EDITORIAL
Pilot town

Many big things happened in October 2018. That's because Bayambang continues to make great strides in different fields. For instance: 

·        The town leads the region in integrated computerization across the LGU system, including the use of an emergency response system (#4357), among other innovations, thanks to having the "father of Philippine IT" as the local chief executive. 
        - Bayambang is also a leader in poverty reduction, if not eradication, with the highest number of 4Ps graduates in the region. Mayor Cezar T. Quiambao notes that there's probably no other town in the country with a 10-year poverty reduction plan like the Bayambang Poverty Reduction Plan and, we might add, an out-of-town omnibus service caravan like the Komprehensibong Serbisyo sa Bayan.

·        The mayor is also poised to pioneer agricultural mechanization, at least in the town itself, with the introduction of mechanical rice planters and other farm machinery, on top of other big projects to boost food production. It is only in his administration that culture and the arts is being given full support, wherein the special local bodies participate and cooperate with the programs of the LGU.

·        For the first time, every department in the municipality knows exactly how much is its budget.

·        For the first time, municipal employees have been given career and skill development seminars to hone their skills.

·        Passion for public service is championed like never before, as again and again the Mayor reminds all employees of the LGU that if only they took to heart the weekly pledge of a government employee ('Panunumpa ng Kawani ng Gobyerno'), the municipality would surely be in good hands.

·        Now more than ever is democracy alive in Bayambang, where rule of law flourishes, where political will and not political patronage is being observed.

Such is his love for the municipality that he could have a blissful, worry-free life in the metropolis but he decided to come back to his hometown. Prior to his being elected in office, he had seen how slow was the development in his hometown that for the past 400 years, apathy, corruption and lack of concrete direction made the town remain agricultural.

The town has been a pilot town of sorts before when it became a pioneer in experimental education and community training, with the establishment of the Philippine-UNESCO Community Training Center in the grounds of the then Pangasinan Normal School in 1953. But the latest breakthroughs in Bayambang would not have been possible if not for the Quiambao-Sabangan administration's best practices in governance and Mayor Quiambao's pioneering spirit and unconventional leadership. For the sake of transparency and not to harp on his generosity, since 2002, his foundation, the Kasama Kita sa Barangay Foundation, has been helping the municipality silently, from large donations such as road construction projects down to little numerous unrecognized donations.

A spearhead, a trailblazer, an engineer (or architect) of progress -- these are not exaggerated words to use when referring to Balon Bayambang and Mayor Cezar T. Quiambao's leadership. In fact, these are only most apt even in the most objective sense.

Editorial
Giving Hope on Christmas

Christmas is the time of the year when houses are filled with hugs and laughter as family members from all around the country or the world come home to celebrate with their loved ones. Parents, grandparents, aunts, or uncles arrive, and with them are boxes filled with presents for almost every member of the family. ‘Tis indeed the season for family gatherings and reunions, but it is also a time for receiving and giving gifts.

Shopping malls from around the country have cut the prices of their products because they know the pressure that everyone is feeling to give the perfect present for their families and friends. Many people want gadgets like phones and laptops while some wish for a car or other material things. In this day and age where expensive gifts are taking over the holiday season, one of the most important presents that we could give others is hope.

It is hope which lifts people’s spirits up when they are down, and it is hope which Jesus Christ brought with Him when he was born. Christian or non-Christian, the story of the humble birth of a child on a manger speaks to anyone because it is a story of hope. His birth, according to Pope Francis, “speaks of a different hope, a trustworthy, visible and understandable hope, because it is founded on God.”

Hope is something that every person needs. Children waiting for their OFW parents to come home on Christmas after years spent apart, students studying hard to pass their exams and graduate, and even men and women seeking employment need it, because without it, they wouldn’t have anything to look forward to. But what is hope without action? Hope is merely a driving force for us to keep aiming for the thing that we want most, a spark which ignites us to work hard to achieve our goals.

Mayor Cezar T. Quiambao is a visionary who makes big things happen because he hopes for the best for all BayambangueƱos. Since first taking office, Mayor Quiambao has done so much for his hometown and its people. His administration has spearheaded countless events which were organized to help everyone, especially the poor, in town. He is called “Santa Claus” during Christmas season not just because of all his contributions to Bayambang’s development, but also for the gift that he has brought to all BayambangueƱos: hope. He is helping BayambangueƱos realize their full potential to make sure that they would have a better town and better future, not just on Christmas, but all year round.

Aside from intensive measures to eradicate poverty through the Rebolusyon Laban sa Kahirapan, the Quiambao-Sabangan administration has also made the country take notice of Bayambang. Paskuhan sa Bayambang Year III by Rosario Animated Display is now the biggest animated Christmas display in the Philippines and it is found at the Municipal Plaza. This gives BayambangueƱos more opportunities for tourism as more people would come to Bayambang to see the spectacle.

