EDUCATION FOR ALL

Former PSDSs Thanked for Their Service; New PSDSs Welcomed
On August 24, the Local School Board expressed their gratitude to the outgoing Public Schools District Supervisors (PSDS) of Bayambang, namely Dr. Angelita Munoz and Dr. Mary Joy Agsalon. Both were awarded a Certificate of Appreciation in the presence of all LSB members. Dr. Candra Penoliar, returning as PSDS for District II, and Dr. Longino Ferrer, newly assigned to District I, were warmly welcomed.
Child Development Sessions Have Started
On September 4, the Child Development Sessions resumed in the 74 Child Development Centers in Bayambang. According to Marvin Bautista, the Child Development Focal Person of MSWDO, there are currently 2,925 learners enrolled in Pre-K1 and Pre-K2, being taught by 77 Child Development Teachers.
525 Bayambangueños Granted Free College Education
On that same day, Bayambang Polytechnic College conducted a College Orientation program at the Events Center, attended by all 525 enrollees, teachers, and officials, led by College President Dr. Rafael Saygo, and municipal officials, led by Vice Mayor IC Sabangan. The program discussed academic and non-academic matters aimed at ensuring the success of all enrollees in this school year.
17,445 Students from Public Elementary Schools to Receive Free School Supplies
On September 5, the LGU started distributing school supplies to the public elementary schools in Bayambang District I and II for the school year 2023-2024. The approximately 17,445 students are grateful to Mayor Niña for this new assistance in their education.
LSB Update
During the Local School Board meeting held on September 21 at the Mayor's Conference Room, Mayor Niña Jose-Quiambao donated P50,000 from her own pocket for the BNHS students and faculty members who will be attending a conference in Malaysia.
HEALTH FOR ALL
- Health (RHUs)
Continuing its delivery of Total Quality Service, the entire Comprehensive Services to the Community Year 6 team landed at the Buenlag 1st Barangay Covered Court on September 8. The team was warmly welcomed by the residents of Barangay Mangayao, Buenlag 1st, and Buenlag 2nd. According to the report from the overall organizer, Dr. Roland Agbuya, a total of 882 registered clients benefited from the activity.
Dental Team Goes Around CDCs
Last week, the dental team from RHU began touring the Child Development Centers in Bayambang to provide free fluoride application, oral health education, and lectures on proper toothbrushing to child development learners.
Here, Dr. Dave Francis Junio, Dr. Alma Bandong, and their team from RHU, along with DOH dentist Dr. Zaida Alcantara, went around together.
Water Refilling Stations, Inspected
A sanitary inspection was conducted on September 12 at two water refilling stations that applied for a Permit to Operate. The inspection was carried out by Engr. Michelle Bumatay of DOH RO1, along with RHU I Sanitary Inspector, Jonathan Florentino.
KSB Team Returns to Tambac
The residents of Barangay Ataynan, Bacnono, and Tambac were greeted by clear skies as the Comprehensive Services to the Community returned to the Tambac Covered Court, continuing to provide free services with the Total Quality Service seal from the Municipality. In Mayor Niña's AVP message, she emphasized that KSB does not discriminate based on time, place, status, age, or condition, as it aims to uplift every Bayambang resident from poverty. A total of 838 clients availed of services during this activity.
Blood Drive Collects 95 Blood Bags
On September 18, the Rural Health Unit, in collaboration with the Region 1 Medical Center, conducted a mobile blood donation drive at the Balon Bayambang Events Center. There were 154 registered donors, but only 62% were successful donors. In total, RHU and R1MC collected 95 blood bags.
RHU III Conducts Another Info Drive
Recently, RHU III successfully concluded an information drive on "Teenage Pregnancy, Maternal and Child Health Care, and Effective Parenting." According to Dr. Roland Agbuya, there were 618 total participants in the activity held in various venues across the 12 catchment barangays of RHU III, including Barangays Carungay, Hermoza, Tatarac, Apalen, and Pangdel.
Free Services in KSB Year 6 Reach Darawey
The residents of Barangay Pugo, Wawa, and Darawey wasted no time in availing themselves of services with the Total Quality Service mark during another edition of Comprehensive Services to the Community Year 6, held at the Darawey Covered Court on September 22. According to Dr. Roland Agbuya, the overall organizer, there were 812 total registered clients in the activity, where all LGU departments and government line agencies provided free services.

