“Naisasakatuparan
na ang Ating mga Pangarap”
Nang ako ay manumpa sa aking katungkulan,
parati kong sinasabi, “Matuto tayong managinip. Libre naman ang managinip.”
Maraming pagbabago ang naganap sa Bayambang
sa loob lamang ng dalawang taon nang dahil sa panaginip.
Una sa lahat, sinong mag-aakalang ako ay
tatakbo sa pulitika? Ngunit dahil sa pangarap kong makita ang Bayambang bilang
progresibong bayan na kung saan hindi talamak ang korapsyon, kriminalidad at
nepotismo, heto ako ngayon at tumatayo sa harap ninyong lahat para sa
pangalawang SOMA.
I. ADMINISTRATION
1. Mabuting Pamamahala (Good Governance)
• Sa area ng Administration, at sa ilalim ng Mabuting Pamamahala, pinangarap nating mapadali ang lahat ng frontline transactions sa Munisipyo, kaya’t inayos natin ang ating Citizen’s Charter.
• Atin ding pinacomputerize ang mga essential services ng gobyernong lokal. Inaasahang susugpuin ng LGU computerization project ang korapsyon sa gobyernong lokal at pabibilisin ang mga serbisyo.

• Ang sale ng 4-hectare Magsaysay property ng municipal government ay inaprubahan na ng Commission on Audit. Maaari na ngayong mag-issue ng deed of sale upang mapasakamay sa mga occupants ang kanilang titulo sa lupa.
• Sa tulong ng Department of the Environment and Natural Resources noong Nobyembre, naawardan din ng titulo ang 70 may-ari ng lupa na wala pang titulo sa iba’t-ibang panig ng Bayambang.

• Pinangarap din nating ilagay sa ayos ang ating pananalapi kaya’t nagpursige tayong magkaroon ng full disclosure policy and accountability.

3. Participative Governance
• Sa kagustuhan nating magkaroon ng pakikiisa ang publiko sa panunungkulan ng ating bayan, naging aktibo at functional pa rin ang ating 37 special bodies lalo na sa health and nutrition, education, sports, at culture and arts. Dahil dito, ang Bayambang ay naging bayan ng mga champions. At tulad noong nakaraang taon, napakasaya rin ng ating naging pagdiriwang ng Fiesta 2018.
• Nagcreate tayo ng Municipal Cooperative Development Office upang tulungan ang mga kooperatiba at mag-organize ng iba pang kooperatiba. Sa ngayon, mayroon tayong ilang aktibong kooperatiba.

at libreng pagpapatitulo ng lupa kaakibat ang DENR.

• Ang bill sa Mangabul na ating ni-refile sa Kongreso ay nasa 3rd and final reading na, salamat sa tulong ni Congresswoman Arenas. Once na maipasa sa Senado, ang Mangabul ay pwede nang ideklarang alienable and disposable, at mga farmer-occupants dito ay maaari nang mapasakanila ang sinasakang lupa.
• Ang USD$6M irrigation project na sponsored ng KOICA (Korea International Cooperation Agency) para sa 2,000 ektaryang sakahan sa hilagang Bayambang (covering 22 barangays) ay under processing na.

9. Rebolusyon Laban sa Kahirapan
• Noong Agosto 28, 2017, National
Heroes’ Day, nagdeklara tayo ng “Rebolusyon Laban sa Kahirapan.” Ito
ang pinakamalaking proyekto ng administrasyong ito. Upang planuhin ito,
nagkaroon tayo ng Anti-Poverty Summit noong December 16, 2017 upang ma-synchronize ang
lahat ng anti-poverty efforts ng Munisipyo upang maging mas efficient ang
delivery ng serbisyo publiko. Ito ay nagresulta sa magbalangkas ng Bayambang
Poverty Reduction Plan (BPRP), ang ating magiging bibliya para sa lahat ng anti-poverty
projects ng LGU for 10 years mula 2018 hanggang 2028. Layunin nito na wakasan
ang kahirapan sa Bayambang – 0% 4Ps by 2028!

