Bayambang – the fifth capital
of the 1st Philippine Republic – keeps the revolutionary spirit of our
country's forefathers alive, with Mayor Cezar T. Quiambao at the helm.
Revolutions come and go as
former mortal enemies become best of friends, and to
businessman/entrepreneur-turned-public servant Dr. Cezar T. Quiambao, a new revolution needs to be forged in keeping with the times, as he saw first-hand how his own people were still mired deep in poverty despite 400 years of existence.

So on August 28, 2017, the man whom one
Manila Times feature rightfully dubbed as "a man of many firsts" took it upon himself to launch his Rebolusyon Laban sa Kahirapan, probably the
town's biggest battle since Andres Malong and Juan dela Cruz Palaris staged a
revolt against the ruling Spaniards in 1660 and 1763 and Gen. Emilio Aguinaldo
fought off the American invasion in 1899.
Armed with formidable
experience in the global corporate world and his visionary and transformative
style of leadership, Mayor Quiambao developed a multi-pronged approach in
facing a complicated enemy head-on, based on his vision of Bayambang as a smart
town with five major attributes: (1) observant of best practices in local
governance, (2) caring deeply for its citizens while steeped in its rich
historical and cultural heritage, (3) has a robust economy backed by strong
infrastructure, (4) unafraid of modern agriculture, and (5) resilient in times
of calamity and observant of green practices.
In all five respects, Mayor
Quiambao brings his brave, even daring, vision to the table, even in the face
of various setbacks and withering, politically motivated criticisms.
For three years in his first
term, he made history in all fronts, and into his second term, it feels like he
has just started rolling up his sleeves, using the Bayambang Poverty Reduction
Plan 2018-2028 as his 'bible,' for which he gave the marching orders to be
drafted.

Helped establish the College of Information Technology
in Pangasinan State University-Bayambang in 2000, and the number and quality of
its graduates 19 years hence are quite evident.
2004: Founded the Kasama Kita sa Barangay Foundation
Inc. with the help of Bayambang ex-Councilor Levin Uy to help out-of-school
youth and the unemployed through trainings and seminars in TESDA-accredited
courses and livelihood projects. In 2016, his foundation was the 3rd runner-up
during the National Literacy Awards given out annually by the National Literacy
Council. In 2018, KKSBFI was 2nd runner-up.
2012: Put up his own mall in the heart of town, the
Royal Mall, the first mall in Bayambang.
2014: Financed Bayambang's attempt to snatch the world
record on the longest barbecue grill from Turkey, with 8,000 pieces of fish
grills that altogether are 8 kilometers long.

GOOD GOVERNANCE
Reorganization
Reorganized the LGU, transferring employees to where
they should fit best according to skill set and qualification.
Created new offices (General Services, Public Order
and Safety, Public Information, Tourism, Information and Communications
Technology, Legal, Cooperative Development) and, with this, dozens of plantilla
positions, as deemed urgent and necessary.
Created a special department as a coordinative body,
the Bayambang Poverty Reduction Action Team, to fast-track poverty alleviation
measures through the Bayambang Poverty Reduction Action Plan 2018-2028, plan
crafted with the help of then Municipal Administrator Atty. Rodelynn Rajini A.
Sagarino, who used her connections at the National Anti-Poverty Commission
where she used to work.
Legislation
Fast-tracked the passing of essential ordinances and
resolutions, including the updating of the obsolete Tax Code and Market Code.
Computerization Project and Fiscal Management
Stamped out corruption through his full
disclosure policy.
Initiated the LGU-wide computerization project. As a
result, local revenue increased from P244.6M in 2016 to P390.8M in 2018,
affording the town more than a half a billion pesos for its 2019 budget. The
number of registered businesses also increased from 774 in 2014 to 1,231 as of
July 2019.
Intensive Tax Education Campaign
Took huge political risk in his massive tax education
campaign, resulting in Bayambang snatching the 5th place in local revenue
collection efficiency nationwide.
Streamlined Business Application/Processing
Updated the Citizen's Charter and streamlined the
application for business by establishing the Business Processing and Licensing
Office and One-Stop Shop/Negosyo Center with the help of the Department of
Trade and Industry (DTI) and Department of Science and Technology (DOST) right
at the entrance of Municipal Hall, cutting business application time to just
one day.
