 Enforcement Excellence Award and Green Governance Award Conferred to LGU!

The LGU-Bayambang was honored with the Solid Waste Enforcement Excellence Award and Green Governance Excellence Award during the 9th Ecological Solid Waste Management Summit organized by the Department of Environment and Natural Resources–Environment Management Bureau (DENR-EMB) Region I, held on February 5 in Candon City, Ilocos Sur. On behalf of Mayor Niña Jose-Quiambao, the ESWMO-Bayambang team proudly accepted the two prestigious awards.


Bayambang, 2024 Good Financial Housekeeping Passer
The LGU-Bayambang once again received the Good Financial Housekeeping (GFH) Certification after successfully passing the latest audit conducted by DILG Region I. This achievement demonstrates the LGU’s commitment to financial transparency, accountability, and efficient management of public funds, ensuring that government resources are properly utilized for the benefit of the entire community.


Bayambang Officially Receives CROWN Award in the Presence of PBBM
The LGU-Bayambang formally received the CROWN (Consistent Regional Outstanding Winner in Nutrition) Award from the National Nutrition Council during the National Nutrition Awarding Ceremony led by President Ferdinand “Bongbong” R. Marcos Jr. and DOH Secretary Teodoro J. Herbosa, M.D. on March 7 in Pasig City. Representing Mayor Niña Jose-Quiambao, MNAO Venus Bueno and OIC-MPDO Ma-lene Torio accepted the award on behalf of the LGU.


Bayambang Passes Child-Friendly Local Governance Audit Again

The LGU-Bayambang once again earned the Seal of Child-Friendly Local Governance after successfully passing the comprehensive audit conducted by the Council for the Welfare of Children. Congratulations to the Quiambao-Sabangan administration, the Municipal Social Welfare and Development Office, and other members of the Local Council for the Protection of Children for this achievement.


Municipal Treasury and Assessor Recognized by BLGF Region I

The Bureau of Local Government Finance (BLGF) Region I under the Department of Finance recognized the Bayambang Municipal Treasury Office for its exceptional performance in local revenue collection during the regular evaluation held on July 8 at the LGU-Bayambang’s Municipal Treasury and Assessor’s Offices.
On behalf of Mayor Niña Jose-Quiambao, the Municipal Treasurer and OIC-Municipal Assessor proudly accepted the following distinctions:

  1. Top 3 among First-Class Municipalities in Region I for Highest Locally Sourced Revenues in Nominal Terms for Fiscal Year 2023
  2. Top 4 among First-Class Municipalities in Region I for Highest Locally Sourced Revenues in Nominal Terms for Fiscal Year 2022
  3. Top 5 among First-Class Municipalities in Region I for the Ratio of Locally Sourced Revenue to Total Current Operating Income for Fiscal Year 2023

Budget Office and Treasury Commended by BLGF
The BLGF commended the Bayambang Municipal Budget Office and Municipal Treasury Office for their compliance in the timely submission of Statement of Receipts and Expenditures (SRE) Reports for the second quarter of Fiscal Year 2025.


LGU-Bayambang Named Provincial Model LGU for 4Ps Implementation
The LGU-Bayambang earned the title of “Model LGU Implementing 4Ps” across the entire province of Pangasinan. This recognition highlights the LGU’s dedication to improving the welfare of 4Ps (Pantawid Pamilyang Pilipino Program) beneficiaries in Bayambang. Special thanks go to Mayor Niña Jose-Quiambao for her personal oversight of 4Ps-related matters and to all sectors involved for their innovative efforts to enhance the program’s success.


Municipal Accountant Among Most Outstanding in Pangasinan
Mr. Flexner de Vera was recognized as one of the Most Outstanding Municipal Accountants during the awarding ceremony of the Pangasinan Association of Local Government Accountants (PALGA) on August 12 in Dagupan City. His excellence and dedication contributed to LGU-Bayambang’s receipt of an unmodified opinion from the Commission on Audit (COA) for its 2024 financial statements.


LGU Named Regional Winner of Kaunlarang Pantao Award
The LGU-Bayambang was awarded Regional Winner under the Municipal Category in the 2025 Rafael M. Salas Kaunlarang Pantao Award by the Commission on Population and Development (POPCOM). This recognition honors the LGU’s innovative, inclusive, and sustainable initiatives in localizing population and development programs for the community’s overall progress.

 

LGU-Bayambang, Honored by Red Cross Pangasinan Chapter

The LGU of Bayambang received the Pinabli Award from the Philippine Red Cross–Pangasinan Chapter after contributing 485 blood bags last year (2024). Two staff members from RHU II and III were also recognized as Blood Galloner awardees—donors who have given more than 10 bags of blood: Ignacia Asuncion and Christian Dave Aquino.

