Atty. Charlemagne Perez Papio

Atty. Charlemagne Perez Papio was born on February 22, 1992. He is the youngest among five siblings and the son of retired Police Inspector Ricardo V. Papio Sr. of the Bayambang Police Headquarters and retired Teacher III Filomena P. Papio of Bongato West Elementary School.

During his elementary years, he consistently earned academic honors and participated in extracurricular activities, particularly in sports and quiz competitions. In 2002, he won the YMCA Group Quiz Bee together with now Atty. Kenneth Mataban and RN James Patrick Tadeo. He continued his academic achievements in high school and received the Loyalty Award.

He briefly became a cadet of the Philippine National Police Academy before pursuing higher education at Saint Louis University, where he graduated in 2013 with a Bachelor of Science in Information Technology. He also received several Dean’s Lister recognitions during his college years.

From 2014 to 2016, Atty. Papio worked in private companies in Clark, Pampanga as a data analyst and technical support personnel. In 2016, he entered government service as a technical staff member of the ICT Office of the local government unit. He later served as information systems analyst from 2017 to 2021 under Maria Concepcion Santillan and Ricky Bulalakaw.

In 2021, he joined the Municipal Legal Office as a paralegal under Atty. Bayani B. Brillante Jr. While working in government service, he pursued his law studies at PHINMA University of Pangasinan College of Law from 2019 to 2023 and earned his Juris Doctor degree in 2023. He passed the 2025 Bar Examinations on January 7, 2026 and was admitted to the Philippine Bar on February 6, 2026.

At present, Atty. Papio assists in drafting and reviewing Sangguniang Bayan resolutions and ordinances, prepares legal opinions and research, and helps handle concerns referred to the Municipal Legal Office. He also serves as mediator or arbitrator in selected disputes and acts as Officer-in-Charge during the absence of the Municipal Legal Officer.

Aside from office work, he conducts lectures and seminars for barangays and local constituents, and provides free legal assistance and document preparation during medical and outreach missions.

He is an active member of the Integrated Bar of the Philippines Pangasinan Chapter and previously became part of the Philippine Eagles from 2021 to 2023.