LGU Sportsfest 2023, Formally Opened
On September 25, the opening program of LGU Sportsfest 2023 was held, organized by the Municipal Physical Fitness and Sports Development Council. It began with a simple parade and was followed by a program at the Events Center. The five teams, namely Team Luntian, Sinaglahi, Masigasig, Marangal, and Mandirigma, were present. The venue erupted with cheers as Team Luntian was awarded the most active Team and received a P15,000 cash prize from Mayor Niña.

LGU Bazaar for Pre-loved Items, Successful
The two-day LGU-Bayambang Bazaar for Pre-loved Items and live selling held on September 8 and 9 at the Balon Bayambang Events Center was a success. This project was initiated by Municipal Administrator Atty. Raj Vidad, thanks to donations from all LGU departments, CIAISI, Project Aral Foundation, Rotaract Club, and Binibining Bayambang. The funds raised will be used to support Mayor Niña's housing project for selected families who are members of the 4Ps program.
Grateful Heart Patient Visits to Express Thanks
On September 11, Mrs. Gina Herrera, accompanied by her 15-year-old daughter Sheinna, visited the office of Mayor Niña Jose-Quiambao to express their gratitude for the assistance provided and continued support from the Mayor's Action Center for Sheinna's open heart surgery at the Heart Center due to congenital heart disease.
DSWD SLP Payout Benefits 35 Muslim Beneficiaries
DSWD-RO1 distributed seed capital funds to selected 35 beneficiaries from the local Muslim community in Barangay Telbang under the agency's Sustainable Livelihood Program. This came after Mr. Abdulcader Ben Camarullah, a member of the community, requested assistance from the agency. The payout took place at the Telbang Barangay Hall on September 12, led by DSWD, in cooperation with MSWDO and BPRAT.
ERPAT Sessions Resume in Barangays
MSWDO resumed ERPAT (Empowerment and Reaffirmation of Paternal Abilities) sessions in barangays, aiming to make fathers in the community role models in nurturing a caring home for their families. ERPAT sessions were held in Barangays Banaban, Alinggan, Tococ East, Balaybuaya, Zone 6, Managos, and Pantol from March 22 to September 7.
New List of Senior Citizen Beneficiaries Undergoes Validation Round
The Department of Social Welfare and Development, with the assistance of MSWDO, conducted another validation activity for the new batch of indigent senior citizens who may become beneficiaries of quarterly social pensions next year. This took place on September 25 and 26 at the Balon Bayambang Events Center.

PhilSys Birth Registration Assistance Project Taken to Barangays Again
Last week, the Local Civil Registry Office once again visited barangays for the PhilSys Birth Registration Assistance Project. The team went to Barangays Hermoza, Caturay, Banaban, Sanlibo, Beleng, Inanlorenza, and Macayocayo.
Environmental Protection (MENRO, ESWMO)
Simultaneous Tree Planting at Pugo Evacuation Center
On September 13, the first anniversary of the National Simultaneous Tree Planting Program was commemorated with a simultaneous tree planting activity at the Pugo Evacuation Center. The tree-planting activity was a collaboration between the Liga ng mga Barangay, LGU departments, national agencies, and NGOs. It was attended by 110 volunteers who planted 100 seedlings of fruit-bearing trees.
77 Barangays Unite for Cleanliness
On September 16, all 77 barangays joined a nationwide simultaneous clean-up drive known as Barangay at Kalinisan Day or BarKaDa, as per DILG Memorandum Circular No. 2023-133. Using brooms, dustpans, and sacks as trash bags, barangay residents collectively cleaned up dirty corners, with the participation of government employees and NGOs.
Solid Waste IEC Conducted by ESWMO at Tanolong NHS
On September 19, ESWMO conducted an information campaign on Solid Waste Management at Tanolong National High School, held in their Junior High School Building. DENR Region I ENMO, Engr. Eroll Rayden Gan, explained RA 9003, while ESWMO SEMS Eduardo Angeles Jr. discussed composting, ESWMO staff May Ann Palaming talked about recycling, and ESWMO staff Arielito Agas covered waste segregation and penal provisions.