Bayambang, Among the Top 5 Most Business-Friendly Municipalities!

For the first time, Bayambang earned a spot in the Top 5 Most Business-Friendly LGU Awards under the Municipality Level 1 Category nationwide. This significant recognition highlights the town’s business practices, social services, and infrastructure development, as well as its contribution to national economic growth—particularly in increasing investors and boosting employment. The 2024 competition was organized by the Philippine Chamber of Commerce and Industry (PCCI).

PNP-Bayambang, National Nominee for the C.S.O.P. Award

PNP-Bayambang, led by PLtCol Rommel Bagsic, was recognized as a national nominee for NAPOLCOM’s Community Service-Oriented Policing Award. The nomination highlights the “Police Hour at Your Service” program launched in 2023 on 87.5 Niña Aro Taka radio station, which aims to bring police services closer to the community and strengthen public safety. 

Bayambang, Regional Winner in the 4Ps Model LGU Search!

LGU-Bayambang was named regional winner in DSWD Region I’s 2025 Search for Model LGU Implementing 4Ps. This recognition affirms the LGU’s strong leadership and innovative strategies in supporting 4Ps beneficiaries. With this win, Bayambang will serve as Region I’s official entry to the national GAPAS Awards.

LGU-Bayambang achieved a 100% compliance rating in the Full Disclosure Policy (FDP) postings from CY 2024 to the first quarter of 2025, based on DILG’s audit. This accomplishment is a clear testament to the LGU’s transparency, accountability, and clean governance under the leadership of Mayor Niña.

Bayambang, Awarded the Seal of Protection

The municipality of Bayambang was granted the GSIS Seal of Protection Award – Gold Category for its consistent efforts to insure its local government properties and equipment. The recognition was received by the General Services Office during a ceremony held in Iloilo City on November 20.

SATOM CTQ, Top 1 Stakeholder Awardee of DepEd Pangasinan I

Former mayor and SATOM, Dr. Cezar Quiambao, was formally honored as the Top 1 Stakeholder Awardee by DepEd Pangasinan I—solid proof of his continued support for education and the dreams of every young Bayambangueño. The award likewise recognized the entire LGU-Bayambang, the Local School Board, DepEd Bayambang District I, and Don Teofilo S. Mataban Memorial School.

DSWD Municipal Operations Office Receives Multiple Awards

The DSWD Municipal Operations Office also earned several recognitions from DSWD Region I for its heartfelt service to 4Ps beneficiaries. Awards included: Most Institutionalized Municipal Advisory Council Meeting, Most Participative Municipal Operations Office, Beneficiary Data Management Champion, Model LGU Implementing 4Ps, Highest Percentage of Self-Sufficient Household Beneficiaries, Case Management Champion, and more.

Bayambang, a Z.O.D.-Certified Municipality

Bayambang was recognized by the Department of Health as the only Zero Open Defecation (ZOD) Certified Municipality this year, in an awarding ceremony held on November 21 in Candon City, Ilocos Sur. In previous years, Bayambang became the 33rd municipality in Pangasinan to achieve this level of sanitation, thanks to the strict implementation of programs against open defecation. 

LGU-Bayambang Honored by PhilRice

LGU-Bayambang received an award from DA-PhilRice on November 25 for its strong support of rice research for development. Councilor Jocelyn Espejo and Agricultural Technologist Alfonso de Vera accepted the award on behalf of Mayor Niña during PhilRice’s 40th anniversary event. Bayambang was among those recognized for active collaboration in agricultural projects promoting modern innovations and more resilient rice production in the country.

LGU-Bayambang, 3rd Best Performing LGU in Region I in Fiscal Management

 LGU-Bayambang rose to the Top 3 Best Performing LGUs in Fiscal Management in Region I after receiving two awards from the BLGF: 3rd Place in Highest Locally Sourced Revenues for 1st Class Municipalities for Fiscal Year 2024, and an Unqualified COA Opinion. The municipality was recognized for its strong and efficient implementation of fiscal processes, demonstrating discipline, honest governance, and responsible fund management under the leadership of Mayor Niña Jose-Quiambao. 

Bayambang, National Passer in the 2025 Seal of Child-Friendly Local Governance 

Bayambang is among the 37 LGUs in Pangasinan that passed the rigorous 2025 Child-Friendly Local Governance Audit (CFLGA) of the DILG. The town was commended for its effective implementation of policies and programs that promote the safety, protection, and overall development of children. LGU-Bayambang pledged to further strengthen initiatives that uplift the quality of life of all young Bayambangueños.

 

Migrant Desk Officer, Honored

Meanwhile, SLEO and Migrant Desk Officer Gernalyn Santos received the Reintegration and Welfare Assistance Merit Award from OWWA in recognition of her outstanding service to OFWs and their families. She received the award on December 2 during the agency’s Migrant Desk Officer Year-End Assessment.


