RISING UP TO THE CHALLENGE WITH ‘NEW NORMAL’ INNOVATIONS
Introduction
The year 2020 could have been another smooth-sailing period had not the COVID-19 pandemic derailed our plans in a major way. Through it all, however, we ventured the journey with positive outlook and hopeful spirits.
The quarantine and lockdown restrictions turned a lot of programs, projects, and activities unfeasible in our quest to fight poverty in our municipality. We therefore needed to be creative with the possible solutions at hand, and we had to act quickly especially in matters of life and death. Instead of dwelling on our losses, we faced the unique challenges of the times and rose to the occasion. We could not afford getting stuck grieving over the what-could-have-beens because it meant move-on-or-perish for so many of our constituents. So the year 2020 became a year of pausing a bit to recalibrate and realign, do quick fixes where necessary, think of stopgap measures while considering the long-term solutions, taking advantage of technology and putting to good use our stock of existing resources.
Drawing strength and inspiration from God, we surprised ourselves at what synergy can do.We found solutions from different sectors even those previously unheard of. We have been amazingly grateful with the amount of things we have accomplished despite the setbacks.
The following is an account of what we have managed to continue implementing in spite of the risks and the innovations we were forced by circumstances to make. We are glad to report that we have turned the year of unexpected challenges into a year of adventure and noteworthy accomplishments.
I. VISIONARY LEADERSHIP AND TRANSFORMATIONAL GOVERNANCE
Compliance with the Ease of Doing Business Law
• Updated Citizen’s Charter
The Citizen’s Charter was updated in compliance with the Ease of Doing Business Law. Through this, the public will readily know the detailed steps in processing documents needed while transacting with the local government.
Breakthrough ICT Solutions
• Document Management System
On August 20, the ICT Office implemented the LGU Document Management System (DMS) to facilitate computer monitoring of documents and their recording, archiving, and search and retrieval. This is part of the LGU's paperless transaction policy to prevent the accumulation of paperwork and expedite public service.
• ICTO Launches Smart Town Webinar
On March 15, the ICTO launched a series of webinar, "Digital Transformation: Digital LGUs for Smart Town," which was attended online by officials and employees of various LGUs in Pangasinan, with resource speakers from NTT Data, Solutions Architect and National Technology Officer of Microsoft Philippines.
• Microsoft 365
To futher our journey towards becoming a smart town, the ICTO has procured Microsoft 365, a subscription-based service that incorporates email, video conference, and office productivity tools. M365 offers advanced features developed for the "modern workplace," such as native
collaboration (e.g., edit same document at the same time) and smart assistance (e.g., give recommendation to improve writing of reports), as well as access to data using secure mobile applications.
• STRADCOM Donates P1.2 Computer and Video Equipment
STRADCOM Corporation donated computer equipment and video cameras totaling P1.2M to improve and to intensify the delivery of helpful information.
Streamlined Procurement Process
• BAC Goes Strict with Procurement
As part of the LGU-Bayambang policy on transparency and accountability, the government's latest procurement process was implemented by the Bids and Awards Committee. The new process is expected to expedite the acquisition of LGU supplies and services in accordance with the procurement law and realize big savings.
Anti-Corruption Drive Intensified
• “Isumbong Mo Kay Mayor Quiambao!”
Corruption and bribery are strictly prohibited in Bayambang. Should there be such an incident, the public is advised to report it to Mayor Quiambao through these hotlines: #4357, 633-2977 or 0919-613-14-60.
Stepped-Up Delivery of General Services
• Additional Assets of LGU: 3 New Vehicles
3 Toyota Avanza units worth P998,000 each were acquired on February 28. They are an additional asset of the municipality in the fast delivery of local government services to the public.
Personnel Development
• HRMO Orientation for LGU JOs
The Human Resource Management Office’s orientation program for new employees ensures that all incoming workers are clear about the mission-vision and policies of the LGU and their role, duties and responsibilities as employees and public servants.
Employees were given free uniforms and benefited from donated face masks, face shields, vitamins, PPEs, and COVID-19 testing kits for rapid swab tests and RT-PCR tests.
Officials and rank-and-file employees were also routinely invited to forums, trainings, and seminars whether face-to-face or online, to ensure continuous professional development.

-Resolution declaring Bayambang in State of Calamity in 66 Farming Barangays
Resolution No. 53, s. 2021: The local government declared on February 3, 2021 a state of calamity in 66 rural barangays of Bayambang due to the outbreak of the armyworm pest. According to the resolution, 1,478.247 hectares of onion plantations have been damaged by the pest, affecting the livelihoods of 1,484 farmers. With this resolution, the LGU can avail of its emergency fund to enforce measures to help affected farmers.

Resolution No. 1, series of 2021: "Resolution Requesting the Honorable Deputy Speaker Rose Marie 'Baby' Arenas to File a House Bill for the Enactment of a Republic Act Converting the Municipality of Bayambang into Component City of the Province of Pangasinan to be Known as the City of Bayambang."
Bayambang has passed some of the requirements to become a city (annual income, land area, competitiveness), so if it gets approved, our town will be formally called “City of Bayambang.”