BPSO Staff, Receiving Refresher Training in First Aid and Fire Safety
On September 15, the Bayambang Public Safety Office (BPSO) underwent another seminar-training on "Basic First Aid and Fire Safety" held at Pavilion I in St. Vincent Ferrer Prayer Park. A total of 60 BPSO personnel participated in the training. Guest lecturers included Municipal Fire Marshal SInsp Divina Cardona, SFO3 Teresa Pascua, and FO1 Fallucky Santiago from the Bureau of Fire Protection.
Road Clearing Operations Continue Uninterrupted
Members of the Road-Clearing Task Force joined forces on September 21 to carry out another operation in various barangays. The Task Force also issued demand letters to inform vendors to sell in the designated areas and obtain the necessary business permits.
During a meeting on September 26, it was agreed that all violators would be given a ten-day grace period after receiving a demand letter. If they do not comply, the Task Force has been assigned to confiscate or demolish structures obstructing the sidewalks.

A. On September 7, the Provincial Fisheries Office Director of BFAR, Mary Ann Salomon, conducted a validation activity in Barangay Langiran for a commercial fish tank requested by the LGU from the agency.
B. On September 8, PhilMech conducted an Impact Assessment for the Bani and Ligue Farmers' Association regarding the four-wheel tractor they acquired. They assessed how this awarded machinery has benefited their association.
C. On the same day, DA-RFO1 conducted a validation activity for farm machineries awarded to various Farmers' Associations in Bayambang. The team checked whether the machinery awarded to nine local farmers' associations were still operational or functional.
Local Finalist Receives P80,000 from the Provincial Young Farmers Challenge
On September 14, the awarding for the Provincial level of the Young Farmers Challenge took place at the Department of Agriculture Regional Office I in San Fernando, La Union. Christian Lapurga from Barangay Tampog received his award and certificate, which amounted to P80,000, to be used as funding for the chosen agro-enterprise entry.
Fertilizer Vouchers Distributed to Rice Farmers; Onion Seeds for Onion Farmers
On September 15, the distribution of fertilizer discount vouchers to farmers who had previously received rice seeds under the DA Rice Competitiveness Enhancement Fund took place. Alongside this, onion seeds were distributed to onion farmers who were affected by Typhoon Paeng in 2022. According to MAO, 2,768 rice farmers received fertilizer vouchers, and 600 cans of onion seeds were initially distributed to affected onion farmers.
Field Demo of Drone Spray Application for Foliar Fertilizer Repeated
Another field demonstration of drone spray technology was carried out by the service provider AgriDOM in Barangay Dusoc on September 20, 2023. According to the Municipal Agriculture Office, this is still part of the Corporate Farming Project of the provincial government in farming towns in Pangasinan. In this field demo, only the drone sprayed various types of foliar fertilizer on crops.
Ground Verification Survey and Geotagging for Onion Cold Storage
On September 7, the Assessor's Office conducted a ground verification survey and geotagging for a proposed 20,000-bag capacity Onion Cold Storage in Barangay Amancosiling Sur.
District 7 Farming Cluster Receives 4-Wheel Tractor
On September 20, the Bayambang District 7 Cluster Organization Inc. received a four-wheel tractor worth P3.4 million as part of the Corn Banner Program of the Department of Agriculture. It was awarded at the Pangasinan Research and Experiment Center in Sta. Barbara, Pangasinan. The Municipal Agriculture Office Corn Banner personnel were present to assist the organization in the application process.
Training for Food Safety Compliance Officers Conducted
On the same day, the Bureau of Plant Industry - Baguio conducted a Food Safety Training for Food Safety Compliance Officers, focusing on the necessary appointment of a Compliance Officer for each food business in compliance with the Food Safety Act. This took place at the Municipal Hall compound and was attended by food business owners and their Food Safety Officers from the towns of Bayambang and Villasis, Pangasinan, as well as from Samar, Bulacan, and Bicol.

Electrical Tool Kits Awarded to 10 BPC Grads
On September 8, ten beneficiaries were awarded electrical tool kits worth P30,000 each by DOLE through PESO-Bayambang. These tool kits will serve as their starter tool kits for livelihood. The recipients had all completed the Electrical Installation and Maintenance NC II program at Bayambang Polytechnic College.
IEC on "Different Pathways to Migrating to Canada" Draws Crowds
On September 23, an information campaign about "Different Pathways to Migrating to Canada" was conducted. It was held at the Balon Bayambang Events Center, organized by the Administrator's Office, PESO, and BPRAT. Arnida Guillermo, Coordinator of AG & Associates at Ascent Employment Services in Calgary, Alberta, Canada, served as the resource person. The event was attended by 316 individuals from various sectors.
Financial Subsidy for Rice Micro-Retailers Distributed
Twenty-one local rice micro-retailers received a financial subsidy of P15,000 each from the government to cope with the effects of Executive Order No. 39, which implemented a price ceiling on regular and well-milled rice. The payout activity took place at the Events Center on September 26, led by DSWD, in collaboration with MSWDO and BPRAT. The retailers underwent a thorough validation process by MAO, DTI, and SEE.
Latest TUPAD Payout Benefits 438 PWD Beneficiaries
On September 28, DOLE released payouts for PWDs from 75 barangays who were beneficiaries of TUPAD (Tulong Panghanapbuhay para sa Ating Displaced Workers). There were 438 PWD beneficiaries who engaged in cleaning activities for ten days from August 24 to September 2 in their respective barangays. Each of them received P4,000.