III. ENVIRONMENT
• Sa larangan ng Environment, ang ating LGU ay
nakatanggap ng Cease and Desist Order galing sa DENR-Environmental Management
Bureau Regional Office I para sa ating Material Recovery Facility noong buwan
ng Pebrero.
• Dahil dito, gumawa tayo ng isang Safe Closure and
Rehabilitation Plan para ayusin ang MRF. At sa loob lamang ng isa at kalahating
buwan ay naisaayos na po ngayon ang ating Material Recovery Facility sa
Barangay Dusoc na gagawin na ring isang Eco-Park. Magiging isa itong tourism
site na may gazebo at pavilion. Dahil dito, ang Cease and Desist Order ay
pinawalaang bisa noong ika-4 ng Mayo 2018. (See breakdown of Safe Closure and
Rehabilitation Plan.)
• Ang Ecological Solid Waste Management Office
(ESWMO) ay bumili ng mga karagdagang makina para sa composting, shredding at
iba pang pasilidad para maproseso at mabawasan ang ating problema sa basura.

• Lahat ng mga makinang ito ay gumagana, at hanggang
sa kasalukuyan ay nakakapagproduce tayo ng mga organic compost galing sa mga
nabubulok na basura na pinoproseso sa MRF. Ang mga organic compost na ito ay
ating ipinamahagi sa mga paaralan, barangay at mga magsasaka ng libre.
•
May mga produksyon din ang ESWMO ng mga vermicompost mula sa vermiculture ng
MRF.
•
Tuloy-tuloy din ang mga clean-up drives kasama ang mga Punong Barangay, mga
paaralan at empleyado ng LGU.
•
Natapos na din ang ating 10-Year Solid Waste Management Plan for 2017-2026, at
naipasa na sa National Solid Waste Management Commission sa ilalim ng
DENR–Environmental Management Bureau.
• Nagkaroon tayo ng Memorandum ng Agreement sa
Urdaneta Sanitary Landfill bilang Final Waste Disposal Facility ng LGU. Wala na
po tayong residual wastes na iniimbak dito sa ating bayan.
• Mahigpit na ipinapatupad ang “No Segregation, No
Collection” policy sa 11 barangays sa Poblacion area at isusunod na ito sa
lahat ng mga barangay ng Bayambang.
• At upang ipaalam sa lahat ang tungkol sa RA 9003
or Ecological Solid Waste Management Act
of 2000, maigting ang ginagawang Information, Education and Communications
campaign ng ESWMO para sa waste segregation bilang pagsunod sa batas na ito at
sa mga ordinansa sa munisipyo:

Ang lahat ng ito ay patuloy na paghahanda para sa mas
mabilis at epektibong pagharap sa sakuna gaya ng mga nalulunod, nababaha at
naaksidente sa panahon ng malawakang sakuna.