- Budget
• Beefed-up Budget for 2021: “Every Peso Spent in Service of the People’s Welfare”
September 24 marks the Sangguniang Bayan Budget Committee’s approval the LGU’s annual budget for 2021 amounting to P625,493,399.09 for the period of January 1, 2021 to December 31, 2021, after the LGU department heads presented their own proposed budgets in the budget hearing.
The Sangguniang Panlalawigan subsequently approved said budget.
- Taxation and Property Assessment
• Massive Tax IEC Continues
Our massive campaign continues to change the mindset of Bayambangueños about paying the right taxes such as land or real property. Among the topics discussed were Tax Education Campaign and Appraisal of Land and Buildings, and Appraisal of Commercial Establishments. Owners’ Copies of Tax Declaration were distributed onsite to residents who paid their taxes.
The Assessor’s Office conveyed the positive message about paying the right taxes – which it is in accordance with the law, that it is only proper as our contribution as Filipino citizens, and that taxes end in good hands and result in projects beneficial to the community.
• Tax Amnesty Campaign
The payment of unsettled real property tax (RPT) was encouraged through an intensive tax amnesty campaign, which aims to condone all interests and penalties incurred over unpaid RPTs from all previous years.
• Tax Bill Distribution Continues
The Municipal Assessor's Office continues with its tax bill distribution, to remind the people of their obligation to pay land tax.
• Property Appraisal Continues
Appraisal of new real properties was also conducted in every barangay.
• Finance Forum and Simulation
On March 24 and 25, a Finance Forum was held by the Internal Audit Unit to provide information to local government staff on the importance of proper processing of financial transactions in the municipality. The entire Finance Team explained the details of planning, budgeting, procurement, and disbursement. A simulation exercise was held after to acquaint LGU employees of the ins and outs of process.
Harmonization of Various LGU Plans
The Municipal Planning and Development Office and the Information and Communications Technology Office conducted a three-day workshop to consolidate and strengthen the various LGU development plans, and ensure that they have good results through proper monitoring. The first part discussed the association and integration of results-based monitoring and evaluation into planning processes, while the second part dealt with the development of an Information Systems Strategic Plan. Harmonized planning ensures effective monitoring and evaluation of said plans. Conflicting programs, projects and activities are avoided, and convergence among various departments and agencies is made more possible, thereby resulting in efficient use of precious resources.
• Restructured CBMS to Ensure Accurate Household Data
Data capturing for Restructured Community-Based Monitoring System was initiated in order to have an updated information on the households of all barangays that will serve as realistic basis for creating programs, projects and activities that will best suit communities in the different barangays.
On September 7, enumerators and encoders for the Bayambang Restructured Community-Based Monitoring System (RCBMS) were hired for the purpose, to ensure that precious resources are not wasted on projects that do not fit constituents in some particular barangays.
Recalibration of the Bayambang Poverty Reduction Plan 2018-2028
A workshop for the recalibration of the Bayambang Poverty Reduction Plan was held at the Events Center on August 26-28 with the assistance of the National Anti-Poverty Commission (NAPC). Under the guidance of Mr. Alfredo Antonio of the NAPC and Mayor Quiambao, the department heads and their staff revisited the BPRP to see if it was still appropriate during the pandemic, and jointly revised what needed to be changed to adjust to the new needs of the people due to COVID-19.
Participative Governance: Highly Engaged Private Sector
With the accreditation of the Bayambang Municipal Association of NGOs, we have firmed up our linkage with the private sector, as Bayambang MANGOs is a federation of 82 local organizations.

II. MAKING DEEP SOCIOCULTURAL IMPACT
Housing
• Problem on PSU Informal Settlers, Addressed by Local Housing Board
On December 9, the Local Housing Board held a meeting at the Balon Bayambang Events Center in collaboration with the Municipal Assessor’s Office and barangay officials of Zone 6 regarding the land of the PSU-Bayambang Campus (PSU-BC) and the informal settlers there. This is to resolve the long-standing dispute between the two camps over the property dispute in the area. At the meeting, the Municipal Administrator acted as mediator, along with the Chief of Police, POSO Chief, Municipal Engineer, Municipal Assessor, and MPDC.
• Update on LGU Ville
After the success of ANCOP Ville, the focus has been shifted to the LGU Ville project, which has a new developer offering prizes affordable to employees of the LGU and their families.
Re-igniting Tourism, Culture and Arts Affairs
After seven months, the Saint Vincent Ferrer Prayer Park was reopened on October 8 for devotees and tourists, although it was limited to residents of the province of Pangasinan. All visitors were reminded to strictly observe all public health protocols to keep the Prayer Park safe. The reopening signaled the rebirth of the tourism sector, giving hope to those who were badly affected by the pandemic restrictions.
The Municipal Tourism and Culture and Arts Office and Museum Office lost no time in summoning its usual vigor in staging big events, though with the necessary precautions.

The celebration of the 2021 Annual Town Fiesta also broke new ground with the free local staging of the “Beauty and the Beast: The Musical” at the refurbished Balon Bayambang Events Center, a production that cost P25M to mount, including the upgrading of the venue’s stage, lighting and sound.

The Balon Bayambang Museum project has finally been bidded out, and construction is soon to begin.
Boosting Health and the Immune System through Physical Fitness and Sports Development
• LGU Fitness Center Opens
The LGU Fitness Center at the Balon Bayambang Events Center was formally opened on November 16. The Fitness Center is primarily for LGU employees, locally based national government agencies, and barangay officials to help them in their desire to be physically fit and more effective public servants. The Fitness Center contains a new set of various gym equipment, most of which were donated by Mayor Cezar Quiambao's family.