Investment Forum Held by M.C.D.O.
On September 5, an investment forum was conducted by the Municipal Cooperative Development Office in the Mayor's Conference Room to identify qualified cooperatives that could co-manage a cold storage facility and agribusiness hub or trading post to be established by the LGU under the PRDP Scale-Up Program of the Department of Agriculture. As the number one onion producer in Region I, having a cold storage facility in Bayambang is essential to extend the shelf life of onion crops.
Bayambang Hosts 3Q LCDOP 2023 Meeting
On September 12, a meeting of Local Cooperative Development Officers from Pangasinan for the third quarter took place at the Balon Bayambang Events Center. The meeting was attended by the Cooperative Development Authority, Provincial Cooperative Development Officer, and M.C.D.O., along with cooperative personnel from various municipalities, cities, and the provincial government.
New Officers of Sibol MPC Sworn In
On September 14, the newly elected officials of Sibol Multi-Purpose Cooperative (MPC) were sworn in by Mayor Niña Jose-Quiambao in an induction ceremony held at the Balon Bayambang Events Center. The newly elected officials were led by Chairperson of the Board of Directors, Valentine Dela Cruz, and Vice Chairman, Princesita Sabangan. Sibol MPC is a cooperative composed of LGU employees.
Tourism, Culture, and Arts (MTICAO)
Tourism Month Kicks Off with Tree Planting Activity
To kick off Tourism Month 2023, the Tourism Office conducted a tree-planting activity in Barangay Tanolong on September 22, with the theme "Tourism and Green Investment." With the assistance of the Ecological Solid Waste Management Office, over 700 seedlings of various fruit-bearing trees, vegetable seeds, and gmelina trees were planted by the municipality, including Bayambang Polytechnic College and Barangay Tanolong officials.
Art Competition Related to Mother Nature Highlights Tourism Month
Following this, the Tourism Office organized a competition in painting artworks and designing miniature gardens at the Balon Bayambang Events Center. In the Painting Contest, Nicole Joi Gasmen from the town of Alcala emerged as the grand winner, receiving a cash prize of P15,000. Meanwhile, Ma. Wenonah Go, Ma. Imelda Gabriel, and Marilyn Tulagan were declared grand winners in the Dish Garden Contest, taking home a P10,000 grand prize each.
BCS 6th Graders Embark on Museum Tour
As a culmination of the day's celebration, the Tourism Office and Museum organized a Mini-Tour for the children. Fifty tourists, all Grade 6 students from Bayambang Central School, accompanied by their advisory teachers and Principal Dr. Nancy Gutierrez, participated in the tour.

Engineering Infrastructure Projects
Here are the latest construction projects undertaken by the Engineering Office under the LGU's 20% Development Fund for the year 2023.
Currently ongoing are the following:

