1. Bayambang, Host ng Induction ng PARE-Pangasinan

Sa ngalan ni Mayor Niña Jose-Quiambao, malugod na winelcome ng LGU-Bayambang ang mga retiradong guro mula sa iba’t ibang bahagi ng lalawigan, sa ginanap na mass induction ng mga opisyales ng Philippine Alliance of Retired Educators (PARE)-Pangasinan Chapter noong August 22. Si Mayor Niña ay naging panauhing pandangal, at nirepresenta ni Vice-Mayor Ian Camille Sabangan.

 

2. OCD Regional Director, Muling Bumisita

A. Noong August 22, muling bumisita si Office of Civil Defense Regional Director Lawrence E. Mina upang makipagdayalogo sa MDRRMO hinggil sa mga naging epekto ng nagdaang pagbaha sa bayan, ang ugnayan at epekto ng iba't-ibang kailugan sa ating mga karatig-bayan, gayundin ang mga posibleng hakbang upang mapigilan o mabawasan ang epekto ng ganitong sakuna sa hinaharap.

B. Binisita rin ni Mina ang mga lugar na sentro ng paglikas upang personal na masuri ang kahandaan ng mga ito ngayong panahon ng tag-ulan.

C. Binisita ni Director Mina at kanyang mga kasamahan sa OCD ang pabrika ng bamboo materials ng CSFirst Green AID sa Brgy. Amanperez. Inilibot sila sa loob ng pagawaan, at nakita ng grupo ang iba't-ibang produkto ng kawayan at kung papaano ito pinuproseso gamit ang iba't-ibang makina sa loob ng pabrika. Humanga ang opisyal sa proyekto, lalo na sa malaking pagsuporta nito sa climate change adaptation.

 

3. MCDO, Nagbigay ng 2-Day Seminar

Patuloy ang Municipal Cooperative Development Office (MCDO) sa pagpapalakas ng mga kooperatiba sa Bayambang. noong August 19 at 20, ang tanggapan ay nagsagawa ng dalawang araw na seminar sa may Brgy. Macayocayo sa tulong ng Cooperative Development Agency.

 

4. Orientation on Cooperatives, Isinagawa

Noong August 26 naman, nag-organisa ang Agriculture Office ng isang orientation activity para sa mga local corn farmers tungkol sa tamang proseso ng pagpapalakas, pagtatayo, at pagpaparehistro ng isang kooperatiba. Ito ay ginanap sa Brgy. Sapang Covered Court sa pakikipag-ugnayan sa Municipal Cooperative Development Office (MCDO) at Cooperative Development Authority.

 

5. SK Officials, Sumabak sa Budget Training

Noong araw ding iyon, sumabak ang mga Sangguniang Kabataan officials sa isang Budget Management Training na ibinigay ng Municipal Budget Office. Sa aktibidad, itinuro sa mga SK official ang tamang proseso ng pagba-budget, at mga paraan upang masiguro ang pagiging transparent at responsable sa paggamit nito.

 

6. Mayor Niña, May Birthday Treat Muli!

A. Sa pagdiriwang ng kanyang kaarawan noong August 26, muling ipinakita ni Mayor Niña ang pagiging bukas-palad sa mga Bayambangueño sa pamamagitan ng mga handog na packed lunch para sa lahat ng kawani ng LGU....

B. ...gayundin ang mga katuwang mula sa iba’t ibang sektor.

C. Nagpaabot din si Mayor Niña ng libreng sorbetes para sa lahat ng 77 barangays bilang pagpapasalamat at pagbahagi ng biyaya sa buong komunidad.

 

7. MSWDO at ECCD Office, Lumipat na sa mga Bagong Gusali

Simula August 26, opisyal nang lumipat sa kanilang bagong tahanan ang Municipal Social Welfare and Development Office at Early Childhood Care and Development Office. Ang MSWDO ay matatagpuan na ngayon sa MSWDO Multi-Purpose Building, habang ang ECCD naman ay nasa ECCD Building na parehong nasa Brgy. Magsaysay. ‎Ang paglipat ay isang malaking hakbang tungo sa maayos na pagbibigay ng social welfare services.

 

8. Edukasyon, Muling Tinutukan sa LSB Meeting

Sa pulong ng Local School Board noong August 27, muling tinutukan ang iba't ibang isyu sa sektor ng edukasyon. Kabilang sa mga tinalakay ang paggamit ng Special Education Fund, preparasyon para sa World Teachers' Day, eleksyon ng PTA Officers, at iba pa.

 

9. HRMO, Nagbigay ng Training on Effective Communication

Noong August 27, nagsagawa ang HRMO ng isang training para sa mas mabisang komunikasyon ng mga piling kawani ng LGU. Naging tagapagsalita si Dr. Sharon F. Sanchez ng Bayambang National High School, na nagbahagi tungkol sa kahalagahan ng public speaking, storytelling, at epektibong komunikasyon sa serbisyo publiko.

 

10. KSB Year 8, Nagpatuloy sa Manambong

Nagpatuloy ang team ng Komprehensibong Serbisyo sa Bayan Year 8 sa Manambong Sur Evacuation Center, upang pagsilbihan ang ating mga kababayan sa mga barangay ng Manambong Norte, Manambong Sur, at Manambong Parte. May 1,060 na residente ang nakapag-avail ng mga libreng serbisyo ng munisipyo nang di na kailangang mamasahe pa sa sentro, kaya't laking pasasalamat ng mga ito.