OFW Family Association President and Migrant Desk Officer, Recognized

Mr. Abner M. Cantano, President of the OFW Family Association, was recognized as a finalist (6th place) in the Bolun Awards 2025 for his dedicated efforts in promoting the welfare of OFWs and their families. A Certificate of Recognition was also awarded to PESO-Bayambang Migrant Desk Officer Gernalyn Santos, who serves as adviser, for her contributions to implementing programs for migrant families.


Accounting Staff, Pag-IBIG Fund Dayew Awardee 2025

Elma de Dios of the Municipal Accounting Office was honored as a Dayew Awardee 2025 by the Pag-IBIG Fund Dagupan Branch during the agency’s year-end assembly on December 3. She was recognized as the Best Pag-IBIG Fund Coordinator (Government Category) for her integrity and excellence in fulfilling employer responsibilities. LGU-Bayambang proudly celebrates this award as proof of the dedication and professionalism of its public servants.


Bayambang Receives ₱1.2M Incentive for Successful Konsulta (YAKAP) Program

LGU-Bayambang received over ₱1.2 million in incentives from the Provincial Government of Pangasinan in recognition of its successful implementation of the Konsulta or YAKAP program under the leadership of Mayor Niña Jose-Quiambao. Mayor Niña’s representative, Dr. Rafael Limueco Saygo, together with Acting Municipal Treasurer Charmaine Bulalakaw, personally accepted the award in Calasiao on December 5. The incentive will be allocated to strengthen the programs of the Rural Health Units and further improve the town’s overall health care system.

RHUs Bring Home Multiple Awards at Provincial Health Summit

Bayambang's Rural Health Units (RHUs) once again brought honor to the municipality after winning several awards during the 15th Provincial Health Summit and LGU Scorecard Awarding held on January 16 in Calasiao, Pangasinan. Bayambang was recognized as Champion in the Epidemiological Surveillance Unit, Annual Operational Plan, and Mental Health Program, while also earning Runner-Up honors in the Health Promotion and Maternal Health Programs.

 

 Bayambang Police Chief Receives Medal of Heroism

PLtCol Rommel Bagsic, Acting Chief of Police of the Bayambang Municipal Police Station, and PSSg Albert Junio were awarded the Medalya ng Kadakilaan (PNP Heroism Medal) in recognition of their outstanding service, dedication, and successful resolution of a 2025 murder case. The award was presented in San Fernando City, La Union, highlighting their unwavering commitment to justice, the rule of law, and faithful public service to the people of Bayambang.

 

 Bayambang MPS Named Best Municipal Police Station (Class A) Nationwide

The Bayambang Municipal Police Station, under the leadership of PLtCol Rommel Bagsic, was named the Best Municipal Police Station (Class A Category) Nationwide during the 2026 PNP Day Celebration held at Camp Crame, Quezon City. The recognition followed the station's impressive 89.80% performance rating, reflecting its high level of professionalism, effective leadership, and successful implementation of peace and order programs under the administration of Mayor Niña Jose-Quiambao.

 

 ESWMO-Bayambang Honored Again at the Region I ESWM Summit

The Municipality of Bayambang was once again recognized for its excellence and continuing commitment to environmental protection after receiving the Excellence in Solid Waste Management Implementation Award (LGU Level) during the 10th Region I Ecological Solid Waste Management Summit organized by the DENR–Environmental Management Bureau Region I on February 4, 2026, in San Carlos City, Pangasinan.

 

 LGU-Bayambang Recognized Again by ATI-RTC I

The Local Government Unit of Bayambang received another Plaque of Recognition from the Department of Agriculture–Agricultural Training Institute Region I on February 11 in recognition of its active participation and unwavering support for agricultural programs and training for farmers and Agricultural Extension Workers in Region I. The award, received by the Municipal Agriculture Office, reflects the local government's continuing commitment to advancing modern and sustainable agriculture.

 

 Bayambang Places Fourth Runner-Up in DSWD Video Contest

Bayambang placed Fourth Runner-Up among 41 provincial entries in the "Juana Malakas: Stories of Women Empowerment" Advocacy Video Contest organized by the Department of Social Welfare and Development (DSWD) as part of the National Women's Month celebration. The winning entry featured the inspiring life story of Christien P. Garcia, an award-winning Barangay Nutrition Scholar and graduating 4Ps beneficiary from Barangay Zone 6.

 

 PESO Wins Three Regional Awards

The Public Employment Service Office (PESO)-Bayambang received three awards during the 2026 Regional PESO Congress, including the Regional Job Fair Excellence Award and two Special Citations for service digitalization and the timely submission of its CY 2025 reports. These honors highlight the effective implementation of the municipality's employment programs under SLEO Gernalyn Santos and the leadership of Mayor Niña Jose-Quiambao.

