LGU Honors Outgoing PSU President, Dr. Dexter R. Buted
The Local Government Unit of Bayambang, led by Mayor Niña Jose-Quiambao, Vice-Mayor Ian Camille Sabangan, and Sangguniang Bayan members, held an honoring ceremony for outgoing Pangasinan State University President, Dr. Dexter R. Buted, in grateful acknowledgement of his accomplishments at PSU and his role in several LGU projects.
Dr. Buted received the plaque of recognition today, December 12, at the Balon Bayambang Events Center, right after the traditional Monday morning flag-raising ceremony.
In his acceptance speech, Dr. Buted shared that he came from a poor farmer’s family, but said, “Hindi hadlang ang kahirapan sa pag-abot ng tagumpay.”
Further into his speech, he commended PSU-Bayambang students for their remarkable achievements, particularly as passers in Civil Service Commission examinations.
The youthful-looking educator also left some food for thought to LGU officials and employees, advising them to perform their duty with kindness at all times, even when it is difficult to do so.
PSU-Bayambang’s top officials led by Campus Executive Director, Dr. Lisa L. Quimson, attended in full force, in a ceremony highlighted by remarkable performances by PSU-Bayambang students.
Dr. Buted will be replaced by new PSU President, Dr. Elbert Galas.

FEATURE: Dr. Dexter R. Buted
Before he became the President of the Pangasinan State University (PSU), Dr. Dexter Respicio Buted wore quite different hats.
He originally hailed from Laoag City, Ilocos Norte, studied for college in Manila, then pursued further studies in Batangas, until he ended up working there in the field of higher education while busy building a family.
As an academician, he was once a full-time faculty member teaching tourism studies and has published several research papers on tourism and other fields of study.
He soon worked in various administrative capacities at the Lyceum of the Philippines University-Batangas, until he rose to become a college dean and reached the position of University Vice-President.
Outside the academe, he had experience as Batangas City's No. 1 City Councilor and Batangas Province's No. 1 Provincial Board Member.
In 2014, Dr. Buted became the PSU President at age 42, the country’s youngest university president on record.
According to a news report, "under his watch, the Pangasinan State University achieved a Level 4 accreditation status. This is the highest certification a State University and College can get under the Accrediting Agency of Chartered Colleges and Universities in the Philippines. The PSU is also the first Philippine university to bag the Investors in People Gold Award, a UK government standard for people management, and the first higher education institution to receive the the Philippine Quality Award Level III or the Mastery in Quality Management from the Department of Trade and Industry."
Among the recognitions he received is that of being an Outstanding Administrator, given by the Board of Regents of PSU in 2016. Also in 2016, he received the 7th Asia's Education Excellence Award, an international award for outstanding contribution to education.
Of course, as PSU resident, Dr. Buted frequented the PSU-Bayambang Campus, and he was instrumental in the approval of various projects of the LGU in cooperation with PSU. Among these is the PSU-LGU ICT Konek Project which provided smart classrooms to college students for free access to ICT-enabled learning technology. Another is the Bayambang Central Terminal project, whose construction is ongoing inside the PSU campus and which aims to provide a proper bus terminal for our town and to decongest our overcrowded Poblacion area.