 

11. LGU, Nagbenchmarking sa Urbiztondo Water District

Ang mga opisyal ng LGU-Bayambang ay bumisita sa bayan ng Urbiztondo upang magbenchmarking activity sa Urbiztondo Water District. Kanilang inalam ang best practices ng naturang ahensya upang maaral kung alin ang maaaring iapply sa bayan ng Bayambang. Ang mga opisyal ay mainit na sinalubong nina Urbiztondo Mayor Modesto Operania at Vice-Mayor Alexis dela Vega.

 

12. SVF Prayer Park, Parte ng Familiarization Tour ng TPB

Ang Tourism Promotions Board - Philippines ng Department of Tourism ay nag-tour sa St. Vincent Ferrer Prayer Park bilang panghuling destinasyon ng kanilang Domestic Tourism Invitational Program, isang familiarization tour na nagdadala ng iba't ibang tour operators at travel agents upang maranasan ang isang kakaibang cultural tour sa Ilocos Region at ibenta ang naturang tour sa mga turista. Ang mga bisita ay winelcome at sinamahan ng Tourism Office staff.

 

13. 2,804 4Ps Members, Nag-exit sa Programa

May 2,804 na bilang ng 4Ps beneficiaries ang grumadweyt sa programa, matapos ang mga ito ay magboluntaryong mag-exit, mag-improve ang kanilang level of well-being, at wala nang puwedeng ma-monitor na 0-18 years old o buntis na miyembro ng pamilya. Ang graduation ceremony ay ginanap noong August 28, at siyang naging highlight ng pagdiriwang ng ika-walong anibersaryo ng Rebolusyon Laban sa Kahirapan.

 

14. Bagong Central Terminal at Bagsakan Market, Pinasinayaan!

Pormal na pinasinayaan ng lokal na pamahalaan ang bagong tayong Bayambang Central Terminal at Bagsakan Market nitong August 25, sa isang seremonyang dinaluhan ng mga opisyal at mga bagsakan vendors. Ang modernong pasilidad, na matatagpuan sa Pangasinan State University-Bayambang Campus, ay itinuturing na makasaysayang hakbang para sa pagsasaayos ng transportasyon at pagpapalago ng ekonomiya ng bayan. Ang proyektong ito ay naging posible dahil sa magandang ugnayan sa pagitan ng LGU sa pamumuno nina Dr. Quiambao at Mayor Niña at ng PSU sa pamumuno ni University President, Dr. Elbert Galas.

Let's keep it simple and break things down this way:

1. Kulibangbang - current Pangasinan and Tagalog term for Piliostigma malabaricum, a bauhinia tree species with butterfly-shaped leaves (whose shoots are edible), little white flowers, and leguminous fruit -- not to be confused with other ornamental bauhinia species with colorful (pink, etc.) orchid-like flowers; reference: according to multiple old folks' account and at least one written folk tale online; possibility: questionable, because kulibangbang is an Ilocano word meaning butterfly, and the Ilocanos wouldn't arrive in Bayambang until around 1880s(?) whiile Bayambang was already Bayambang since 1741

2. Balangbang or Balangabang - another local term for the kulibangbang tree; reference: residents; possibility: moderate because of the l-y substitution

3. Balangbang - local term for waist; reference: provincial government website; possibility: questionable to possible

4. Bayang-bayang - local term for scarecrow; reference: Spanish missionary account? ; possibility: hmmm

5. Bayambang - name of a weed called celosia (Celosia or Deeringia polysperma) ; reference: Philippine botanical websites, old wikipedia entry on Bayambang's history; possibility: low to high

Note: A barangay in Infanta town of Pangasinan is named Bayambang as well. And it reportedly has a Bayambang National High School too! It would be instructive to know how they came up with that same name.

Except for historical documents, the town of Bayambang is hardly ever mentioned in publications that lean toward fiction and popular culture. So encountering our town's name in notable works here and abroad, even just in passing, is a little cause for celebration.

Thanks to Bayambangueños who are wide readers, we were tipped of the following information, and of course yours truly had to find and pore over these materials.

1. "Po-on: A Novel" F. Sionil José

"Po-on: A Novel" -- written by F. Sionil Jose in 1984 -- is a saga of an Ilocano peasant family who fled to Pangasinan to escape oppressive Spanish authorities at a time when the colonialists' power was waning and another colonist power was taking over. And that's the perfect setting to add a chapter wherein a member of the family crosses the bridge over Agno River from Bautista to Bayambang to deliver a letter from one adviser, Apolinario Mabini, to the Filipino revolutionary leader General Emilio Aguinaldo.

2. "Lieutenant Ramsey's War: From Horse Soldier to Guerrilla Commander (Memories of War)" by Edwin Price Ramsey & Stephen J. Rivele (2005)

During World War II, an American soldier finds himself trapped by Japanese forces in Bataan and hatches an escape plan together with fellow survivors. He succeeds and rises up to lead a guerilla army. In his long escape route across Luzon, he heads the East Central Luzon Guerrilla Area resistance with headquarters in Bayambang and stays in this town for a few months in secret, with stories of how he narrowly escapes the enemy, including one incident involving a taltagan (boat-shaped mortar) in Brgy. Inirangan. In his autobiography, he even mentions a Bayambang native, Major Claro Camacho of Brgy. Nalsian, as his aide-de-camp.

3. "Little Manila Is in the Heart: The Making of the Filipina/o American Community in Stockton, California" by Dawn Bohulano Mabalon (2013)

This book traces the history of the Filipino-American community in Stockton, California by focusing on how the immigrants were able to forge an identity and create a community thanks to immigration policies, American colonialism back home, and the conflicts and difficulties they had to face due to race, gender, labor, and political realities in the United States. I know I am scraping bottom here, but Bayambang town was mentioned in passing only because of the four escrima masters from this town that made Stockton and California their home: Leovigildo 'Leo' Miguel Giron of Brgy. Hermoza (who also eventually became a WWII guerilla back home in the Philippines) and his mentors, Benito Junio of Brgy. Inirangan, Julian Bundoc of Brgy. Carungay, and Fructuoso Junio of Brgy. Telbang.