Bayambang Smart Card
Introduced the Bayambang Community Service Card, a
smart card, to serve as a screening tool for bona fide Bayambang residents and
is designed to offer other features in the future such as discount card, etc.
Due to the LGU-wide computerization project involving
a Full Revenue Generation System and an Input-Output Management System,
Bayambang received the following DigitalCitiesPH awards from the Department of
the Interior and Local Government (DILG) and Department of Information and
Communication Technology (DICT): Best in eGov Systems for Global
Competitiveness, Best in eGov Digital Finance Empowerment, and Best in eGov
Customer Empowerment.
Public Information/Documentation Services
May have pioneered the publication of an official
municipal newsletter in print format, “Balon Bayambang,” even well into
the digital age, knowing a huge percentage of his constituents remain without
access to the Internet. This is on top of a host of other print publications,
complemented by official Facebook pages, website, and other social media
accounts.
Personnel Growth and Development
With his background as CEO, relentlessly pursued
personnel growth and development, through orientations, seminars, training-workshops,
free uniform, gym equipment, free CSC exam reviews, increase in the number of
permanent and casual status of employees, wellness program, financial wellness
program, etc.
Broke ground with the LGU Ville project for employees
who want to acquire their own home and land at low interest rates.
Granted 50% scholarship for masteral and doctorate
degrees in PSU Bayambang.
Dramatically increased the number of official vehicles
to make it more convenient for employees to bring the local government's
services to the barangays.
Municipal Infrastructure
Renovated the Municipal Hall, including the building
of new rooms and upgrading of office furniture.
Renovated the old Covered Court into the plush-looking
Balon Bayambang Events Center, which features full air-conditioning,
world-class restrooms, shower rooms, and Tarraflex rubberized flooring.
Renovated the Legislative Building, and for the first
time, provided Municipal Councilors their own separate offices.
Built a municipal canteen, the Kusina ng Balon
Bayambang.
Constructed the Municipal Annex Bldg. to decongest the
old Municipal Hall.
Constructed the Municipal Warehouse in Brgy. Telbang
as repository of important documents.
Extensively renovated and expanded the Municipal Motorpool.
Application for ISO Certification
Facilitated the application of the LGU for
certification in ISO 9001:2015 (Quality Management Systems).
Participatory Governance
Routinely consulted all Punong Barangays in his
regular executive sessions with them, one positive result of which is the
barangay profiling project, to determine the needs profile of each barangay.
Activated, reactivated, and created many special
bodies, enjoining many constituents from all walks of life to lend a hand in
their area of expertise in partnership with the LGU.
Controversial Issues
Did not shy away from delicate issues such as the case
of the relocated Bayambang Central School, the demolition of the Homeowners
Saving Bank sitting on plaza grounds, the case of the former Mangabul Lake
which has now become an agricultural land, and other land and property
disputes.
SOCIOCULTURAL DEVELOPMENT AND SOCIAL PROTECTION
Health
Increased the budget for medical services, improved and expanded Rural Health Unit (RHU) I (Municipal compound) and RHU II (Wawa), and pushed for the establishment of RHU III (Carungay) and RHU IV (Macayocayo), and even added an RHU V (Pantol) in his plans despite losing there during the 2019 elections.
Introduced the automation of medical records through
the paperless iClinicSys.
Initiated the establishment of the St. Vincent Ferrer
Dialysis Center, a private facility.
Hired a licensed Municipal Nutritionist to give
special attention to the town's malnourished children, drastically improving
the health of underprivileged youngsters.
Made possible, through his contacts, several medical
missions in partnership with private groups from Manila and the US, benefiting
tens of thousands of locals in need of free urgent medical, dental, and
surgical attention and eye care.
Gave his all-out support to health education programs
and feeding activities of the National Nutrition Council, with year-round
lectures, seminars, trainings, and the like.
Secured almost USD$1M worth of donated medical
supplies and equipment from World Medical Relief Inc. for RHU III and RHU IV.
Housing
Facilitated the establishment of ANCOP Village, a
socialized housing project for members of DSWD’s Pantawid Pamilyang Pilipino
Program, in partnership with Couples for Christ-Answering the Cry of the Poor,
Mojares family of Canada, and Kasama Kita sa Barangay Foundation.