Fitness enthusiasts continue to join Zumba dancing sessions while observing the health protocols.
Jumpstarting New Livelihood and Employment Opportunities
• ANCOP Ville Meat Processing Facility
On February 17, Mayor Cezar Quiambao inaugurated the new Meat Processing facility at ANCOP Ville in Brgy. Sancagulis. At the newly built meat processing facility, the people of ANCOP Ville get to have an additional source of livelihood.
• Bayambang’s Best Longanisa
With the help of 1Food Corporation, Kasama Kita sa Barangay Foundation launched ANCOP Village residents’ Bayambang's Best Longanisa and Bayambang's Best Skinless Longanisa at the Public Market on March 16.
• 1Food Corporation Launches O-Krantz
1Food Corporation continues to produce their series of products under the O-Krantz brand: vacuum-fried onion rings, okra, and squash and tomato salsa dip, giving local farmers a ready market for their produce.
• Online Garage Sales
The first online ukay-ukay sale organized by the LGU on August 24 through the Bayambang Poverty Reduction Action Team (BPRAT) sold about P16,000 worth of donated items, and the proceeds were earmarked for the renovation of the homes of the recent tornado victims and as additional support for MSWDO's Sustainable Livelihood Programs. In the second online garage sale, the team raised almost P17,000 to be used for its projects.
• DTI Livelihood Kits
On November 19, DTI-Pangasinan, through its Bayambang Business Center, held an Entrepreneurship Seminar wherein the agency turned over livelihood kits from its economic recovery programs for registered businesses that did not receive assistance. Before the turnover, the beneficiaries went through a seminar to guide them on how to be effective entrepreneurs.
• Corn Husk Novelty Items
The Agricultural Training Institute - Regional Training Center 1 held on December 1-3 a “Barangay-Based Skills Training on Corn Byproducts Utilization: Processing Corn Husk into Novelty Items” in cooperation with the Municipal Agriculture Office. Corn is one of the main products of the town, and through this program, the byproducts of corn can be used to make other products and help create employment.
• Squash Processing Training-Workshop
A Squash Processing Training-Workshop was held at the PSU-Food Innovation Center on July 29-30. It was attended by wives of farmers from Paragos, Manambong Sur, and Manambong Norte where there is a mass production of squash. They were taught how to make squash pan de sal, squash ketchup, and squash miki noodles. The workshop was organized by PSU-FIC, PSU TLE Department, LGU-Bayambang and DOST-PSTC Lingayen.
• TUPAD Program
The local beneficiaries of the Employment Assistance program for Our Disadvantaged/Displaced Workers or DOLE TUPAD program received advanced payment at the turnover ceremony on December 21. Each of the more than 500 grateful beneficiaries received P5,500, from Congresswoman Rose Marie ‘Baby’ Arenas.
• Project ITLOG
At the Pantol Evacuation Center, Kasama Kita sa Barangay Foundation Inc., in cooperation with the Municipal Agriculture Office and Bayambang Poverty Reduction Action Team, launched Project ITLOG or Initiative Towards Livelihood and Opportunities for Growth on January 18. The farmer-beneficiaries received a loan amounting to P225,000 for use as start-up fund to provide the farmers ready-to-lay pullets, cages, and feeds.
• Goat Dairy Project
Bayambang was chosen as the beneficiary of Senator Cynthia Villar’s Goat Dairy Project worth P5.5M, to be put up in a dairy farm in Brgy. Mangayao.
• Basic Candle-Making
On March 30, Kasama Kita sa Barangay Foundation facilitated a Training on Basic Candle-Making in Brgy. Wawa Covered Court with the help of trainors from the Department of Science and Technology, with 16 resident-beneficiaries.
• Rag-Making
Rag-making training was launched by KKSBFI for 15 Pantol and Manambong Sur residents.
• DOLE SPES Program
60 students qualified as benefiaricies of the Department of Labor and Employment’s Special Program for the Employment of Students, with the LGU shouldering 60% of the wages.
• Online Job Fair
The Municipal Employment Services Office’s job fair shifted online, with hundreds of applicants and dozens of employers participating.
• TESDA Training Center in Bayambang
TESDA is planning to put up a Community-Based Training Center at the KKSBFI.
• Assistance to Stranded OFWs
The MESO team was diligent in extending help to distraught OFWs who got stranded during the pandemic.

Adapting to New Modes of Learning
• Municipal Library, World Book Online Subscriber
The Bayambang Municipal Library is the first municipal library in the country to become a subscriber to World Book Online. Local teachers and students, as well as LGU staff can now have free access to thousands of reference books that are not readily available elsewhere.
• Distribution of Free School Supplies
The Local School Board distributed free school supplies starting July 19 to schools, with the help of the MDRRMO and GSO. Distributed were 71,152 pieces of notebooks, 14,353 pad paper, 7,816 pencils, 10,122 ballpens, 18,086 school bags, and 17,788 umbrellas.
• Wifi Routers for Online Classes
With the support of Mayor Cezar Quiambao and the initiative of Councilor Benjamin Francisco de Vera, Sangguniang Kabataan Federation, and Local Youth Development Office, Smart-PLDT Communications, 20 portable wifi routers were donated for the benefit of the students who do not have Internet connection for their online classes.
• Face-to-Face Learning in the Midst of Pandemic
Believing that face-to-face learning remains to be the most effective mode of learning, Mayor Cezar T. Quiambao personally launched the Community-Based Distant Learning Enhancement Program in Brgy. Inanlorenza Covered Court on October 27. It was attended by about 200 students from Tanolong and Inanlorenza. The program is an additional assistance of the LGU to DepEd to have face-to-face learning with social distancing during the pandemic.
The Bayambang Community-Based Distant Learning Enhancement Program was re-launched for DepEd Bayambang District II students. The Bayambang Poverty Reduction Action Team along with new teachers and video editors hired by the LGU for this project headed to Hermoza National High School onn November 11.
• Smart Classrooms at PSU
On November 27, the LGU launched ICT Konek, with the opening of smart classrooms at the PSU-Bayambang College of Information Technology and College of Nursing using six smart TVs donated by Kasama Kita sa Barangay Foundation. This is part of the LGU's vision of making Bayambang a smart town.
• Modular Learning Equipment and Supplies
At the quarterly meeting of the Local School Board on December 9, Mayor Cezar Quiambao donated to DepEd Bayambang District I and II teachers equipment and supplies in support of the new modular learning education system. A total of 26 laptops, 26 printers, 13,000 reams of coupon bond, and four Risograph machines were distributed using LGU funds and Special Education Fund, including Mayor Quiambao's salary donation. A Focus on Health for All, Especially the Underserved
• PMAC Leads Medical Mission
From January 28 to January 31, another medical mission delivered free health services to local patients, through the initiative of Mayor Quiambao and wife Niña, and in collaboration with the Philippine Medical Association in Chicago (PMAC) and other groups. The PMAC medical mission has the widest range of services available, and it includes minor and major surgical procedures, including dental and ophthalmic surgery, in addition to general medical check-ups and medication distribution. There was free eye surgery such as squint and odontectomy or surgical removal of impacted wisdom tooth. All of these were availed of for free, and for the first time under the Quiambao-Sabangan administration’s watch.