First-class relic of St. Vincent Ferrer

First-class relic of St. Vincent Ferrer

The St. Vincent Ferrer Parish Church holds a first-class relic of St. Vincent Ferrer.

Contained in an elaborate reliquarium, the relic is a tiny piece of bone of the winged saint called "angel of the apocalypse" credited for bilocation and miraculous cures, among other intercessory acts.

Ferrer was actually a Dominican priest from Valencia, Spain.

In the past, this relic was placed at the high altar (?), so during masses, a stream of devotees would pay him homage by climbing a wooden (?) staircase just to be able to whisper their prayer to the saint, but this also visibly disrupted the mass or caused a distraction to the mass-goers. For this reason, it was eventually transferred to this prayer room.

1.      Municipal Accountant, Isa sa Most Outstanding sa Pangasinan

Kinilala si G. Flexner de Vera, bilang isa sa mga Most Outstanding Municipal Accountant ng probinsya ng Pangasinan, sa ginanap na seremonya ng Pangasinan Association of Local Government Accountants o PALGA noong August 12 sa Dagupan City. Ito ay isang pagkilala sa kanyang husay at dedikasyon, na siyang nagbigay-daan sa LGU-Bayambang upang makatanggap ng unmodified opinion mula sa Commission on Audit para sa 2024 financial statements nito.

2.      Bagong ECCD Bldg. at MSWDO Bldg., Pinasinayaan

Noong August 18, pormal na binuksan at binasbasan ang bagong magkahiwalay na gusali ng Early Childhood Care and Development (ECCD) at Municipal Social Welfare and Development Office (MSWDO) sa Brgy. Magsaysay. Ang proyekto ay inilunsad upang mas mapabuti ang pagbibigay ng serbisyo para sa mga bata, kababaihan, senior citizens, at iba pang sektor.

3.      Fountain sa Royal Mall, Ipinatibag

Ipinatibag ng Task Force Disiplina ang fountain sa tapat ng Royal Mall na itinuturing na obstruction sa road shoulder at panganib para sa mga motorista. Pinanindigan ng task force ang kanilang layunin na linisin ang mga lansangan laban sa anumang sagabal para sa kaligtasan ng publiko.

4.      Internal Assessment ng CDCs at CDWs, Isinasagawa

Noong nakaraang linggo, nag-umpisang magsagawa ang MSWDO ng monitoring at validation activity sa 34 na Child Development Centers at Child Development Workers ng Bayambang. Dito ay tiniyak ang kumpletong dokumentasyon ng bawat pasilidad, bilang paghahanda sa nakatakdang external evaluation ng ECCD Council at assessors mula sa Pangasinan SWDO.

5.      Updates sa 4Ps, Tinakalay sa MAC Meeting

Sa pinakahuling pulong ng Municipal Advisory Council, tinalakay ng DSWD ang status update ng 4Ps members, kabilang ang pagsusuri ng compliance turnout, ang Social Welfare and Development Indicators administration, at mga isyu gaya ng teenage pregnancy. Ibinalita rin dito ang nakatakdang pag-exit ng 2,804 na benepisyaryo mula sa programa.

6.      Iba't Ibang Grupo, Nagbigay ng Relief Goods

Iba't ibang grupo ang patuloy na nagbibigay ng tulong sa mga nasalanta ng nagdaang bagyo. Noong August 18, naghatid ng food packs at hot meals sa 180 residente ng Sitio Lagare, Nalseban, Brgy. San Gabriel 2nd, ang pinagsamang relief mission ng Gabriel Medical Clinic, Gabs Pharmacy Cooperative Store, at Bayambang Matikas Eagles Club, salamat kina Dr. Roberto Gabriel at BMEC President Bogs Bugarin.

7.      Search and Retrieval Operation, Isinagawa

Noong August 18, ang MDRRMO, katulong ang BFP at BDRRMC ng Brgy. San Gabriel 2nd ay nagsagawa ng search and retrieval operation matapos makatanggap ng tawag mula sa naturang barangay ukol sa isang insidente ng pagkalunod. Matapos ang apat na oras na operasyon, matagumpay na natagpuan at naiahon ang walang buhay na biktima, na isang 21 taong gulang na binata na residente sa lugar.

8.      'Gender-Fair Language Training,' Idinaos

Noong August 19, sumabak sa isang "Gender-Fair Language Training" ang mga kawani ng munisipyo  bilang bahagi ng pagsusulong ng inklusibong wika at pagkakapantay-pantay ng mga kasarian. Ito ay upang itaas ang kamalayan at baguhin ang paggamit ng mga kawani sa mga salita at pahayag na hindi nagtatangi o nagpapahiwatig ng anumang bias batay sa kasarian. Naging resource speaker si Assistant Professor Jeffrey A. de Asis mula sa PSU-Bayambang Campus.

9.      Miguel Family, Nagdonate ng Bigas sa mga Nasalanta ng Bagyo

Noong August 19, nagdonate ang Miguel family ng 150 bags ng tig-limang kilong bigas sa mga nasalanta ng bagyong 'Emong.' Ito ay tinanggap ng Municipal Social Welfare Management Office (MSWMO) at ipinamahagi naman ng Municipal Agriculture Office (MAO) sa mga magsasaka. Malugod na nagpapasalamat kina Dr. Nicolas at Dr. Myrna Miguel ang LGU-Bayambang at ang mga magsasakang kanilang biniyayaan.