After 50 long years, was able to start disposing the
LGU's Magsaysay property to long-time occupants at an attractive payment
scheme. He also gladly welcomed free land titling offers from the DENR.
Education
As concrete proof of his paramount concern for
education, donated his salary to the Local School Board, which goes a long way
in benefiting teachers and students through school infrastructure projects,
free school supplies, sports funding, and other forms of assistance.
As of last count, benefited 931 college students in
2019 as recipients of financial assistance.
Transferred and expanded the Municipal Library to a
repurposed structure and made it a Tech4Ed library offering a cache of e-Gov
services, including free online appointment for PSA certificates, NBI
clearance, passport, PRC license or exam, and SSS or PhilHealth membership.
Launched the Anti-Bullying Campaign in schools after
bullying was found to be a major reason why some local youth quit schooling.
Launched Honesty Stores in schools to help foster an
anti-corruption culture among the youth.
Helped Bayambang Central School win the Department of
Education's 2017 National Best Implementer of Brigada Eskwela award.
Launched the Community-Based Literacy Program for
grade-school nonreaders through the help of the Pangasinan State
University-School of Advanced Studies Satellite and Bayambang Poverty Reduction
Action Plan.
Livelihood
Organized, through the Public Employment Services
Office, several job fairs, attracting hundreds of applicants.
Employed hundreds for road construction and other
infrastructure projects as emergency employment strategy.
Using private funds, rewarded seed capitals to special
groups such as the LGBTQI, the ice-cream manufacturers of Brgy. Bani, a mobile
meat dealer (who was awarded with an expensive refrigerated trike), and other
beneficiaries.
Aided 1Food Corp. to tie up with the Pangasinan State
University-Department of Science and Technology 1 Food Innovation Center in the
production of vacuum-fried vegetable chips.
Threw eager support for DSWD's Sustainable Livelihood
Programs, winning for Bayambang DSWD's PaNaTa Ko sa Bayan GAPAS Award in March
2019 as a “Model in Microenterprise Development.”
Outreach Project: Komprehensibong Serbisyo sa
Bayan
Benefited tens of thousands of Bayambangueños with his
community outreach program, Komprehensibong Serbisyo sa Bayan, an expanded
medical-dental mission that resulted in a roving one-stop shop of LGU services,
giving barangay folks a taste of local government services and a first-hand
experience of transactions right at their doorstep, spelling great convenience
to people in the 66 outlying barangays which have extremely limited means of going
to the Poblacion.
Special Services for Interest Groups
Organized special groups which were either vulnerable to
poverty or showed potential in helping him win his Rebolusyon Laban sa
Kahirapan: PWDs, poor and ill-equipped fathers, abused women and children (for
whom the Abong na Aro/House of Love project in Wawa of the Local Council of
Women headed by wife Mary Clare Judith Phyllis 'Niña' Jose-Quiambao was built),
solo parents, LGBTQI, and young artists.
Leveled-up the celebration of mass weddings he
officiated, making it more memorable for unmarried couples.
Held special free late birth registrations for those
who had encountered various problems because they lacked PSA-authenticated birth
certificates.
Tourism, Culture and Arts
Paved the way for many firsts in the field of culture
and arts through his consistent support of artistic and cultural endeavors
through the reactivated Municipal Council for Culture and the Arts:
- First official hymn, the "Bayambang Hymn"
- First official social dance, the “Lanceros de
Bayambang”
- Institutionalization of SingKapital or the
commemoration of Bayambang as the country's fifth capital during the 1st
Philippine Republic
- First-ever official Tourism Jingle
- First-ever official Binibining Bayambang jingle
- First-ever coffee-table book on Bayambang,
"Subol na Pananisia" authored by Dr. Clarita D.G. Jimenez, which he
helped finance
- First-ever NCCA-independent and student-driven
Culture Mapping Project (through the initiative of indie film director and
Bayambang National High School teacher Christopher Q. Gozum), to inventory,
document, and catalog the most important cultural resources of the town and
help bring direction to the planned Bayambang Museum and thus hopefully preserve the town’s
historical-cultural patrimony
- First-ever Municipal Tourism Office, which was
instrumental in making the annual fiesta tradition and other celebrations
thrilling and memorable, with such landmark events such as the first-ever
riverside mural painting contest, first-ever cutest baby contest, and other
fun, creative ideas, not to mention the lavish and star-studded holding of Bb.