Events and projects like these educate and uplift the spirits of BayambangueƱos. The administration has exerted efforts to give BayambangueƱos hope by opening up opportunities for everyone. But in order to succeed, BayambangueƱos are the ones who should make the changes within themselves.

Hope can always be found within oneself. Sometimes we just need the help of another person to see it. This is why it is one of the most important gifts that we could offer this Christmas. Hope is something that we could give to our loved ones, or even to strangers, because we never know who might need it.

As Pope Francis once said, “Hope never stops; it’s always on a journey, and it makes us walk forward.”

Malayo na rin ang Ating Narating

Isang karangalan ang bisitahin ang Bayambang ng gobyernong lokal ng Pinamalayan, Mindoro Oriental noong ika-28 ng Disyembre dahil hudyat ito na nagiging modelo na ang ating bayan ng iba pang bayan.

Sa kanyang talumpati ukol sa Best Practices ng LGU Bayambang sa harap ng mga panauhin, nabanggit ni Mayor Cezar T. Quiambao ang mga sumusunod bilang pinaka-highlight ng kanyang mga accomplishments as a first-termer local chief executive: 

·        - Pagsugpo sa korapsyon sa gobyernong lokal through LGU-wide computerization program at policy of transparency

·        - Ang pagtaas sa local revenue sa pamamagitan ng pag-amyenda sa Tax Code, na nagresulta sa P256M local revenue versus P250M na pondo galing IRA (or internal revenue allotment), surpassing the 1:1 ratio

·        - Ang pagpasok sa mga P4 (public-private-people partnership) projects tulad ng Mini-Amusement Park at Rides sa plaza to spur development 

·        - Joint planning and budgeting sessions na nagbigay sa mga department heads sa unang pagkakataon ng tsansang magsumite ng sarili nilang budget

·        - Paggamit ng husto sa 20% development fund na hindi nagamit ng husto sa loob ng 20 taon (dahil ipinambayad ng utang, atbp.) para sa mga infrastructure projects sa 77 barangay, na nagbigay daan sa malalaking infra projects (access roads, barangay hall, covered court, atbp.) sa lahat ng barangay

·        - Pagbigay ng salary increase sa mga LGU employees ng naaayon sa batas (P283 minimum wage), at pagreregular sa mga matagal nang kwalipikadong empleyado

·        - Pagrequest ng halos P1B funds sa Department of Budget and Management under the Local Government Support Fund para sa marami pang nakahanay na massive infrastructure development projects

·        - Paglikha ng mga bagong departamento tulad ng Public Order and Safety Office (POSO) para sa 24/7 service including emergency service, General Services Office, Public Information Office, Information and Communication Technology Office, atbp.

·        - Pagdeklara ng Rebolusyon Laban sa Kahirapan (at pagbalangkas ng Bayambang Poverty Reduction Plan) upang sugpuin ang kahirapan sa loob ng 10 taon

Ilan lamang ito sa mga malawakang pagbabagong naganap sa unang pagkakataon sa loob lamang ng napakaikling panahon, at iyan ay dahil sa transformational at visionary style of leadership ng ama ng ating bayan sampu ng Konseho nito.  At ang kakaibang istilong ito ay nagmumula sa tunay na pagmamahal at malasakit sa mamamayan ng pamunuang Quiambao-Sabangan.

RIZAL @ BAYAMBANG

“The greatest man  the Malayan race has ever produced.” Tuwing ika-30 ng Disyembre ng bawat taon, ginugunita natin ang kabayanihan ng ating pambansang bayani na si Dr. Jose P. Rizal.  Ang kanyang mga katangi-tanging naiambag sa ating bansa ay hindi maikakaila.  Marahil maitatanong natin kung ano ba ang papel ng ating bayan sa paghubog ng kamulatan ng ating pambansang bayani.

Napakahalaga ng naging papel ng bayan ng Bayambang sa buhay ni Rizal, partikular sa kanyang buhay pag-ibig.  Batid ng lahat na ang unang pag-ibig (perslab) ni Rizal ay si Leonor Rivera.  Nabighani ang ating bayani dahil sa angking galing nito sa piano, at sa kanyang likas na katalinuhan.  Nagkakilala ang dalawa noong nag-aaral pa si Rizal sa Unibersidad ng Santo Tomas at tumuloy sa boarding house ng kanyang tiyuhin na si Antonio Rivera, na siyang ama ni Leonor.  Ayon sa mga kuwento ng mga nakasaksi, bumibisita si Rizal sa Camiling, na nooý parte pa ng napakalaking bayan ng Bayambang, lulan ng tren ng Ferrocaril de Manila na ang byahe ay hanggang Dagupan.  Pagbaba niya ng Bayambang (sa may estacion) ay sasalubungin siya ng kabayo patungong Camiling.                               