10.  BEACONS Program, Dinala Rito ng UPLB

Noong August 19 to 21, isinagawa ng UP Los Banos Biotech ang isang serye ng aktibidad sa ilalim ng Biotechnology Empowerment and Assistance of Communities and the Nation for Sustainability o BEACONS, upang lalo pang mapalawak ang kaalaman ng mga magsasaka at kooperatiba sa makabagong teknolohiya, partikular na sa paggamit ng biofertilizers. Dinaluhan ito ng humigit-kumulang na 100 magsasaka at farmer-cooperators, kung saan sila ay nakinig sa mga lecture at nanood ng mga field demo mula sa mga eksperto ng UPLB Biotech.

11.  ONGOING: Data-Gathering ng Assessor's Office para sa RPVARA

Ang Municipal Assessor's Office ay kasalukuyang nangangalap ng mga datos mula sa mga real property owner sa iba't ibang barangay. Ito ay bahagi ng paghahanda para sa pagbabalangkas ng Schedule of Market Value at pagsasagawa ng General Revision of Property Assessment and Classification, alinsunod sa Real Property Valuation and Assessment Reform Act.

12.  Holistic Health, Tinutukan sa SK Symposium

Bilang pagsuporta sa pagsulong ng holistic health sa mga kabataan, nagsagawa ang Sangguniang Kabataan ng Bayambang ng isang symposium noong August 20. Ipinaliwanag dito ang kahalagahan ng pangangalaga, hindi lamang sa pisikal na kalusugan, kundi pati sa mental, emosyonal, sosyal, at ispiritwal na aspeto ng buhay – upang maging ganap na masigla at balance ang pamumuhay ng kabataang Bayambangueño.

13.  Training on Barangay Budgeting and AIP, Isinagawa

Noong August 20, nag-organisa ang Budget Office, sa pakikipag-ugnayan sa MPDO, ng isang libreng pagsasanay para sa mga punong barangay, barangay secretary, barangay treasurer, at barangay kagawad na pinuno ng Committee on Appropriations tungkol sa Barangay Budgeting and Annual Investment Programming. Dito ay mas pinalawak ang kaalaman ng mga naturang opisyal sa tamang proseso ng pagpaplano at pagbubuo ng badyet, gayundin sa maayos na paglalaan ng pondo para sa mga proyekto.

14.  Mga Barangay Kagawad, Nag-Team-Building Activity

Sa unang pagkakataon, lumahok ang lahat ng miyembro ng mga Sangguniang Barangay at ilang Punong Barangay ng Bayambang sa isang team-building activity at capability development training na ginanap sa isang beach resort sa Bolinao, Pangasinan noong Agosto 19-20. Masayang nagbonding ang lahat sa mga aktibidad na inorganisa ng kanilang samahan.

15.  PESO-Yokohama Rubber LRA, Nagbunga ng 27 HOTS

Noong August 19–20, isang local recruitment activity ang isinagawa sa pagtutulungan ng Public Employment Service Office at Yokohama Rubber Company sa SB Session Hall. May 72 na aplikante ang nakapagparehistro, at 27 sa mga applicants ang hired on the spot.

16.   3 PMMA Grads, Nagcourtesy Call

Tatlong bagong ensign ng Philippine Merchant Marine Academy (PMMA) ang nagcourtesy call kay Mayor Niña. Dumalaw ang mga bagong graduate na mga tubong Bayambang upang ipagpasalamat ang suporta ng kanilang bayan. Sila anila ay pawang mga anak ng mga magsasakang nagsumikap upang maitawid ang kanilang edukasyon, at patunay na hindi hadlang ang kahirapan sa kanilang pangarap na makapagtapos.

17.  Dairy Farm Training, Inilunsad

Noong August 20, opisyal nang sinimulan ng Dairy Farm Training Center ng Kasama Kita sa Barangay Foundation Inc. ang isang Dairy Farm Training sa Brgy. Mangayao para sa unang batch ng trainees upang magbigay ng wastong kaalaman sa dairy farm operations. Ang KKBSF Dairy Farm ay isang Learning Site for Agriculture, sa paggabay ng Agricultural Training Institue ng Department of Agriculture Region I at ng National Dairy Authority.

18.  Wellness Day, Inilaan para sa PWD Presidents at Council

Isang Wellness Day ang inilaan ng Persons with Disability Affairs Office noong August 21 para sa mga PWD President at Council members ng iba't ibang barangay. Ito ang nagsilbing culminating activity ng Disability Rights Week, kung saan nabigyan ng natatanging araw ang mga PWD sa pamamagitan ng pag-alok ng mga libreng serbisyo kabilang ang haircut, massage, at manicure at pedicure.

19.  8th RLK Anniversary at Linggo ng Kabataan, Sabay na Ipinagdiwang!

Nanguna ang Sangguniang Kabataan Federation ng Bayambang, katuwang ang Local Youth Development Office, sa gabay ng Bayambang Poverty Reduction Action Team, sa mga aktibidad bilang parte ng selebrasyon ng ikawalong aniberaryo ng ating Rebolusyon Laban sa Kahirapan at ang taunang Linggo ng Kabataan.

A.     Una, kanilang inilunsad kasama ng ESWMO ang Bali-Balin Bayambang 3.0 upang mas mapaigting ang kalinisan at kaayusan sa ating bayan.

B.     Ikalawa, iginawad sa napiling benepisyaryo mula sa Brgy. Bical Norte ang nalikom na pondo mula sa pinakahuling Ukay for a Cause activity.

