Once the national government allowed the operation of buses and tricycles again, the LGU extended its assistance to transport groups for them to secure special permits from the LTFRB.

 

Clearing, Cleaning, Disinfection, & Marking Operations inside the Public Market

In preparation for the “new normal” and as a way to create a better surrounding for the people, LGU Bayambang led the clearing, cleaning, decontamination, and marking operations inside the Public Market wherein all stalls were closed from the evening of June 29 until midnight of July 1, 2020.

 

Until now, regular disinfection is being done inside the public market for the safety of the people.

 

OPLAN UNDAS

In anticipation of the arrival of Bayambangueños at the public and private cemeteries on November 1, the LGU implemented a schedule to give families in each barangay opportunity to visit their departed loved ones.  

 

Initiatives of the Sangguniang Bayan

The Sangguniang Bayan of Bayambang is also one with the COVID-19 Task Force in ensuring the safety of the people through its immense support and through ordinances such as “AN ORDINANCE ESTABLISHING FOR THE NEW NORMAL CODE IN RESPONSE TO THE COVID-19 PANDEMIC AND OR EXISTENCE OF PUBLIC HEALTH EMERGENCY/STATE OF CALAMITY IN THE MUNICIPALITY OF BAYAMBANG AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF, SUBJECT TO EXISTING LAWS, RULES AND REGULATIONS” which has provided a baseline for the COVID-19 response of the town.

 

Safety Seal

The MLGOO, PNP, and other offices are also monitoring the different establishments and awarding Safety Seal certificates for those compliant with the guidelines of the government.

 

COVID-19 Situationer

In addition, a daily update is posted on the Facebook page of the LGU to keep the public informed about the number of cases in the municipality and what they can do to help prevent the further spread of COVID.

 

This is only one among the many continuous efforts of the LGU to keep the public safe. Our other activities include:

Information dissemination to Punong Barangays, Barangay Councils, and the public regarding the guidelines for each quarantine status

BAYAMBANG RESBAKUNA

Vaccination is the most effective way in making sure that hospitalization and mortality due to COVID-19, which is why LGU-Bayambang, headed by Task Force Bakuna, is ramping up its Vaccination Program.

 

Free rides to and from the Vaccination Site

LGU Bayambang offered free rides to and from the Pugo Evacuation Center in partnership with the local transport groups. This is to encourage more people to be vaccinated as they don’t have to worry about the fare going to the site.

 

Free food after vaccination

We also offer free snacks and drinks to all individuals being vaccinated.

 

Temporary Vaccination Sites

To bring the vaccines closer to the people, we identified different barangays with different schedules for the Vaccination Program.

 

The LGU also offered a raffle draw last December 2021 for fully or partially vaccinated individuals as part of their incentives for being responsible residents during the Christmas season.

 

Vaccination System

The ICT Office also devised an online system for the LGU to track the data of vaccinated individuals in the municipality.

 

This is a testament of the adaptability, functionality, and active effort of each office and each individual in the fight against COVID-19.

 

 

The outbreak of the coronavirus disease or COVID-19 was an unexpected setback for the municipality. Nevertheless, LGU Bayambang has come through for the people and has toiled to provide the needs of Bayambangueños despite the sudden decline in economic activities and the rise of COVID-19 cases in different areas in the country.

 

All these efforts are made possible through the able leadership of Mayor Quiambao, the guidance and implementation of the Bayambang COVID-19 Task Force, and the help of each individual and resident who are active in the fight against COVID-19.

 

With all these factors, Bayambangueños are assured that the LGU always has the best interest of the public in mind and will stop at nothing to ensure that we can effectively combat COVID-19 in the municipality.