The Municipal Anti-Drug Abuse Council organized the Community-Based Drug Rehabilitation Program on December 2 to help drug surrenderers quit and stay away from the vice and have a better future for themselves and their families. • Assistance in SAP-LAG Payout
Under the DSWD Livelihood Assistance Grant, 500 beneficiaries of registered tricycle drivers and vendors received P5,000 cash each as assistance during the outbreak of the pandemic.
• Supplementary Feeding Program
DSWD's Supplementary Feeding Program continued for local youth, including registered malnourished children. On February 15, DSWD delivered 1,900 ration packages for the 10th cycle of their feeding program which MSWDO immediately distributed to the Child Development Workers who handed these over to learners enrolled in Child Development Centers.

DSWD's ERPAT project or the Empowerment and Reaffirmation of Paternal Abilities Training has resumed in different barangays.

The Local Youth Development Office, together with SK Federation and BPRAT, assisted COMELEC in having youth voters registered. Together, they were able to have 591 youth become registered voters.
• Upholding Women’s Rights and Wellbeing
- LCAT-VAWC Meetings
The Local Committees on Anti-Trafficking and Violence Against Women and Children (LCAT-VAWC) held meetings where the DILG’s ‘Guidelines in Monitoring the Functionality of LCAT-VAWC’ were discussed. Parts of the discussion delved on the policies, plans, programs, and activities regarding Trafficked-in-Persons and VAWC victim-survivors.
- Planning Workshops for a Gender-Responsive Municipality
The Gender and Development (GAD) Council continues to work to explain and inform LGU staff and barangay officials about their rights as women or men through a 3-day Planning Workshop that aims to end gender discrimination and gender inequality in Bayambang.
Another purpose of the workshop is to orient and train LGU employees and officials to have effective and successful planning for the expenditure of their respective GAD budgets in the year 2021.
- International Women's Month 2021 Celebration
The women of Bayambang gladly participated in the global celebration of Women's Month on March 8 led by the Local Council of Women and MSWDO. The festival was attended by Bayambangueñas from the nine districts of the town. As part of the festival, there were display booths where products made by local women were displayed.
Women’s Groups Organized in the Barangays
As part of the celebration of International Women’s Month, the MSWDO spearheaded the establishment of Community-Based Women’s Organizations in the barangays. One of the goals of the program is to identify the needs of women to improve their situation in life.

The Bayambang Poverty Reduction Action Team together with the Municipal Agriculture Office outlined various strategies and projects towards the development of the local agricultural sector.
- DA-PhilRice RiceBIS Project Turns Bayambangueño Farmers into Agripreneurs
Bayambang was the first and only one of the two towns in the entire province of Pangasinan selected by the Philippine Rice Research Institute (PhilRice) to be the beneficiary of the Rice Business Innovations System (RiceBIS) program. With the entrepreneurial approach of the RiceBIS Program using the clustering strategy, farmers are expected to improve the production and processing of their produce and avoid the vicious cycle of high production costs and low profits that they have long been accustomed to.
As part of the program, farmer-members joined the Training on Agroenterprise Development to make local farmers good agri-entrepreneurs, with their children serving as guide in using modern knowledge and technology in operating their farms.
- One Barangay, One Gulay
The Kasama Kita sa Barangay Foundation launched its tomato backyard gardening project in Brgy. Managos as part of the Foundation's 'One Barangay, One Gulay' project, which aims to promote food sustainability in the town. Part of the project plan is the planting of eggplant in Brgy. Warding, ampalaya in Brgy. Ambayat 2nd, okra in Brgy. Ambayat 1st, and so on.
- District Warehouse Project
The Bayambang Poverty Reduction Action Team (BPRAT) and Municipal Agriculture Office (MAO) held a series of dialogues with barangay officials and members of farmers' associations in the town's eight farming districts to consult them on the planned construction of a large warehouse per district and the development of Bayambang Agriculture Plan 2020 which is set to guide the LGU in giving priority to their sector.
A fund worth P100M was loaned out to the farmers and fishermen to serve as seed capital for their farm inputs and for dredging inland fisheries.
As concurrent support to local entrepreneurs, all owners of local agriculture supply stores were recruited as partners in supplying inputs to the farmers at a competitive price.
Willing landowners in the 8 farming districts were also consulted to explore the various options on how they could benefit from the project.
- New Seed Growers of Bayambang
Bayambang has produced new seed growers after participant farmers completed the Seed Production Training and Certification for Seed Growers funded by the Agricultural Training Institute - Regional Training Center I.
- Controversial Mangabul Issue Reaches Senate
The administration's intent to resolve the 70-year-old Mangabul controversy was not mere lip service. The Task Force Mangabul made actual follow-throughs with key people in national government.
The Municipal Assessor went around affected areas to prepare the documents needed for the disposal of lots, then conducted a round of final briefings for claimants.
The bill filed by Congresswoman Rose Marie 'Baby' Arenas to convert Mangabul Reservation into alienable and disposable property is approved at the Committee level in Congress.
Senator Miguel Zubiri filed a corresponding bill in the Senate.
Once the bill becomes law, the cultivated lots will be transferred to the farmers.