C.      Ikatlo, nagsagawa ng isang outreach program ang mga SK Chairperson sa Don Teofilo Mataban Memorial School sa Brgy. Ligue, kung saan nagkaroon ng storytelling session at pamamahagi ng reading materials.

D.     Noong August 19 naman, nagsagawa ng literary and arts contest ang SK Federation kung saan nagtagisan ang mga kabataan sa poster-making, essay writing, at poetry slam.

E.      Nang sumunod na araw, nagsagawa ng isang usapang pangkalusugan para sa mga kabataan upang talakayin ang holistic approach sa kalusugan.

F.      Noong August 21, nagkaroon ng Youth Leadership Development Symposium kung saan naging kalahok hindi lamang ang mga SK Chairperson kundi pati na rin ang mga student leader.

G.     Sa araw na iyon, nagdaos din ng isang Laro ng Lahi competition upang pagyamanin ang kaalaman ng mga kabataan sa pamana ng lahing Pilipino at kulturang Pinoy pagdating sa larangan ng sports o palakasan.

H.     Kinagabihan ng August 22, nagpasiklaban ang mga kabataan sa HimigSikan Battle of the Bands. At may kasabay pa itong Your Face Sounds Familiar contest.

I.       Ito ay nagtapos sa isang Awarding at SK Fellowship Night, kung saan pinarangalan ang lahat ng nagwagi sa mga patimpalak at masayang nagbonding magdamag ang lahat ng mga kabataan.

 

20.  LGU, Regional Winner sa Kaunlarang Pantao Award

Ang LGU-Bayambang ay pinarangalan ng Commission on Population and Development bilang Regional Winner sa Municipal Category ng 2025 Rafael M. Salas Kaunlarang Pantao Award. Ito ay bilang pagkilala sa mga inisyatibo ng LGU sa pag-localize ng population and development agenda sa pamamagitan ng mga innovative, inclusive, at sustainable na programa.

Quick Introduction: Mayor Niña Jose-Quiambao

Our Guest of Honor and Speaker, more popularly known as the former actress Niña Jose, is the very first female Mayor of Bayambang.  

She is a graduate of Assumption College in Manila, and finished Entrepreneurship in Emerging Economies from Harvard Business School.

Before becoming Mayor, she worked as the President of the Local Council of Women of Bayambang, President of the Agricultural Infrastructure and Leasing Corporation, President of Kasama Kita sa Barangay Foundation, Inc., and founder of Niña Cares Foundation. Through these companies and organization, her family has served the people of Bayambang by donating to and caring for the needy and vulnerable sectors using private funds.

As mayor of Bayambang since 2022, she is determined to continue the Rebolusyon Laban sa Kahirapan, the flagship antipoverty program of her husband, former Mayor Cezar T. Quiambao.

With her motherly approach to governance, she has endeared herself to the people of Bayambang through her clean-and-green program and various projects that reach out to marginalized sectors.

Beyond these accomplishments, she is also as a devoted, loving, and kind-hearted wife to husband Cezar and mother to their children.

Our Guest of Honor and Speaker is a successful businessman and philanthropist.

He is a product of Bayambang Central School and Bayambang National High School. He took up Accountancy at the University of the East and became a Certified Public Accountant.

As businessman, he had over three decades of executive experience in various industrial activities, infrastructure and development projects, information technology applications, management knowhow and corporate planning, and banking, finance and investments. He was formerly the Executive Vice-President of PT Green Timber Jaya, a leading timber company in Indonesia; Chair and CEO of Strategic Alliance Development Corp.; President and CEO of Stradcom Corp.

Among his landmark projects are the 2008 Automated Elections of the Autonomous Region of Muslim Mindanao, LTO-IT Stradcom project, Land Registration Authority’s land titling computerization project, and Metro Manila Skyway project, a groundbreaking project worth USD514M and a pioneer in utilizing the Build, Own and Transfer (BOT) scheme between the government and private sector.

He was also a partner in establishing the Guam Regional Medical City, a $219-million tertiary hospital; the Second Vivekananda Bridge Tollway in India, a $145-million project; another tollway project in Vietnam; and the Southern Tagalog Arterial Road Tollway, through the BOT scheme, a project immensely benefiting Calabarzon or the southern Tagalog provinces.

He was a recipient of a Doctor of Humanities (honoris causa) degree from the Polytechnic University of the Philippines; the prestigious Asna Award for Business from the Pangasinan provincial government; and Most Outstanding Jubilarian Award from his alma mater UE.

As the former mayor of Bayambang from 2016 to 2022, he was able to transform the town through his flagship program called Rebolusyon Laban sa Kahirapan by reengineering local government processes, initiating massive infrastructure projects, and pump-priming the local economy.

Beyond these accomplishments, he is also as a devoted and loving husband to wife Niña and father to their children.

1. Karagdagang Parking Space, Inihahanda

Nakatakdang gibain ang "Yellow Building" sa pamilihang bayan sa darating na September 21, upang bigyang-daan ang bagong pampublikong parking area sa bayan ng Bayambang. Ang gusali ay itinayo sa lupaing pagmamay-ari ng LGU nang walang pahintulot, at inaasahang mapakikinabangan na ng mas nakararami. Inalok naman ng alternatibong puwesto sa White Building ang 15 na apektadong tenants.

 

2. PESO at PSU, Nag-ugnayan para sa Job Fair

Isang job fair ang matagumpay na isinagawa ng PESO at PSU-Bayambang Campus noong August 6. Ito ay may 289 na aplikante, at 72 sa kanila ay hired on the spot. Sampung ahensya ang lumahok, kabilang ang isang overseas recruiter, at sila ay nag-alok ng 2,930 job vacancies.