Bayambang beauty pageants using private funds
Improved the Municipal Public Plaza by creating a
flower garden and erecting a giant ‘Balon Bayambang’ signage, now a favorite
spot of locals and visitors alike to take selfies.
Treated the town's children to an annual animated
Christmas display, the Paskuhan sa Bayambang, the biggest in the country
according to the Rosario family of the COD Mall Christmas display fame in Cubao
in the '70s.
Built a Mini-Amusement Park with fun rides at the
plaza through public-private partnerships.
Continuously supported the annual Pamaskong Handog
Christmas party for underprivileged children, an idea conceptualized by
ex-Councilor Levin N. Uy.
Broke ground with the construction of the St. Vincent
Ferrer Prayer Park, with a 50.23-meter tall bamboo statue of the town's
patron, St. Vincent Ferrer, as its centerpiece, thus snagging for Bayambang a
second Guinness World Record title.
Won the Department of Tourism’s Pearl Award for the
2017 Best Tourism Week/Month (Municipality) category.
Sports
Gave unstinting support to school and LGU sports
tournaments, being a sports fan himself.
Gave full support behind Levin Uy's ZumBayambang,
reportedly the biggest group of Zumba enthusiasts in the province.
Built a basketball complex with a comfort room at the back of the public plaza.
Routinely offered free live viewings of boxing
matches.
Introduced heretofore unheard of sporting events in
town, such as the Color Run, Blacklight Run, celebrity basketball matches,
Padyak Laban sa Kahirapan (a fun cycling event), and the
‘Bayambang-athlon,’ a fun run with an even more fun obstacle course.
Peace and Order
Funded the fencing of the local PNP station.
Allocated hefty subsidies for the police in the
municipal budget.
Established community police precincts in 9 districts,
bringing peace and order services closer to the people.
Gave steadfast support to President Rodrigo R.
Duterte's "War on Drugs," but with strong emphasis on drug
rehabilitation, making Bayambang a Gold Awardee in the first-ever National
Anti-Drug Abuse Council (ADAC) Performance Award, the only municipality in Pangasinan
and one of only four awardees throughout Region I.
AGRICULTURAL MODERNIZATION
May have pioneered a systematic town-wide farm
mechanization program, to increase production at lower cost through the use of
tractors, combine harvesters, rice transplanters, and other modern farm
machinery.
Complemented this by ensuring all farm inputs (seeds,
seedlings, fertilizers, pesticides, fingerlings, garden tools) were well
provided for, so our food producers would cease being among the town's poorest.
Established the Municipal Cooperative Development
Office, to oversee the town’s cooperatives, with 15 compliant co-ops so far
whose combined capitalization is P7,313,519.61.
Built seed drying pavements to dissuade farmers
from using the roads and roadsides for the purpose.
Other notable agricultural infrastructure projects
under his watch include: greenhouse in Amancosiling Norte; Department of
Agriculture grants such as a grain storage with cold storage in Manambong
Parte, a mini-dam in Telbang, solar irrigation facility in Amancosiling Norte,
etc.
Sponsored the processing of the necessary papers for
the Bayambang Pump Irrigation Project, with the help of the National Irrigation Authority.
Sponsored the processing of the necessary papers for
the Pantol-to-San Gabriel 2nd Farm-to-Market Road with 3 Bridges Project, to be
funded by the World Bank and the Department of Agriculture's Philippine Rural
Development Program.
Organized the Millennial Farmers' Association, to
recruit young people in the business of farming and made agriculture subjects a
requirement in high school, to make sure that the town's main source of
livelihood will live on in the next generations, Bayambang being mainly an
agricultural town.
Organized the Bayambang Organic Movers Association to
help introduce and promote best practices in organic farming for higher-value
crops and yields.
Encouraged all barangay households with empty
backyards to help sustain local food security by growing their own vegetable
gardens and for communities to have their own vegetable gardens as well with
self-sustaining barangay nurseries.