Noong tumulak ng Europa ang ating bayani ay hindi na nila kinaya ang distansya ng kanilang pag-iibigan.  Ang kanilang long-distance relationship at kanilang mala-telenobelang kuwento ng pag-ibig ay nagtapos matapos magdesisyon ang pamilya ni Leonor na ipakasal siya kay Henry Kipping, na isa sa mga nanguna sa pagtatayo ng Ferrocaril de Manila.  Isang gabi bago ang kanilang kasal napasakamay sa kanyang ina na si  Silvestra ang mga sulat ni Rizal kay Leonor.

RIZAL @ REBOLUSYON LABAN SA KAHIRAPAN

Bagamat miyembro ng uring principalia, ang buhay ng pamilya Rizal ay hindi lubusang marangya.  Ang kanilang mga lupang pinamahalaan ay pag-aari ng mga paring Dominikano na may hawak ng Calamba, partikular sa Pansol, kung saan nandoon ang lupang ibinahagi sa mga Rizal.

Noong panahong nag-aral ang ating bayani  sa Europa ay nakaranas ito ng mga araw ng taggutom dahil umaasa lang siya sa singwenta pesos na buwanang padala ng kanyang kuyang si Paciano.  Masasabi natin na hindi ito estranghero pagdating sa pagdanas ng hirap.

Matatandaang nanirahan si Rizal sa Dapitan, Zamboanga del Norte bilang kaparusahan sa pagtuligsa at paglaban sa mapaniil na pananakop ng mga Espanyol.

Noong 1892, bunga ng kanyang pagkahilig sa loterya, pinalad siyang manalo sa kombinasyon ng numerong 9736 na kasama ang dalawa pang nanalo na may kaparehas na kumbinasyon.  Nakakuha siya ng halagang P6,200 na siyang hinati niya sa sumusunod: P2,000 sa kanyang ama, P200 sa isang kaibigan na nasa Hongkong at P4,000 na siya namang ipinambili niya ng lupa na may lawak na 16 na hektarya (na naglaon ay naging 70 hektarya).  Sa lupaing ito sinanay niya ang mga tao sa agrikultura tulad ng pagtatanim ng abaka, niyog, kape at kakaw.  Iminulat niya ang mga tao sa makabagong teknolohiya sa pagsasaka mula sa kanyang mga naging karanasan sa pagbisita sa iba’t ibang bansa.  "We cannot all be doctors; it is necessary that there would be some to cultivate the soil,” wika niya, na iminumulat ang kahalagahan ng agrikultura sa pag-unlad ng isang komunidad. 

Malinaw na iminulat ni Rizal ang sambayanan sa kahalagahan ng agrikultura sa pagsulong ng isang bayan.    Ito ang tanging mabisang paraan upang ang isang lokal na ekonomiya ay magkaroon ng “take-off.”  Kinakailangan ng tamang kombinasyon ng pagsasalin ng makabagong pamamaraan ng pagsasaka at pagmulat sa kaisipan ng mga nakababatang henerasyon ng kainaman ng pagsasaka bilang sandata laban sa kahirapan. 

RIZAL @ KABAYANIHAN

Bibihira ang mga taong kayang ibahagi ang mga pagpupunyagi at biyayang natatanggap at tagumpay na natamasa sa buhay para sa bayan.  Lahat ng mga ginawang pagsisikap ni Rizal ay nakatuon sa pagpapalaya at pagpapaunlad ng kanyang bayan.  Dinilig niya ng kanyang dugo ang lupang uhaw sa kamalayan ng pagkakaisa at diwa ng kalayaan.

Sa ating pag-aaral ng mga talambuhay ng ating mga bayani, madalas naiiwan sa kamulatan natin ang mga pambihirang talento at talino na siyang kinilala ng lahing Pilipino.  Huwag nating ikahon ang ating mga bayani sa paniniwalang  kinakailangan ng pambihirang lakas at abilidad at mataas na edukasyon upang hangaan at tingalain.  Ang pagiging bayani ay hindi lamang nakatuon sa mga ganoong katangian.  Ang mga munting kontribusyon natin bilang mga ordinaryong BayambangueƱo ang mahalagang sangkap upang mapaunlad ang ating bayan.  Ang kabayanihan ay maipapamalas sa pagmulat natin sa mga tamang pamantayan gaya ng  pagsisikap upang maiangat ang sarili sa kahirapan, pagsunod sa batas, pagpapakita ng malasakit sa kapwa at pagtalikod sa mga kinagisnang maling pamamaraan gaya ng korapsyon.

Mapalad ng ating bayan ng Bayambang sapagkat nakatagpo tayo ng isang pinuno na kayang ibigay lahat ng kanyang pinagpaguran at kinamtan na tagumpay upang makitang maunlad para sa susunod na henerasyon.  Isang malaking biyaya ang kanilang makabayang adhikain para sa isang Bayambang na maunlad, na napagwagian ang kahirapan at naituwid ang mga baluktot na sistemang bumalot sa atin ng napakatagal ng panahon.