 

3. Info Drive kontra TB at HIV, Inilunsad

Mula July 29 hanggang August 28, nagsagawa ang RHU I ng information drive laban sa TB at HIV sa anim na barangay, at sila ay may 187 participants. Ipinaliwanag ng RHU na ang TB is isang posibleng sintomas ng HIV, kung kaya't isinabay ang dalawang paksa sa isang sesyon.

 

4. Wire Clearing Operation, Nagpatuloy

Patuloy ang Bayambang Wire Clearing Group sa pagtanggal ng mga dangling wire sa mga pangunahing kalsada ng bayan. Nitong August 8, nag-operate ang grupo sa highway mula Poblacion hanggang Telbang. Kasama sa operasyon ang BPSO, MDRRMO, Engineering Office, Globe, at Converge.

 

5. Mga Sagabal na Poste, Dinemolish

Dalawang poste naman ng Digitel ang giniba ng team noong August 12 sa harapan ng public market at Mercury Drug store, bilang bahagi naman ng mas pinaigting na road clearing operations ng gobyerno, kabilang na ang Task Force Disipina ng LGU-Bayambang, upang maiwasan ang aksidente sa mga pedestrian at motorista.

 

6. LGU, Panelist sa Nutrition Conference

Noong August 12 to 13, naimbitahan bilang panelist si Mayor Niña sa isang kumperensiya ng National Nutrition Council ukol sa "Strengthening LGU Nutrition Programs through the Creation of a Nutrition Office," na ginanap sa Parañaque City. Siya ay nirepresenta ni Municipal Nutritionist Venus Bueno, na siyang naglahad ng tinahak na landas ng LGU-Bayambang mula sa pagiging kabilang sa hanay ng mga most malnourished towns sa probinsya hanggang sa pagkakaroon ng one of the top 10 Municipal Nutrition Offices nationwide.

 

7. MVAT Team, Muling Naglibot

Muling naglibot ang Municipal Validation and Assessment Team ng DILG at LGU noong August 12 para mag-evaluate ng mga barangay ukol sa kanilang compliance sa "Kalinisan sa Bagong Pilipinas Program" ng pangulo. Masusing tiningnan sa aktibidad kung maayos na naipatutupad sa mga barangay ang mga programa kabilang ang Barangay Road Clearing Operations, Halina't Magtanim ng Prutas at Gulay, at ang Quarterly Assessment for Cleanest Barangays.

 

8. LGBTQI-Bayambang, May Bagong Opisyales

Inihalal si Joyce de Guerto ng Barangay Mangayao bilang ikalimang pangulo ng Balon Bayambang LGBTQI Association matapos isagawa ang eleksyon noong August 10 ng mga miyembro ng local LGBTQI community. Sa ilalim ng kanyang panunungkulan, pangungunahan ni De Guerto ang adhikaing itaguyod ang karapatan at pagkilala sa LGBTQI community sa Bayambang.

 

9. TODA Members, Binigyan ng Unipormeng Pang-isang Linggo!

Ang mga miyembro ng TODA ay binigyan ng LGU ng unipormeng pang-isang linggo, gamit ang donasyon nina Mayor Niña, Dr. Cezar Quiambao, BM Raul Sabangan, at Konsehal Zerex Terrado. Layunin nito na makaiwas sa mga colorum na traysikel ang mga komyuter at gawing disente ang bihis ng lahat ng mga lehitimong tricycle driver sa Bayambang. Tinanggap ng may mahigit 2,000 trike drivers ang unang 4,500 set ng uniporme sa presensiya ni Task Force Disiplina Deputy Officer Amory Junio.

 

10. Napulot na Wallet, Isinauli ng Enforcer

Isa na namang traffic enforcer ng BPSO ang nagpakita ng katapatan sa paglilingkod sa pamamagitan ng pagsasauli ng napulot na wallet sa nakawala nito. Noong August 13, isinauli ni BPSO traffic enforcer John Hernan Roberto de Vera ang isang wallet na naglalaman ng ID at mga cash sa may-ari nito na isang estudyante ng SVCS. Agad naisauli ang wallet matapos kontakin ng BPSO ang may-ari gamit ang nakitang ID sa loob nito.

 

11. Mga Evacuation Center, Nilinis at Isinaayos

Ang MDRRMO, kasama ang BFP at mga Barangay DRRM Committee, ay nagsagawa ng cleaning and clearing operation sa lahat ng 11 evacuation centers sa Bayambang. Ang team ay nag-ayos sa mga naturang pasilidad upang mapanatili ang kahandaan at maayos na kondisyon ng mga ito anumang oras kailanganin.

 

12. LGU-Bayambang, Nag-update ng CDP

Ang LGU-Bayambang ay nagsagawa ng pormulasyon ng isang updated at risk-based Comprehensive Development Plan sa Baguio City mula August 11 hanggang 15. Sa risk-informed CDP, isinama sa diskusyon ang disaster risk reduction at climate change adaptation sa kabuuang proseso ng development planning. Sa ganitong paraan, natitiyak na isinasa-alang-alang ang mga posibleng panganib at kahinaan sa pagbuo ng mga estratehiya, programa, at proyekto para sa kaunlaran, na nagreresulta sa mas resilient at sustainable na komunidad.

 

LGU-Bayambang, Wagi Bilang Provincial Model LGU Implementing 4Ps!

Nasungkit ng LGU-Bayambang ang titulong "Model LGU Implementing 4Ps" sa buong probinsiya ng Pangasinan! Ito ay isang pagkilala sa ipinakitang pagpupursige ng LGU-Bayambang sa pagtataguyod ng kapakanan ng mga benepisyaryo ng programang 4Ps ng DSWD sa bayan ng Bayambang. ...Salamat sa personal na pagtutok ni Mayor Niña sa lahat ng usapang 4Ps at sa mga naisip at naisagawang inobasyon ng lahat ng sektor upang mas paigtingin pa ang tagumpay ng programa.