ECONOMIC AND INFRASTRUCTURE DEVELOPMENT
Fixed the town’s sorry state of infrastructure,
prioritizing projects that would benefit the masses.
- Extensively renovated and expanded the Public Market
one block at a time.
- Extensively renovated and expanded the Municipal
Slaughterhouse.
- Built a temporary Bagsakan and Food Court in a
privately donated land.
- Built a temporary Central Bus Terminal in a
privately donated land.
- Renovated the old Tricycle Terminal into a far
better-looking terminal, to the eternal gratitude of long-suffering tricycle
drivers and operators.
- Secured donated lots for a planned new Bayambang
Central Fire Station.
- Built some 15.426 km of new core local access roads
in 77 barangays from 2016 to 2019.
- Finished 8 satellite markets (talipapas) in
different districts in 2017 to decentralize the public market and encourage
business in the outskirts of town,
- Improved the drainage system to help prevent
flooding through regular declogging work around Poblacion, and building new
drainage systems for Brgys. M.H. del Pilar and Magsaysay, through DILG's
Performance Challenge Fund.
- Constructed deep wells in 8 barangays with assistance
from DILG's SALINTUBIG Program.
- Built boundary signages in the four boundaries of
the town (Bautista/Calvo Bridge, Tampog/Camiling, Malimpec, Nalsian Norte).
- Constructed a new bus stop for Manila-bound buses
with a community police precinct on the second floor.
- ONGOING: Addressed the acute congestion in the
Public Cemetery by constructing a Bonery.
For the first time, the municipal government spent the
20% Development Fund from the IRA for its intended purpose: infrastructure
projects for all 77 barangays. This resulted in the completion of long-overdue
projects around the barangays, including new and/or renovated barangay halls,
barangay plaza stages, senior citizen’s halls, street pathways, day care
centers, waiting shed, footbridge, school drainages, basketball courts, road
repairs and asphalting, and school infrastructure and improvement works, not
counting unreported private initiatives like construction and/or repair of
churches, chapels, homes, and other requested projects that caught his concern.

Updated the town's obsolete Comprehensive Land Use
Plan with the help of the world-famous urban planner Palafox Associates.
ONGOING: Developing the area in front of St. Vincent
Catholic School into the Bayambang Commercial Strip, with 30 units of
commercial stalls
ENVIRONMENTAL MANAGEMENT AND DISASTER RESILIENCE
For the first time, instituted 24/7 governance through
the Bayambang Emergency Hotline, #4357, and Command Center, with the
complementary services of POSO, MDRRMO, and RHU 1 (for women giving birth
only).
Increased the number of CCTV cameras from a few dozens
to 146 cameras scattered in strategic corners of the town, significantly
lowering crime incidents and speeding up emergency response to vehicular
accidents.
Complemented the above with the installation of the
town's first traffic lights and new streetlights and street signages.
Dramatically increased the number of disaster response
vehicles. The latest acquisitions include 9 rescue vehicles, 2 mini-dump
trucks, a wheeler payloader, 2 rescue boats, 5 ambulances, a county bus, a
flexi-truck, and a wing van.
Upgraded the Wawa Evacuation Center into a pilot
evacuation center, complete with modular tents, couples’ room, children’s play
area, and breastfeeding section.
Included a local weather station, frequent earthquake
drills, and intensive training of an expanded set of MDRRMO staff as part of
disaster resilience strategy for the town.
Bravely pushed for two unpopular moves: enforcement of
R.A. 9003 through garbage segregation and regulation of single-use plastics and
Municipal Ordinance No. 26. s. 2017 banning smoking in public places.
Rehabilitated the Materials Recovery Facility (MRF),
distributed waste segregation facilities, and bought one garbage truck and a
collection of garbage processing equipment.
Complemented these efforts with frequent clean-up
drives, the planting of tree seedlings at the MRF and along Agno River,
production of UP Los Baños-certified organic fertilizer, and production of
vermicompost.
Arranged with a third-party in Urdaneta City to take
care of the proper disposal of plastic wastes.
Devised a 10-Year Solid Waste Management Plan.
Appointed Barangay Basura Patrollers, and ordered all
barangays to have their own MRFs.
Distributed 800 units of water-sealed toilets to poor
families.
Massively reforested the Agno riverbank with
bamboos sourced from India.