IV. ECONOMIC & INFRASTRUCTURE DEVELOPMENT
Aaminin kong malayo pa tayo, wala pa sa
kalingkingan, ang ating pinangarap sa area ng Infrastructure. Ngunit dahil
napakataas ng ating pangarap para sa Bayambang, kahit papaano, marami-rami na
rin ang di hamak na nakayanan nating gawin na dati ay hanggang panaginip lang.
Muli, ang mga ito ay dahil sa tayog ng ating panaginip, because we dared to
dream big and aim high.
• Nais ko lang magkwento ng kaunti.
Noong minsang mapunta ako sa Maigpa, naramdaman kong may baku-bakong parte ang
daan kaya’t kinausap ko ang Punong Barangay. Kinabukasan, nasolusyunan,
nalagyan ng aspalto ang daan sa Maigpa at sa iba’t-iba pang mga barangay.
• Nagpatayo tayo ng municipal
canteen, ang Kusina ng Balon Bayambang, which was built to sustain the feeding
program for our indigent malnourished children.
• Sa kagustuhan nating lumuwag sa
bandang Poblacion, naisip nating magpatayo ng mga talipapa sa iba-ibang
distrito. Ang talipapa project ay tapos na kaya’t sana ay gamitin ang mga ito
to encourage business in the different districts.
• At sino naman ang hindi nangarap
magkaroon ng modernong pamilihang bayan? Ngayong taon, nagbukas ang bagong meat,
fruit and vegetable section ng ating Public Market. Gawa na rin ang second
floor nito.
• Nangarap din tayong magkaroon ng
isang maayos na Municipal Slaughterhouse, kaya’t ang ating facility sa Telbang
ay atin ding inexpand at nirerenovate.
• Noong panahon ng piyesta, ilang events
natin sa Plaza at PSU ang inulan kaya’t naisipan kong magkaroon tayo ng isang
coliseum upang kahit maulan, tuloy-tuloy ang ating nakaschedule na programa.
• Tuwing ako ay nagagawi sa Pantol, ako ay naiinis dahil
kailangan pang dumaan sa dalawang bayan para lang makarating dito. Kaya’t
nangarap akong magkaroon ng Pantol Bridge. Inaasahan na ngayong Hunyo, ang P188M
funds para sa project na Pantol-to-San Gabriel 2nd Diversion Road na sponsored ng
PRDP (or Philippine Rural Development Program) ay madadownload na upang
maumpisahan na ang konstruksiyon.
• Gaya ng nabanggit na, ang RHU 3 sa
Carungay at RHU 4 sa Macayocayo ay malapit nang matapos.
• Kung maaaprubahan ng national
government, malapit na ring maisakatuparan ang matagal na nating hiling na
tulong sa irigasyon sa pamamagitan ng KOICA o Korea International Cooperation
Agency. Sa tulong ni Sen. Cynthia Villar, nakapulong ko kamakailan ang pinuno
ng National Economic Development Authority (NEDA) na si Ernesto Pernia sa Manila.
Inaasahang maaprubahan ang 2-hectare project na ito ng Pangulo, at mabibiyayaan
dito ang mga barangay sa northwestern Bayambang.

• Because we choose to dream big, hinire
natin ang Palafox
Associates upang tulungan tayo sa pagpaplano para sa updated Comprehensive Land
Use Plan at Zoning Ordinance ng Bayambang mula 2018-2027. Ang ating CLUP ay
aprubado na ng provincial government.
• Para naman maisulong ang ating turismo, iba’t-ibang
proyekto ang ating nasimulan. Una, nakita ko na sabik sa entertainment ang ating
mga kababayan, kaya’t pinangarap kong maging Entertainment City of the North
ang ating bayan. Kaya’t inumpisahan natin ito sa pamamagitan ng mga proyektong
tulad ng Paskuhan sa Bayambang animated Christmas display at Mini-Amusement
Park sa ating plaza.
Walang bundok at walang beach sa
Bayambang, kaya kailangan nating mag-imbento ng isang bagong atraksiyon. Kaya,
bilang parte ng mga proyektong nagsusulong sa turismo, at ka-partner ang Saint
Vincent Parish Church at Kasama Kita sa Barangay Foundation Inc., nag-isip tayo
ng bagong world record upang maging memorable ang darating na ika-400 years ng
San Vicente Ferrer Parish at ika-600 years death anniversary ng ating patron na
si St. Vincent Ferrer sa darating na April 5, 2019. Ito ay ang St. Vincent
Ferrer Monument na may 51 metrong taas, mas mataas pa sa Statue of Liberty,
gawa sa bakal at engineered bamboo, at ito ay magiging isang major landmark ng
Bayambang. Ito rin ang magiging hudyat ng malawakang pagbabagong magaganap sa
67 ektaryang lupain sa bandang Bani at Bical Norte na nakalaan para sa new town
center at business processing zone.
