Caring Governance
Breaking
barriers and making history, Mayor Mary Clare Judith Phyllis ‘Niña’
Jose-Quiambao became the first female mayor of Bayambang, bringing renewed
vigor to the town's governance in its 410 years of existence.
Prior to getting
elected to the position, mayor Niña used to head the Local Council of Women to help
empower fellow Bayambangueñas, from which she learned valuable lessons in the
issue of women’s rights and women’s movement.

Jose-Quiambao's inclusive and motherly approach to governance is embodied in
her seven-point anti-poverty program, namely “Health for All,” “Education for
All,” “Jobs for All,” “Protection of Women and Children,” “Agriculture
Modernization,” “Infrastructure Development,” and “Honest & Efficient
Public Servants.”
Her rise to political
power coincided with the election of the town’s first female Vice Mayor. Governing
Bayambang together with the town’s first female Municipal Administrator and around
20 other women as LGU department heads and national agency heads, we could say
it is the best time to be a woman in Bayambang.
Under her
watch, which vigilantly continued her predecessor’s flagship program, her husband
and former Mayor Cezar T. Quiambao’s ‘Rebolusyon Laban sa Kahirapan,’ LGU-Bayambang
achieved a number of notable firsts: first unmodified opinion from the
Commission on Audit, first-ever ISO 9001:2015 certification, national recognition
and awards bestowed on almost all departments and units, and the actual realization
of major projects, from farm-to-market road with bridges, central terminal, and
large-scale irrigation, among many others.