Update on LGU's Application for DA-PRDP-WB Grant
The Municipal Project Management and Implementing Unit of LGU-Bayambang held a meeting on March 10 regarding its application for a grant from the Philippine Rural Development Project (PRDP) of the Department of Agriculture. Here, the latest development on the 'Improvement of San Gabriel II Farm-to-Market Road with Bridge' project was discussed, and it was found that the project is in the national evaluation phase, scheduled to be funded by the PRDP. After the meeting the team conducted site visits to San Gabriel 2nd as part of compliance with the new project requirements from the national government.
• 'Fight Armyworm and Save the Soil' (FASS) Project
The Municipal Agriculture Office and the Department of Agriculture-Region I conducted a soil collection activity together with MDRRMO for scheduled soil analysis, as part of their joint program 'Fight Armyworm and Save the Soil' (FASS). It is necessary to know the condition of our farmlands to know what remedies are appropriate to prevent its deterioration and the ravages of pests caused by bad soil conditions.
Earlier, the team went to the Integrated Agricultural Laboratory Regional Office in Sta. Barbara, Pangasinan, to study how to eradicate armyworm infestation on our onion farms. The team toured the Regional Soils Laboratory to learn new knowledge in soil analysis and the Biological Laboratories to learn how to produce biological agents against harabas, including metarhizium, nuclear polyhedrosis virus, and earwigs.
• KKSBFI Helps in Marketing of Local Vegetable Products
The Kasama Kita sa Barangay Foundation introduced young entrepreneurs from Manila to local farmers to assist them in marketing their products. Together with the Municipal Agriculture Office and Bayambang Poverty Reduction Action Team, the guests bought products in bulk to to test their marketability in Manila. The team also introduced the farmers to Dizon Farms for the same purpose.

Local onion farmers attended a two-day training in Good Agricultural Practices (GAP) on Onion Production, an important prerequisite in industrial accreditation.
- IPM Onion Production Training and Pre-Assessment for GAP Certification
East West Seeds sponsored an Integrated Pest Management Training on Onion Production at the Manambong Sur Evacuation Center, in collaboration with the Municipal Agriculture Office, to increase farmers’ knowledge of GAP-certified onion production and become a full-fledged GAP onion farmer, thus, making their produce more marketable. The MAO also conducted a pre-assessment of 17 onion farmers with the GAP inspector, to check their readiness to become GAP onion farmers.

On February 9, the Municipal Agriculture Office and MDRRMO held a scientific forum for local farmers severely affected by the outbreak of the harabas pest, so they could learn from experts how to avoid losses due to pestilence.

• e-AEFTAP: e-Agro Ecosystem: Farmers’ Total Assistance Portal
As the LGU's entry to the international Mayor's Challenge competition sponsored by Bloomberg International (based in New York City), Mayor Quiambao began developing e-AEFTAP or e-Agro Ecosystem: Farmers’ Total Assistance Portal, a digital one-stop-shop for service support systems for farmers, to prioritize their needs.
Drawing from the 8 District Warehouses Project, e-AEFTAP is designed to empower Bayambang's 30,850 farmers and give them the means to get out of poverty by increasing their income by reducing the cost of production, increasing output, getting fair market prices, and giving access to financial markets, while helping ensure a sustainable food supply for all.

• Bangon MSME Program
The Bayambang Poverty Reduction Action Team, Business Permits and Licensing Office, and Department of Trade and Industry implemented the Bangon MSME Program in the face of the “new normal” to help revitalize local businesses, especially those most affected by COVID-19.
• Decentralization of the Public Market
Even though they are not yet being fully utilized, Mayor Quiambao’s idea of installing a talipapa in each district proves providential. As the Poblacion area and the Public Market closed a number of times as precautionary measure to the pandemic, many vendors were forced to relocate to their place of residence in the outlying barangays, while various little businesses also sprouted there out of necessity. Barangay vendors had a ready place to sell goods with a satellite market built in every district.
• Bayambang Commercial Strip Spurs New Economic Activity
The Bayambang Commercial Strip reopened on October 1, after the stall owners of the L-Building of the Public Market resumed operations. The contract of the stall owners in the L-Building has expired and out of consideration, they were given a reservation on the Commercial Strip with the right to first refusal.
• New Parking Space
To help address the parking crisis in the heart of town, a new parking space was put up adjacent to the Balon Bayambang Events Center.
A three-level parking area is being planned at the site of the Tricycle Terminal.
• 2nd Negosyo Summit Engages Local Entrepreneurs
For the second time, the Bayambang Poverty Reduction Action Team held a Negosyo Summit on November 19 and 20. The Bayambang micro-, small and medium enterprises or MSMEs were convened to give them tips on how to become LGU suppliers through the procurement process and thus promote local products and services.
• DTI’s Zero Interest Loan for Affected Small Businesses
Eighteen local businessmen became the initial beneficiaries of the COVID-19 Assistance to Restart Enterprises or CARES Program of the Department of Trade and Industry, at the turnover ceremony on November 28. The funds from former Congresswoman Rachel Arenas were given as no-interest loan to businessmen who passed the DTI requirements and opted to begin once again after suffering setbacks from the pandemic.
• Municipal Slaughterhouse Enforces New Safety Measures
The Municipal Slaughterhouse, in cooperation with PNP and POSO, strictly enforces safety measures, including surprise inspections, to prevent ASF and promote the interest of consumers.
• Developments in New Town Center
The new town center we are developing in Bani has begun to attract both little businesses and even big-time investors like Sta. Lucia Realty, with the groundbreaking of their Centro Verde Bayambang Subdivision.