 

 LGU-Bayambang Earns 98.13% in the 2025 Child-Friendly Local Governance Audit

The Municipality of Bayambang achieved an outstanding 98.13% score in the 2025 Child-Friendly Local Governance Audit (CFLGA) conducted by the Department of the Interior and Local Government (DILG). The result affirms the municipality's strong commitment to promoting children's welfare through programs focused on protection, health, education, and overall development.

 

 Bayambang LCPC Rated "Ideal" with 93.66%

Bayambang's Local Council for the Protection of Children (LCPC) earned an "Ideal" rating after receiving a 93.66% score in the 2025 DILG assessment. The recognition reflects the council's effective implementation of policies and programs that safeguard the welfare and protection of children in the community.

 

 Bayambang LCAT-VAWC Rated "Highly Functional"

Bayambang's Local Committee on Anti-Trafficking and Violence Against Women and Their Children (LCAT-VAWC) was assessed as "Highly Functional" after earning a 104-point rating in the DILG audit. The recognition demonstrates the municipality's strong and systematic efforts to combat human trafficking and violence against women and children.

 

 Bayambang Records the Highest Operating Income in Region I

Bayambang ranked first among all municipalities in Region I after posting an operating income of ₱463.62 million, based on the Bureau of Local Government Finance (BLGF) report for the third quarter of 2025. This achievement reflects the municipality's sound financial management and fiscal discipline.

 Bayambang Police Station Receives National Recognition

In January 2026, the Bayambang Municipal Police Station, under Officer-in-Charge PLtCol Rommel Bagsic, was named by the Philippine National Police National Headquarters as the Best Municipal Police Station (Class A) Nationwide.  Bayambang Among the Top LGUs in Locally Sourced Revenue

Bayambang once again demonstrated its strong fiscal performance by ranking 7th in Pangasinan and 11th in Region I in terms of Locally Sourced Revenue (LSR) for the first quarter of 2026, based on the Bureau of Local Government Finance (BLGF) Statement of Receipts and Expenditures. The municipality generated a total of ₱75,431,163.22 in locally sourced revenue during the period.

 

 

 

 Mayor Niña Honored by the BFP

Mayor Niña was honored by the Bureau of Fire Protection (BFP) Region I during an awarding ceremony held on December 17 in San Fernando City, La Union, in recognition of her dedication and steadfast support for the agency's programs and initiatives. Representing Mayor Niña at the event was Councilor Jocelyn Espejo, who attended alongside BFP-Bayambang OIC Chief Carol Joy Palchan. The ceremony underscored the importance of the strong partnership between the local government and the BFP in ensuring the safety and well-being of the community.

"Beyond Compliant" in Gawad KALASAG

LGU-Bayambang once again received a "Beyond Compliant" (Excellent) rating during the 2025 Gawad KALASAG Regional Awarding Ceremony held on December 17 in Bauang, La Union. Bayambang was recognized as Top 4 in Pangasinan and Top 7 in Region I, affirming its high level of preparedness and excellence in Disaster Risk Reduction and Management (DRRM). The recognition reflects the municipality's sustained compliance with—and continued advancement beyond—the standards set under Republic Act No. 10121 over the past four years.

 

LGU Recognized for Supporting Youth Rehabilitation

The Local Government Unit (LGU) of Bayambang received a Certificate of Recognition from the DSWD Field Office I in recognition of its valuable support, active collaboration, and steadfast commitment to the programs and services of the Regional Rehabilitation Center for Youth (RRCY). The award was presented on March 12 in Bauang, La Union. Through its support of the RRCY, the LGU has made a significant contribution to the welfare, rehabilitation, and holistic development of young individuals in need of guidance and under the institution's care.

 

Budget Office and Treasury Commended by BLGF

The Bureau of Local Government Finance (BLGF) commended the Bayambang Municipal Budget Office and the Municipal Treasury Office for their compliance with the submission of the Statement of Receipts and Expenditures Reports for the second quarter of Financial Year 2026.

 

LGU-Bayambang Recognized by the BIR for 498% Increase in Tax Collections

The Bureau of Internal Revenue (BIR) Revenue District 4 recognized the Local Government Unit of Bayambang and Ms. Lady Ann Razzel Purisima of the Accounting Office on July 22 for their outstanding contribution to the growth of tax collections. The recognition was awarded after Bayambang recorded a remarkable 498% increase in tax payments in May 2026 compared with the same period in the previous year. As a result, Bayambang was cited for achieving the Highest Increase in Tax Payment among all LGUs under the district's jurisdiction.