BAYAMBANG, DAPAT ALAM MO!

‎‎Bayambang, dapat alam mo na ang buwan ng Agosto ay hindi lang Buwan ng Wika, kundi buwan din ng kabataan! Panahon para kilalanin hindi lang ang galing at talento nila, kundi pati ang kanilang mahalagang papel sa pagbuo ng isang mas disiplinado, maunlad, at maipagmamalaking Bayambang.

‎Dapat alam mo na sa bawat proyekto at programa ng ating pamahalaan, mula sa Clean and Green Program at Disiplina Zones, hanggang sa scholarships, skills training, at sports development, malaki ang ambag ng kabataan. Sila ang bagong henerasyon ng mga lider, innovator, at tagapagtaguyod ng mabuting halimbawa. Hindi lang tagasunod, bagkus ay kasangga sa rebolusyon para sa kaayusan, disiplina, at pangmatagalang pag-unlad ng bayan.

‎Bayambang, dapat alam mo rin na ang laban natin kontra maling gawain at kawalan ng disiplina ay hindi magtatagumpay kung wala ang kabataan. Kaya’t sa halip na mapasama sa mga isyu gaya ng scam, panlilinlang, o anumang uri ng katiwalian, dapat ay sila mismo ang halimbawa ng katapatan, integridad, at malasakit.

‎Dapat alam mo na sila ang magdadala ng sariwang ideya, bagong enerhiya, at matatag na paninindigan. Sa kanilang sigla at tapang, tiyak na maipapalaganap at maipagpapatuloy ang adhikain para sa mas maayos na kinabukasan.

If you are a Filipino of a certain age, I bet you distinctly remember a time when there was no such term as the "LGU" when people wanted to refer to "municipal government." It was only after the Local Government Code was passed in 1991 that the acronym slowly became an everyday word. I bet you didn't know that the "LGU" or "local government unit" actually refers to three levels: province, city/municipality, and barangay.

You may also not realize that the LGU plays a significant part of your daily life as a resident. The work of the local government is so vast that it affects your life from day to day and even from birth to death, to put it bluntly.

Whether you like it or not, your life begins at the Local Civil Registry Office (LCRO) with the official recording of your birth – and ends in this particular office as well if, knock on wood, the inevitable comes.

If you hang around at the town plaza, buy the day’s needs at the wet market, or stop at the terminal for a bus/ jeepney/tricycle ride, the long hand of the LGU is at work through the Public Order and Safety Office (POSO), General Services Office (GSO), and Office of the Special Economic Enterprise (SEE).

We help take care of your health and nutrition (Rural Health Units and Municipal Nutrition Office) and ensure that you won’t fall ill from drinking water or from eating food sold in public (Sanitary Inspector). We make you feel safe and keep your travel orderly even if we need to install a lot of CCTVs for it (POSO). In case of emergencies, we are just one phone call away (#4357/Command Center). When natural calamity strikes, in particular, we try our best to be there for you 24/7 (Municipal Disaster Risk Reduction and Management Office or MDRRMO, Municipal Social Welfare and Development Office or MSWDO, etc.).

We assist you in your farming, gardening, livestock, or fishery needs (Municipal Agriculture Office or MAO). We help you dispose of your trash and keep the town clean (Ecological Solid Waste Management Office or ESWMO). We build a lot of roads and other important infrastructures for you (Municipal Engineering Office).

If you are starting up a business, we make the process easier for you (Business One-Stop Shop). And if you already have one, you will have to go through several of us for permits/licenses/renewals (Municipal Planning and Development Office or MPDO, Zoning Officer, Engineering, RHU, Municipal Treasury Office, etc.). You will need to pay your taxes through us (Treasury). To know the exact amount, you will have to visit us, or else we visit you (Municipal Assessor's Office).

If you are looking for a scholarship or some funding for public school/education projects (Local School Board) or public education (public schools, from daycare to graduate school), or seeking local or foreign employment (PESO), or seeking free legal advice (Municipal Legal Office) we, too, can lend a hand. If you have special needs, like when you’re a senior citizen, solo parent, PWD, in a crisis situation and in need of counseling, or simply indigent, you can count on us (MSWDO, Mayor's Action Center).

If you want to put up a cooperative together with your group, we also have an office created for that (Municipal Cooperative Deveolpment Office). We are a willing partner to every accredited council and NGOs/CVOs/POs out there (CSO Desk, Sangguniang Bayan).

We keep you abreast of the latest developments in town (Public Information Office, Information and Communication Technology Office) and help you with your research or school assignments (Municipal Library). We even promote the local spots, products, and traditions (Municipal Tourism and Cultural Affairs Office), and help preserve the most significant bits and pieces of the past, in order for you to have something to be proud of, or something of a collective narrative and an identity you can call your own and thus give you inspiration to be the best you can be. (Municipal Museum).

There’s also something very basic that we do in the life of our town: lay down the local laws for your own benefit, or amend and update them as needed (Vice-Mayor’s Office, Sangguniang Bayan). Among other higher-order tasks we do are planning the fate of the town and zoning the land for particular usage (MPDO) and deciding on just about anything that affects the common good (Mayor’s Office, Administrator’s Office).

The rest of us do silent yet just-as-essential work (Municipal Budget Office, Municipal Accounting Office, Internal Audit Service, GSO, Human Resources Management Office, Bids and Awards Committee, ICTO, Municipal Motorpool, Municipal Slaughterhouse, Municipal Cemetery).