To ensure physical distancing in LGU offices and to prevent possible infection among frontliners, the Municipal Annex Building was opened. Almost all the offices were moved to this new building which is more accessible and conducive to public transactions.

The LGU met with the Bayambang Water District (BayWad) to discuss the DPWH's National Sewerage and Septage Management Program. Under the program, DPWH is set to cover 50% of the cost of building a proper sewerage and septage system in town. This was attended by all members of the Board of Directors of BayWad.
The LGU then created a Technical Working Group, which immediately traveled to Baliwag Water District to do benchmarking work.
Telecommunication
• MPDO Inspects Cellular Towers
Councilor Amory Junio and the Municipal Planning and Development Office inspected the new mobile cellular towers being built by a private company in Sancagulis and Nalsian Norte. These are two of the four being built lately around Bayambang aimed to boost the signal reception of cellular phones and other wireless communication devices.
Public Transport
• Resumption of Local Transport Operations
The operation of local transport groups (jeep, UV Express, bus) gradually returned, under the supervision of the Municipal Planning and Development Officer and Health Officer, along with the Supervising Tourism Operations Officer. MPDC assisted the transport cooperatives to obtain special permits from the Land Transportation Franchising and Regulatory Board in La Union.
• Tricycle Task Force Enforces President Duterte’s Directive
On March 11, a Task Force was convened to study the implementation of the government's 'No Tricycle' policy on three national roads in Bayambang to reduce the incidence of accidents caused by slow-moving vehicles in highways. Among the main points agreed upon is the intensified clearing of the remaining road obstructions to give way to an unhampered tricycle lane on both outer lanes of such roads.
• Road Clearing Operations
Road-clearing operations were conducted by a team composed of MLGOO, PNP, BFP, POSO, Engineering, MPDO, ESWMO, CSO representative, and barangays officials, in compliance with the DILG’s directive. Because of this, the LGU passed DILG’s validation exercise.
• Proposal: Central Terminal in PSU-Bayambang Campus
In response to the town center's parking lot crisis, Mayor Quiambao appealed to the private sector to contribute in solving the problem by opening up their vacant lots for parking, with the charging of fees allowed. He also waived his company's rights so the wide open space in PSU may be used for parking through the G-to-G (government to government) arrangement.
• Modernized PUJs
On November 20, the LTFRB at the Municipal Plaza launched modernized PUJs of the New Bayambang UV Express Transport Corporation with trips from Dagupan City to Bayambang as part of the national government's PUV modernization program. The MPDC was there to submit to the LTFRB Bayambang’s Local Public Transportation Plan.
• Free Rides via Eco-Friendly E-Trikes –How many e-trikes?
Mayor Quiambao donated electric tricycles or e-trikes to the Public Order and Safety Office to offer free rides to commuters.
VI. ENSURING A RESILIENT COMMUNITY
• New Fire Truck
Mayor Cezar T. Quiambao, together with Bureau of Fire Protection-Bayambang Chief SFO4 Raymond Palisoc, received the new Isuzu Fire Truck issued from the office of President Rodrigo R. Duterte on February 11 in Camp Aguinaldo, Quezon City.
• New Ambulance
On July 20, a new ambulance was donated by House Deputy Speaker and Pangasinan Congresswoman Rose Marie 'Baby' Arenas on the occasion of her birthday.
• New Fire Station
We assisted BFP Bayambang Station in their bid to have a new fire station.
• ONSED 2020-2021
The MDRRMO conducted a Virtual Tabletop Exercise as part of our school children’s participation in the 3rd Quarter Nationwide Simultaneous Earthquake Drill 2020.
On March 11, the 1st Quarter Online Nationwide Simultaneous Earthquake Drill (ONSED) was held in which MDRRMC took the lead by monitoring all students and teachers in each school who took part in the nationwide activity to promote disaster preparedness.
• MDRRMC Completes ICS Round
For the first time, the Incident Management Team under the Incident Command System (ICS) was used extensively to provide adequate planning and preparation for an upcoming storm. This is the first time that a round of briefings and meetings was completed under the ICS. Through this, the extent of the damage to the crops brought on by recent typhoons was revealed.
• Radio Communication Tower
MDRRMO built its own Radio Communication Tower to facilitate communication between the 77 barangays of Bayambang and government departments and agencies during disaster. It also built a perimeter fence for its radio communication tower to ensure that the facility is safe from any security threats.
• Quick Response against COVID-19
In the face of strained resources and the risk of fatigue among its frontliners, the LGU has always been determined in its fight to contain and avoid the spread of COVID-19 and in dealing with its after-effects.
- Massive Donations
While freely accepting donations from all over, Mayor Quiambao himself gave good example through his massive donations, starting with face masks, face shields, PPEs, and testing kits.
On November 14 and 15, the RHU conducted a special mass testing of frontliners using antigen test, which has 83%-86% accuracy.
LGU, Quiambao Family Facilitate Donation of P55M Medical Equipment and Supplies
Mayor Quiambao’s family, through the Kasama Kita sa Barangay Foundation, facilitated the donation of various medical supplies and equipment worth approximately P55M from World Medical Mission (Chicago, USA) to the Urdaneta District Hospital, Bayambang District Hospital, Pangasinan Provincial Hospital, and Region 1 Medical Center.
- Non-stop Sanitation and Decontamination
Sanitation and decontamination activities by the MDRRMO and BFP continued without fail, so as not to let our guard down.
This is paired with intensive information/education campaigns and strict enforcement of IATF guidelines, including spot inspections of establishments and the fining of violators
