 LEGISLATIVE ENACTMENTS

(Sangguniang Bayan ng Bayambang)

 

Ang Sangguniang Bayan ng Bayan ng Bayambang ay ang sangay ng pamahalaan na gumagawa ng mga batas alinsunod sa itinatadhana ng Local Government Code of 1991. Ang angguniang ito ay nagpapatibay ng mga ordinansa at resolusyon na sumusuporta sa mga plano, programa, layunin, at prayoridad ng Punong Bayan na mahalaga upang maging mahusay at epektibo ang paghahatid ng mga serbisyong pampubliko para sa kapakanan ng buong bayan at ng mga mamamayan nito.

Bilang Tagapangulo, nananatiling matatag si Pangalawang Punong Bayan Ian Camille C. Sabangan, kasama ang mga Konsehal ng Bayan, sa pagrepresenta sa tinig ng mga mamamayan ng Bayambang sa pamamagitan ng makabuluhang batas at maayos na paggawa ng mga polisiya.

Mula Hulyo 2024 hanggang Oktubre 2025, nagsagawa ang Sangguniang Bayan ng 66 regular na sesyon at 6 na espesyal na sesyon, kung saan naipatupad ang 19 na ordinansa at 666 na resolusyon. Nagsagawa rin ito ng 6 na pampublikong pagdinig at 28 na pagdinig sa lebel ng komite.

Narito ang ilan sa mga mahahalagang hakbangin sa lehislasyon na naipatupad:

 

 

1) RESOLUTION No. 430, SERIES of 2024

 

Approval of the Annual Investment Program (AIP) of the Municipality of Bayambang for calendar year 2025 in the amount of ₱5,070,726,937.60

 

- This measure was enacted as a development of allocating resources to meet community need and achieved developmental goals of our municipality.

 

2) APPROPRIATION ORDINANCE NO. 7, SERIES OF 2024

 

Approval of the annual budget of the Municipality of Bayambang for calendar year 2025 in the amount of ₱590,713,285.25

 

- This measure was enacted to enable the Municipal Government of Bayambang to deliver basic services and development projects of its constituents.

- 

3) MUNICIPAL ORDINANCE NO. 1, SERIES OF 2025

 

Waiving of the payment of one (1) month of rental fee of partially charged stalls and two (2) months of rental fee for totally charged stalls at the Bayambang Public Market (Block III)

 

- This measure provides relief and support to the affected stall holders affected by fire that occurred on May 4, 2025 while they rebuild their business and sources of income.

 

4) MUNICIPAL ORDINANCE NO. 2, SERIES OF 2025

Approval of the suspension of the imposition of surcharges and interest of monthly rentals in the Public Market from January 1, 2025, to June 2025.

 

- This is a measure to help alleviate the financial burden of the stall holders especially the financial hardship they continue to face.

 

5) MUNICIPAL ORDINANCE NO. 03 SERIES 2025

Prohibition of online sexual abuse and exploitation of the children (OSAEC) and child sexual abuse or exploitation materials (CSAEM) in the Municipality of Bayambang institutionalizing programs for its prevention and eradication and providing penalties thereof, thereafter establishing a supportive environment for child victims, and providing funds thereof

 

- This measure provides special protections to children from all forms or sexual violence abuse and exploitation especially those committed with the use of information and communications technology (ICT), provide sanctions for their commissions and carry out programs for the prevention, deterrence and intervention in all situations of online sexual abuse and exploitation of children in the digital and non-digital production, distribution or possession of child sexual abuse or exploitation material.

- 

6) MUNICIPAL ORDINANCE NO. 04 SERIES OF 2025

Localization of support for the Pantawid Pamilya Pilipino Program (4Ps) by prioritizing and committing to the implementation of programs and delivery of services for the active and graduated/exited beneficiaries through the adoption of the convergence provision of Republic Act 11310, and the social case management process in the Municipality of Bayambang, Pangasinan, and for other purposes.

 

- This measure aims to implement effectively the programs, projects, and services that will alleviate poverty and empower disadvantaged individuals, families, and communities for an improved quality of life of our constituents.

 

7) MUNICIPAL ORDINANCE NO. 05 SERIES OF 2025

Creation of a Coordinating and Monitoring Board to provide special protection to senior citizens elderly persons and persons with disabilities (PWDs) against discrimination, abandonment, negligence, violence, and other similar acts in the Municipality of Bayambang, Pangasinan, providing their duties and responsibilities, and for other purposes.

 

- This measure provides special protection for our senior citizens and persons with disabilities in our municipality against discrimination, abuse, abandonment, neglect, violence and other acts detrimental to their well-being.

 

 

 

8) MUNICIPAL ORDINANCE NO. 08 SERIES OF 2025

Amendment of the establishment of the Bayambang Polytechnic College

 

- This measure was enacted in keeping with Dr. Cezar T. Quiambao commitment to provide accessible education for Bayambang residents.

 

In addition, pursuant to DILG Circular No. 2025-060, there were thirty-four (34) Civil Society Associations (CSOs) accredited. The participation of civil society organizations in governmental processes is an essential and much-desired component in empowering citizens by giving them opportunities to articulate their needs and to take part in the decision-making processes of their respective LGUs.