You’ll be surprised to know that, despite all that, a lot of things are not under our direct control or supervision, but we are certainly in constant coordination with our partners in other levels of government (barangay, provincial, regional, national) or even the private sector if necessary, especially if you need help in forming business ideas (Department of Trade and Industry/Negosyo Center), if you have concerns with your water supply (BayWad) or electricity (CENPELCO), if there is an incidence of crime (Philippine National Police) or fire (Bureau of Fire Protection) in your area, or if you need special financial assistance (Department of Social Welfare and Development of DSWD-Pantawid Pamilyang Pilipino Program Team).

Lastly, we don't operate in a vacuum. We assure you that there are overseers of everything we do (Department of the Interior and Local Government, Civil Service Commission, Commission on Audit, Office of the Ombudsman), to keep us on our toes in our delivery of public services to you.

(Note that there may be other public offices or agencies in your town (or city) that we in the LGU are not in direct supervision of, but are nonetheless part and parcel of government: Bayambang District Hospital (in the case of our town), Commission on Elections, Bureau of Internal Revenue, Philippine Post Office, Department of Education, Commission on Higher Education, Social Security System, Land Transportation Office, TESDA, PhilHealth, DENR, DPWH, DOLE, DMW, GSIS, DOST, Philippine Army, Municipal Trial Court, etc.)

That’s how serious our work is, because our reason for existence is… none other than you. Because you put the ‘U’ in ‘LGU.’

Pangasinan's Missing Folk Dances

"The more things I know, the more things I know I do not know." I found this saying very much applicable when researching about my current interest, pre-colonial Pangasinan culture. How did our ancient folks dress up on a daily basis? I've learned from historian Rosario Cortez that the men wore G-strings while the ladies wore not only the local equivalent of baro't saya, but also Chinese silks and cotton garments, based on a Boxer Codex illustration and according to Chinese records referring to Pangasinan as Feng-jia-shi-lan. Both nobility and commoners, according to these accounts, wore gold ornaments. What music did they play? I've encountered a book on Filipino music history by D.R.M. Irving ("Colonial Counterpoint: Music in Early Modern Manila," Oxford University Press, 2010) that says Pangasinenses used kutibeng, a ukelele-like instrument, for one, and past researchers were able to save a considerable amount of lyrics, but I couldn't access the records for now which must be hiding is some basement somewhere. (I am particularly interested in the panagcorona ritual song.) Now, what kind of dances did they dance?

This last question was most intriguing to me because I had zero knowledge of it at the time the question cropped up in my mind. I had never come across of any of them as a term, much less saw any as a performance.

It was only upon digging up with intent that I was able to learn about a few of them.

The first one was a dance called colorong, "an indigenous pre-Hispanic dance with movements similar to Igorot dances," according to the book "Pangasinan, Pinablin Dalin." 

The same book mentions tagam, another "pre-Hispanic war dance performed by two male warriors and accompanied by the tulali, a most likely indigenous bamboo flute."

Studying the lyrics of Pangasinan folk songs, I came across the word "kindo-kindo" from the song "Pagatin," the traditional Pangasinan wedding song. What could it be? If even Melchor Orpilla doesn't know about it, that's a bad sign.

Recently, I was able to purchase Emmanuel Sison's book compiling the most well-known Pangasinan folk tales. In a tale told in a clearly pre-colonial setting, he mentions two dances I've never heard of: talokatik and banayaban. What could these dances be?

Meanwhile, a former teacher of mine mentions that a native term for the pandanggo dance is pokliwet, and this lead is worth looking into, as to whether there was a precolonial version of fandango. 

Yet another folk dance that I have come across but never encountered as a performance nor read about in a detailed way is balangbang.

There may be other folk dances invented in certain towns that may have been suddenly lost without the rest of us every knowing about them. In Bayambang, for example, aside from binasuan, there is the siwi-siwi dance that I only have watched on grainy YouTube videos and another dance, sayaw na sumisigay, that I have yet to see.

Fortunately, for colonial-era Pangasinan folk dances, local scholars were able to document and save a lot of materials from certain oblivion. For me, they are a kind of local folk heroes: Francisca Reyes Aquino and her “Philippines Folk Dances and Games,” circa 1926; Jovita Sison-Friese and her "Philippine Folk Dances from Pangasinan," circa 1980; Januario Cuchapin and his "Bali-Balin Pangasinan" monograph with notations (graphic illustration of choreography) in 2006. So far, I haven't heard of any other researcher in this field who has published an equally authoritative book. 

However simple and basic (or outmoded) they were, the loss of these most likely unique native dances,  before the advent of colonialists is sad and concerning because, for me, it is a little, quiet tragedy: it means we Pangasinenses have lost a part of our cultural heritage and ethnic identity that we might never be able to recover again from collective memory. 

This also implies that we had not given enough value to this aspect of our cultural resources or intangible wealth for some reason. Not to blame any particular group or individuals or institutions, but I lay the blame squarely on all of us, Pangasinenses. I hazard that the reason could be our collective neglect due to low interest which is due, in turn, to low self-regard. 

At this point, I am reminded of the cultural critic Marian Pastor Roces's eye-opening observation that, no thanks to centuries of colonialism, we Filipinos have been exiled, cut off, uprooted from our core identity, as attested by the great wealth of historical and cultural artifacts that had been snatched from our possession and are now either preserved or gathering dust in the museums and archives of the Western world, way out of our ability to access. This, if I am reading her right, led us to developing an amnesia over how great our native culture once was and to being led to believe that there is nothing worth treasuring about it and about who we once were.