- Contact Tracing Seminar
On July 3, a Contact Tracing Team Webinar was attended by all Punong Barangays.
On August 20, Mayor Cezar Quiambao attended a PNP Contact Tracing seminar where PNP-Bayambang Chief PLtCol Norman Florentino explained the Magalong model of contact tracing to the Chiefs of Police and Municipal Health Officers of the 3rd congressional district of Pangasinan. The seminar discussed effective contact tracing strategies developed by Baguio City Mayor Benjamin Magalong to help prevent the spread of the deadly disease.
- A New Road Direct to Evacuation Centers
The Engineering Office constructed a new road from Brgy. Wawa to San Gabriel 1st Evacuation Center and Pugo Evacuation Center to ensure that persons under monitoring (PUMs), persons under investigation (PUIs), and medical and non-medical frontliners have direct access to the facilities and avoid getting in contact with the rest of the community while clients and patients are completing their 14-day quarantine.
On June 13, the LGU distributed compensation to 24 people affected by the farmlands for the emergency construction of the said road. Thirty boxes of rice were distributed to the affected farmers in addition to the abovementioned compensation.
- Relief Distribution
Meanwhie, waves of Relief Distribution were carried out, especially targeting the most vulnerable groups.
- LSI Desk
An LSI Desk was put up to make the processing of requirements more convenient for locally stranded individuals by serving as a one-stop shop.
- Mental Health Counseling for PUMs
On August 12, RHU I conducted a mental health awareness campaign and counseling session at the Pugo Quarantine Facility. Those in quarantine underwent a mental health assessment in relation to their situation, and those who suffered from stress went through counseling. Those found to have problems were scheduled by the counseling team for a follow-up.
- Granular Lockdown
On September 9, Mayor Cezar Quiambao issued Executive Order No. 45, ordering a granular lockdown in five barangays with COVID-19 cases. The order included the temporary closure of Block III of the Public Market and cemeteries during the celebration of All Saints’ Day, and other restrictions, to help control the potential post-holiday surge of local cases. This emergency action was immediately approved by the IATF.
- Orientation on E.O. 52
On September 19, a Public Orientation on Executive Order No. 52 was held via Facebook Live at the Balon Bayambang Events Center to explain to the public the details contained in such E.O.s as E.O. # 52 to help curb the swell of cases in Bayambang in compliance with the latest memorandum from the PNP-Pangasinan Provincial Office. The Bayambang Inter-Agency Task Force headed by the Municipal Health Officer, Dra. Paz Vallo; PNP-Bayambang Chief, PLtCol. Norman Florentino; and Municipal Tourism Supervising Officer Rafael Saygo successfully led the campaign.
In connection with this development, a thorough clearing operation was conducted at the Public Market, while a Temporary Public Market was set up in Brgy. Bani.
The wearing of face shield on public vehicles was required starting August 15, 2020.
- Improvement Works at San Gabriel 1st Isolation Facility
The MDRRMO staff conducted extensive renovation work at the San Gabriel 1st Community Isolation Facility. They cleaned, disinfected, and painted the building, fixed the electrical wiring, and repaired the damaged perimeter fence. The road was also paved, the canopy at the entrance was repaired, a proper guard house was built, and the Nurse Station was converted into a concrete structure. On the adjacent vacant lots, seedlings from the Municipal Nursery were planted to give the patients and clients something worthwhile to occupy themselves with while in isolation.
- Task Force Bakuna
Task Force Bakuna was created to oversee the preparatory work in anticipation of the massive COVID-19 vaccination. After approval, the LGU found ways to make the vaccine freely available to all individuals willing to be vaccinated.
• ICTO Creates Electronic Vaccination System
The ICTO created an Electronic Vaccination System to automate and support the management of COVID-19 vaccination process, up to printing of vaccine cards. This paperless innovation makes use of a QR code scanner to read vaccination cards, facilitating record and data search.
- Making Use of Technology
As much as possible, to avoid large face-to-face meetings and events, modern technology was used to conduct events and meetings, with the use of Facebook Live, Zoom videos, Google Meet, etc.
- Teleconsultation
Teleconsultation is continuously being implemented in RHU I, II, III, and IV, to dissuade large crowds from massing inside the four RHUs. This online service facilitates free delivery of medicine to the consulting patients.
- Mass Testing for LGU Employees
After someone was confirmed to have a positive result, mass testing was immediately conducted by the RHU on all LGU employees without exception in order to prevent the spread of the virus and ensure that the public will be safe while transacting with LGU employees. Depending on their condition, those who tested positive were sent either to home quarantine, isolation facility, or COVID hospital.
A 2-week lockdown and 50% skeletal force were implemented in affected offices together with 50% work-at-home arrangement using laptops procured for the year.
• Emergency Response Trainings
- Vehicular Extrication Training
On September 16 and 17, EPP Fire Safety and Rescue Equipment conducted a free Vehicular Training for Bayambang DRRM rescuers in the MDRRMO Conference Room. Rescuers were taught how to properly use purchased rescue equipment and how to effectively respond to vehicular accidents.
- Standard Training for Staff
MDRRMO staff underwent Standard First Aid, Basic Life Support and Ambulance Conduction Training led by the Red Cross, for MDRRM staff to become more effective and give faster response during emergencies.
- Online Basic Occupational and Safety Hazard (BOSH) Training for Government Workers was held on May 10-14, 2021