- Construction of Core Local Access Road in Barangay Zone VII
- Construction of a Multi-purpose Hall in Barangay Caturay
- Construction of a Daycare Center in Barangay Wawa
· Engineering Office Provides Various Services
On September 23, the Engineering Office was busy providing various services, including:
A. Rectifying ramps for Persons with Disability, following the standards of the Seal of Good Local Governance.
B. Repairs at the Wawa Evacuation Center.
C. Assisting the contractor from the Provincial Engineering Office in the installation of solar streetlights around the Municipal Plaza perimeter.
D. The Dangling Wire Clearing Task Force continued its operations at the Public Market along the national road.
DISASTER RESILIENCE - (MDRRMO)
MDRRMO Conducts Rounds at Various Schools
On September 4, the MDRRMO conducted rounds to check the local condition of schools due to recent rains caused by typhoons and monsoon. During this visit, teachers were reminded to inform students, parents, and others about DepEd Order No. 37 series of 2022, which outlines the "Guidelines on the cancellation or suspension of classes." Simultaneously, the MDRRMO shared information about the services they can provide.
3rd Quarter NSED Prepares the Public for Disasters
In the first week of September, everyone, including public and private elementary and high school students, barangay officials, daycare centers, and LGU employees, participated in the 3rd Quarter Nationwide Simultaneous Earthquake Drill or NSED 2023. This drill was organized by the MDRRMO, in collaboration with BFP, PNP, BPSO, and Engineering. By participating in the quarterly NSED, the public is trained to be prepared and avoid panicking during unexpected tremors.
HONEST & EFFICIENT PUBLIC SERVANTS
5S, Reviewed as a Standard for Orderliness in the LGU
On September 15, the GSO (General Services Office) and ESWMO (Environmental and Sanitation Waste Management Office) led a meeting in the Mayor's Conference Room to emphasize the strict implementation of the 5S system in all LGU offices. The goal of this step is to set an example for all residents of Bayambang when it comes to cleanliness, proper waste segregation, and maintaining a beautiful environment, in accordance with RA 9003. The 5S System aims to improve the quality of work through well-organized, clean, and pleasant offices and work processes.
GSO Monitors and Repairs Leaks
The General Services Office is currently monitoring all faucets, pipes, and restrooms in the LGU, in compliance with the call from the local government and the Bayambang Water District to conserve water in the face of the impending drought caused by El Niño. All leaks are promptly attended to by the staff to prevent water leakage and wastage. The public is advised to also implement appropriate water conservation measures.

ICTO Provides an Update on GAD Database System Development
On September 21, the ICT Office conducted an initial presentation of their developed database system for Gender and Development (GAD) concerns of LGU-Bayambang. During the meeting held in the Mayor's Conference Room, the ICTO consulted with the MSWDO and other members of the GAD Focal Point System regarding the data they wish to input before finalizing the said GAD Database System.

LGU Employees Shine Again in Zumba
The HRMO organized another Zumba session at the Balon Bayambang Events Center on September 15, as part of the 123rd Anniversary celebration of the Civil Service Commission, with the help of ZumBayambang and the Kasama Kita sa Barangay Foundation. Participants from various LGU offices danced and grooved together with Zumba instructors. The employees also received freebies like T-shirts and energy drinks.
7 LGU Retirees Honored
On September 25, seven retirees from the LGU were honored in recognition of their many years of service to the town and as part of the Civil Service Month 2023 celebration. Among those recognized were former Municipal Librarian Leonarda Allado (32 years of service), former Municipal Engineer Eddie Melicorio (29 years), Rolando Castillo from SEE (19 years), Jaime Bautista from Solid Waste (17 years), Romeo Quinto from Treasury (31 years), former Agriculture Technician Rodolfo Ragos (27 years), and Tomas Vinluan from the Engineering Office (41 years).

AWARDS AND RECOGNITIONS
RHU II, Adolescent-Friendly Facility
Like RHU III, RHU II is also accredited by the Department of Health as a "Level 1 Adolescent-Friendly Health Facility." The Certificate of Compliance was awarded by the Provincial Health Office on July 23. This means that RHU II can provide more services to adolescents and young people.
LEGISLATIVE ENACTMENTS - (SB)
SB Conducts Public Hearing on Three Ordinances
On September 14, the Sangguniang Bayan conducted a public hearing on three proposed ordinances, held at the Balon Bayambang Events Center. The proposed ordinances discussed one by one pertain to the following: first, the establishment of a mental health program for the town. Second, the creation of an intervention program to address the increasing incidents of teenage pregnancy in the town. And third, providing protection for the rights of the LGBTQI community, especially in cases of discrimination. The hearing was led by the SB Committee on Rules, Laws and Ordinances; Social Services; and Health and Sanitation.
CENPELCO Invited to Explain Worsening Service and High Charges
On September 25, the Sangguniang Bayan invited CENPELCO to a public hearing to explain the deteriorating level of their service despite the high electricity charges. The hearing was presided over by SB Committee Chairman on Public Utilities, Coun. Gerry Flores, along with other council members, the Municipal Administrator, and other officials. During the discussion, CENPELCO attributed unexpected power interruptions to trees falling on electric wires and cited their shortage of personnel to address all these issues individually.