• Distribution of Early Warning System
Early warning bells were distributed in 77 barangays to serve as early warning device in case of emergency.
• Roving Activity in Agno River
MDRRMO staff undertook roving activities in Agno River to monitor activities of residents, especially during the summer months.
• Disaster-Related Transportation Assistance
Transportation assistance was granted to disaster-related requests.
• Assistance to Typhoon Ulysses Survivors
The MDRRMO distributed construction materials donated by Mrs. Niña Jose-Quiambao to Bayambangueños who were hit by typhoon Ulysses in November 2020. The materials donated include around 2,000 pieces of galvanized iron for roofing and complete materials to create one elevated house with kitchen and comfort room which will serve as the evacuation area of 5 other families in the area during flooding. There were 573 families who benefited from the total donated amount of P548,849.
VII. GOING GREEN
• Strict Enforcement of Solid Waste Management Law
The Ecological Solid Waste Management Office (ESWMO) stepped up its effort to promote recycling, the use of eco-bags, and its”Bring Your Own Bag” policy at the Public Market, and information and education campaign, in line with local ordinance regulating single-use plastics in town and enforcing waste segregation at the source.
• Recycling of Trash Promoted
ESWMO officers and staff worked nonstop in transforming trash into assorted recycled materials. Thus they give a good example and inspire people to recycle their own trash by sharing their creative ideas.
• Violators Apprehended
ESWM enforcers continue to apprehend violators of Municipal Ordinance #19 which regulates the use of plastic cellophane and sando bags and prohibits the use of Styrofoam and non-segregation of waste.
• Free Shredder and Composter from EMB
The Bayambang Materials Recovery Facility was selected as the recipient of a new shredder and composter from the Environmental Management Bureau-Region I of the Department of the Environment and Natural Resources, thanks to Bayambang's good record in waste generation and organic compost production.
• "Very Good" and "Compliant" MRF
On October 14, the Environmental Management Office of the DENR-Environmental Management Bureau-Region 1 declared our Materials Recovery Facility in Brgy. Dusoc to be very good, compliant and functional after its records were found to be complete and all corners of the facility in proper order.
• P200K DENR Grant for Toxic Waste Containment
On October 20, the Ecological Solid Waste Management Office received P200,000 MRF Fund Assistance from DENR Region 1 to build a temporary containment area for toxic or hazardous waste. Only four cities and two municipalities in Pangasinan were approved as beneficiaries after they were able to comply with the DENR requirements.
• Approved: 10-Year Solid Waste Management Plan
Led by Mayor Cezar T. Quiambao and the entire ESWM Office, LGU-Bayambang successfully defended the 10-Year Solid Waste Management Plan at the DENR-Regional Office 1-Environmental Management Bureau. This, in turn, was approved immediately, assuring the town a better system of disposing, collecting and organizing waste and maintaining environmental order.
• Climate Change Mitigation through Agno River Rehabilitation Project
On August 5, MDRRMO continued its Agno River Rehabilitation Project in collaboration with CSFirst Green AID Inc. The group planted hundreds of bamboo seedlings along the riverbanks of Agno, and this is expected to someday prevent soil erosion in the area.
The MDRRMO regularly monitors the condition of the planted trees with the help of assigned caretakers.
• Clean-Up Drives
ESWMO continues to advocate for a clean and environment-friendly Bayambang through regular clean-up drives in various barangays in cooperation with barangay officials.

The ICT Office once swept off major awards in the 2020 Digital Governance Awards givent out by the Department of ICT on December 11:
Champion – Best in LGU Internal Process Category for Integrated LGU System
2nd Place – Best Customer Empowerment Category for Market System with Handheld Device and Collection System
Finalist – Best in Business Empowerment Category for Business One-Stop-Shop with Queueing System
• RHUs, Winner in DOH Region I Writing Contest to highlight the best practices of the LGUs in implementing the measles, rubella, and oral polio vaccine supplemental immunization activity (MR OPV SIA) in November 2020. The winning entry is entitled "Conquering the Battlefield as One Army."
• DTI and DILG Region I’s Cities and Municipalities Competitiveness Index (CMCI) Awards: #1 in Government Efficiency, #3 in Infrastructure, #3 in Resiliency, and #4 in Overall Competitiveness for 1st and 2nd Class Municipalities in Region I, plus special Early Bird Award
Conclusion
As long as we can, we will keep turning every crisis into opportunity. Instead of dwelling in the past or resting on our laurels, we will keep on using all resources as an inspiration to do more. Our Revolution Against Poverty may have been hampered by the pandemic in ways we did not foresee, but this is all the more reason that it should proceed unimpeded.
